EXALL PARK EXALL PARK EXALL PARK TREE PLANTING NOVEMBER 3

You may have noticed that several sick and dying trees have been removed from the park. The City of Dallas will provide us with new replacement trees for Exall Park if we can get them planted. We told them if they could provide and deliver the trees, the Friends of Exall Park could plant them. CAN WE GET IT DONE??? WE NEED YOUR HELP!!! We are going to get 4 Chinkapin Oaks, 2 Bur Oaks, 2 Live Oaks, and 2 Lace Barks. Please mark this date on your calen-dar and come out if you can. We are going to do the planting on the morning of November 3rd at 8:30 AM. We hope to pre-dig the holes the afternoon of Friday November 2nd. This will replace the 6 trees that were removed and add 4 news in areas that needed some additional shade. This project with your help will keep our cost to a minimum for these wonderful trees and add an enormous amount of beauty to Exall Park.

The Friends of Exall Park had their "My Park Day" on Septem-ber 8th as originally scheduled and it was a great success! Thanks so much to the 26 volunteers that came out that morn-ing. We were able to get a new coat of paint on our electrical boxes, some of our corner trees trimmed, beds cleaned out, and low spots in the park filled with new soil. As many have already commented, 2 truck loads of mulch were spread in the washed out area along Live Oak Street that has enhanced that area tremendously. It was dirty work and hard work, but our dedicated crew that took that job on went over and above the call to get that area back in shape. Great job to all that came out and great fellowship with those that were able to stay and visit afterwards while we enjoyed hot dogs off the grill.

DPD Quarterly Crime Meeting Well Attended Bryan Place residents showed up and learned tips on crime prevention. There were lively presentations and an informative question and answer ses-sion. One main point brought out in the meeting was the need for Neighbor-hood watch groups. Statistically it is shown that having a group reduces crime over ten percent. That will be one of the goals for the coming weeks in Bryan Place. More participation is encouraged at the next quarterly meeting.

Wine Share And Scare October 27 This will be the third year for this fun event in Exall Park . It starts at 5PM, early enough for everyone to come out, still have time to head out for the night on this busy weekend. Many residents have already planned on venturing over to the new Klyde Warren deck park for opening festivities. So mark your calendars to make an evening of it.

Watch for Trick or Treaters Bryan Place doesn’t have many children who will be out looking for goodies Halloween night, but we do get foot traffic from nearby neighborhoods. Please be aware of the trick or treaters who will be out that night and drive carefully.

Also, if you prefer not to provide treats for the kids at Halloween, we suggest you turn off your porch light or post a notice on your door that evening.

Planning A Party? Please respect your neighbors and have designated area for your guest to park. It is also the safe thing to do in case of emergency vehicle traffic. Please keep in mind that cars parked illegally are subject to ticketing or towing.

Robert Abtahi Explains the City Bond Program’s Impact on Bryan Place

On November 6th, in addition to the Presidential and other partisan rac-es, there will be a citywide election to vote on a capital bond program with 3 propositions totaling $642 million. The bond program is a method for the City to purchase, install and/or construct infrastructure generally lasting more than 20 years. This year’s bond is widely seen as a “no frills—back to basics” program. Bond funds are not used for operating funds, such as pothole and wear-and-tear repairs. Most importantly, this year’s bond program will NOT require an increase in taxes.

The three key objectives to the bond program are 1) to protect lives and property from flooding; 2) to preserve and restore streets and other street-related assets; and 3) to support economic development to grow our tax base. The breakdown is as follows:

Proposition 1 – $260 million for street, sidewalks, trails and transportation improvements Proposition 2 - $326 million for flood protection, storm drainage & creek erosion Proposition 3 – $55 million for economic development in southern sector and transit-oriented development citywide

All three propositions are extremely important and will be voted on individually but I’d like to focus specifically on Proposition 2 as it most directly affects our neighborhood. It’s important that we are well informed on Prop 2’s details as voter turnout for this year’s bond program is expected to be low. Prop 2 is $326 million and a majority of those funds will impact Bryan Place.

As many of you know, Mill Creek was originally a stream that drained from Mockingbird Lane to the Trinity River; it ran through what is now Exall Park. From the 1920’s through the 1950’s, Mill Creek was enclosed in underground pipes to be able to withstand 2-year to 5-year storm events. Problems arise when rainfall exceeds those levels. For example, in a 100-year event the streets in Bryan Place look like rivers and flood depths are up to 10 feet high. Prop 2 specifically addresses the decades of flooding problems many BPNA residents have experienced. Due to currently inadequate pipe systems, one foot or more of flooding in the Mill Creek/Peaks Branch area impacts approximately 3,800 properties. Prop 2’s purpose is to save lives and prevent property loss from flooding without having to increase taxes.

Because many races are included on this ballot, citizens voting on electronic voting machines will find the bond propositions at the very end of the ballot (and for those using paper ballots, the propositions may be listed on a separate ballot). Those who vote straight Re-publican or Democrat ticket can vote on the propositions by going to the end of the ballot.

It’s extremely important that BPNA residents go to the back of their ballots and vote on all three propositions as they directly affect our neighborhoods safety, our streets, and growing our City’s tax base; all without raising our taxes.

Gateway Makeover and Clean-Up Date Changed To November 10th The neighborhood volunteer cleanup and art work to be done by Booker T. Washington High School for the Performing and Visual Arts have been delayed a week in order for the students to take exams. The Gateway To The Arts District is located at the underpass at Ross Avenue and Central Expressway and will be the sight of a combined event. The students will be painting more of the bridge pillars, and neighborhood volunteers will spruce up the gateway. Please mark your calendar for Saturday morning, November 10th. To avoid traffic, the project will begin early, about 8AM. Feel free to join whenever you can make it . Thank You!

Monthly BPNA Board Meeting! Our next monthly board meeting will be on Monday, November 5 2012 at 7PM, held at the pool club house at 3030 Adolph. As always, anyone can attend.

Neighborhood Roaming Garage Sale! October 27 Make plans to scoop up bargains galore as over ten Bryan Place homes participate in our first roaming garage sales on Saturday, October 27. Several homes will be hosting garage sales that morning. If you don’t find what you’re looking for at one place, each home will have maps handy pointing to another location where you’re sure to find something you’re needing. City Lights Demolished

A few days after the September deadline, the buildings at the sight of City Lights have been demolished in accordance with the agreement for the owner to purchase the property from the City Of Dallas. Still no plans have been revealed for the land. But the buildings which have been an eyesore for many Bryan Place residents are now gone. The original demolition date was supposed to be back in June. The board fought at the city council meeting to ensure no more extensions would be given to the owner.

Kelfer Mufflers Moves On In accordance with PD 298, Kelfer Muffler shop at Haskell near Ross Avenue has moved its location elsewhere. The shop was in violation of PD 298 and the board stayed on top of the issue to ensure guidelines were followed. Though not related to PD 298 ordinances, the unsightly market at Ashby and Ross has closed, just weeks after the demolition of Orta Parte night club next door.

The Dog Park at Swiss Avenue and Liberty Street is closed for repairs through October 15. All pets in Exall Park must be on a leash. It’s the law.

Annual Bryan Place Blocktoberfest And Pet Parade Sunday, October 21

EVERYONE is invited as this Bryan Place tradition continues on Trevolle Street. Neighbors and pets will gather for an afternoon of football, food, and fun on Sunday, October 21, starting about noon. Our gracious cook, Ruben Ramirez, will fire up the grill with plenty of fixins’ while owners and their pets strut their stuff around the block. So dress your pets up in their favorite costumes, “or your favorite costumes”, and win prizes. Donations will be accepted to benefit the Animal Rescue Center. DALLAS WATER CONSERVATION CONTINUES The 10am to 6pm watering restriction ends October 31, however the twice a week watering schedule shown is permanent. Dallas Water Utilities (DWU) is offering FREE high-performance HETs (high-efficiency toilets). These new ProFlo® PF1400, WaterSense® certi-fied toilets ensure great performance and reduce water consumption. You can apply to receive up to two toilets. This program does not replace existing 1.6 gallons per flush (GPF) toilets. A rebate option is also available for up to $90 per toilet (excluding taxes). Customers are responsible for picking up the toilets, having them installed, and disposing of the old toilets so they are not reused.
