FACT -BASED SERIOUS CONCERNS ABOUT

BRENDA BARNETTE AS LAAS GENERAL MANAGER

In the controversy that has swelled upon the announcement that Brenda Barnette of Seattle Humane would be the new LAAS General Manager, both "sides" have alleged that the other Jacks facts supporting their allegations. This document presents only those serious concerns about Barnette which have factual bases.

The following is a compilation of facts and concerns from stakeholders in the community who have a vested interest in saving the lives of animals in the Los Angeles City Shelters.

Exhibits showing supporting documentation are noted and attached.

1. Save rate at Seattle Humane does not translate to LAAS: Barnette's high save rate at Seattle Humane does not translate to or predict improvements at LAAS. Seattle Humane is a private adoption agency which controls animal admissions in ways LAAS cannot legally do because LAAS is a municipal animal control department.

a. LAAS is a public animal control department which must take every animal presented, when presented, plus receiving stray and owner surrender animals in the field.

b. Seattle Humane does not take in any strays [Exhibit 1], resulting in a far lower number of animals it has to adopt out in order to achieve a high save rate.

c. Well over one-half of the animals at LAAS are strays.

d. Seattle Humane rejects less adoptable animals.

i. Per the. Seattle Humane admissions department, Seattle Humane rejects pit bulls, pit bull mixes, and even possible pit bull mixes (such as a "Shepherd/Lab with possible pit") if the dog has any history of any aggression for any reason. (Thus, even if the dog was provoked, even if the dog was an untrained puppy who later was trained etc., the dog is rejected.) [Exhibits 2 and 3.]

ii. This pit bull, part pit bull, and "potential" part pit bull policy results in far fewer difficult to adopt dogs entering Seattle Humane, driving up the save rate in a way LAAS cannot legally do.

iii. LAAS took in 6,744 pit bulls in the 12 month period ended April 30, 2010. [Exhibit 4 .]

iv. Seattle Humane's website in the last two weeks has shown two pit bulls in its animal inventory.

v. Since Seattle Humane does not deal with these less adoptable dogs, what would Seattle Humane's save rate be if it were required to impound all pit bulls, pit bull mixes, and "potential" pit bull mixes?

e. Seattle Humane requires an appointment for an owner to surrender an animal, reducing admissions numbers and favoring more adoptable animals.

i. First the owner must call or e-mail and wait for a call back to make the appointment. [Exhibit 5.]

ii. For cats, the wait for an appointment can be "up to two weeks" per the Seattle Humane website. [Exhibit 5.]

iii. For pit bulls, pit bull mixes, and "potential" pit bull mixes who do meet the strict Seattle Humane admissions criteria, the wait can be "up to one week'' per the Seattle Humane admissions department. [Exhibit 3.]

iv. Seattle Humane's admissions department indicated no wait for an appointment to surrender a Bichon (small fluffy white dog). [Exhibit 3.]

v. The required wait period reduces the number of admissions.

vi. LAAS learned this lesson when the last General Manager, Ed Boks, attempted to reduce the days and hours during which Los Angeles animal owners could surrender their animals to the shelters. There was an outcry from the public and city leaders that the policy would result in animals dumped in the streets or worse.

vii. Rejecting unadoptable animals very much drives up the save rate. LAAS as a public animal control department cannot do this.

viii. Seattle Humane's differential in wait times for different animals favors admissions of very adoptable animals and diminishes admissions of less adoptable animals.

ix. Seattle Humane imported hundreds of dogs from Los Angeles and Kern County in 2009 and 2010. It imported only very adoptable smaller dogs - no pit bulls, no large dogs, no cats, Favoring intake of more adoptable animals and rejecting intake of less adoptable animals creates an artificially high save rate. [Exhibit 6.]

x. These policies and practices of appointments, favoring intake of adoptable animals, and rejecting or impeding intake of less adoptable animals, are not available to a municipal animal control agency like LAAS.

xi. Thus, the high save rate at Seattle Humane cannot be used as a measure to predict outcomes at LAAS.

2. Fiscal issue: Seattle Humane spends over twice as much per impounded animal compared to LAAS. This, even though Seattle Humane pays cheap non-union wages.

a. Seattle Humane's Form 990 tax return on Guidestar.org for 2008 (most recent year available) shows Seattle Humane's expenses were $4,404,676. [Exhibit 7.]

b. Seattle Humane's website shows it took in 5,522 animals in calendar year 2008.

This comes to $796 per animal. [Exhibit 7.]

c. Seattle Humane does not pay union wages. Seattle Humane's website shows its average starting salary is $10 per hour. [Exhibit 7.]

d. lAAS spends $338 per dog and $259 per cat per its 2009 flyer. [Exhibit 8.]

e. Seattle Humane's per animal expense is well over double that of LAAS. [Exhibits 7 and 8.]

3. Barnette has no background overseeing any licensing program:

a. Barnette has worked at Seattle Humane, Tony LaRussa's ARF, Pets In Need and San Francisco SPCA [See Barnette's resume with the City Clerk's office.] None of these are municipal animal control agencies; each is a private adoption agency.

b. Barnette has never overseen any licensing program. [See Barnette's resume and SeattleHumane.org.]

c. lAAS very much needs good ideas and skills to improve its licensing program.

4. Barnette has no field background and no enforcement background:

a. Having worked only at private adoption agencies, Barnette has no background in field services or law enforcement. [Exhibit 9 and Barnette's resume.] This is half of what lAAS does.

b. No background in enforcing against animal cruelty and neglect. [Exhibit 9 and Barnette's resume.]

c. No background in permitting pet stores, breeders and kennels. [Exhibit 9 and Barnette's resume.]

d. No background in enforcing against illegal animal sales (such as Santee Alley). [Exhibit 9 and Barnette's resume.]

e. No background in spay/neuter enforcement. [Exhibit 9 and Barnette's resume.]

f. No background in enforcing against pit bull fighting and cock fighting. [Exhibit 9 and Barnette's resume.]

g. No background in controlling stray animals loose in the city. [Exhibit 9 and Barnette's resume.]

i. Barnette adds no value for City Council Districts concerned with pit bulls and other dogs roaming their city streets and city parks.

5. Barnette has no city experience:

a. Having worked only at private adoption agencies, Barnette has no background with city laws, protocols, administration or politics. [Exhibit 9 and Barnette's res urn e.]

6. Barnette has no background with unions:

a. None of Barnette's experience includes a union shop. [Exhibit 9 and Barnette's resume.]

b. However, Barnette's employees were unhappy enough to organize a union under her management (Seattle Humane, 2009). That vote is pending with NLRB. [Exhibit 10.]

6. Barnette has no experience with demographics like those of Los Angeles:

a. Barnette's experience is in Seattle, Contra Costa, Redwood City and San Francisco. [See Barnette's resume.]

b. These are areas of high education, higher employment, lower population and higher income relative to Los Angeles.

c. All areas offar less ethnic, language and cultural diversity relative to Los Angeles.

B. Barnette's support for breeders inappropriate for LAAS leadership role: Barnette supports breeding and is at best a recent breeder. As such. she is an inappropriate leader for a public animal control department working to reduce pet overpopulation. And she is an inappropriate leader to enforce spay/neuter, license fee differential, and breeder laws:

a. Barnette was a breeder until at least 2007.

b. In August 2009, when Barnette was on TV, her number one tip for getting a new pit bull was "Screen the Breeder!" [Exhibit 11.]

i. LMS impounded 6,744 pit bulls and killed 3,647 pit bulls in the 12 months ending March 31, 2010. [http://laanimalservices.com/PDF/reports/ PitBullslntakeNOutcomes.pdf and Exhibit 4.]

ii. Advocating going to a breeder to get a pit bull can only increase that kill number.

iii. Suggesting going to a breeder to get a pit bull is anathema to those who truly care about reducing the killing in Los Angeles, and to those who care about public safety in Los Angeles. [Exhibit 11.]

c. Barnette is the Legislative Liaison for the AKC Club in Seattle. [Exhibit 12.]

i. As Legislative Liaison for a breeder club, Barnette would be part of efforts to defeat mandatory spay/neuter laws and other legal restrictions on breeding activities.

ii. Barnette was not accountable for this. She told the LA Times that she "at one time was" the Legislative Liaison, when in fact she still was. [Exhibit 13.]

iii. Barnette remains posted on the AKC's website as the Seattle Kennel Club Legislative Liaison as of7-10-2010. [Exhibit 12.]

· iv. The AKC official description of the Legislative Liaison position is far more proactive and extensive, including "presenting the views and interests of the purebred dog fancy to lawmakers, other citizens, and the media," and "organizing and motivating club members to become active in the legislative process ... " [Exhibit 14.]

v. Barnette claimed in the June 18, 2010 LA Times !hat her AKC Legislative Liaison role involved only "hitting forward" "every now and then." [Exhibit 13.]

vi. Barnette's evasive mischaracterization ofthe position fueled distrust.

d. On Barnette's Facebook page, she listed her "Likes and Interests" as including "Pet Pac." [Exhibit 15.]

i. PetPac is the organized group of activist breeders who fight against

mandatory spay/neuter and other laws restricting companion animal breeding in Los Angeles and elsewhere.

ii. Most of the Los Angeles humane community, including some City Council members, worked hard to defeat PetPac. [E.g. Council members Cardenas and Alarcon.]

iii. Barnette was not accountable for this. When the Los Angeles humane community found out about her Facebook page, within 12 hours she removed "Dog Shows" and "Petpac" from her Facebook page. [Exhibit 16.]

iv. Seattle Kennel Club where Barnette has been listed on the AKC website as Legislative Liaison to at least 7-9-2010, is an "Honor Roll" contributor to Pet Pac. [Exhibit 17.]

e. Barnette is quoted in the LA Times in a way that understates and misrepresents her breeding.

ii. She stated that she has bred a Portuguese Water Dog, while failing to mention that she has also been a Poodle breeder. [Exhibit 13.)

iii. She stated, "To think I'm a breeder is a little bit of a stretch," yet AKC show lists report her as "Breeder." [Exhibit 13.)

f. Barnette's "Linked In" page still lists two AKC breeder clubs (Seattle Kennel Club and Portuguese Water Dog Club of America) as two of her three group associations. [Exhibit 18.)

g. Barnette as recently as March of 2010 was a featured figure and contributor to at a Seattle Kennel Club (breeder club) event. [Exhibit 19.]

h. Barnette is quoted in the LA Times as saying that, as LAAS GM, she would continue to attend dog shows. [Exhibit 13.]

i. Barnette opposed an anti-puppy mill laws. [Exhibit 20.)

j. Barnette stated in the media that she "shares breeders' concerns." [Exhibit 20.)

k. Those who support breeder activities are inappropriate for leading a large municipal department charged with reducing pet overpopulation, controlling breeding activities with mandatory spay/neuter laws, license fee differentials, breeding permits and other restrictions

on the very activities Barnette publicly supports.

I. This should be a huge concern to City Council members who worked hard for the city's mandatory spay/neuter law, and who understand that spay/neuter is the most humane way to prevent the killing.

9. Barnette Temperament Tests all dogs at Seattle Humane- a policy the LAAS Board of Commissioners has prohibited.

e. Barnette's website states that all dogs are temperament tested.

f. Seattle Humane uses the SAFER test which requires that the tester be trained and certified.

g. Barnette does kill animals when they fail the temperament test, per the Seattle Humane admissions department.

h. The LAAS Commission voted to reject temperament testing in LAAS shelters.

i. This is because temperament testing is inherently unreliable in a crowded shelter like LAAS. Under these circumstances, it produces false positives (i.e. that a dog is aggressive when he or she is not), and false negatives (i.e., that a dog is not aggressive when he or she is). Example: Exhibit XXXX, Seattle Humane temperament tested and failed a dog who was somehow later rescued and not dangerous, 7-31-2008 Seattle Times story.

ii. Temperament testing creates the risk of lawsuits for LAAS because temperament tested dogs can be viewed as having an implied warranty of safety, while untested dogs do not. Should a temperament tested dog bite, LAAS could be sued for releasing a dog with the implied warranty of safety.

iii. This is also because temperament testing is very expensive:

1. Temperament tests are done by two workers, and take approximately 15 minutes each, plus animal movement to and from the cage and plus paperwork time.

2. The Commission was informed that temperament testing would require approximately $1,000,000 per year.

[1] Seattle Humane has one contract with one small city (Renton, WA) to provide animal sheltering (no animal control or field services); this brings in a very small number of strays to Seattle Humane. All strays from other cities are impounded at the municipal animal control for those other cities or other agencies.

Seattle Humane does not accept strays, This keeps down the numbers it needs to adopt out so it can ha~.e

With any Pit Bull or Pit Bull mix v.e place for adoption embassadors to the breed. This means that the dog cannot have any previous history of aggression of any kind. If the dog does not have a history of aggression than the dog !Mil recieve a behavior assessment after it has been surrendered to our shelter. During that assessment our behavior program manager and behavior team assess the dog's temperament. If the dog passes the behavior assessment then v.e place the dog out for adoption. If the dog does not pass the assessment we will not place the dog up for adoption. There are no rescue organizations that work with us and pit bulls. If the dog is not an adoption candidate with us the only option is euthanasia.

We do have a callback option. With a mandatory donation of 200$ at time of surrender v.e give you the oppportunity to claim your pet if he/she is not an adoption candidate !Mth us. That $200 is not refundable.

Good Morning,

I have two wonderful dogs, a Bichon!Poodle mix approximately 7 yrs old named Max and a 3 yr old Shepard/Lab (possible Pit) mix named Sadie. Both are very sweet and get along with other dogs and people. Max is a bit scared when he first meets strangers but adjusts quickly. They are both healthy, have their shots and are potty trained.

I recently lost my husband and need to move in with my daughter who cannot have dogs in her complex. I would like to relinquish the dogs to your orginization but would like to have further details on your process. I want to make sure that my dogs will go to good homes and will not be put to sleep. As I am sure you uoderstand, this is a very difficult thing for me to do and I am willing to donate to your organization to insure that Max and Sadie will be safe and well taken care for.

Surrendering Your Pet

Releasing your pet to the Seattle Humane Society can be a difficult decision to make. We would like you to

know that we understand how hard it can be to relinquish a beloved pet, and we appreciate your choice to

surrender your animal responsibly so that he or she will be safe and humanely cared for.

Animal surrenders at the Seattle Humane Society are handled by our Admissions Department. An

appointment is required to surrender your animal. Please call (425) 649-7561 or email

[email protected] to schedule an appointment.

The Seattle Humane Society accepts any owner surrendered animals utilizing intake appointments to allow

our staff and volunteers to collect as much information as possible about the incoming pet. For dogs it is

usually possible to get an appointment immediately. For cats, there may be as much as a two week delay.

The appointments are scheduled on a first-call basis and not on the age or desirability of the kitty. In the

case of an emergency, animals will be admitted immediately. For hours and directions, go to our Visit Us page.

Please allow enough time to properly relinquish your pet. The admissions process may take 20 30 minutes

during busy periods. We will request some background information about the animal and ask you to fill out a

questionnaire. To save time, you are welcome to download our admissions questionnaires to complete at

home. Please bring the appropriate questionnaire with you when you bring your animal to the Seattle

Humane Society. Questionnaires cannot be accepted by mail.

Many unwanted animal behaviors can be corrected, enabling pets to successfully remain in the family. If you

would like information about training or other solutions for keeping your pet, please call us at (425) 641-

0080. We will be happy to assist you or refer you to others who can help.

We strongly advise that you include all members of your immediate family and/or household in your decision

to release the animal prior to bringing your pet to our organization. We also ask that any veterinary health or

vaccination records you may have be brought in with the animal. The owner releasing the pet must be 18

years of age or older and provide a Washington driver's license or other identification with photo.

As a private, nonprofit organization dependent on community contributions, we request a donation when an

animal is admitted to us. The average cost per animal received is $205, altho'ugh it is not required to

contribute this full amount. All donations are greatly appreciated and help to offset a portion of the cost of

caring for the thousands of animals we receive each year.

Admissions Callback Option The Seattle Humane Society recognizes the decision tore-horne your companion animal can be a difficult to

your pet.

• With a minimum of $200 incoming contribution, we will give vou the opportunity to come back

to reclaim your pet if we are not able to place him. Litters under six months of age have a minimum of $250

incoming contribution per litter.

• Each animal will be initially assessed for medical and behavioral soundness. Many medical and

behavioral issues are considered treatable and will not preclude the animal from participation.

• If we determine your animal is not a candidate for adoption or rescue, you will be notified of the

reason, and will have 48 hours to reclaim your pet.

• We will provide as many resources as possible to you should you reclaim your pet. These will

include referrals to animal behaviorists and educational materials regarding behavioral issues.

• If we do re-home your animal, the new owner's information is confidential, and will not be

released to you.

• Your pet may be re-assessed during his stay at our adoption center and his status of adoptability

may change. You may be notified some time after releasing the animal if this happens.

It seemed like an easy fix: King County would close its animal shelters this month and hand off those duties to nonprofit

animal shelters.

But the solution wasn't so simple.

And now new King County Executi;e Dow Constantine will ask the County Council for more time to de~oelop a regional

plan for handling animal control, shelters and licensing, said Canie Cihak, director of strategic initiati;es for

Constantine's office.

"It's not something that's going to occur o~oemight," she said.

The Metropolitan King County Council in No;ember directed the county executi;e to close the main shelter in Kent and a

smaller shelter in Bellevue's Crossroads area by the end of January with the expectation that a community nonprofit,

such as The Humane Society for Seattle/King County, would be able to fill that role.

But the private shelters in King County don't ha;e the physical capacity to take on the more than 10,000 animals a year

handled by the county's Kent shelter, Cihak said.

Former Executi;e Kurt Triplett made headlines in September when he proposed that King County would close the

shelters and eliminate the Animal Care and Control agency, which prmides senice to to 32 cities. The announcement

followed a Seattle Times report that showed that dog-attack victims waited days or weeks- and months, in some

cases- for a response from King County Animal Care and Control.

Triplett's announcement was welcomed by many council members. In 2008, se>eral on the council -including

Constantine- had called on then-Executi;e Ron Sims to get the county out of the animal-shelter business. Consultant

reports and audits o1.er the years ha;e found poor management of animals at the Kent shelter, and Triplett concluded the

county, facing a major budget deficit, didn't ha1.e the money to fix the problems.

But discussions between the county and The Humane Society reached an impasse mainly o1.er county funding. The

nonprofit takes in about 6,000 animals annually at its Bellevue office and has a $4.5 million budget, said Brenda Barnette, its executive director.

The nonprofit would need to double its budget if it assumed King County's role in sheltering unwanted and stray animals,

she said.

"To think we could suddenly double our number of animals and double our donations to pay for that is just not

reasonable," Barnette said. "That's a big leap."

Some cities such as Kent, also struggling with tight budgets, say they would prefer a regional solution to each

municipality operating an animal shelter and hiring officers to pick up dead or stray animals.

"Especially in these tough economic times, this is not on the top of my priority Jist," Kent Mayor Suzette Cooke said.

Other cities in South King County are exploring options. Milton, Bonney Lake, Edgewood and Puyallup all recei\.e

animal-shelter and control services from the city of Sumner in Pierce County. Sumner has been in discussions with the

King County cities of Algona and Pacific about serving them as well, according to the program's staff.

In Federal Way, officials wonder if it would be more cost-effective for the city to start an animal-control service rather

than rely on King County. That's partly based on the city's experience receiving county services.

"Even our own staff thought the [animal-control] response time wasnt that efficient or effective," said Andy Hwang,

assistant police chief.

King County estimates Federal Way has 35,000 animals, of which only one-fifth are licensed, he said.

The city will wait to see what options King County offers, Hwang said. "There's a lot of information we're waiting for so we

can make some decisions," he said.

Brenda Barnette, chief executive of the Seattle Humane Society, has been chosen to lead Los Angeles' Department of Animal Services, which has had no permanent head for a year.

To a background chorus of dogs barking from their kennel runs at the North Central shelter, the newly appointed general manager, in her first public appearance, promised to meet with animal welfare advocates, rescuers and community leaders before laying out plans for increasing adoptions and decreasing euthanasia.

"It would be really arrogant for me to tell you this is what we have to do. I have to talk to the stakeholders and see what we can do together," she said.

Barnette, who was introduced at the news conference by Mayor Antonio Villaraigosa, inherits one of the most difficult stewardships in city government. Provided that she is confirmed by the City Council - which is expected to hold hearings next month - she will run a municipal animal shelter system teeming with cast-off pets and strays while dealing with vocal animal welfare advocates insisting on more adoptions and fewer killings.

Her embattled predecessor, Ed Boks, stepped down from the post a year ago amid criticism on all fronts.

To introduce his new department head, the mayor put on a full court press, with appearances by dog whisperer Cesar Millan (who was part of an informal group that brainstormed with the mayor about the position); City Councilman Paul Koretz, who also advised the mayor; and several of the city's Animal Services commissioners.

As the group toured the shelter, the mayor and his new general manager stooped to pet furry heads and lament one dog's fly-bitten ears.

"We've got a dog," Villaraigosa said. "And we have a cat. Lu's had the cat for years." He was referring to his girlfriend, TV reporter Lu Parker, who he noted volunteers at a shelter.

"Let me ask you," Villaraigosa said to Millan as the mayor peered at a quiet Siberian husky resting his head on the ground. "This one is mellow, right?"

"He's hot," corrected Millan. "He's panting."

Millan wanted to see the new general manager in action. "I want to see who's leading the pack," he said. "And if I can help with my knowledge, I want to make a dilierence in the world."

Villaraigosa said he expected Barnette to bring the city "a big step closer to euthanizing no animals."

For her part, Barnette seemed well aware of the fractious world she is entering. She said she refuses to use terms like "no-kill" to designate a shelter that doesn't practice euthanasia except for health reasons. Using the term often sparks arguments about how severe an animal's health has to be - or how bad its behavior - to justify killing it. "I would like to take out that little bit of animosity," she said.

Filling Barnette's post has been no easy task. The city hired a search firm that spent months combing resumes for a candidate who could master city politics, win the trust of animal advocates, and persuade the public to spay and neuter its dogs and cats. (The latter is, after all, a city law.) A

· panel of 16, including animal welfare advocates, interviewed eight finalists and sent five recommendations to the mayor.

"Except for the police, I've never been this extensive," said Villaraigosa, referring to his recent search for a new LAPD Los Angeles Police Department chief. "I interviewed everyone."

As chief executive of the privately funded nonprofit Humane Society for Seattle/King County, Barnette oversaw various programs, including a shelter that last year took in 6,937 dogs and cats and euthanized only 923 of them - for health reasons. In 368 of those cases, owners had requested the euthanasia. "She achieved a life-saving rate of 90%," Villaraigosa said in his remarks.

Running a big-city shelter system is much more complicated. Los Angeles shelters took in 54,129 cats and dogs last year. Asked how she would handle the much bigger population, she noted that L.A. had a bigger human population as well. "In King County, Wash., there are only 1.8 million people to solve the problem," she said. "Here in Los Angeles there are more than 4 million people to help solve the problems."

She and the mayor posed with 2-month-old brindle-coated pit bull mix puppies (which some of those 4 million people could adopt next week through the private Much Love Animal Rescue).

Even before Barnette was introduced, she had provoked criticism from some animal welfare advocates because of her ties to the American Kennel Club- which often takes stands that animal welfare groups oppose.

"New GM is a breeder," one animal advocate wrote in an e-mail.

Barnette, 62, says she owns a Portuguese water dog that lives with her 30-year-old daughter. She also has two toy poodles and a Chihuahua mix.

''I'm a member of the Seattle Kennel Club," she said, explaining the extent of her job as legislative liaison for the club. "Every now and then I get a press release from the AKC saying 'This is the legislation,' and I hit forward and send it to all the other members .... I have shown dogs, and you may see me at a show."

She said she has bred the water dog but not in a long time.

"To think I'm a breeder is a little bit of a stretch."

SEA1TLE -- State lawmakers are considering a crackdown on the ownership of dogs that haven't been fixed- after nearly 500 dogs, many of them pregnant, were seized from a Skagit County puppy mill.

The proposal would regulate ownership of dogs that haven't been spayed or neutered -- so that if someone owns ten or more such dogs, they would have to live in humane conditions.

It would also be illegal to own more than 25 dogs that haven't been spayed or neutered and animal control officers would have the right to inspect breeding fucilities without a warrant.

The proposal is aimed at preventing the same scene in Skagit C01mty several weeks ago.

But other licensed dog breeders testified Tuesday that the proposed law goes too fur.

"Under this law I could be charged with misdemeanor merely for refusing a warrantless search. I think that this violates my civil right~," said breeder Sylvie McGee.

Seattle Humane Society Director Brenda Barnette is as concerned as the breeders about the proposed new law.

"I think the whole thing is a jumble of words but it's not, it really doesn't get at the intent. And the intent is for anyone who has dogs whether they have a few or whether they have a lot to take care of them," Barnette said.

The puppies seized from the Skagit County puppy mill are at animal shelters throughout the region. Most can't be adopted out yet because they are still being held by the court~.

A stray dog that was headed toward death at a King County animal shelter last month has been cleared for adoption by a nonprofit animal-rescue organization.

Carina Borja, founder of the Animals First Foundation in Seattle, said Ben, a large golden retriever mix, has shown no signs of aggressi~.eness since he was taken to a dog-rehabilitation facility in Fall City on July 15.

Auburn resident Jim Giuntoli found Ben and a terrier-mix companion wandering in traffic on Interstate 5 near Kent last month.

Earlier assessments at the King County Animal Shelter in Kent and the Seattle Humane Society in Bellevue showed Ben aggressively protected his food and toys if they were disturbed. At the county shelter, he received the lowest possible scores on food-bowl behavior and "body handling."

Giuntoli and his wife, Kim, dubious about those test scores and worried that Ben would be put down, adopted the two dogs and delivered them to the privately operated Humane Society.

The Giuntolis were concerned about Ben's fate because Buddy, a stray black Lab they had taken to the Kent shelter earlier, was euthanized despite their pleas to be allowed to adopt him. The couple's effiort to rescue the dogs was the subject of a June 25 Seattle Times article.

King County Executive Ron Sims' office asked a county public-health veterinarian to investigate whether proper procedures had been followed in Buddy's case. That report has not been released.

Several independent reviews ofthe county's Kent and Bellewe shelters have found overcrowded, sometimes unsanitary conditions that spread disease and hamper efforts to reduce the number of dogs and cats euthanized.

The Metropolitan King County Council has appropriated nearly $1 million for interim improvements while studying whether the county should continue to operate shelters.

At the Humane Society, Ben's wandering companion, Barney, was quickly OK'd for adoption, and placed in a home. But the Humane Society agreed with the Kent shelter that Ben wasn't ready for adoption.

Preparing him for adoption would take longer than the Humane Society could spend on one animal, said Executive Director Brenda Barnette. "Almost any behavioral issue can be corrected with the right amount of time and resources. Since we're totally privately supported, everything is done with the donors' dollar."

Giuntoli agreed to take Ben back and place him with an Animals First Foundation trainer.

Two trainers worked with him and quickly concluded he was a gentle, if somewhat clumsy, dog that was fit for adoption, said Animals First's Borja.

"They were shocked at why this dog was judged the way he was or was told he was unadoptable."

Dear Sir, Re: Support Letter to the Boundary Designation Memorandum

1. We agree with the Memorandum by Mr. Chang Lee with one small correction at item 2 of the Memorandum. The wards "Little Bangladesh Corridor" should be replaced by the words "Little Bangladesh".

2. We are assuming such wordings in the KAFLA 's final Memorandum will not interfere with your ability in the ultimate naming of our community as "Little Bangladesh".

3. As regards official designation signs of "Little Bangladesh", the postings would be on New Hampshire Ave and on Alexandria Ave at the intersection with Third Street. In addition, there will be postings of directional signs on Vermont and Western at the intersection with Third Street.
