From 2011 to 2016, the Brazil Scientific Mobility
Program (BSMP) - known in Brazil as Ciência sem
Fronteiras - made it possible for many thousands of
undergraduate and graduate students from Brazil to
study at colleges and universities in the United States
and more than 40 other countries, impacting a whole
generation of young scientists and their potential to
contribute to Brazilian higher education and the
country’s future highly qualified workforce.
Through BSMP, the Brazilian government offered
scholarships to talented students to expand their
educational experience in disciplines critical to the
country’s growth including science, technology,
engineering and mathematics (STEM). The Ministry
of Education’s Federal Agency for the Support and
Evaluation of Graduate Education (CAPES) and the
Ministry of Science and Technology’s National Council
for Scientific and Technological Development (CNPq)
spearheaded the effort to create a generation of future
innovators with the applied knowledge to solve the
country’s greatest challenges. The program model
was designed to enable students to return to Brazil to
complete their degrees after one year abroad for
academic study followed by a summer internship.
When CAPES and CNPq began work on this exciting and
large-scale program, the Fulbright Commission in Brazil
was a natural partner. For more than 60 years the
Commission has been facilitating bilateral scholarly
exchanges on behalf of the governments of Brazil and
the United States. The team at the Commission brought
strong experience and a deep understanding of the higher
education systems in both nations.
The Institute of International Education (IIE), in close
partnership with the Fulbright Commission, CAPES and
CNPq, was asked to manage the largest portion of this
unprecedented flow of Brazilian students to campuses
across the United States. IIE bridged the relationships
with U.S. educational institutions and other partners to
achieve success for the students and the Brazilian govern-
ment. IIE created and implemented systems for students
to apply and be matched with English and academic
programs, internships and research opportunities, in
addition to sponsoring visas, monitoring student
progress, processing tuition payments, issuing student
living stipends, and keeping students and universities
informed about program policies and regulations.
The U.S. Embassy and Consulates in Brazil and the
Brazilian Embassy and Consulates in the U.S. also
played a significant role in the program’s success, including
liaising with the Brazilian government, host institutions,
students and IIE. The U.S. Embassy widely promoted the
program at Brazilian universities and offered English lan-
guage instruction, pre-departure briefings and facilitated
visa appointments. While the BSMP students were on
their programs, the Brazilian Embassy and Consulates
monitored the students’ success.
This report documents the accomplishments of the Brazil
Scientific Mobility Program. It serves as a reference for
entities in Brazil and for other organizations and
governments interested in implementing large-scale,
high-impact international education initiatives.
WELCOME
IIE was delighted to manage the Brazil Scientific Mobility
Program in the United States, working closely with nearly
25,000 students and the U.S. universities and companies
that hosted them over five years to fulfill the Brazilian
Government’s vision of a more highly skilled and interna-
tionally engaged workforce.
This innovative program opened doors for Brazilian stu-
dents of all backgrounds. Many may never have had the
opportunity to travel abroad, let alone study, learn English
and gain professional training in the United States. BSMP
also created positive ripple effects.
Brazilian universities with little previous experience facili-
tating study abroad are now equipped to operate interna-
tionally and prepare their students for new academic and
cultural encounters. And word of the value of an American
education has spread among Brazil’s students and families.
Already, BSMP alumni are using the knowledge and skills
they gained to begin to make change in Brazil. We expect
to see these talented individuals contribute to innovation,
creativity, and economic growth in the years ahead.
We are proud to share the highlights of BSMP with you, in
the hope that others can learn from these successes and
will be inspired by this clear example of how international
education can truly change lives.

In 2011, the Brazilian government approached the
Fulbright Commission in Brazil with the idea for the Brazil
Scientific Mobility Program (BSMP).
Fulbright’s mission is to strengthen understanding and
communication between the United States and over 155
countries. BSMP was a perfect opportunity to do exactly
that. Because of our familiarity with the higher education
systems of both Brazil and the United States, the U.S.
was able to accept BSMP students sooner and in greater
numbers than any other nation.
The program succeeded in many ways. It encouraged
students of great potential to pursue careers in science
and technology, and hopefully become national and
international leaders in areas of global concern. By pro-
viding internships, U.S. employers enabled the Brazilian
government to create greater opportunities for young and
talented students, and helped strengthen commercial ties
between our two countries.
Study abroad can open many doors during a scholar’s
stay in the U.S. and in their future. But we know that we
can’t change an education system in just 4 years. It takes
generations to create lasting change. We look forward not
just to watching BSMP students apply the lessons they’ve
learned, but also to other collaboration initiatives that the
program has and will continue to encourage.

WHAT MADE BSMP DIFFERENT?
It began with a big idea: equip a generation of Brazilians with the skills to tackle the country’s
biggest challenges. To do this, Brazil set a goal of sending 100,000 STEM students to study for a
year at the world’s top universities. When they returned, it would be not just with technical
knowledge—but with a new outlook on the world.
HOW IT WORKED
Through BSMP, Brazil sent students to study in the world’s
leading destinations for quality higher education. Over five
years, colleges and universities in the United States enrolled
30 percent of all the BSMP undergraduate and professional
master’s students, which brought a total of 24,168 Brazilian
students to U.S. campuses
Increasing annual enrollment of thousands of Brazilian
students required leveraging IIE’s vast higher education
partner network and excellence in management infrastruc-
ture which have been highly developed through its design
and implementation of the world’s most prestigious
scholarship programs. IIE galvanized an immediate response
and ongoing support from the U.S. higher education
community, necessary for the rapid implementation and
sustained growth to place students in high quality academic
programs, monitor their progress and support them with
the resources to succeed.
BSMP was originally conceived as a program for undergrad-
uates. Most students completed two academic semesters
(or three quarters) at a U.S. college or university. If
necessary, students could enroll in pre-academic English
training. Many students also completed a post-academic
internship. Later, a graduate academic program was
introduced to offer students from Brazil the opportunity
to pursue terminal master’s degrees (up to two academic
years) in applied technology and sciences. Graduate
students were required to complete an internship and
produce a thesis or engage in a capstone experience. A
cohort of 579 students began their master’s programs in
2014 and completed them in June 2016.
A FOCUS ON RESULTS
BSMP was different from other student exchange programs.
It was:
Meaningful. Due to strict degree requirements, few STEM students
worldwide have the opportunity to study abroad. BSMP
was deliberately planned to foster the types of training
that would have the greatest impact on Brazil’s econo-
my and society. Furthermore, it included a large number
of talented students to be able to make a real difference
to an entire generation. Over the next five years, as the
last BSMP student cohorts complete their degrees and
enter the workforce, Brazil will begin to see the impact
of this program with further effects in the long term.
Inclusive. BSMP students represented a wide diversity of regions
of Brazil, socioeconomic backgrounds and Brazilian
universities, and many with limited knowledge of
English. When the option became available to study
English prior to the academic portion of the program,
BSMP further expanded the opportunity to a more
inclusive eligible pool of students.
Applied. One of the most distinctive aspects of BSMP was its
internships and research component, also referred to as
Academic Training (AT) in the United States, which
provided the BSMP students with practical experience
they’ll be able to apply in the workforce. Demand is
growing for experiential learning as a component of
education abroad, yet few large-scale exchange programs
have been able to provide students with the opportunity
to learn both in the classroom and through hands-on
training. IIE coordinated with over 2,500 companies,
universities and organizations to match BSMP students
with internships and research fellowships for substantive
experiential learning.

English language training was a key component of
BSMP. IIE arranged for English language training for BSMP
students whose English language skills were insufficient
for U.S. academic programs. By assessing the students’
language abilities using the Test of English as a Foreign Lan-
guage (TOEFL), a widely-recognized English language assess-
ment product of Educational Testing Services, IIE identified
students in need of language training and placed those with
test scores below 79 on the TOEFL internet-based test (or
550 on the paper-based test) in intensive English programs.
The intensive English programs ranged in duration from six
weeks to two full semesters and students were matched
with programs appropriate to achieve the skill level neces-
sary for their academic and experiential learning programs.
Wherever possible, IIE worked to place students at the same
institutions for English and academic study. Participation in
the intensive English programs also provided students with
the opportunity to acclimate to the United States before the
academic program began.
The training program was a success. While improving their
English language skills through immersion, students also
benefited from interacting with international peers on cam-
pus and learning about American culture. For some students,
admission to an institution’s academic program was depen-
dent on their language skills. The vast majority of students
were highly motivated, advancing quickly through their
English programs and excelling in their academic studies.

BSMP students were placed in academic and experiential learning programs at a wide range of
institutions across the United States. All types of colleges and universities hosted BSMP students:
large and small, rural and urban, public and private, baccalaureate and doctoral institutions. All
institutions provided students with the opportunity and support to actively engage in and adjust
to their new environments in a positive way. The students impressed their host institutions and
formed countless friendships and new connections within U.S. communities. These transformative
experiences will impact a generation of young scientists as they continue to collaborate with their
peers in the United States, building businesses and developing innovative ventures.

“Securing an internship position outside academia is a hard task. Most tech companies saw me as a temporary,
low-experience employee, not worth the time and investment. Instead of trying to contact various companies like
crazy in one week or so, I invested in incremental actions throughout the year. I improved my resume and cover
letter every week; I submitted one or two online applications every week; I went to workshops, seminars, tech talks,
industrial roundtables and job fairs; I talked with the university’s employment department; I joined mock interviews
and actively searched for internships. I got many interviews, but I also failed most of them.
All these trials and errors gave me so much life experience, and at some point they led me to success. All these
small actions compounded together, and as a result, I found an internship in the engineering research department
of a multinational company for chip verification.”

system for an unmanned autonomous aircraft. I also had the chance of studying and working with robots in the
Robot Learning class. On top of all that, I was accepted to work at NVIDIA during my summer academic training.
I’ll work on the development and testing of a product that is going to be sold worldwide to millions of customers,

“Throughout this year I faced the most challenging and rewarding experiences I could ever imagine. In April, the
annual Clinton Global Initiative University meeting took place in my university. Students, youth organizations, topic
experts, and celebrities all met to discuss and develop innovative solutions to pressing global challenges across
areas such as education, poverty alleviation, and public health. As a volunteer, I was thankful to see incredible
commitment-makers from all over the world, putting their efforts to translate practical goals into meaningful
results. I was surprised when one of them came to me, after I presented myself as an exchange student from Brazil,
and gave me a huge hug in front of the whole plenary saying “thanks” for representing my country, and
helping make the event happen.
The next challenge was about to come when I got the opportunity to do research at University of California in San
Diego during the summer. I was thankful to be part of an amazing group that studies the use of a high performance
wireless sensor that sticks to the skin like a temporary tattoo. This device opened up a new frontier in developing
the newborn brain, and simultaneously reduced the physical barriers between parents and newborn babies in
intensive care. It allows parents to develop a sense of security and bonding through skin-to-skin contact between
them and the baby.”

KEEPING STUDENTS CONNECTED
IIE collected and distributed critical information to keep all BSMP students
informed of program deadlines through the monthly e-newsletter, the
Boletim Mensal. Using this communication channel, IIE also created a space
to connect students with one another’s experiences. A popular feature
of the Boletim was the “Student of the Month” column, through which
students shared their stories and reflected on lessons learned during their
BSMP experience.
STUDENT LIFE

INTERNSHIPS AND RESEARCH
After a year of academic study, most BSMP students took
advantage of the opportunity to put their knowledge to
work. Over the duration of the program, 15,910 students
participated in summer internships and research programs at
a variety of organizations, from Fortune 500 corporations to
startups and nonprofits. Others worked alongside university
professors on cutting-edge research into clean energy and
waste management. In these positions, students gained
both hard and soft skills, engaging in two-way exchanges of
culture and knowledge.
IIE provided resources to all students including resume and
cover letter assistance, an online opportunities board that
connected students with open positions, and ongoing
support throughout the experience.
SAMPLE OF CORPORATE PARTNERS
For global corporations, the benefits of participating in the
BSMP program were clear. Many companies are looking to
expand their operations in South America and throughout
the world, and seized the chance to build a pipeline of talent
in the countries where they do business. Students gained
skills at more than 2,500 organizations, including:

All host institutions welcomed the BSMP students into
their student populations on campus, and some went above
and beyond in providing strong support for the success of
the program and the individual students. According to a
2016 survey of participating institutions, nearly 15 percent
offered financial aid to students. Aid came in the form of
fee waivers, merit scholarships, housing and meal stipends
and research stipends. Many institutions offered enhanced
support services to BSMP students on their campus, such as
dedicated advisors and faculty members to guide students
through their academic experience.
The program left a lasting mark on many of these
institutions, many of which attribute BSMP to
increasing partnerships with Brazilian institutions,
greater study abroad options to Brazil for U.S. students,
and strengthened Brazil-focused student organizations,
cultural programming and events on campus. More than 1 in
5 survey respondents has had BSMP undergraduates return
for graduate programs.
ON-THE-JOB EXPERIENCES
Students gained hands-on work experience through experiential learning
projects during their internships and research fellowships that will help them
launch their careers. Experiences included:
Participating in a team competition to develop a flight path for drop-in biofuel for aviation in Brazil, presented to the president of CAPES and the president of Boeing in Brazil.
Working alongside top scientists on oncology drug discovery, following the process of drug development from idea to final product.
Helping provide technical support to Embraer aircraft in the U.S. and Latin America.
STUDENT STORIES
Building more sustainable cities
It wasn’t until he came to the United States that Luis
Strengari understood the shortcomings in Brazil’s public
infrastructure, such as systems for water, sanitation and
public transport. Strengari studied civil engineering at
Rutgers through BSMP, and participated in an internship
helping to improve the resilience of the New York City
subway system after Hurricane Sandy. The experience was
his first exposure to green infrastructure projects, and Luis
was inspired to bring his knowledge back to Brazil. Strengari
was hired by Spanish multinational company Idom, and
now works to develop infrastructure in Brazil’s favelas,
bringing sanitation and better urban development to
thousands of people in his home country.
Pushing boundaries
Marcela Alves and Brenda Miranda, both BSMP students,
were chosen as finalists in the Women Vendors Forum and
Exhibition Tech Challenge. Their submission was EmpowerIt,
an application designed to promote women-owned
businesses. The benefits of BSMP, Alves says, were manifold.
Beyond studying computer science (with a professor who
was the author of her textbook), Alves learned English,
discovered a new culture and got involved on campus.
“People should not feel afraid of leaving their families
and their country for some time,” she says. “It is an
opportunity to mature as person and discover that we
are limitless.”
Working together to make a difference
Germano Johansson had always been passionate about
urban studies, and a BSMP grant took him to the USC Price
School of Public Policy. “The program introduced me to
social aspects of cities and human relations that my
undergraduate civil engineering program could not
provide,” Johansson explains. Johansson co-founded the
Institute of Collaborative Urbanism (COURB), an
organization that recruits talented young people to create
sustainable solutions for cities. “COURB is already
benefiting communities in both the U.S. and Brazil.
I am grateful for this opportunity and look forward to
giving back.”

Mashable included BSMP in a list of global efforts to get women

Inside Higher Ed reported on the rapid
growth of BSMP, which more than doubled
its enrollment between 2012 and 2013. The
partnership was strategically important
for both Brazil and for U.S. universities, the
article explained, laying a foundation for
long-term knowledge exchange.
When the International Atomic Energy Agency
hosted its first-ever Nuclear Olympiad, a video com-
petition for university students, Alice Cunha da Silva,
a BSMP grantee, won the competition. Her winning
video has nearly 50,000 views on YouTube.

IIE announced that more than 400 companies hosted internships for BSMP
students in the fall of 2014. Students participated in a variety of STEM-
related projects, from researching aquatic plants’ capacity to absorb
pollutants to working with a police department’s forensic crime scene unit. Nearly 50 students learned to build small NASA sat-
ellites during summer training at Capitol Technology
University. Using Raspberry Pi and open-source flight
software, participants built satellites using technologies
that had never before been available to students.

As soon as the BSMP was launched in 2011, the Sponsor
Relations team got to work. Throughout the program, they
liaised between the Ministry of Education, CAPES, CNPq, and
other invested parties; the U.S. Embassy and Consulates in
Brazil and the Brazilian Embassy and Consulates in the U.S.;
students; the media; and other teams within IIE.

INSTITUTIONAL RELATIONS
IIE also managed communication between college and uni-
versity staff (including vice presidents, professors, bursars,
admissions and housing directors) and Student Relations
Officers. IIE’s Institutional Relations team communicated
daily with institutions to clarify program expectations,
guidelines, application procedures, timelines and policies via
email, newsletters, presentations and website content.

VISA SPONSORSHIP
Understanding visa requirements and restrictions can be
complicated. IIE’s dedicated Visa Sponsorship team made
students’ experiences easier. IIE sponsored J-1 visas for
all students and advised students on best practices. The
Institute also kept up to date on policy changes, monitoring
students’ status during the program, and performing SEVIS
updates as necessary.

coordinate student visas with the U.S. Embassy and
Consulates in Brazil
PLACEMENT
Students were placed in colleges and universities throughout
the United States, all with different program requirements,
deadlines, orientation and class start dates and campus
cultures. The Placement team kept abreast of all of these
variables, matching tens of thousands of students to op-
portunities at the undergraduate and graduate levels. The
team worked closely with students to accommodate their
preferences for placement. The Preacademic team placed
students at institutions offering ESL training, as necessary,
placing students at the same institution for both English and
academic training where possible.

GRANTS AND DATA MANAGEMENT
Processing payments to hundreds of universities—on
behalf of thousands of students—is a major undertaking.
The Grants and Data Management team developed and
managed the grant process, executing invoice payments,
stipends, refund requests, vendor requests, bank information
requests, check deposits, expense reports and other financial
and grant activities. The group also managed all divisional
data and reporting among other IIE teams.
IIE disbursed more than $1 billion to
organizations and students for BSMP since 2012
STUDENT RELATIONS
IIE’s Student Relations team helped students transition to
American university life. Once they began their academic
programs, all students were assigned a Student Relations
Officer based in the same region as their host institution.
Students came to their Student Relations Officers with
questions on program policies and for help in times of crisis.
Student Relations also developed relationships with foreign
and U.S. consulates and embassies in aspects of program
development and administration.

EXPERIENTIAL LEARNING
Many BSMP students identify academic training (including
summer internships and research assistantships) as the
highlight of their scholarship experience. IIE’s Experiential
Learning team made internships and research options
possible. The team facilitated more than 15,000 oppor-
tunities over the course of the program, from developing
relationships with organizations and university research
facilities to offering training and resources to students on
how to search for and secure a position.

FINAL THOUGHTS
BSMP was a unique initiative of the Brazilian Government to internationalize higher education, with particular focus on STEM
fields. It started with an ambitious goal – to make a world-class education possible for thousands of students. In Phase 1,
almost 93,000 students benefited from those scholarships, 80% of them undergraduates from diverse regions, backgrounds
and universities in Brazil. The fact that nearly 25% of those chose to study and were hosted at universities throughout the U.S.
is also a tribute to the close relationship that exists between our two countries.
IIE is extremely proud of its major involvement
in the design and implementation of BSMP in
the U.S., and already foresees the long-lasting
impacts and contributions these students will
make towards innovating Brazilian higher
education, the economy and society at large
upon their return home and insertion in the
labor market. Through its collaboration with
the Fulbright Commission, CAPES and CNPq,
IIE remains committed to helping facilitate
and strengthen the relationships established
between U.S. and Brazilian institutions of higher
education to further promote exchanges that
continue to have a positive influence on the open
flow of knowledge and skills across the globe.
IIE facilitated BSMP, the U.S.’ incarnation of Ciência sem Fronteiras, from end to end. At the
program’s peak, over 75 staff members were dedicated to the BSMP effort, from university liaisons,
grant management, student advisors and staff support roles in human resources and accounting. IIE
handled all aspects of the program.

international experiences alive.
Putting BSMP lessons into action
Peirol Gomes ’13

Management Engineering
When Peirol Gomes returned to Brazil after completing his
BSMP rotation, he had an idea. He knew the goal of BSMP
was for students to bring new ideas with them back to Brazil.
But where were they supposed to share their knowledge?
Gomes created MyCSF, a website designed to connect past,
present and future students for advice, networking and idea
exchange. The website attracts more than 30,000 visitors a
month and has more than 16,000 newsletter subscribers.
“It started as a way of giving thanks for the opportunity
that I received,” Gomes says. “I believe BSMP will make
a huge impact in Brazil in 10 to 15 years. What we’re
trying to do with MyCSF is to make these things happen
in the near future.”
A new outlook on learning
Darlan Santan Farias ’15

Computer Science
Taking courses at an American university opened Darlan
Santan Farias’ eyes to several differences between American
and Brazilian educational systems. For one, when he began
his studies at Indiana University in the United States, he was
surprised to learn that he had flexibility in the classes he
chose. “That’s how I discovered that I was passionate
about machine learning and data mining,” Farias says.
After an internship at Carnegie Mellon University, Farias
returned to Brazil to do research related to data mining
and apply to graduate programs. “I never would have
considered this work before BSMP,” he says. Farias is
also working with former BSMP students on a program to
engage other students to create innovative projects with
social impact.
Inspiration to teach others
Kaio Jonathas ’13

Electrical Engineering
“Before BSMP, I wasn’t sure what I wanted to do after
graduation,” Kaio Jonathas says. That all changed after a
year at the Montana State University. “I had a great
experience in a course on electro-optical systems,
where I was able to study optics for the first time in
the lab. At the university where I studied in Brazil, it
wasn’t possible for us to have such expensive labs
and equipment.”
After returning to Brazil, Jonathas finished his degree and
became a professor at the same university where he was
once a student. “After watching great professors give
classes, I realized I wanted to be like them. I wanted to
help people learn what I had learned.” Jonathas plans to
return to the U.S. to pursue a Ph.D. in optics.
