Regional Associates for Community Initiatives
(RACI) is a Non Governmental Organization
established by Ugandan community develop-
ment practitioners and social entrepreneurs to
promote understanding, observance and prac-
tice of inclusive peace, security and develop-
ment from a community perspective.

RACI’s aim is to provide a forum for the free
exchange of ideas on promoting observance of
international benchmarks and commitments;
promote understanding of development peace
and security, in particular the national, region-
al and international peace and security instru-
ments, resolutions, declarations, and conven-
tions that Uganda is a signatory
Provoked by the failure of government to adequately
provide basic services to its citizens, the disconnect
between civil society and the primary grassroots
stakeholders, the insensitivity of the ‘invisible hand’ of
the market to the needs of especially the rural popula-
tion and the limitation of NGOs, bilateral and multilat-
eral organizations to effect development, Dr. David
Dronyi, Her Worship Lina Zedriga and Mr. Ba-
guma Christopher founded Regional Associates for
Community Initiatives (RACI) ,a company limited by
guarantee whose orientation is towards the inclusion
of grassroots populations in determining their destiny
in dignity.

SPECIFIC OBJECTIVES
1) Promote inclusive development, peace and se-
curity through mainstreaming awareness and
observance of International commitments at
all levels.
2) Build professional and technical capacity of
development practitioners, communities, insti-
tutions, women, youths and elders, students/
interns/mentees on peace; security and inter-
national discourse/commitments.
3) Increase public awareness of inclusive devel-
opment, peace and security and Uganda’s obli-
gations under international law ( UN SCR, AU,
EAC, COMESA etc) “ power belongs to the peo-
ple” a Constitutional provision and its practical
implications.
4) Create and participate in platforms of dialogue
on development, peace and security to en-
hance sharing of experience, skills and strate-
gies.

PHILOSOPY
The Regional Associates for Community Initiatives
(RACI) is founded on the principle of empowering
communities to respond to injustice and oppression.
We believe that the relative distribution of power
defines political, economic and social realities within
any context: be it at the household, community, na-
tional, regional or global level. We understand em-
powerment therefore as a process to restore the bal-
ance of power in a given context and development as
structural reform to facilitate the more equitable
distribution of power and opportunities.

STRATEGY
The Regional Associates for Community Initia-
tives’ (RACI) strategy is to undertake a power-
focused contextual analysis of specific realities using
the Dimensions of Empowerment monitoring and
evaluation Framework established by the Fourth
International M & E Workshop from which effect and
impact of interventions will be measured.
