Brule River State Forest Timber Sale Information
Sealed bids will be received by mail at the Brule River State Forest Office, 6250 S. Ranger Rd.,
Brule, WI 54820, up to 9:00 AM Thursday September 17, 2020 and will be opened
immediately thereafter for timber stumpage described in this prospectus.
For in person bid delivery, contact Dave Schulz at 715-815-0411 to make arrangements for
personal bid delivery due to COVID-19 office closures.
This bid opening will be held for fourteen (14) tracts on the Brule River State Forest. Four (4)
additional tract are offered for sale on State owned lands located within Bayfield County.
For tracts not sold on September 17, 2020, sealed bids will be accepted by mail or in person
until 9:00 AM October 1, 2020. Contact Dave Schulz – Brule River State Forest Forester at
715-815-0411 or at [email protected] for details on bid results following September
17th bid opening.
Due to COVID-19 restrictions, these bid openings will be CLOSED to the public and
contractors. If you wish to attend via tele-conference, please use the following procedure to call
in and attend via telephone. If you have issues with the conference call options on the day of the
bid opening, contact Dave Schulz at 715-815-0411.
DIRECTIONS FOR TELECONFERENCE ATTENDANCE:
Prior to 9:00 AM on Sept. 17, 2020, and again prior to 9:00 AM on October 1, 2020, call into the
DNR teleconference line by dialing 608-282-4711 to join the bid opening via conference call.
See item 1e below as it pertains to removing a bid from consideration.
1. Bidding Procedure for Timber Sales
a. Bids will be made by species for each tract
b. Estimated volumes used on individual sale prospectus maps are based on
either a four inch (4”) top diameter or a whole tree harvest volume. All sale
volumes are in TONS. Bid according to volumes listed on individual maps and
indicate utilization standard with your bid.
c. The high bidder will be determined by the greatest total bid for each tract.
d. Bids will be opened in random order from a draw of the hat.
e. Bidders in attendance via conference call can remove their bid from
consideration before each individual tract is opened. Bidders must identify
themselves by clearly stating their name, address, and telephone number PRIOR
to a bid being opened to withdraw their bid from consideration.
2. Bids may be made on one or more tracts
3. Submit bids in individual sealed envelopes marked “Bids for Timber Stumpage” with
the timber sale name, and tract number on the outside. Wisconsin DNR Timber Sale
Bid Forms must be used to make bids on DNR timber sales. Bid bonds are not
required.
4. A per unit bid must be made on every item on a tract.
5. Winning bidders will be notified within 24 hours of bid opening and must submit an
acceptable performance bond within 6 weeks of the bid opening. If the winning
bidder fails to execute the contract and submit an acceptable performance bond, the
bidder shall be required to forfeit to the department an amount equal to 10% of the
total bid amount. Failure to forfeit the 10% penalty will result in the bidder being
considered ineligible to bid on any state timber sales for a two-year period.
6. A Performance Bond or Letter of Credit is required before awarding of contract.
The bond shall be fifteen percent (15%) of the total bid value or a minimum of
$1000.00. The bond will be held intact by the Department of Natural Resources until
the satisfactory completion of the timber sale contract. Performance bonds in a form
of other than cash for these sales must expire no earlier than June 30, 2025
7. The Department of Natural Resources reserves the right to reject any or all bids.
SALES TAX CERTIFICATION
1. A Sales and Use Tax Exemption Certificate must be provided at the signing of the
contract. This certificate is required to cover a contractor or individual reselling
stumpage harvested for firewood/fuelwood and mills and manufacturing facilities.

UTILIZATION
1. All trees designated for cutting will be utilized to a four inch (4”) top diameter unless
stated otherwise in the prospectus.
2. When designated for cutting, all trees containing one (1) or more one hundred inch
(100”) long stick to a four inch (4”) minimum top diameter will be considered
merchantable.
SCALING AND PAYMENT
1. Payment for timber removed from site must be made within 30 days after hauling or
scaling under deferred payment option unless otherwise indicated on sale map.
2. The mill scale ticket system will be used as the preferred method of sale
administration for sales on the Brule River State Forest. Other scaling systems may
be used at the discretion of the Department of Natural Resources.
3. If a woods scale system is used, all cordwood will be piled for scaling. Piles will be
level and square with at least two cords per pile. At least 20 cords will be piled
before a scale is requested. Scaling requests must be made at least one day in
advance.
4. Weight scale conversions will be at rates as specified in the DNR timber sale
handbook.
CONTRACT PERIOD
1. All contracts offered during this bid opening will expire June 30, 2024 to allow for
three full cutting seasons on all sales.
2. Contract extensions will not be granted without justifiable reason. Justification will be
determined by the Department of Natural Resources. Note****If extended, extension
will be offered which expire June 30, 2025, and stumpage prices will be increased by
15% for the extension period.
OTHER CONDITIONS - BMPS
1. Wisconsin’s Best Management Practices for Water Quality, Woody Biomass
Harvesting Guidelines, and Best Management Practices for Invasive Species must be
followed on all DNR timber sales. More information on these management

Insurance
The “Contractor” (purchaser) shall provide the Department with a Certificate of Insurance
counter-signed by a Wisconsin Resident Agent, indicating that Worker’s Compensation
Insurance coverage is provided for the duration of the contract prior to any performance under it.
Such Certificate of Insurance shall further include the condition that the insurer shall notify the
Department at the Brule River State Forest Office within five (5) days of any change in its terms
of twenty (20) days prior to its termination.
Contract may contain other provisions. A sample copy of the contract is available upon request.
Current Brule River State Forest contracts that have run longer than the original expiration date
must be completed before sale operations are started on a new contract.

***TRAINING STANDARD***
Successful purchasers of timber stumpage on Wisconsin State Forests will need to ensure
that the actual logging contractor compiles with the Wisconsin Sustainable Forestry
Initiative (SFI) Training Standard as adopted by the Wisconsin SFI Implementation
Committee (SIC). Criteria for the training standard can be obtained by contacting FISTA.
