GeneralRulesApplyingtoAllRaces1) DEFINITION
Amarathonracecanberacedoveranydistance:usuallybetween3kmand200km.Allcompetitorsmustracethecorrectcourseasdeterminedbytheraceorganiser,mustgoroundallturnbuoysandmustexitandenterthewaterataportagewithinthedesignatedareas.2) BEHAVIOUR
a) Canoeingisanoncontactsportandcompetitorsshallraceinasafeandfairmanner.
b) AtalleventsthoseinvolvedatalllevelsandinallrolesdosowithintherecommendationsofBritishCanoeingSafeguardingadvice(https://www.britishcanoeing.org.uk/guidance-resources/safeguarding/policies-guidance-and-templates)
c) Racingshallbeconductedinamannerthatconsidersthesafetyofofficials,spectators,paddlersandmembersofthepublic.
d) Whenacanoeorkayakisovertakinganothercanoeorkayakitisthedutyoftheovertakingcrafttokeepclearofothercompetitorsatalltimes.
e) Whenacanoeorkayakisracinginagroupofcompetitorsitisthedutyofallthecompetitorsinthegrouptokeepclearofothercompetitorsatalltimes.Thisruleappliestoanymanoeuvringwithinthegroup.
f) Allpaddlerswillwearappropriateclothingwhenracing.Thisisaminimumofsingletandshorts.Theseshouldpreferablybeinclubracingcolours.
g) Duringthecourseofacompetitionanyitemsdiscardedbyacompetitoranywhereotherthaninaproperbin,mustberecoveredbytheathlete,theirsupportcreworcoachimmediately.Itistheathlete’sresponsibilitytoensurethatthishashappened.Aneventofficialwitnessingnon-compliancewiththisruleshallreporttheinfringementtotheraceorganiserandtheoffendingcompetitorwillbedisqualified.AnyrepeatinfringementsbythesamecompetitorshallbesubjecttodisciplinaryproceedingsbytheMarathonRacingCommittee.

3) THERACINGSTRUCTURE
a) Themarathonracingsystemhasbeendesignedtoencouragealllevelsofcompetitorfromtherawbeginnertotopclassinternationals.Therearefivecategoriesofrace:-
b) GROUPA-TheseraceswillappearintheRacingHandbookcalendarand/orthecalendarpublishedontheMRCwebsite.FortheseracestheracelevymustbepaidandcompetitorsmustbeBritishCanoeing,WCA,SCAorCANIOnTheWatermembers(seeRule13).i) DivisionalracesregisteredbytheMarathonCommittee.
Promotionswillbecalculatedbytheracemanagementsystem(RMS)programfortheseraces,withinputfromtheRankingsOfficer.
ii) RacesandtimetrialsregisteredbytheMarathonCommitteebutnotinthedivisionalsystemsuchasstagemarathons,descents,RoyalK1,RichmondK2,Thamesideetc.
iii) TheNationalChampionships.iv) Promotionsbetweendivisionsmaytakeplacebasedonthe
resultsofallgroupAraces.
c) GROUPBi) Thoseracesintheregionsandatclubsthatdonotappearinthe
calendar.Thesewillincludehandicapandfunmarathons.Nopromotionswilltakeplaceattheseraces.Clubsareencouragedtoholdhandicapracesthroughouttheyearasanintroductiontocompetinginthedivisionalsystem.Theseshouldbeovera3-10kmcoursewithhandicapsbasedonage,experienceandtypeofboat.
d) GROUPCi) AllLightningandJuniorK2racesformingpartoftheGeoff
SandersTrophyorheldatRegionalHaslerevents,theNationalMarathonChampionshipsortheHaslerFinalregisteredbytheMarathonRacingCommittee–seerules49-58.Fortheseraces:(1) AllcompetitorsmustbeBritishCanoeing,CanoeEngland,
WCA,SCAorCANIcomprehensivemembers.(2) Noracelevywillbepayable.

4) CLUBMEMBERSHIPTheracingyearshallbefrom1stSeptemberofanyyearto31stAugustofthefollowingyear.Whenacompetitorisamemberofmorethanoneclub,heshalldeclarebefore1stSeptembertotheRaceRecordsOfficeroftheMarathonCommitteethenameoftheclubforwhomhewillracethefollowingracingyear.Whenacompetitorchangeshisclubinmidseason,heispermittedtocompeteforhisnewclub,insteadofhisold,providedthatpriorconsentoftheoldclubisobtained.Thisconsentshallnotbewithheldunreasonably,particularlyinthecaseofachangeofresidencefromoneareatoanother.TheagreedchangemustbeadvisedtotheRaceRecordsOfficerinwritingbeforepointscanbeallocatedtothenewclubinclubcompetitions.
5) SAFETYa) Atalleventsthoseinvolvedatalllevelsandinallrolesdosowithin
therecommendationsofBritishCanoeingPaddlesafer(https://www.britishcanoeing.org.uk/guidance-resources/safety-1/paddlesafe)
b) Competitorresponsibilityi) Competitorsshallrendertheirboatssufficientlybuoyantto
remainafloatandtosupportthecrewintheeventofcapsize.Buoyancymustbefixedintheboatreasonablysufficientlytosatisfyrule27oftheICFMarathonRuleswhichstatesthat:‘Eachboatmustcarrysufficientbuoyancy,eitherintheconstructionoftheboatorfixedsubsequently,tokeeptheboatfloatinglevelwhenfilledwithwater.’BritishCanoeingMarathonCommitteerulesinterpretationofthisisthatinherentbuoyancyprovidedby‘Vac-bag’or‘sandwich’constructionisnotalonesufficientandmustbesupplementedbyadequatefixedadditionalflotationmaterialorbytheprovisionofsealedbulkheads.
ii) Onopenwater,orinroughconditions,thewearingofadequatespraycoversisstronglyadvised.
iii) Thewearingoflifejacketsorbuoyancyaidsiscompulsoryforallpaddlersrankedindivisions7,8and9irrespectiveoftheracetheyareenteredin.Thisappliestosinglesanddoublesraces.
iv) LifejacketsshallcomplywitheithertheEuropeanStandard‘EN393or395ortheInternationalStandard‘ISO12402’.

v) Competitorsareexpectedtobeabletoswimadequatelyinthewatersonwhichtheraceisbeingheld.Itistheresponsibilityofeachcompetitor(orofaparentinthecaseofajunior)toinformtheirteamleaderofanymedicalconditionthatmayaffectthis.Ifthecompetitorisenteringaneventwheretheyhavenoteamleader,itistheirresponsibility(orofaparentinthecaseofajunior)totakeappropriateprecautionsandinformtheorganiser.
vi) Allpaddlersarerequiredtorenderassistancetoothercompetitorsindistress.
c) TeamLeaderresponsibilityandintheabsenceofateamleader,theindividual.i) TeamLeadersareexpectedtodecideifpaddlersinthehigher
divisionsshouldwearlifejacketsorbuoyancyaidsii) Shouldamemberofyourteam(oraparentinthecaseofajunior
withnoteamleader)informyouofanymedicalconditionthatmayaffecttheirsafety,youshouldensurethattheytakeappropriateprecautions.
iii) TeamLeadersareexpectedtoensuretheirpaddlersabilityandexperienceisappropriateforthecourseandconditionsparticularlyinthecaseofyoungorlessexperiencedpaddlers.
d) RaceOrganiserresponsibilityi) Raceorganisersmayrequirelifejacketsorbuoyancyaidsand
spraycoverstobewornandwillhavetheFINALsayastowhoshouldwearthem(exceptwherethisiscoveredbyrule5a(v))dependingonweatherandwaterconditions.Suchequipmentmustbeprovidedbythecompetitors.
ii) Thepenaltyforinfringinganysafetyrule,ordisregardinginstructionsfromanappointedraceofficial,isdisqualificationfromtherace.
iii) Shouldateamleader,anindividualpaddler(oraparentinthecaseofajunior)withnoteamleader,informyouofanymedicalconditionthatmayaffecttheirsafety,youshallensurethattheyhavetakenappropriateprecautionsandthatthesefallwithinthecompassofyourriskassessmentbeforeacceptingtheentry.OrganisersmustincluderiskassessmentforDiv10races,takingintoaccounttheirage&experience,provideadequatesafetycover(e.g.rescueboatsandsignage)overthewholecoursewhereconsiderednecessary

iv) Raceorganisersshallensurethatracebriefingsstatewhatsafetymeasureshavebeentaken,suchasmarshalsoraccompanyingboatsparticularlyforLighteningorDiv9/10races.
CanoeingandKayakingisbyitsnatureanunpredictablesportandthereforeinherentlyinvolvesanelementofrisk.
6) DISCIPLINE
MarathonracingissubjecttoBritishCanoeingMarathonRacingCommitteeDisciplinaryRegulationsandtoBritishCanoeingDisciplinaryCode.Seehttp://canoeracing.org.uk/marathon/index.php/disciplinarymatters/.
TheseapplytoallBCMarathonraces. Fortheavoidanceofdoubt,anycomplaintthatanindividualmember
ofBritishCanoeing(competitorornon-competitor)hasbehavedinamannerdescribedinclause1.1oftheDisciplinaryRegulationsshallinthefirstinstance,wherepossible,belodgedwiththeRaceProtestCommitteeinthemannerdescribedinMarathonRacingRule18(g)(i)and(ii).TheProtestCommitteeshalldeterminewhataction,ifany,shallbetaken.IftheProtestCommitteedecidesthatthecomplaintshouldbereferredtotheMarathonCommittee,theraceorganisershallreportthemattertotheSecretarywithinthreeworkingdays.TheMarathonCommitteewillconsiderthematterinaccordancewiththeDisciplinaryRegulations.RaceOrganisersshouldnotethepowersinclause2.1oftheProcedurestoapplyimmediatedisciplinewheremembersorcompetitorshavedisplayedviolentorunreasonablebehaviour.
7) ANTI-DOPING MarathonracingissubjecttotheICFandUKAnti-DopingRules Seehttps://www.britishcanoeing.org.uk/olympic-paralympic/how-we-
work/anti-doping/8) BROKENPADDLES/BOAT Acompetitormustnotchangeboatsduringarace,butmaychange
paddlesinthecaseofbreakage.

9) WASHHANGINGa) Competitorsmustnothangonthewashesofpoweredcraft.b) Inanassessmentracewashhangingorinterferingwithanyother
boatorcompetitorwhoisnotinyourownclass/raceisnotpermitted.Anythingthatmaybeconstruedasinterference,suchaswashhangingorassistinganothercompetitor/crewwillresultindisqualificationofallinvolved,ifproven.Furthermore,itisexpectedthatwhenbeingcaughtbyfastercompetitorsfromanotherclass/race,paddlerswillshowgoodsportingbehaviourbystayingatleast3mclear,andgivinguptheracinglinetoavoidsuggestionthatanyadvantagewasgainedbyeitherparty.
10) ASSISTANCETOCOMPETITORS
Acompetitormayreceivefoodanddrinkduringarace.Competitorswithadisabilitymayreceiveassistanceatportages,butnootherassistanceunlesspermittedbeforetheracebytheorganiser.
11) BOATDESIGNSAnytypeofcanoeorkayakcanbeused.Kayaksshallbepropelledsolelybymeansofdoublebladedpaddles.Canoesshallbepropelledsolelybymeansofsinglebladedpaddles.Thepaddlesmustnotbeattachedtotheboatinanyway,beingsupportedonlybythehands.ForGROUPAracesboatsmustcomplywiththeICFregulationsasdetailedbelow:- singlekayak maxlength 520cm(unlessitisarecognisedsurfskidesign) doublekayak maxlength 650cm singlecanoe maxlength 520cm doublecanoe maxlength 650cm
Boatsover460cminlengthmustnothaveconcavesectionsunlessclassifiedasWildWaterRacingboatsandfallingwithintheICFregulationsforsuchboats.
12) BRITISHCANOEINGMEMBERSHIPa) AllcompetitorsinGROUPAandGroupCracesmustbe
COMPREHENSIVEBritishCanoeing,CanoeEngland,WCA,SCAor

CANImembers.Membershipnumbersmustbequotedonentriesandresultsandavalidmembershipcardorphotocopymustbeproducedatracecheckin.Juniorsrankedindivisions7,8,9&10andLightningcompetitorswhoaremembersofclubswithregisteredjuniorsections,shouldproducetheirregisteredjuniorsectioncardinstead.
b) AtallRegionalHaslerevents:i) Allcompetitorsindivisions1to6mustproduceavalid
membershipcardorphotocopyatracecheckin.Acompetitorwhohasnotracedinthelast5yearsmaybuyanEventTicket,butonlyoneEventTicketperseason.
ii) Allcompetitorsindivisions7,8,9&10mustproduceavalidmembershipcardorphotocopyatracecheckinor,ifjunior,producetheirregisteredjuniorsectioncard.AnycompetitorunabletodosowillberequiredtobuyanEventTicketbutonlyoneEventTicketpurchaseisallowedperseason.
iii) Raceresultsmaybecheckedforvalidmembership.ClubpointswillbedeductedandtheraceshallnotbecountedasaHaslerqualifyingracewhere:(1) Anycompetitorisfoundsubsequentlytohavecompeted
withoutavalidup-to-datemembership,or(2) Acompetitorindivisions7,8,9&10isfoundtohave
boughtmorethanoneEventTicketperseason.iv) Aneventticketonlyprovidestemporaryinsurancecovertotake
partinasingleeventandisnota“daymembership”orboatlicensefortheuseofwaterways,asprovidedformostwaters,withfullBritishCanoeingmembership.
c) AtNationalChampionshipsallcompetitorsindivisions7,8,9&10mustproduceavalidmembershipcardorphotocopyatracecheckinorwhenentriesaremade.AcompetitorwhohasnotracedbeforemaybuyanEventTicket,butonlyoneEventTicketperseason.AcompetitorclaimingtohavemembershipbutunabletoprovideevidencemayalsopurchaseanEventTicket.
13) RACELEVYSCHEME
AtallGROUPAraces,publishedintheRacingHandbookand/orthecalendarpublishedontheMRCwebsite,therewillbearacelevyof£3.00foreachseniorandveteranpaddlerbyage,asrecognizedbytheirBritishCanoeing,CanoeEngland,WCA,SCAorCANImembership,and£2.00for

eachjuniorpaddlerbyage,asrecognizedbytheirmembership.Thelevytobechargedonallpaddlerscheckedinirrespectiveofwhethertheystartorfinishtherace.TheracelevyforallcategoriesofracesistoberemittedbytheRaceOrganisertotheTreasurerwithin7daysoftherace.Chequesshouldbemadepayableto“BCMarathonRacingCommittee”andsenttoDavidEnoch,102BinghamRoad,Radcliffe-on-Trent,NottinghamNG122GT.ThoseclubswishingtopaythelevybyelectronictransfershouldremittoBarclaysBankSortCode:20-63-25AccountNo:73066665AccountnameBCMarathonRacingCommittee.WhenmakingelectronictransferspleasealsoemailDavidEnochwiththeracenameandamountoflevytodavid.enoch2@btopenworld.com
14) RACEREGISTRATIONTheorganiserofaGROUPAracemustapplytotheCalendarOrganiserforthatracetoberegistered.Thismustbedonebytheautumnoftheyearprecedingtheevent.TheeventmustbeorganisedandrunundertheMarathonRacingRules.RegisteredracesmayadvertisethroughBritishCanoeingandmayappealthroughtheMarathonCommitteeincasesofdisputeordifficulty.RefertoBritishCanoeingDisciplinaryCodeathttp://canoeracing.org.uk/marathon/index.php/disciplinary-matters/Theregistrationfeewillbetheracelevydescribedinrule13andtheorganisermustcomplywiththerequirementsofrule18.
15)BOATNUMBERING AtallGROUPAracescompetitorsshallnumbertheirboatinthe
followingmanner.Paddlersracingindivisions1-8mustdisplayverticalnumberplatessecuredtotheboatnumberholderwithapinorclip.
ALLnumberingofverticalboardswillbeonbothsidesoftheboardand
numberedinoneoftwoacceptableformats:a)digitalstyleformatnumbering,createdfromblackinsulatingtape,no
lessthan12mmwide.Thedigitsshouldbeformedfromsmallstripsoftapein50mmand100mmlengthstomakeupthenumbers.ThenumbermustbepresentedonanOPAQUEWHITEnumberboardmeasuring150mminheightand280mminlength,withroundedtopcorners.Handwrittencrayonandfelttippennumberingisnotacceptable.

b)AlternativelyanOPAQUEWHITEnumberboardmeasuring150mminheightand200mminlength,PRE-PRINTEDandissuedbytheeventorganiserisalsoacceptable.
Raceorganiserswillbeabletorefuseentrytoaracewheretheserules
arenotcompliedwith.Yellownumberboardswillnotbeacceptable.PaddlersrankedinDivision9,10,Lightning,clubandfunracepaddlersmayalternativelyuse225mmdiameterwhitediscswhichshouldbedisplayedonforeandaftdecksorasdirectedbytheorganiser.Anypaddlernotdisplayinganumberplateatthestartofanyrace,orwhosenumberisnotclearlylegible,willnotscoreclubpoints.Ifthenumberbecomesdetachedfromtheboat,itisthepaddler'sresponsibilitytomakesurethemarshalsandfinishjudgesknowtheirnumbertoensureinclusionintheresults.
16) FINISHESAcompetitorisdeemedtohavefinishedaracewhenthebowofthecanoeorkayakhascrossedthefinishinglineonthewaterwiththecompetitor(s)init.
17) ASSESSMENTRACES
TheMarathonCommitteewillco-ordinatewithraceorganiserstodetermineassessmentracevenuesandthedateswillbeshownintheRacingHandbook.Attheseraces,assessmentclassesmaybeseparatedfromotherraceclassesandmayberunoverthesameordifferentcourses.Clubcoloursmustbewornatassessmentraces.Inthecaseofforeignnationalsracingforselectionatassessmentraces,therulesapplyingtothisarespecifiedinPARTFattheendofthissection.
18) ORGANISATIONOFGROUPARACESa) ClubshostingracesmustbeaffiliatedtoBritishCanoeing.b) TheraceshallbeopentocanoeistswhoaremembersofanICF
affiliatedfederation.c) Theraceshallbeproperlyadvertisedandtheorganisersshallissue
adequateinstructionsonrequest,uptoonemonthbeforetheevent,toprospectivecompetitorsorinterestedgroupleaders.

d) Intheeventofcircumstanceswhichrenderitimpossibleorunsafetoruntheraceasplanned,theRaceOrganisershalltakeallreasonablestepstoinformthecompetitorsandsupportersattheearliestpossiblemoment.
e) RaceOrganisersshallchargeanentryfeeforeachcompetitortoincludethelevycost.Thisfeemaybereducedforjuniorsandaugmentedforlateentries.
f) Changesofclass/divisionandlateentriesshallbepermittediftheorganisersowishes.Informationregardinglateentriesandclass/divisionchangesshouldbeavailabletocompetitorsatleast30minutesbeforethestarttimeoftheclass/divisionconcerned.
g) TheRaceOrganisershallprovideaProtestCommitteeconsistingofthreeofficialsormembersoftheorganisingbodytohearandsettleallprotestsbyanycompetitorinthatevent.Thefollowingruleswillbeobserved:-i) Theprotestsmustbereceivedwithin30minutesofcompletion
oftherelevantraceandbeforetheannouncementofthefinalresults.Failuretoobservethiswillinvalidatetheprotest.
ii) TheprotestmustbeinwritingtotheRaceOrganiserandmustgivefulldetailsoftheallegedinfringementoftherules.
iii) TheProtestCommitteemustmeetimmediatelytohearalltheevidenceandtoconsidertheprotest'svalidityinaccordancewithBritishCanoeingandMarathonRacingRules.
h) AprotestagainstanorganisingbodymayonlybedealtwithbytheMarathonCommittee.Anysuchprotestmustbemadewithin3workingdaysinwritingtotheSecretaryoftheMarathonCommitteeandgivefulldetailsoftheallegedinfringementoftherules.Thepersonmakingtheprotestmustalsoinformthesecretaryofthecluborbodyconcernedwithin3workingdays.Failuretocomplywiththeseconditionswillinvalidatetheprotest.
i) AppealsagainstthedecisionoftheProtestCommitteearepermittedandthesewillbeheardbytheMarathonCommittee.
j) Within2workingdaysoftheracetheresultsaretobeemailedtotheRankingsOfficer,theRaceRecordsOfficer,theRegionalMarathonAdvisorandtomarathonresults@canoeracing.org.uk,sothatpromotionscanberatifiedandtheresultsuploadedontothemarathonwebsite.SeeUsefulAddressespageF3.
k) Within7daysoftheracetheRaceOrganisermustremittheracelevytogetherwiththeraceresultsinaccordancewithrule13.

19) ORGANISATIONOFGROUPBRACES
a) FortheseracescompetitorsdonothavetobeBritishCanoeing,CanoeEngland,WCA,SCAorCANImembers,thereisnolevyandnorequirementtosubmitresultstotheracerecordsofficer.Raceadvertising,entryfeesandclassesareatthediscretionoftheorganiser.Theformalrequirementstoregisterclubmembershipandforprotestproceduresarenotnecessary.
b) Rules1,2,5,6,7,8,9,10,and11shallapplytoallGROUPBraces.RulesApplyingtoRegionalDivisionalHaslerRaces20) RegionaldivisionalHaslerracesareGROUPAracesandallofrules1-18
aboveshallapply.21) REGIONS
a) TheregionsaredeterminedbytheMarathonRacingCommitteeforEnglandplusScotlandEast,ScotlandWest,andWales.Eachregionwillrunitsownleaguechampionshipsthroughouttheyearandwilldecidehowmanyresultsaretobecountedbyclubs.Itishopedthateventuallytherewillbeenoughracesineachregionforclubstocounttheirbest8or9resultsfromthetotalnumberofraces.
b) ClubswishingtobeincludedintheregionalleagueandscoreHaslerpointsmustbeaffiliatedtoBritishCanoeing,haveregisteredtheirclubcolours,haveprovidedacontactemailaddressandbeenassignedaunique3letterclubabbreviation.ThisprocessisdoneviatheRegionalMarathonAdvisor.
22) THEDIVISIONALSYSTEM
a) Entryintothedivisionalsystemshouldbebasedonthestandardsdetailedinthe"StandardsforRacing"(pageD1).
b) Clubcoachesareresponsibleforensuringtherankingstatusoftheirpaddlersandwherenecessarytoensuretheyarere-rankedappropriately.
c) Thedivisionalsystemisarrangedinto10separatesinglesdivisions1-10andeightseparatedoublesdivisionsnumbered2,3,4,5,6,7,8

and9.RaceOrganisersmustofferthefollowingracesatalleventsexceptwherevariedasagreedwiththeRegionalMarathonAdviser.Division10isonlyopentopaddlersagedUnder12at1stJanuaryandnotrankedinHigherDivisions.i) Division2&3doublesraceover20km.ii) Singlesracesforeachofdivisions1to10iii) Doublesracesforeachofdivisions4to9
d) EachyearadivisionallistwillbepublishedintheRacingHandbookforsinglesdivisions1-8.Theselistsarecheckedandanypaddlernothavingcompetedfortwosuccessiveseasonsisremovedfromthelists.Eachautumnclubsareaskedtosubmitalistofthepaddlerswhowillnotbeactiveforthecomingseasonandwhereappropriate,toamendadraftoftheproposeddivisionallists.
23) THEHASLERTROPHY TheHaslerTrophyistheNationalTeamLeagueChampionshipsandis
competedforthroughouttheseasononaregionalbasis.TheHaslerseasonisdefinedbytheracesdesignated‘H’intheRacingCalendarofthisHandbook.Racesrelatingtothefollowingseasonaredesignated‘H2019.
24) TYPESOFCOURSE Whilsttherewillbesomevariationsduetolocalconditionsandtypesof
courseavailable,thenormaldistanceswillbe:- Div.1,2&3Singlesand2&3Doubles Fullseniorcourseofabout20kmwithanydegreeofseverity. Div.4,5&6Singlesand4,5and6Doubles Courseofabout13kmwhichmayincludeportagesand/orweirshoots. Div.7,89&10Singlesand7,8&9Doubles Courseofabout6.5kmwiththeminimumpracticalhazards.25) COMPETITORS
a) Eachclubwillbeallowedasmanycompetitorsasitwishes.b) Apaddlercanonlycompeteinoneraceinaqualifyingevent.

AllseniorsandveteransmustbefullmembersofBritishCanoeingiftheywishtoraceinaMarathoneventthathasbeenadvertisedintheCalendar.Juniorswhoarerankedindivision6orabovemustalsoholdindividualcomprehensiveBritishCanoeingyouthmembership.AjuniorclubmemberneednotbeafullmemberofBritishCanoeinginordertoraceinthelowerdivisions(7,8&9)oftheMarathonracingsystemorinthe

other2categoriesofmarathonraces.He/shemust,however,beamemberofaclubwitharegisteredjuniorsectionandthenumberusedforhisorheridentificationwillbetheclub’saffiliationnumberfollowedbythepaddler’sownindividualclubnumber.However,theclubabbreviationfollowedbythepaddler’sclubnumberiseasierandpreferredbytheRecordsOfficer,bothforidentificationandeaseofrecording.i.e.LIN/005,CHE/017.NotethateventticketsarealsorequiredforLightningpaddlerswhoareneitherBritishCanoeingmembersnoramemberofaclubwitharegisteredjuniorsectionbuttheEventTicketisissuedtoLightningpaddlerswithoutcharge.Anyjuniorpromotedintoahigherdivision(6&upwards)mustthenbecomeafullmemberofBritishCanoeing.RaceOrganisersMUSTstillcheckthatacompetitor’smembershipiscurrenteitherbyphotocopyofthemembershipcardwiththeentryorbyseeingthecardonthedayoftherace.Ifthecardisunavailableorforgottenthepaddlermustpurchasean"EventTicket"asa"stopgap"butonlyonceperseason.Therecordsofficercarriesoutacheckoneventticketissueforallraceresultsandthosepaddlersabusingthissystemwillbepenalised.Thesystemisasfollows:
1. Theticketsareforusebynon-membersattheentrylevelonlyofNationalCompetitionsrequiringmembershipe.g.DivisionalRacing.
2. ForuseataBritishCanoeingeventwhentheorganiserbelievesaparticipantmaybeamemberbutthemembercannotprovideproofbywayofamembershipcard.
3. EventorganiserschargethecurrentratesetbyBritishCanoeing,whichwillbesenttoBritishCanoeingHQ,Nottinghamwithin7workingdaysoftheevent.
4. EventTicketfeesarenotrefundable.5. Theoverallconsiderationistoencourage,inthebestpossibleway,
membershipoftheCountry'sGoverningBodyforCanoesport.PARTFStatementonForeignNationalsparticipatingincompetition.

2. ForInternationalCompetitionstheICFcompetitionruleswillapply*.Theseareasfollows:
a. Anathletethathascompetedinternationallyatanylevelinthelast3yearsrequiresauthorisationfromtheICFandthenational federation of the original country in order tochangesportingnationality.
b. For an athlete to be eligible for a change of sportingnationalitytheymusthavelivedinthatcountryforthelasttwoyears.
c. The request of the change of nationalitymust bemade inwriting to the ICF no later than 30 November the yearbefore the competitor wants to compete (e.g 30thNovember2017tobeeligibletoforBritishCanoeingfrom1January2018).
d. For the Olympic Games the Olympic Charter rules will beappliedfornationality issues.Forathletestobeeligible forthe Olympic and Paralympic Games they must holdcitizenship/nationality of the country that they participateforatthetimeofthequalificationevent.
e. A competitor may not compete for more than oneFederationinanycalendaryear(1Januaryto31December)incanoeing.
3. Thesameprocedureand rulesapply, should theCompetitordecidehe/shewants to changeback to compete for his/her Federation oforigin:
a. TheCompetitorwillnotbeabletodosoiftheyhavealreadycompeted internationally at any level in that calendar yearandwillhavetowaituntilthefollowingyear.
b. The Competitor will need to obtain a release/approval inwritingfromtheFederationtheyhavebeencompetingfor.
c. The release/approvalwillbesubmittedbyBritishCanoeingtotheICFforitsapproval(submittedby30thNovember)forthe Competitor to compete for a new country in thefollowingyear.
4. In order to be eligible to be on a UK Sport funded programme anathletemustpossessavalidBritishPassportorbe intheprocessof

applyingforBritishCitizenship.(IfanAthleteisnotaBritishPassportholderandtheirlongtermambitionistocompeteintheOlympicorParalympicGamesforGBtheyneedtobeawarethattheywillonlybe eligible for funding and able to compete if they hold a currentBritish passport. Therefore they should be actively pursuing and,likelytoachieveasuccessful,applicationforaBritishpassport).
B. EligibilityforNationalChampionshipsTitles.
1. In order to be eligible to win a title in National Championships aCompetitormust:
a. Be a British Citizen and be a current member of BritishCanoeing (including, SCA, CW & CANI - Juniors registeredwith familymembership, do not need full British Canoeingmembership) and not currently representing or in theselectionprocesstorepresentanothercountry;or
b. HavebeenresidentintheUnitedKingdomandamemberofBritish Canoeing, (including, SCA, CW & CANI - Juniorsregisteredwithfamilymembership,donotneedfullBritishCanoeing membership) for at least 2 (two) years. Forclarification, it is the 2 years immediately preceding therelevanteventandassoonastheindividualitisatthepointof renewing for a third year they shall have satisfied thiscondition.
2. InenteringaNationalChampionshipcompetitorsagreetoabidebythisEligibilityPolicy.Anycompetitorwinningatitlemay,attheabsolutediscretionoftheorganisers,berequestedtosupplyproofthattheysatisfyB1a)orB1b).AnycompetitornotcomplyingwiththisrequirementwithinareasonabletimewillbeliabletodisqualificationfromreceivingaNationalChampionshiptitleandwillonlybeeligibletoreceivearaceplacing.AnydisqualificationsunderthisclauseB2willbesubjecttospecificracerulesandifapplicabletheBritishCanoeingdisputeresolutionpolicy.

3. IfaCompetitor isnotaBritishCitizenandhasnotbeenResident inthe United Kingdon and a member of British Canoeing, (including,SCA,CW&CANI)forthenecessary2(two)years(inaccordancewith1.b.above)and thereareexceptional circumstances then theymayapply to the Head of Governance and Compliance requestingdiscretion tobeexercised.Anyapplications shouldbe submittedatleast four weeks prior to any National Championships which theywishtocompetein.
4. Decisions are final and in the absolute discretion of the BritishCanoeing Chief Executive who shall consider each case on its ownmeritsanddecisionsnotcreateaprecedentforanyfuturecases.
PARTGElectionofRegionalMarathonAdvisor
1. UnderthecurrentMarathonRacingRules,theRegionalMarathonAdvisorisanelectedpost.
2. TheelectionwilltakeplaceeachyearbetweentheHaslerFinalandtheendofNovembersothatdetailscanbeincludedintheRacingHandbook.TheelectionwillbecalledbytheRMA.Ifforanyreasonitisnotappropriatetoholdanelectionatthistime,theMRCmustbekeptinformedofthecircumstancesviatheRMALiaison.
3. Allclubsintheregionregisteredasparticipatinginmarathonracing,mustbeinvitedtobeinvolvedintheprocessofelection,witheachclubnominatingonevotingrepresentative.
4. Theprocesswillvarybetweenregionsaccordingtolocalcircumstancesandmaytakeplacebyemailoratameeting.
5. Theprocessmustinvolvetheproposalofcandidatesandvoting.Independenttellersmaybeusedifnecessary.TheRMAmayofferthemselvesforre-election.Allcandidatesmusthaveseenthedocument–RegionalMarathonAdvisorsRole.InsomeregionsitmaybeappropriatetosplittheroleandelectjointRMAsorfortheelectedRMAtonominateanassistant.
6. TheRMAmustinformtheMRCoftheoutcome,withanychangestocontactdetails,oncetheelectionhastakenplace.

• Race Organisers will consider the safety of Under 12 paddlers at briefings, in marshalling and the provision of course safety whatever class or division they enter.
