BG Harter’s military education includes graduate of the Army Medical Department Officer Basic and Advanced

Courses, United States Army Command and General Staff College, and Air War College. She also holds a Master

of Science in Strategic Studies.

Her awards and decorations include the Legion of Merit (with four oak leaf clusters), Bronze Star Medal, Defense

Meritorious Service Medal, Meritorious Service Medal (with six oak leaf clusters), Joint Service Commendation

Medal, Army Commendation Medal (with two oak leaf clusters), Joint Service Achievement Medal, Army
