EMPLOYEES PARTICIPATION: In view of Rule 208 of The Building & Other Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996; all projects of NTPC are having following forums to involve the employees in safety management. SAFETY COMMITTEES SAFETY STEWARDS SAFETY CIRCLE SAFETY TASK FORCES Regular meetings held and compliance of recommendations of above committees is monitored at project level, regional level & corporate level. SAFETY MANUAL Safety Manual is a compilation of circulars issued by NPTC on Accident Reporting and Investigating Procedure, Safety Policy, Safety Rules, Guidelines, MSDS etc. Important Statutory provisions like Factories Act; i.e. Rules, the Building and other Construction Workers Act etc. are also included. SAFETY RULES FOR CONSTRUCTION AND ERECTION Construction work has high risk potential is of temporary nature and has to be performed in general and adverse physical & Environmental conditions. Hence in order to effectively manage Safety, Health and Environment (SHE) at site and to enforce the provisions of The Building & Other Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996; a good Safety Management System is essential.. NTPC Safety Rules for Construction and Erection have standardized safety provisions to be adopted by NTPC personnel and the contractors engaged and associated with construction and erection activities

DISASTER MANAGEMENT PLAN ON-SITE / OFF-SITEAs per provisions of section 41-B, para - 4 of factories act, 1948. All NTPC stations have prepared Disaster Management Plan. Regular Mock Drills are being conducted. Regular training given to team members, plan is also translated in local language.

E&M SAFETY RULESNTPC has prepared the E&M Safety Rules to ensure that persons working on plant and apparatus to which these Safety Rules apply are safeguarded from Hazards arising from the Electro-Mechanical System. The Statement setting out the Policy, Philosophy and Principles,

approved by the Director (0) is the basis for the rules.

SAFETY CLAUSES IN GENERAL CONDITION OF CONTRACTSNTPC included safety clauses in general condition of contracts. Safety clauses in operation & maintenance contracts, supply cum erection (IDA), civil packages and bilateral contracts.

PROCEDURE FOR REPORTING OF ACCIDENTSAn Officer of the concerned section immediately inform about the accident to head of HR and safety officer on telephone with full description of accident. Subsequently concerned department In-charge will prepare a Report in format with in 4 hours of accident and submit to HOP & Head of HR.

Safety Officer will intimate to statutory authorities in a format prescribed by the concerned State Government and Corporate Centre. Corporate safety department shall put up report to Director (HR).

Corporate Safety circulates gist of Enquiry Committee Reports of the accidents and recommendation thereof to all the Projects / Stations to initiate preventive actions in order to avoid recurrence of such accidents. Internal and External Safety Audit observations are being complied with and review is taken by Corporate Centre.

SAFETY TRAININGSafety training is provided to all NTPC employees and contract workers. Specialized training on following subjects are also arranged from Institutions LPA, CLI, RLI, NPC, DPC etc.

Personal protective equipments provided to all employees based on functional requirements. Protection of Head, Face, Eyes, Ears, Respiratory, Body, Hand, and Foot shall be taken care during the issue of personal protective equipments.CONSTITUTION OF ENQUIRY COMMITTEEEnquiry committee constituted by competent authority to determine the circumstances and reason of accident. Estimate of extent of loss of manpower / man-hours / plant & machinery. To the extent possible, fixation of responsibility.

LOSS PREVENTIONTo ensure Safety and save the life and property NTPC installs Fire Protection and Fire Prevention Systems, Fire Detection Systems, Chlorine Detection System, Water Spray System, Mulsifiers System, Carbon Dioxide Flooding System, Sprinkler System, Fire Hydrant System.

OCCUPATION HEALTH CHECK UPOccupation Health Check up of Workers employed in a Hazardous process conducted periodically to detect any deterioration in the Health according to Section 41-C of Factories Act, 1948. Projects maintain accurate and upto date Health records of workers employed in Hazardous process. In NTPC Medical Examination of all employees above 40 years of age is also conducted annually.

SAFETY AUDITNTPC conducts the Safety Audit of it's Plants/Projects Once in a year internally by a group of other Project Safety Officer. Once in six months by external agency like Central Labour Institute, Regional Labour Institute , National Safety Council, DPC, LPA etc

OCCUPATIONAL HEALTH AND SAFETY CERTIFICATIONOHSAS 18001 / IS 18001 have been obtained by all operating Stations.

SAFETY AWARDThere are two Safety Awards, One for Major Projects and other for Gas Minor Projects. First and Second Position in each category declared after evaluation of Safety Performance of the Project. Projects not considered for awards where fatal accident/s take place during contesting year.
