ISSN 2094-3991 Special Issue 01 NOVEMBER 2015 BU hosts PASUC National Culture and the Arts Festival 2015 At least 2,500 delegates from 112 State Universities and Colleges (SUC’s) will be taking part in the 7th Philippine Association of State Universities and Colleges (PASUC) National Culture and the Arts Festival which will be held at Bicol University (BU), Legazpi City, Albay on November 30 to December 2, 2015. The Meaning Behind the Festival Logo The National Culture and the Arts Festival logo is a symbolic embodiment of the cultural and artistic identities of the Filipino young generation. The vibrant use of shapes, fonts, color and images for visual artistry generates a message of dynamism and enduring creativity—the guiding principles that govern the festival. The festival logo is replete with symbolisms. From the blazing golden sun and the iconic three stars that signify our cultural heritage as Filipinos, to the musical symbols adorning the logo that signify artistry and ingenuity, the bold strokes of curves and rounds that signify optimism, and the bold splash of red and lilac for aesthetic magnificence— the logo indeed encapsulates Mascariñas welcomes PASUC delegates BU hosts / turn to p.2 the socio-cultural-artistic identity of the festival. The majestic Mayon Volcano, the emblem of the Albay province, dominates the central background to signify the host region of this year’s festival. Bicol University’s iconic landmark, the Torch of Wisdom, is likewise integrated in the logo to signify this year’s host university. The design was conceptualized by Dr. Baby Boy Benjamin D. Nebres III, Grants-in-aid Officer of the BU Office of Student Services (OSS) and Staff. The logo was translated to art form by Paulo Quinones and Gian Orozco of the BU College of Science, and digitally enhanced by Alfred Bandojo and Jona Castaňeda. PASUC, an association of public tertiary institutions in the Philippines which includes all state universities and colleges under the Commission on Higher Education (CHED) has identified Albay province and BU to be the official host of this year’s festival. With the theme, “Transforming the Landscape of Culture and the Arts in the Public Higher Education Institutions,” the event aims to pool together delegates coming from the 17 regions in the country composed of administrators, coaches, trainers and student- participants to compete in the 24 cultural-artistic events in five major venues. Headed by PASUC President Dr. Ricardo E. Rotoras, in-cooperation with PASUC Regional President Dr. Modesto Detera of Sorsogon State University, and all SUC presidents of the host region, Bicol University heartily welcomes all the delegates and officials of the different state universities and colleges throughout the country to the 7th Philippine Association of State Universities and Colleges (PASUC) National Culture and the Arts Festival! We are proud to have been chosen to host this year’s event. On my first year of service as president of the premier state university in the Bicol Region, we have been given this great challenge and responsibility to ensure the smooth and enjoyable conduct of all its activities. It was not without anxiety that I accepted the challenge, but because I believe in my people, I know we will pull through and make your stay a most memorable and exciting one. Indeed hosting an activity as big and as significant as this is no easy feat, and entails more responsibility than when you are merely sending delegates of your own to the event. the festival is a national scholastic competition conducted by the SUCs throughout the country to determine the champions who will represent PASUC in other intercollegiate or interscholastic socio-cultural-artistic events. Student-participants will compete in various competitions in four general categories: Musical competition (chorale, instrument solo, vocal solo, vocal duet, and pop solo); Performing arts (radio drama, sweet

along with those delegates, has to be an exemplar of values that cannot be questioned especially in times of disputes within the duration of the festival. Still, I am confident that my dear BUeños will do us proud by truly exemplifying our core values of leadership, scholarship, character, and service. Let us all remember, even as we compete against each other with each contestant vying for first place, that there is a higher purpose for all these competitions. This entire festival is a venue for us to showcase our God-given talents, a way for us to find the best people to represent us in the outside world in international competitions, and an opportunity to develop a greater love for what is truly Filipino, particularly in terms of culture and the arts. I therefore wish for everyone to have the best of everything that our beloved Province of Albay and the entire Bicol Region can offer to each and everyone one of you. Thank you for coming, and enjoy your stay! Mabuhay tayong lahat!!!

and short play); Dance competition (indigenous dance, contemporary, hip-hop, and folk dance); Literary competition (story-telling, essay writing, extemporaneous speech, pagsulat ng sanaysay, dagliang talumpati at pagkukuwento); and Visual arts competition (on-the-spot painting and charcoal rendering). Special categories are Quiz Bowl and the Search for Mr. and Ms. PASUC 2015. Dr. Baby Boy Nebres,

regional and university focal person of the festival said that BU is honored to be this year’s host. He also revealed that the university has rigorously prepared for the event, determined to show the best of Region V to the rest of the 16 regions. “This is the first time for Bicol to be chosen as the host region of the PASUC festival. One of the reasons why we were chosen is because we have won Ms. PASUC for three times. Another is because of the strong support of the governor of Albay. We want

to show the best of Bicol University. Who knows, we could be the next host for SCUAA 2017-2018,” he said. The annual festival aims to provide opportunities for tertiary level students who are skilled and talented to participate in socio-cultural competitions, and to develop among them the character of excellence and appreciation of the Filipino culture, aesthetic values, knowledge, understanding and socially desirable traits.
