INTRODUCTION The £4.5 billion Brent Cross Cricklewood development is Barnet Council’s most significant growth and regeneration programme. It will create a new sustainable mixed use town centre for Barnet and North London. This regeneration is underpinned by major transport improvements, including an additional new Thameslink railway station connecting to King’s Cross St Pancras in under 15 minutes. We will shortly submit an application to allow the new Thameslink station and associated infrastructure works to be constructed at the same time.

Grouping all of the rail-related projects and infrastructure works together into Phase 2. This allows them to be delivered earlier in the programme than previously planned with the station due to open in 2022 rather than 2031.

Outline planning permission has been granted for a Waste Handling Facility to replace the existing Hendon Waste Transfer Station adjacent to Brent Terrace.

The proposed facility is significantly smaller than the one that was previously approved and will now be a transfer station where recycling, food and household waste will be collected and transferred to other processing centres. It will not include the incinerator that was originally proposed. The site of the existing Hendon Waste Transfer Station is needed to facilitate the comprehensive regeneration of Brent Cross Cricklewood.

The new facility will be operated by the North London Waste Authority.

Subject to approval of the Re-Phasing Application, construction is expected to start in 2019 and be completed in early 2020.

WASTE TRANSFER STATION

The designs for the Waste Transfer Station are at a very early stage. We are considering a range of options for the external appearance of the building.

• The facility will be approximately five storeys high; within the heights permitted by the S73 application.

• Options for cladding the building include metal framing or Rodeca, a translucent light weight polycarbonate.

We will be doing more design work before we submit a planning application in the summer of 2017.

We would appreciate your views on these ideas to inform that design work.

OPERATION PROPOSED SITE LAYOUT AND VEHICLE ACCESS ROUTES

WASTE TRANSFER STATION

The site has been designed to:

• Process and store all waste inside the building;

• Prevent odours leaving the building;

• Have a similar capacity to the existing facility;

• Provide space for vehicles to queue inside the site;

• Provide parking on site for Waste Transfer Station staff.

The site will be accessed from Geron Way via a new signal-controlled junction on the A5.

Vehicles transferring waste from the Waste Transfer Station to Edmonton are expected to travel along the A5 and A406 North Circular and not travel along residential streets.

The Waste Transfer Station is expected to be used by Refuse Collection Vehicles to deliver waste and HGV’s to collect waste

RAIL FREIGHT FACILITY A Rail Freight Facility is part of the approved Masterplan for Brent Cross Cricklewood to replace an existing strategic freight facility which has to be relocated to make way for the wider Brent Cross Cricklewood regeneration.

The Rail Freight Facility that is now being proposed has some significant differences to the original proposal:

• There is now more demand for a facility that can handle building aggregates and construction spoil. These materials have different handling requirements and so a building is not required as originally planned.

• Substantially fewer cars will park on site and HGV parking will now be within the working areas.

Barnet Council is in discussions with DB Cargo (the current tenant of the existing rail freight site) to develop the plans.

If planning permission is granted, construction of the facility will begin in 2019 and operation will commence in Spring 2020.

DB Cargo has submitted a temporary planning application to operate the northern part of the site which is currently being considered by the Local Planning Authority.

The rail freight facility will consist of two parallel rail sidings, with connections to the adjacent mainline at either end. The current proposal is for 5 bays where materials will be unloaded, stored and loaded.

OPERATION The Rail Freight Facility will operate up to six days per week. It is currently anticipated that up to three trains will arrive and be unloaded per day. The arrival times will be determined by the available train slots on the network, but unloading and loading will only occur between 6am and 6pm.

Aggregate will be unloaded using excavators and placed in a stockpile, before being distributed to construction sites across London by road vehicle.

An internal access roadway will provide access to the material stockpiles.

Access will be via the existing junction with the A5, which will be upgraded. Most of the lorries leaving the site are expected to travel northwards.

There will be 24/7 night vision CCTV surveillance of the site.

DB Cargo will operate the facility but other rail freight operating companies will also be able to lease land and use the facility.

CONTROLLING DUST, NOISE AND LIGHT

We know that people will have concerns about the dust, noise and light generated by an open-air Rail Freight Facility. Incorporating screening and landscape measures has been a fundamental principle in developing the design of the Rail Freight Facility.

A particular area of focus has been the relationship between the site and the Railway Terraces Conservation Area to the south east. A key principle of the site’s development has been to protect the amenity of the existing southern residential area and the emerging residential development to the north of the site.

We will develop the plans further based on your feedback today.

PLANTING

The redeveloped site will be far greener than it is at present. This will be achieved by:

• Introduction of new planting at the entrance to the site;

• The existing boundaries to the site will be improved with new trees or planting.

• Ornamental evergreen shrubs and wildflower-rich grasses will be planted where possible across the site.

LIGHTING

• Shields will be fitted to the new lighting columns to minimise light spill as much as possible.

• The existing Halogen lamps will be replaced with LED downlighters that will direct light onto the site and reduce the impact on local residents.

NOISE

• A 5m high 400m long acoustic barrier will be positioned along the sidings to prevent noise travelling across the mainline to the Brent Terrace area.

• Subject to detailed noise assessment:

• a bank and acoustic fence up to 12m high in total is proposed to reduce noise traveling to the Railway Terrace area to the South West of the site.

• an acoustic fence up to 5m high will be provided to protect buildings to the north west of the site.

DUST

• The design includes a water-based dust suppression system. This ensures material is dampened before any dust generating activities such as loading and unloading and prevents dust particles in the air travelling off site.
