Please find attached the "Re-Sanction of the Mustang Development Project" document signed by the current Working Interest Owners. This submittal complies with the requirements set out in 11 AAC 83.343 and requests that the application be reviewed and processed for approval.

Re: Re-Sanction of the Mustang Development Project

As part of the 'Approval In Part of the Application to Form the Southern Miluveach Unit' dated

October 28, 2011, the Director of the Division of Oil and Gas imposed a condition that the WIOs

must "re-sanction" the Mustang Project annually. Sanctioning is defined as approval of the

Proposal to Develop pursuant to Article 16 of the Joint Operating Agreement. Therefore:

Pursuant to Article 16 of the North Tarn Operating Agreement, Brooks Range Petroleum

Corporation as Operator requests Approval of the Parties for the Mustang Proposal to Develop.

A copy of the original Proposal is attached and an updated Development Plan is forthcoming.

Approval does not authorize the Operator to incur expenditures; future AFEs will be subject to

Article 17 of the North Tam Operating Agreement.

Please execute this letter in the space provided below indicating your respective company's

vote regarding the Mustan g Proposal to Develop. Return a fully executed copy of this letter to

BRPC.
