1) Scope of Position To perform and carry out the duties and responsibilities of building inspection as

mandated under The Building Code Act, and as directed by the Chief Building Official (C.B.O.) within the Township

Collaborate with the Clerk to perform and carry out the duties and responsibilities of by-law enforcement within the Township

To perform and carry out the duties and responsibilities of Drainage Superintendent as mandated under the Ontario Drainage Act, and as directed by the Chief Building Official

Provide exemplary customer service

2) Key Responsibilities Building Inspector

1. Ensure that permit applications received are complete in accordance with the building by-law, Ontario Building Code and with other applicable laws as defined by article 1.1.3.3. of the Ontario Building Code.

2. Perform plan examination to ensure compliance with the Ontario Building Code. Review engineering, architectural, mechanical, electrical and structural plans, for all types of buildings within the scope of the Ontario Building Code.

3. Process applications for residential purposes defined as the house (including plumbing, HVAC, and sewage systems) and for accessory buildings, demolitions, private swimming pools and farm buildings.

4. Perform site inspections to ensure compliance with the Building Code Act, Municipal By-Laws and other related legislation, for residential construction and defined as the house (including plumbing and HVAC) and for accessory buildings, demolitions, private swimming pools and farm buildings.

5. Give verbal/written approvals for various stages of construction as competed or refer violations to the C.B.O. for enforcement.

6. Provide information to the public with respect to the Ontario Building Code, permit application process, inspections, fees and charges. By-Law Enforcement

1. Perform site inspections to ensure compliance with municipal by-laws relating to zoning, parking, lot maintenance, etc.

2. Liaison with residents, to provide by-law compliance determination and resolve disputes or grievances.

3. Issue fines under Part 1 and Part 3 of the Provincial Offences Act as directed by the Clerk.

4. Provide information to the public with respect to Municipal By-Laws.

5. Collaborate with the Clerk to carry out by-law enforcement assignments

Drainage Superintendent 1. Performs the statutory duties of the Drainage Superintendent under the Drainage Act and

other Acts of the Legislature. 2. Liaises with the landowners in respect to drainage matters and concerns, providing

advice and assistance as needed regarding municipal drainage systems.

3. Develops advice to Council in drainage related matters, ensuring members of Council have sufficient information to make knowledgeable and effective policy decisions; providing alternatives, where applicable, with the probable legal and administrative impacts of each such alternative; recommends the best course of action based on skilled analyses, municipal plans and objectives, and statutory requirements.

4. Accepts applications for new drainage works or improvements to existing municipal drainage systems, recommending to Council the action that is to be taken under provision of The Drainage Act.

5. Liaises with, and assists, consulting engineers appointed under provisions of The Drainage Act.

6. Monitors construction, or reconstruction, of a new or existing municipal drainage works; in conjunction with the consulting engineer.

7. Receives, investigates and acts on complaints by landowners where a municipal drainage work is in need of maintenance or repair.

8. Liaises with Provincial Ministry personnel on behalf of Council, the Township and ratepayers respecting drainage related matters.

9. Accepts, reviews and processes applications for private tile drainage loans under provisions of The Tile Drainage Act.

10. Carry out the necessary inspection of any private tile drainage systems installed under provision of The Tile Drainage Act; approving, rejecting or ordering corrective work where deemed appropriate. Supply a copy of the inspection and completion certificates and sketch of the tile installed.

11. Liaises with materials and services suppliers on behalf of the Township.

12. Acts in an intermediary role respecting drainage matters where such services may be necessary or requested, being primarily between landowners, landowners and contractors, and/or landowners and engineers.

13. Organize with a Contractor the maintenance of Municipal Drains.

14. Inputs new drainage reports or drainage reapportionments into Drain Tracker as soon as possible following council approval.

15. Work with the Clerk throughout the process to ensure timely processing of petitions, appointments of Engineers, notification of Conservation Authority and other agencies as well as the by-law process related to capital drains and drainage repairs.

16. Supply the Finance Department with adequate information to carry out the final billing of capital drains and maintenance.

17. Supply the Provincial Ministry with: a) Annual New Municipal Drain Queues b) Annual Drainage Superintendent and Maintenance budget for Provincial Grant c) Supply copy of daily work sheet with number of hours working on Municipal Drains d) Complete application for Grant allocation and cost of Employing a drainage

Superintendent with all the supporting documentation.

18. Provide drainage locates for Ontario One-Call within the prescribed time frames.

19. Annual review of open topsoil removal permits.

20. Annual inspection of municipally owned buildings. 2A Operations and Program Delivery Understanding and giving information on the Drainage Act. Entering drainage assessments into the computer program (Drain Tracker). Preparing all required grant forms (i.e. OMAFRA). Understanding and giving information on Township By-laws Collaborate with the Clerk in the Enforcement of Township By-Laws Carrying out building responsibilities as directed by the C.B.O.

2F Health & Safety Everyone at the Township of South-West Oxford has a responsibility to work in a healthy

and safe manner and to follow all Township Health and Safety Guidelines (policies and procedures)

Responsible for monthly inspection of fire extinguisher in the designated Township vehicle according to health and safety guidelines.

Responsible for quarterly inspection of the first aid kit in the designated Township vehicle according to health and safety guidelines.
