he Florida Department of Transportation (FDOT) is responsible for building, maintaining and operating the highway systems in Florida. Part of operating the highway system is managing emergency incidents in accordance with the Florida Open Roads Policy. The Severe Incident Response Vehicle (SIRV) Team was created to provide an immediate FDOT Incident Command presence on the scene of severe incidents affecting I-95, I-75 and I-595 in Broward County and on I-95 in Palm Beach County.

The SIRV Team is dispatched by the SMART SunGuide Transportation Management Center. SIRV responds 24 hours a day, seven days a week to severe traffc incidents such as full highway closures, fatalities, overturned commercial trucks, and any other event that may last longer than 2 hours.

The SIRV Program is dedicated to keeping motorists and emergency responders safe during traffc incidents while working to quickly clear the roadways.

Incident Command: Once on a scene, uniformed SIRV staff becomes the Incident Commander for

FDOT activities. They are used as other agencies point of contact for anything needed from FDOT. SIRV provides coordination among all involved responders to assure a smooth and quick clearance of the roadway.

HAZMAT Mitigation: SIRV carries enough on board HAZMAT (Hazardous Material) mitigation supplies to immediately deal with motor vehicle fuel and fluid spills. This allows roadways to be open much faster than waiting for other clean up agencies to be notifed and gather resources to respond.

Maintenance of Traffic: The SIRV Team ensures the scene is as safe as possible for responders and motorists approaching an incident scene. SIRV brings extra traffc management supplies to scenes, which allow Florida Highway Patrol, other law enforcement and some Road Rangers to return to their normal duties. SIRV also assists in setting up detour routes to alleviate congestion.

Roadway Repair: The SIRV carries on board roadway repair supplies. This expedites repairing damage to the roadway because additional FDOT resources do not have to be called out to perform these duties. The roadway repair capabilities that SIRV possess free up other FDOT resources to so they can remain at assigned tasks which increases their productivity.

SIRV PatrolsIn addition to severe incidents, SIRV also responds to any incident that blocks a traffc lane while they are on duty Monday – Friday from 6 a.m. to 7 p.m. When available, SIRV can assist with incidents on arterial state roads near highway entrances and exits.
