    Fundraisers for firefighterIf you wonder whats cooking in the effort to help ailing

    fi refi ghter Willie West, organizers hope you will be.A spaghetti feed, scheduled for March 24 at Veterans Hall,

    757 First St. in Brentwood, will benefi t West, an East Contra Costa County Fire Protection District fi refi ghter battling pros-tate cancer since November. The event runs from noon to 2 p.m. and 4 to 10 p.m., so the need for plenty of pasta sauce is great.

    Julie Nickels-Schau, also known as Mama J within the War-riors Watch Riders, is assembling a team of locals to cook up batches of spaghetti sauce for the event, and volunteers are still needed. Dining supplies such as plates, fl atware and napkins are also needed. To volunteer to help with the dinner, e-mail Mama J at [email protected].

    The event also features live music and raffl es, a jump house and face painting for the kids, and a silent auction of sports memorabilia.

    Tickets ($20) are now on sale at the ECCFPD offi ce, 134 Oak St. in Brentwood. Tickets include one meal, one beverage and a raffl e ticket.

    In a recent interview with the Press, ECCFPD Fire Chief Hugh Henderson said West, who has been with the district since 2002, has the support of his extended family in the fi refi ghting community.

    Firefi ghters are a family, and when a member of your fam-ily is ill, you want to do whatever you can to offer support. The guys are always checking in with him trying to keep his spirits up. They go over to visit and call him. Hes a great person and a great employee. Our thoughts and prayers are with him and his family.

    Family friend Clyde Allen said West, an Antioch resident who works at the Knightsen station, maintains a positive atti-tude during his battle with cancer and is showing improvement following three rounds of chemotherapy.

    Social Security Disability Insurance (SSDI) is an insurance program paid for by you through payroll withholding and employer contributions called a FICA tax. SSDI covers most American workers. SSDI pays cash and health care benefi ts to qualifying disabled workers.

    Th e SSDI program pays monthly cash benefi ts to disabled workers who are generally under the age of 65 and Medicare benefi ts beginning 24 months aft er entitlement to the fi rst monthly check. Cash benefi ts can also be received by dependents. Workers generally have to have been disabled for at least 12 continuous months. Th e amount of cash benefi ts depends on each specifi c situation and past earnings. Retroactive benefi ts can be obtained for up to 12 months.

    In order to determine the amount of a potential benefi ts, you should look at your annual Social Security earnings record. It is normally mailed out in June of each year. If you cannot fi nd your annual record, you can order a copy from Social Security either online at www.ssa.gov or by calling them at 800-772-1213.

    Th e Social Security Administration takes an average of 3 months to make an initial decision on a claim. It approves approximately 35 percent of the claims initially and denies approximately 65 percent. If your initial claim is denied, it may take you two years or more to get your SSDI benefi ts which you were entitled to from the beginning.

    In order to prevent costly delays, your claim can be fi led by an attorney. If you hire an attorney, their fee is usually 25% of the past due SSDI benefi ts or $6,000, whichever is less. While it possible to obtain SSDI benefi ts without

    an attorney, it can be very diffi cult because of the complicated requirements for proof of disability. Many people are confused and think that their doctor can prescribe disability benefi ts. Although the medical report and recommendation of the doctor are important, they are only evidence and do not decide the claim. Th e Social Security Administration bases its decision on all of the evidence, not just your doctors report.

    It is very important not to sit on your rights to benefi ts. You continue to be covered by SSDI for some time aft er you stop working. However, the eligibility time varies from person to person according to individual work history. Furthermore, you can only recover a maximum of 12 months of retroactive benefi ts measured from the date of your application. Th erefore, it is critical that you fi le your claim as soon as you are eligible.

    Each of the ve senses receives input that can help soothe, stimulate or gener-ally improve wellness in the multi-sensory rooms at Antiochs Special Haven.

    Providing Special Haven

    For those with special needs, the world can be a loud, cold and traumatic place. But a new organization in town is dedicated to easing the stress, and doing it in a special way.

    Special Haven provides resources to the special-needs community in East County by providing multi-sensory rooms fi lled with equipment designed to touch each of the fi ve senses by soft, safe and signifi cant means.

    Anyone with special needs, whether they are young children or adults, will ben-efi t, said Scott Lawler, a Special Haven board member. It stimulates adults with Alzheimers, and infants too.

    Multi-sensory rooms are popular and proven tools abroad, used for treating peo-

    ple with autism, brain injuries, developmen-tal disabilities and even dementia. Though Lawler said the therapy has been slow to gain widespread use in the United States, its time has come.

    Another local organization The Spe-cial Kids Foundation thinks so too, and recently donated $7,000 to the group for the purchase of its fi rst piece of sensory equip-ment.

    Special Haven is on a quest and we want to help them, said Special Kids President and Co-founder Lisa McBride. Because part of our own mission is to do something like this when we get our own fa-cility, we fi gured: lets help them build theirs, too. Its an amazing project that fulfi lls our mission as well as theirs.

    MORTGAGE SETTLEMENTBoy, did my phone ring off the hook

    last week with people wanting to know about the mortgage settlement and what it could mean for their situation. I have two basic responses. 1. Its too early to tell because the details havent been worked out. 2. The settlement is too small to make much difference for most people.

    In regards to the details, its going to be a while until we know exactly how the $25 billion will be spent, and who quali-fies. For information, you can go to www.NationalMortgageSettlement.com but even that website admits that borrowers will not immediately know whether they are eligible. Within the next 30-60 days, an administrator will be chosen to oversee the settlement. Eligible homeowners will be identified over the next six to nine months, and will be notified by mail. They have three years to disburse the funds.

    There are three areas where they will try to help: 1. More and better loan mods, including some principal reductions. 2. Ability to refinance at current inter-

    est rates for those who are current but upside-down. 3. Cash payments for those who lost their home to foreclosure, but this may only be $1,000 to $3,000 each.

    The settlement may only apply to loans that are still held by BofA, Citibank, Chase, Wells Fargo, and Ally/GMAC. This means if they sold the loan off to an investor, the settlement may not apply because they are onlyservicing the loan. Loans owned by Fannie Mae and Freddie Mac are also not included. This leaves a LOT of loans out of the mix. With some accountingmagic and for taking losses on loans they were already going to take a loss on, Im afraid that the $25 billion will evaporate rapidly without making much of a difference for the majority of borrowers.

The partially sighted can see the vivid, moving colors. The whole room can change color by applying pressure to simple

    switches or pressure pads. Lawler said Special Haven is still in the

    process of researching and purchasing the equipment: a portable unit to be set up in the multi-sensory room. Were still looking at units but we hope to have one within the month, said Lawler. Weve been busy get-ting things organized, fundraising doing all the things you do when youre starting up. But were excited and ready to go.

    New rules for kindergarten

    The addition of transitional kindergar-ten to local curriculums means that parents planning to enroll their children in kinder-garten for the 2012-13 school year have new guidelines to follow.

    Transitional kindergarten, the fi rst new grade level added to the California curricu-lum since kindergarten debuted in 1891, is the fi rst phase of a new two-year kindergarten program established in 2010 as part of the Kindergarten Readiness Act. While some of the states school districts have already imple-mented the program, 2012-13 marks the fi rst school year it will be mandatory in all dis-tricts.

    Transitional kindergarten will offer 4-year-olds a bridge to standard kindergarten, said Fran Courter, Antioch Unifi ed School District coordinator of educational services. This program gives students the gift of time to build a strong foundation for success before they enter elementary school.

    Under the old rule, students born by Dec. 2 were eligible to attend kindergarten, but the Kindergarten Readiness Act has bumped the cutoff date to Sept. 1. Children who turn 5 on or before Nov. 1, 2012 are eligible to attend traditional kindergarten. Children who turn 5 on Sept. 1 through Nov. 1 have the option of being enrolled in transitional kindergarten or traditional kindergarten, but children who turn 5 between Nov. 2 and Dec. 2 must attend

    transitional kindergarten beginning in the 2012-13 school year or wait a year to enroll in traditional kindergarten for the 2013-14 school year.

    Under the new system, all kindergarten-ers entering the classroom will be 5 and thus on a similar developmental path physically, socially, emotionally and academically. Simi-larly, students entering transitional kindergar-ten will be 4 and thus benefi t from a develop-mentally appropriate curriculum that will help them be better prepared for kindergarten.

    At a recent transitional kindergarten summit, State Superintendent of Public In-struction Tom Torlakson said transitional kindergarten will become a bright spot in the California education system, creating a wave of success for future generations.

    Deborah Kong, communications di-rector at Preschool California, a statewide nonprofi t organization working to increase high-quality early learning opportunities, also supports the program.

    Transitional kindergarten is critical be-cause kindergarten in California has changed over the years, and many of the skills children were once taught in fi rst grade are now taught in kindergarten, Kong said in a recent press release. Transitional kindergarten is the right program at the right time.

    Gov. Jerry Brown, however, recently proposed that funding for the transitional kindergarten program be cut from the states 2012-13 budget, a proposal that leaves some districts in limbo.

    Its frustrating, said Oakley Union El-ementary School District Assistant Superin-tendent of Educational Services Anne Allen. We dont know if the funding will be cut or not until the state government works out the budget, which wont be until late June. Our classes start Aug. 1, so we dont have time to wait and see what happens. So weve decided to move forward with the program regardless of the budget decision.

    The Oakley district is in a good posi-tion because it launched a pre-kindergarten program 10 years ago at Laurel Elementary School. Most of the programs infrastructure is already in place.

    Browns proposal to cut the funding and postpone transitional kindergarten would dis-place approximately 125,000 students from kindergarten, as they would no longer be age-eligible under the new standards. Allen said that to ensure students with November and December birthdays dont get left behind, those students would be given priority into the pre-kindergarten program.

    State Sen. Joseph Simitian, who au-thored the Kindergarten Readiness Act, plans to create legislation that will allow schools to collect Average Daily Attendance funding for the students enrolled in a tran-sitional kindergarten program even if state funding is cut.

    Gift funds are now allowed for all conventional loans. Many fi rst-time buyers can mange their projected monthly payment, but are not able to accumulate enough money for a down-payment. FHA would permit the down-payment to come from gift funds, but Fannie Mae wouldnt. Now, those same buyers will look to conventional fi nanc-ing as a very viable option since the funds for their down payment can 100% be a gift for conventional fi nancing as well. Great! you say, but dont get too excited.On to the bad news

    Th e permissible debt-to-income ratio, or DTI a percentage found by dividing a would-be buyers monthly debts by their monthly gross income is being reduced from 55% to 45%. Th is 10% de-crease is coupled with the fact that the debts being counted against a would-be buyers debt-to-income ratio are increasing. Before the change any debt that had fewer than 10 payments remaining a car loan with a $2,000 balance

    and $500 payment would not be in-cluded in that buyers debt-to-income ratio. No longer is this the case and any car loan, deferred student loan, or credit has to be counted against a buyer. And the hits just keep on coming

    Fannie Mae also changed the waiting periods for obtaining a new conventional loan following either a foreclosure or a short sale. Beginning December 13th (again, of 2011), a buyer will have to wait seven years (instead of the current four years) to obtain a new loan following a foreclosure, but only two years following a short sale. Th ese changes may make a diff erence to any current homeowner who is facing a choice between allowing their home to go into foreclosure and selling their home through a short sale.

As a change in tire pressure this winter will aff ect your ability to safely navigate the road, a change in lending guidelines will dramatically aff ect your ability to purchase a home.
