1 BRIXHAM SIGNAL Issue 33 Brixham Town Council April 2016 Buy A Tile The Admiral Swimming Centre Brixham has launched a ―Buy a Tile‖ fundraising scheme to contribute towards the cost of tiling the Pool in July and August of this year. The pool was built in 1975 and for over forty years it has successfully provided leisure, health, social and educational facilities for the people of Brixham. Due to the poor quality of the pool floor of the Admiral Pool it was decided the best solu- tion would be to have the pool tiled. Following this decision, a process of having three compa- nies visit the pool and then provide a quote was undertaken. It was a unanimous decision to award the work to Wellswood Ceramics as they have a history of working to the highest standard. The Admiral Swimming Centre has set a target of £25,000. The cost of the Pool refurbishment will be £75,000 which includes the loss of income from customers and refill costs which have to be met. When you buy a tile for £5.00 or attend a fundraising event, you are making an important contribu- tion to the future of a modern well maintained and attractive facility. The local community views the Admiral Pool as ‗their own‘ and The Admiral Swimming Centre feels confident that they will support their latest fund raising initiative. As well as individuals buying a tile, The Admiral Swimming Centre anticipates local businesses, schools and groups will also support us. Admiral Pool will close on the evening of Wednesday 13 July. Shoalstone Pool is All Go! It is all go at the pool at the moment, with work for the Shoalstone Revival project well underway. A huge thanks to all of the volunteers who have helped keep the pool clean over the winter sea-son, especially Nick Brown who has once again been at the helm of the winter maintenance team. Day to day maintenance has now been scaled back as attention shifts to some major building works. If you were to visit the pool at the moment, you would see just how much work needs to be done. The concrete is cracked and crumbling in numerous spots, having not been properly repaired since major storm damage in the late 1970s. Over the next few weeks the decking around the pool will be repaired, the pool sides will be re-rendered, and the deep end of the pool will be completely resurfaced – not an easy task with the weather and the tides to contend with! However, under the watchful eye of Ray Gardner we are confident that these and a range of other repair and maintenance tasks will be completed well ahead of the pool‘s opening for the 2016 sea-son in May, with the work paid for by the Coastal Revival Fund on track to be completed by the end of March. Looking ahead to the summer, we held a recruitment open day at the pool on Saturday 20th Febru-ary. The weather was not strictly on our side (though marginally better than forecast), but despite the wind and rain we had a great turnout and have some fantastic new people on board. Our field for summer staff is growing increasingly strong, and we are hoping to welcome back a number of last year‘s lifeguard team as well as some new faces for this year‘s season. Applica-tions for lifeguard and pool manager positions are still open for a few more weeks, so please take a look at the adverts for these positions on our website and get in touch if you would like more in-formation. There was plenty of interest in volunteering roles, and we have added lots of new people to our list with a variety of skills and experience that will be really helpful to us over the coming months. We always welcome new volunteers though, and they help us with a range of jobs including cleaning, repairs, painting and fundraising, as well as generally spreading awareness about the pool and giving us ideas for how to improve things further. Again, please get in touch if you would like to find out more! Finally, we have had the go ahead from Brixham Town Council to pro-ceed with the conversion to registered charity status, and there are still a couple of vacancies for trustees on the board of the new Shoalstone Pool charity. If you think you might have what it takes to fill a strategic role and work with us to take the pool from strength to strength then we would love to hear from you.

Lanterns, Lights & ‘luminations But it‘s only March we hear you say! Except at Brixham Town Council we never stop talking about Christmas. As soon as one year‘s event is finished, we start planning the next. The date for 2016‘s event is Saturday 26th November. Put it in your diary and start planning your lantern designs! The Seasonal Display budget has been cut so to put on this fantastic event we‘re calling out to the community for help. Are you part of a local musical group or band that can walk in the lan-tern parade to help enhance the atmosphere? Can you help on the day? Due to such a large number of other local Christmas Markets, Brixham Town Council has decid-ed not to run one this year. However, we are planning activities in the Scala Hall to coincide with the Lanterns, Lights & ‘luminations events that will take place on The Quay.

PRECEPT 2016/17 Brixham Town Council resolved it‘s precept in February. The lead up to the Full Council meet-ing had been unprecedented, with ideas provided by members of the community in consultations on both the Budget and Strategy documents playing a major part in deliberations. The Town Council was given quite a list of objec-tives from their consultations at one stage and there were concerns that Brixham Town Council might have to make a significant increase to pro-vide some of the services that were being re-quested. The Town Council promised to stand ready to help preserve the infrastructure of the community against the drastic and in some cases unneces-sary cuts in provision that are occurring in Brix-ham. As part of the Council‘s strategy a Community Projects Fund has been created that will be used either to deliver small schemes of their own, in accordance with ideas raised in the consulta-tions, or to support local groups or organisations if a particular financial need is identified. The amount is not large but will provide a companion piece to the Grants budget and will be used wise-ly. New cost centres have been set up to allow for a better understanding of where the budget is be-ing spent so this year it is difficult to show com-parisons against last year‘s budget. And as part of the new format, £25,000 is to be taken from the reserves and predicted income has been used to offset against the precept. The precept shows an increase of just 2p per week based on an average Band D property. In 2015/16 the cost to an average Band D prop-erty was £39.00 and allowing for adjustments that have occurred due to an increase in the tax base in 2016/17 the average Band D property will be £40.24, a rise from £0.75 to £0.77 per week.

Don’t feed the Seagulls says BTC Community Services Committee What the law states Herring Gulls are protected under the Wildlife and Countryside Act 1981. Birds cannot be taken or their eggs or nests destroyed unless there is a serious hazard to public health, and such cas-es are rare. Less serious but still annoying issues such as fouling or noise nuisance can lead to calls for a cull. It is however generally acknowledged that culling is ineffective as outside popula-tions of birds soon move in to fill the vacuum left by culling. Prevention is better than such drastic cures This means encouraging gulls back to the cliffs and away from residential areas or public places. Whilst there is no law to stop you feeding the seagulls it is recommended that you store refuse safely, and denying them of food and perching space.

Looking for an Unsung Hero The Brixham Town Council Civic Award for individual or Community Group is presented annually each May to any person or community group who has, in the course of the year and through their activities, furthered the welfare and/or improved the quality of life of Brixham people. Do you know of an unsung hero? The nominated person or group: may live outside the boundaries of Brixham as long as the activity has benefited the resi-

dents of Brixham must have made a material contribution to the advancement, well being and welfare of the

people of Brixham or supported charitable work carried out in the Town or assisted the work of the Town Council in a voluntary capacity or demonstrated outstanding Citizenship, or is noteworthy for exceptional voluntary work for a local charity or has had a long term involve-ment with a voluntary organisation

Evaluation Committee Brixham Town Council wants to serve our local community and make a real difference to the lives of the people that live in Brixham. The Local Councils Award scheme offers BTC the oppor-tunity to show that it meets the standards set by the sector, is assessed by their peers, and has put in place the conditions for continued improvement. To achieve a foundation award BTC has to demonstrate that it has the minimum documentation and information in place for operating lawfully and according to standard practice. For a number of months members of the Evaluation Committee have been developing required policies and procedures which the Council needs to have in place. These are not just pieces of paper to be filed away. One example is the adoption of the training and development of Councillors and staff, which will enhance our skills and competencies and ensure we deliver a quality service to our local community. At each meeting members discuss information provided by the Town Clerk of the workings of the office which they have found useful. Now that the Council has its 2016 – 19 strategy in place it is using this to evaluate the performance of the Council. It is using the strategy to develop a work place for staff. In addition the Committee has recruited a part time Admin Assistant.

The next 4 pages of the Signal provide information in respect of the Brixham Peninsula Neigh-bourhood Development Plan. A neighbourhood development plan is a plan written by the neighbourhood defining land use poli-cies which will inform planning decisions. The plan has a life of at least 20 years and it will be the key document setting out how Brixham and the adjacent villages of Churston, Galmpton and Broadsands will develop. The Neighbourhood Forum group has been working on the Neighbourhood Development Plan since 2012. Through very extensive community engagement we now have detailed policies to develop key sites in our area. As example, the plan overleaf shows our proposals to take for-ward Brixham Town Centre. Other detailed polices cover topics including: Housing Environment and Green Spaces Employment Heritage Transport Health and Education Sport and Recreation The Harbour / Marine Economy Neighbourhood Development Plan: Our Proposals to improve the Brixham Town Centre and Harbourside Area. The Neighbourhood Development Plan will soon be out for a 6 week consultation and you will be able to see a copy online by clicking on the Neighbourhood Plan link on the Brixham Town Coun-cil website. Alternatively hard copies will be available in Libraries or at the Town Hall. We will then submit the plan to Torbay Council who will undertake further consultation before sending the plan to an Examiner who will check the plan complies with national legislation. Once this stage is passed we will all get the chance to vote on the plan at a referendum and if more than 50% of people vote for it then it becomes the plan. Those of us helping pull the plan together have needed to put in a very considerable amount of volunteer time and now countless nights have been spent meeting as a group after dinner and going over planning documents. We have given our time to this process because we believe that it is local Brixham people who should determine what happens in Brixham and that there are some very real improvements which can be made. Please help us complete this process by participating in the consultation.

The Brixham peninsula is a remarkable area... Full of history, outstanding coastal landscape, rare species, well loved by holidaymakers and res-idents alike – it deserves to be carefully planned, and its future well-being will depend upon strik-ing the right balance between protecting its most precious assets and enabling its continued growth. The neighbourhood forum has determined a series of ―vision statements‖ which form the basis of the approach taken to the plan. Those vision statements, or more truly objectives, are as follows: The established peninsula and environment is preserved and enhanced. Improvements and new developments are compatible with and respect the individual char-

acter of existing urban and rural areas, existing building design and maintains or enhances the close community spirit, lifestyle and ambiance of the established community.

Public and private improvements are well planned and designed, such that any infill and

new development serves to unify the town and village character of the peninsula. The mixed land use, residential, commercial, light industrial, marine, fish landing and agri-

cultural still make the Brixham Peninsula distinct. Community facilities and services are developed in consultation with local people and de-

signed to meet their needs. Employment, job creation or retention, business expansion and a healthy retail centre are

vital to the sustainability of the area and are a core consideration. Transport links are enhanced and transport infrastructure improved to meet growing needs. Key workers and rentable homes for local families are catered for in new developments. Education for all ages is enabled by access to improving and expanding school and college

facilities. Enhancements to the community ensure that the activities and impacts of residents and

businesses are better accommodated and managed, retaining the community‘s diversity of land uses and facilitating marine activities ensuring that the community's character is not lost in a vibrant, prosperous and growing future.

Sport and leisure pursuits are supported and facilities for these are increasing and being

improved. Increased development and quarrying on Berry Head is not permitted so as to preserve the

headland for the flora and fauna that thrive on it as well as an open space. The forum has neatly and succinctly summed these statements up in the following vision state-ment for the plan:

'Protecting the Green – Ensuring the Future' This simple vision is the plan's theme and the litmus test for all of its policies and proposals. All plans are available to view in the corridor leading to the Town Council office in the Town Hall.

Christian Aid Week 15th - 21st May 2016 Christian Aid Week is the biggest single act of witness the churches do together in Brixham, Churston, Galmpton and Kingswear. We will start our fund-raising on Saturday 7th May in the Christian Community Centre with a Coffee morning followed by lunch at 12.15. There will be a selection of stalls, Books, Cakes, Gifts and Plants. We repeat this enjoyable social occasion on Saturday 14th May. Different churches in the town do lunches and stalls. Our Christian Aid Service will be on Pentecost Sunday 15th May evening 6.30pm in St. Mary's church and there will be a Sponsored Silence on Thursday 19th May in the Methodist Church. During the week we will be doing our House-to-House collection. To end the week we will have Afternoon Tea in Hunter's Moon, Horsepool Street on Saturday 21st May 2.00 – 4.00pm. All are very welcome to all or any of these occasions.

BRIXHAM ORPHEUS MALE VOICE CHOIR BOMVC began their concert season on 12th March at Brixham Methodist Church with their guests Torpoint Ladies and piano solist Jonathan Oliverio. Their next public performance will be in aid of Coastwatch at St.Thomas'Church Kingswear on 16th April, followed on 14th May with another joint concert,this one on behalf of Torbay Gateway Club (Mencap) alongside the Saltash Ladies Choir at St. Andrews Church, Paignton. The Brixham "Lads" will be the sole performers on 11th June at Preston Baptist Church in aid of Church funds. These concerts, together with five other perfor-mances this year in aid of local chari-ties ,emphasise the choir's commitment to the people of Torbay. Practices are held every Thursday evening in the Christian Community Centre in Fore Street, expertly directed by M.D.Ron Burrington. Why not come along and join in; you will be made most welcome.

The Rotary Club of Brixham The Rotary Club of Brixham has teamed up with two Bands in the town to produce a bumper, chari-ty concert at the Brixham Theatre on Saturday, 23rd April at 7.30pm. The Brixham Town Band and the Brixham College Big Band are tuning up for a performance that has as its theme, ―Songs of the Sea.‖ They will be joined by local sea shanty group "Missin' Tackle" and concert goers are assured of a foot-tapping evening. For the last four years, the Rotary Club of Brixham has got together with the Bands with the aim of involving the whole community. We want people to enjoy music and at the same time, raise money for local causes with a particular emphasis on youth. In the past, proceeds of previous concerts have provided equipment for local youth organisations and sailing dinghies for the local junior sailing club. This year all the proceeds will be donated to Brixham College and some of the money is already destined to be used to purchase equipment for the College‘s newly launched, Duke of Edinburgh Award Scheme. There are 45 students who have already started their training. All the proceeds from every ticket sold will be given to the College. So please help us to make it a huge success and raise funds for the College by buying tickets – they cost £8 for adults and £6 for seniors and students. Tickets can be bought from wegottick-ets.com; Brixham Theatre Box Office (Saturdays 10-12) and many shops in the town.

Young cricketers warm up for summer Brixham‘s young people have been practising hard for the forthcoming cricket season with help from Brixham Cricket Club. Since last September weekly cricket sessions have been run at Brixham College and visits paid to all our local primary schools. After Easter weekly cricket for all under 13‘s boys and girls will be held at Brixham Cricket ground on North Boundary Road beginning on Friday at 8 April at 6.30 pm until 7.45 pm Phil Gregory of Brixham Cricket Club says‘ There is a lot of interest in cricket from our schools and we are happy to help young people learn about the game and develop their skills‘. Last year our Fri-day coaching sessions were very well attended and enjoyed by young people and parents alike‘. All young people - boys and girls - are welcome to come along to the Friday evening cricket prac-tice. Any parent or guardian wishing to find out more is invited to contact Phil Gregory on 855766.

Brixham Fairtrade Group Two questions have arisen during the past few weeks which required some research before an an-swer could be given. I was asked if there was a variety of Fairtrade Instant Coffee in powder form, and if I could find Fairtrade loose leaf Earl Grey Tea. I went to my usual sources not a jar of powdered Fairtrade Instant to be seen. I know that people still like to make instant coffee with hot milk and that granules don't dissolve so well, so it was a dis-appointment not to be able to help. I was luckier with the tea; I remembered when I first started selling Traidcraft goods back in the 1980s, I used to stock both loose leaf and in bags, so I was interested to find out if it was still possi-ble to get them; Sainsbury's came up trumps! We have recently signed up our first Fairtrade Bed & Breakfast, Brixham-air in Queens Road. It may be that there are many more establishments in Brixham that serve their guests Fairtrade products - if so let us know! We are planning a display in Brixham Library for World Fairtrade Day, May 14th, so look out for that.

Brixham Community Builders Community Builders care enough about their community to take action to make it a better place. Through getting to know people – their skills, passions and dreams – Community Builders aim to bring people together through utilising those assets. Involving ourselves in community life leads to a positive feeling of well-being and sense of purpose, meaning and accomplishment. Victoria Campbell and Cassie Fielding are Community Builders in Brixham and believe that we have everything we need in our town to enable us to thrive as a community. They invite you to get involved in community life – join a group or even start a group, get to know your neighbours or come along to the many community events in Brixham. Friends of Shoalstone Pool The Friends of Shoalstone Pool (FoSP) is a non-profit making group that raises funds for Shoalstone Pool. The funds are spent on maintenance and repairs where necessary, helping to update facilities when needed and buying equipment. Examples of equipment purchases are a defibrillator, petrol powered submersible pump and walkie talkies. In 2015 the FoSP put an £6,000.00 towards repairs on the sea side of the wall at the Pool. The FoSP is a membership organisation. Membership is available on an Annual basis for a sug-gested minimum donation of £5.00 per annum or on a Lifetime basis for a minimum donation of £50.00. Throughout the year the FoSP holds fundraising events. These range from a fashion show to a din-ner with guest speaker to a quiz night. They have also held collections at the Rugby Club and have collection boxes in various premises throughout Brixham. Many thanks to all those people who have supported our events. The FoSP often hold a raffle at their events so if you would like to donate a prize it would be grate-fully received. They are always looking for new members and for volunteers to help with their fund-raising. Please support the FoSP with their fund raising to keep our wonderful asset "Shoalstone Pool" open. Our aim is to organise activities arrange fund-raising events and provide funds for local groups and charities as well as organising public meetings on topics affecting Brixham. Our previous public meetings have included the Police and Crime Commissioner Tony Hogg, MP Sa-rah Wollaston, the Mayor Gordon Oliver, we have also looked at issues concerning us such as The Flood Plan, Brixham Town Council budget consultations and reports from community groups as well as Celebrating Brixham an opportunity for all local groups to display what they offer and how you can join if you are interested, we are currently working to put this event on again in the autumn. Doorstep will be back at The Edge on April13th. Our next music event is on Friday 6th May costing £4 on the door and show-cases local young talent. Our music is developing rapidly: come and meet Tom on Wednesdays, Fridays or Saturdays 12pm—3pm if you want to be part of it. We are on the lookout for volunteers to teach crafts at our monthly craft days. We are there to sup-port young people aged 8-25 and their families. BRIXHAM HORTICULTURAL SOCIETY With the arrival of Spring we all begin to look forward to seeing some colour in the borders. Daffo-dils, Narcissi, Crocus, Snowdrops and Camellias to name but a few. In March, one of our favourite speakers, Mr John Harvey, from the garden centre at Churston Farm, is giving a talk entitled SPRING GAR-DENING. You don't have to have an allotment or even be a keen gardener to enjoy learning all about flowers, fruit and vegetables. The Riviera Singers are a traditional ladies choir that sing in harmony and perform together at various venues in Brixham and around the bay to support local charities. Although originally formed over 40 years ago, our choir is going from strength to strength with a good mix of all age groups singing, a very talented musical director inspiring us, and our equally accomplished pia-nist keeping us in order! We have a broad repertoire including sacred music, popular songs, songs from the shows and some more light hearted and jazzy pieces. Under the tutelage of Roz Walker they meet on Tuesdays from 1.30pm to 3.30pm at the Catholic Hall, New Road and, after an exhilarating "warm up" session, loved by everyone, sing their hearts out in unaccompanied three part harmony with songs from around the globe. Opening of new entrance to the Church and donation of £700 to Brixham Does Care On Saturday 20th February at 1:30 pm the new entrance hall and (much needed!) toilets at Brixham United Re-formed Church were opened by our MP Dr Sarah Wollas-ton. This is an exciting moment for the Church as it marks the end of another phase of the changes to the former Brix-ham Post Office since the church made the bold move to make a home there 7 years ago. This follows a long held vision of wanting to be more accessible to and open for the whole Brixham community. The event was a great success with over 70 people attending, including the Chair of Brixham Town Council, Paul Addison. There were representatives from all the groups who use the building who spoke of what a great difference the new entrance makes. Revd Lythan Nevard says ―We hope that the changes will make our building even more welcoming and provide a useful resource for the community and a place where all can encounter the love of God. ― At the same time the Church handed over a donation to Brixham Does Care of £700, which was raised as part of a recent gift day. ―It is important to us that we raise money to help other local groups as well as ourselves‖ commented Revd Nevard. Christmas Together Mara and Gary would like to thank everyone who helped with Christmas Together at The Edge last year. The day went very well with over 50 people, who would have been on their own, having Christ-mas lunch. After the meal a live Duo played carols and other dance music followed by a trip around the Grotto to see Father Christmas. Everyone had a gift bag of fruit, mince pies, crisps, sandwiches etc to take home. Thanks to the volunteers who gave up their Christ-mas Eve and Christmas day and the local traders for their contributions, without which they could not have put on this event.

After half term we had an entertaining quiz with Grahame, a fascinating talk from Christine Morley on the work of the Torbay Street Pastors, and Dee from the Healthy Lifestyles Team talked about healthy eating, physical activity and emotional wellbeing and we ended with the Easter Bonnet competition and Raffle. Rocking in Brixham The Men‘s Shed in Brixham has handed over its latest project, with help from the Rotary Club of Brixham. They have donated 12 rocking horses to toddlers groups in the town. Over the past year, the men have been working on the rocking horses out of a workshop at the back of the Youth Enquiry Service Shop in Bolton Street, Brixham. Brixham Rotary decided to back the project by paying £220 towards the cost of the materials. David Bulmer from Brixham Rotary Club is also a member of the Men‘s Shed. He said: ―We have had a lot of pleasure making these rocking horses and it was such a joy to see the children from the toddler‘s group having fun on them.‖ Members of the Men‘s Shed share the tools and resources they need to work on projects of their own choosing and at their own pace, with plenty of time 'to put the world to rights' over a cup of tea. The Men‘s Shed at Brixham meet on Tuesdays and Thursdays and any person interested is wel-come to just call in, or telephone Gary Payne on 01803 883794.
