for the medical superintendent ofthe insane asylum to ottend, for thepurpose, as he said, of feeling theassembly's pulse. As no chargeshave been preferred in the PoliceCourt against anybody by Dr.Tucker in consequence of his diag-
nosis, his employers the Ministerswill doubtless have concluded thatan intelligent and resolute purposeand not a spasmodic mania is themainspring of the movement.

GOVERNMENT CRITICISM.

Thoughtfultnen have objected to what theydeem an excess of latitude taken byMinisters before the Legislature andin their offices. Jealous watchershave yewed witli alarm an apparentdisposition of the Cabinet to evadethe strict operation of thu Auditor'sAct, after a previous incumbent hudbeen worried out of tho oliico for al-

OUR JURY SYSTEM.
Kditou Hu.i.ktin : In everycountry where the jury system Ib invogue except the Hawaiian Islands
jurors arc drawn for the panel,from lists of voters or taxpayers,by some process which leaves thepersonnel of the jury the subject ofchance: i.e., by lot, which is theonly fair method. Here, the draw-ing is regulated by Sec. 1, Chap.XVII., Laws of 1870, which reads:"Each Governor, in concert withsome Judge of a Court of Record,shall prepare semi-annuall- y, in themonths of March and September, alist of names of fifty personsresiding within their respective gubernatorial divisions, wiio, in meopinion of such Governor or Judge,are fit to servo as jurors ."This is amended hv Sec. 5, Chap.XXXVII., Laws of "l888,as follows:"The duty heretofore imposed uponthe respective Governors relatingto tho preparing of jury lists andthe drawing of "juries is herebytransferred to the Chief Clerk of theSupreme Court for the Inland ofOahu." lly a method of "disting-uishing" (judicially speaking) ourSupremo Court have decided (in thenow celebrated case whore ttie Atto-
rney-General challenged the entilepanel, drawn when the "ChiefClerk" was in America) that the"Chief Clerk" means any clerk ofthe Supreme Court.
So here we have the questionablesystem presented, of the rights oflitigants in all the most importantcases of the kingdom to say noth-

volving the question of libeity orlife- - entrusted absolutely to a panelof men "prepared" by any of theClerks of the Supreme Court, with-
out redress or remedy in case ofmiscarriage from any cause ani-mus, carelessness, bad judgment.wrong information, or otherwise.If ft be answered that experienceshorrs there is no fearifrom such pos-
sibilities, the reply rests in the verycase above-mentione- wherein thetest was made by challenging thepanel. The average man wouldhesitate before being convincedthat a panel of twenty-fou- r men,fairlv dtawu. could embrace somany lately discharged Govern-ment employees and so many I'nownopposers of the Government's po-

A SAD ACCIDENT.
We regret lo chronicle an acci-dent which befel Mr. Samuel Far-ro- n,
engineer at the Pahala planta-tion on August 30th, whereby helost his right eve. Mr. K. W. Fuller, manager of the plantation,wiilcs to Messrs. C. Brewer & Co.the following particulars of the ncci-den- t:
"1 am sorry to inform youthat Mr. Farron met with a. badaccident on the 2Gth of last month,resulting in the loss of his right eye,which tho doctor had to take out.Some of the lanehmcn were outdiiving a lot of cows, when one ofthe animals broke away and randown by the mill, where Mr. farronwas fixing an cycbolt for one of thechimney guys. As he was standingin the water ditch and bendingdown, the diivers did not see him intime lo give him warning, and thecow struck him on the side, throwinghim down. As he tried to rise thecow threw up hor head, the point ofher horn striking Mr. Farron's rightcj'C, tearing the ball almost clear ofthe socket."
Much sympathy is expressed forMr. Farron in the district, as he isheld in high esteem 03' all who knowhim.

The Pythian hall on Fort streetyesterday evening contained anotherlarge meeting iu favor of a Chineseconstitutional Amendment. Mr. T.R. Lucas, the chairman elected theprevious evening, called the meetingto ordci at 8 o'clock, and Mr. F.Godfrey resumed the secretary'sdesk.
Mr. Kmmeluth, for the committeeappointed at the first meeting, re-
ported the following resolutionprinted in shape to receive signa-tures:
We, the undersigned, residentsand voters o Honolulu, regardlessol' all political differences, herebyexpress our approval of a propositionto call the present Legislature to-
gether again for the purpese of submining to the electors, at the com-
ing election, an Amendment to theConstitution calculated to meet andsettle the Chinese question ; and wohereby pledge ourselves to sign pe-
titions or attend public meetings insupport of this proposition.
Thu report wos unanimouslyadopted.
The chairman, in harmony witha sentiment expressed by Mr. J. W.McDonald, intimated that personali-ties would not be in order at thatmeeting. The secretary spoke tosimilar purpose.
Hon. W. A. Kinney, after a briefdiscussion on getting signatures ofthose present to the resolution, gavea statement of the object of thesemeetings. It was simply to get theLegislature together for the solepurpose of giving the people satis-faction upon the Chinese question.Ai the first action of the Legislaturethe question would not be for oragainst the amendment, but whetherthe people should have the measuresubmitted to them. This was thepeople's right and could not be de-
nied by their representatives. Wm.Wilder was the first of our repre-sentatives to clearly express hissubmission to the people's will inthe Legislature. Applause. J Thepeople should teach the .Legislaturethat they were its masters. Mem-
bers of the Legislature had no lightto get up and say tho people shouldnot have this or that desire granted.That was a remnant of the old auto-cratic idea. This should not be amechanics' organization, laudable assuch was in its own place, but bebroad enough to embrace all classes.The speaker recommended cautioniu all their proceedings, as everychance would be taken to trip themup. They were acting not merelyfor themselves and the present, butfor posterity and the future of thecountry. Therefore, let all standtogether and not gratify the enemyby the spectacle of a backdown.
Mr. Etnmeluth thought thesemeetings woufd be impeded by both-ering with signatiues. Let themeetings be devoted to the dissem-ination of appropriate information.He moved that a committee of ten beappointed to get signatures through-out this District to the resolution.Tne motion was seconded.
Mr. Ilcrrick thought il would beconvenient to get the more than ahundred names of those now present.
Mr. J. V. Gibbs wanted to knowsomething about the constitutionalamendment that it was propased tohave passed. He wanted to knowfor what his signature was asked.
The President, Secretary,and Mr.Kinney essayed toauswer the ques-tion. The latter said the main thingwas to get the Legislature together,and let the Ministry bear the res-
ponsibility of giving tho people sa-
tisfaction in tho measure to bo sub-
mitted.Further discussion of the motion
for a conimitteo wa9 had, which re-
sulted in an amendment passing, tothe effect that those present signby wards and the chair select thecommittee from the rolls.
During a recess of ten minutesmost of those present signed theirnames to the resolution. The fol-

Mr. D. M. Crowley expressed hissympathy with the movement, andhis agreement with Mr. Kinnoy'sideas regarding the mode of proce-dure. It was a question of now ornever ; this matter must be settlednow. The fight, here was nn une-
qual one between the workingmanand the capitalist. He was too oldto fight npw and intended to get outof the country. It was his part tohave witnessed the first piece ofanti-Chine- legislation ever attempted in an Anglo-Saxo- n country.That was iu Queensland and thespeaker gave some particulars ofthe law, which was disallowed bytlie Imperial Government. Thespeaker considered the planters hadtin use for a white man in this coun-try except to work on tho planta-tions. Sugar was at the bottom ofall our tioublcs. The foreignersshould seel; of the na-
