Access, budget, collaboration– Sibiu’s ABC of attractions

What are the top five reasons a com-pany, Romanian or foreign, wouldchoose Sibiu to do business over an-other county in the region?First, geographical position and acces-sibility. Sibiu County is crossed by twoEuropean roads – Pan-European Cor-ridor IV (A1) and the Transylvaniahighway (A3) – plus four nationalroads, 953km of county roads and406km of local roads. There is alsoSibiu International Airport which isvery important for central Romaniaand southern Transylvania. Second,the existing infrastructure, the avail-able utilities in areas of interest for thedevelopment of industrial parks andindustrial areas as well as availableplots of land for concession or sale topotential investors. Friendly adminis-tration is the third reason. There isvery good collaboration between allinstitutions and firms in the county.We are also working on creating aunique bureau for authorizing invest-ments which will mean shorter andsimplified procedures. We are testingthe IT system and estimate that it willbecome operational in May. Invest-ments require qualified workers andthis is the fourth reason. We have fiveuniversities offering educational pro-grams in line with labor market re-quirements. The high school andprofessional educational system isflexible and can easily adapt to in-vestors’ professional qualification re-quirements. The fifth reason is Sibiuitself, a tourist and cultural destina-tion and a European Cultural capital in2007. There are over 150 local festivalsand events each year in Sibiu and weare working to create the right condi-tions to encourage tourists to discoverother attractive areas of the county.

What are the main fiscal incentivesavailable to investors in Sibiu?These are offered by each local admin-istration, but there are industrial parksand areas in the county where the in-frastructure and utilities required byinvestors are available, and develop-ments poles that could lead to the cre-ation of more such areas. Anotherfacility is the unique investment bu-reau I mentioned. Also, Sibiu CountyCouncil, Sibiu Prefecture, Sibiu’s

Chamber of Commerce, Industry andAgriculture and all county institutionsoffer consulting to any interested in-vestor.

What investment projects with the po-tential to impact the local business en-vironment are underway in Sibiu?The county’s budget is focused on de-velopment this year, with one third oftotal funds (e.n. total budget is ap-proximately EUR 72 million) allocatedto such projects. These funds, and EUmoney, will mainly go towards roadinfrastructure, highways A1 and A3,plus several county and local roadswhich we would like to complete by2016. Another important aspect is thedevelopment of Sibiu InternationalAirport in terms of passenger trafficand the construction of a cargo termi-nal. And we will continue to developthe utilities networks and the health-care network where we have several

hospital renovation projects. Localtourism is another important chapterand we plan the renovation and devel-opment of the Paltinis mountain re-sort, the Balea alpine area, the Baznaand Ocna Sibiului spa resorts andthemed tours.

What is the county’s economic develop-ment strategy for the coming years andare there any local industries you arefocusing on promoting?Firstly, we don’t accept polluting in-dustries or shale gas exploitation.Now that we have settled what wedon’t want for Sibiu, there is a strategyfor the county’s economic develop-ment drafted for this term but whichgoes as far as 2020 and beyond. Theobjective is to increase the county’seconomic competitiveness whichmeans support for industrial parksand areas, attracting investments, in-vestor support, job creation, the set-

ting up of a development agency andsimplified authorization procedures.Another focal point is improving theworkforce through training programsfor traditional occupations such ascrafts and creative industries de-manded by the job market. The pro-motion and development of a modernand competitive economy, focusedmore and more on knowledge, cre-ativity and innovation, is our mainstrategic development goal. This willensure long-term, balanced and sus-tainable development for the county.To sum up, the county’s strategic pri-orities are an industry based on ad-vanced technologies especially with afocus on the automotive sector, IT,R&D, tourism, organic farming, thefood industry and the sustainable de-velopment of rural areas.

How many industrial parks are there inSibiu and do you plan to create newones?At present there are three, in Selimbar,Sura Mica and Medias. There is also abusiness incubator in Sibiu managedby the local Chamber of Commerce,Industry and Agriculture and severalindustrial areas: Sibiu-Vest, Carta,Ocna Sibiului and Copsa Mica. We definitely want other such areas andwe have indentified potential in Agnita, Avrig, Marsa, Talmaciu, Dumbraveni, Saliste, and MiercureaSibiului. The locations have the rightconditions, the infrastructure is complete or almost complete and theyhave easy access. This is why we willhold an international business forumin June to which we have inviteddozens of ambassadors and economicattaches to show them the numerousbusiness and investment opportuni-ties Sibiu offers. We have also initiateddialogue with the local administration,business communities and civil soci-ety to identify specific investmentneeds.

The Sibiu International Theater Festi-val, Astra Film Festival, Sibiu Interna-tional Jazz Festival, the BrukenthalNational Museum and the open-airAstra village and folk museum arejust a few of the reasons to visit Sibiu.Over 150 events are organized locallyeach year and the numerous touristattractions led to the city hosting arecord number of tourists in 2013,even more than it did in 2007 when itwas designated European Capital ofCulture.

Indeed, Sibiu winning that acco-lade was a cornerstone in its develop-ment. The local administration madegood use of the EUR 50 million avail-able for the event with renovations,events and seizing the opportunity topromote itself in Europe and at home.This has benefitted the local tourismindustry and the entire local economy,putting the city on the map fortourists and investors alike.

In fact, Andreea Gheorghiu, gen-eral manager of the Ibis hotel in Sibiu,believes that the city now enjoys thebest management system of all thetourist destinations in Romania. Thehotel was opened in 2009 with the lo-cation prompted by the impact thatthe city’s stint as European Capital ofCulture in 2007 had on the hotel in-dustry. Thank to this, Sibiu has be-come a much sought after touristdestination, she added.

So much so that the Ibis hotel inSibiu reports a larger share of leisureguests than the other three local ho-

tels Ibis runs, in Bucharest and Constanta, says the GM, which she attributes to the variety of events heldlocally.

There is an array of things to seeand do in Sibiu – cultural and sportsevents, historic and architecturaltours, nature activities, tours of thefortified churches – which makes itdifficult to define the typical Sibiutourist, thinks Gheorghiu. Neverthe-less, visitors opting for Sibiu have “arather sophisticated profile, they areeducated and have above average in-comes. There is also a growing seg-ment of tourists interested in sportand active hobbies who come to doadventure sports,” she adds.

The city’s cultural and sportingcalendar is partially financed by the local authorities, whose involve-ment has been vital in organizingthem. “Yes, as a hotel manager Icount on this support. The local ad-ministration makes efforts to pro-mote new events every year in orderto create the necessary dynamic andmaintain the interest of those visitingthe city,” said Gheorghiu. The author-ities also take part each year in localand international tourism fairs topresent the local cultural and touristattractions and maintain the city’sprofile.

“I would be glad if Romania had an-other city with the image and visibil-ity of Sibiu because this would makeit possible to share experiences and inthe end we would all be better off,”concluded the GM.

For which projects do you want to ob-tain EU financing during the 2014-2020framework?We are working with a firm to create aportfolio of projects we want to fi-nance through the structural fundsavailable between 2014 and 2020. Westarted this some time ago but we arestill waiting for the paperwork to es-tablish the financing axis and domainsat national level. This portfolio in-cludes infrastructure works, streetrenovation, the creation or modern-ization of public spaces, renewableenergy projects, the construction of aconference and entertainment centerand social centers and the expansionof green areas.

What infrastructure projects are un-derway in Sibiu?Our way of supporting the businessenvironment as a local administrationis to create as functional a city as pos-sible through modern transport net-works. The city’s modernizationprocess started in 2003 and it contin-ues. Until 2007 it focused on centralareas while after 2007 investmentswere directed towards the neighbor-hoods. In 2012 we started a broad re-configuration program of the city’sneighborhoods. Over the past tenyears, more than 250 streets havebeen fully rehabilitated. As a result,the city is more functional so the in-habitants and business environmentbenefit from modern infrastructure.

Why invest in Sibiu?Sibiu has already proven that it is asuccessful economic destination, asthe investors who came and startedbusinesses in the city have remainedhere and even extended their pres-ence. This is a big advantage for abusiness destination and shows thatSibiu has a stable and solid businessenvironment. Another reason is thatSibiu is in a continuous process of de-velopment as an economic destina-tion. The market is open and there stillare many sectors where potential in-vestors could find a place. Sibiu pro-duces new and qualified workers –and I refer here to the approximately15,000 students who graduate eachyear from one of the city’s universities.Sibiu also offers a good living environ-ment. I therefore believe it has the el-ements of an attractive businesslocation for the economic and indus-trial sectors that best suit it.

What fiscal incentives do you offer in-vestors?We support investors who want toopen a business in Sibiu by helpingthem obtain all the necessary author-izations and approvals faster. Underthe existing laws this is one of the fewmeans we have to support potentialinvestors as a public administration.Another important element is theopenness the authorities have to-wards these investors, guiding themthrough the local intricacies.What is the city’s economic develop-ment strategy for the coming years?The economic development is set bythe companies themselves. For exam-ple, heavy industry is not common inSibiu because it does not suit the city’sprofile. Instead, the automotive partsmanufacturing, food and textile in-dustries are well established. This is the direction that the economic development will probably follow.The service sector, I believe, will definitely have a more dynamic development.

A major sector where we as thelocal administration have an impor-tant contribution is tourism. Over thepast ten years this sector has probablyhad the most constant and significantdevelopment and the local adminis-tration has created the premises for it.Another sector that has developedvery well over the past five years ishealthcare, where there have beenseveral private projects.

President of EximBank, Traian Halalai (photo) says thatthe main objective of the bankfor this year remains in thearea of granting support to asmany Romanian companies‘projects as possible, the bankhaving both the capacity andthe availability to back up thebusiness environment in itsefforts of achieving relevantperformances.

Rep: Which are the main strategicdirections that EximBank willfollow this year?

Traian Halalai: This year the focusof our activity will be on supporting production activities and thecompanies active in this field willrepresent a group of target clientsthat will benefit from our increasedattention. We will continue as wellour efforts in terms of supporting andpromoting Romanian exportingcompanies. Long story short, ourmain objective is to identify andsupport as many companies’ projectsas possible.

We have improved ourcommercial activity – the exposureon the financing segment increasedin 2013 with 60% as compared toDecember 2012 – and we haveexpanded our clients’ portfolio byclosing agreements with ones of themost representative players inRomanian economy. These figuresstand for our active presence on thecorporate finance segment and I findthis as a strong incentive for localcompanies that should be convinced

that they don’t have to wait for theperfect business conditions but theycan approach us and find thenecessary support for theirdevelopment plans.

In order to accelerate the financingactivity we intend to keep our costs forproducts and services at the lowerlimit of the present range of thebanking market. Also, EximBank willcontinue diversifying its productportfolio, one of the targeted areasbeing the improvement in flexibilityand the extension of the trade financeactivities that will better respond tothe actual needs of the companiesactive in the commercial field. Firststep was to up-grade the externalfactoring offer of the bank that allowsus to finance partially or totally thecommercial invoices related toexports operations for covering thetemporary lack of cash that mightappear between the invoicing andcashing up.

Rep: What strategy will EximBankhave for convincing businessmenthat it might be their valuablepartner?

Traian Halalai: We are trying to be inpermanent contact with our partnersand this is why continuing ourcommunication program with thebusiness community represents animportant topic on our agenda. Lastyear we have started a directcommunication program with thebusinessmen – that will continue thisyear – and we have been organizingmeetings with the local businesscommunities where more than 400managers and local authoritiesrepresentatives have been present. Wehad such a meeting with thebusinessmen in Sibiu area and wehave met more than 50 managersfrom the companies in the region suchas Compa, Boromir, BMBKabeltechnik SRL, Caucho MetalProductos, Matec-CNC Technik,Sutech, Sinecon, DN Agrar Grup, IPECAlba, Hultafors Umi SRL or Bantut. Theascending trend of foreigninvestments in the region, thepositioning of Sibiu on the IVth Pan –European transport corridorConstanta – Nadlac, the functionalinfrastructure, including the aerial one– are the few features of the regionthat support the powerful businesscommunity. As our mission is tosupport business we couldn’t have

overlooked this area. Our message forthe local businessmen was that weare ready to answer to the businessenvironment needs, we have thenecessary funds and are open forfinancing or guarantee the companies’projects with multiplying economiceffects. We have also pointed out thefact that our agency’s activity in Sibiuhas improved – we have strengthenedthe team, reshaped the flows on thecommercial side and last but not leastwe have simplified our workingprocedures.

Rep: EximBank has been involvedin launching the RomanianExporters Associations. What doesthis association offer to Romanianexporters?

Traian Halalai: Romanian Associationof Exporters – AREX representsanother channel for EximBank tofulfill its role as per the provisions ofits bylaw – supporting Romanianbusiness environment and theinternational transactions. Theexporting companies face radicalchanges in terms of international

trade and they have to be preparedfor facing the challenges on theforeign markets. We are convincedthat AREX will be the ingredientmaking the difference because, as perexport strategy draft by 2020, the newinternational business environmentwill favor the innovative organizations,involved in networking, havingincreased abilities in terms ofassociation and network cooperation.AREX has this objective, that bycombining the expertise of itsmembers to improve the Romaniancompanies presence abroad. AREXwill offer to its members access toinformation regarding businessopportunities outside Romania, willfacilitate the participation in variousinternational business events and/orofficial economic visits and will createthe framework for developing abusiness and communicationnetwork. The association is up andrunning, has over 55 members –including companies in Sibiu – andnow that the act of establishment isover any exporting company maybecome a member with no financialcontribution.

“In 2003 Continental was looking to ex-tend its business in Romania with anew electronics factory. Sibiu was agood option logistically and for its ac-cess to the European highway net-work – most of our clients are insouthern Germany. The airport wasalso a big plus as was the Lucian BlagaUniversity, with whom we haveworked very well since the first year,”representatives of Continental Auto-motive Systems told BR.

So important is the investment thatthe German automotive manufac-turer’s plant has grown to become thelargest business in the county basedon turnover in 2012, according to theNational Trade Register Office.

And Continental is not the onlymanufacturer that has found Sibiu toits liking. German companies in par-ticular have come and now representthe largest foreign investor commu-nity in the county. Automotive manu-facturer Marquardt Schaltsysteme hasbuilt its largest production facilitiesoutside Germany in Sibiu, accordingto local media. The region is alsohome to Takata Sibiu, Kuhnke Pro-duction, Thyssenkrupp BilsteinCompa, Harting Romania Manufac-turing, Brandl Ro, Austrian FrauenthalAutomotive Sibiu and numeroussmaller investors.

They were attracted by the strate-gic location, local infrastructure andskilled workforce as well as thecounty’s strong German background.The authorities too have played a role.

“We chose Sibiu out of several citiesalso because from the beginning wehad the feeling that we were in goodhands, with the local administrationoffering all the necessary support,”added Continental representatives.The company employs more than2,700 people in Sibiu out of whom760 are engineers who work both inproduction and in its local R&D center.The manufacturer plans to further ex-pand its operations in Sibiu by addinga new production module and a newR&D building and hiring more people.Continental has other production andR&D facilities in Timisoara, Carei,Arad and Iasi.

But it is not only industrial playerswho find Sibiu attractive. Manage-ment and technology consulting firm

BearingPoint opened its only officeoutside Bucharest in Sibiu. “It is lo-cated in the middle of the countrynear major university centers such asCluj, Timisoara, Brasov and of courseSibiu. Transylvania offers very goodpotential job candidates. Also, in 2007Sibiu was European Cultural Capitaland there is the airport in Sibiu (…).This was very important for us be-cause our consultants travel a lot toour Western European clients,” Chris-tian Gurny, partner with BearingPointRomania, told BR.

He believes Sibiu even rivalsBucharest for companies who cometo Romania for the first time or in-vestors who want to expand theirlocal activities. “Absolutely yes! Ithink Sibiu is a very good alternativedue to a pool of candidates who arewell educated, graduates of econom-ics and technical faculties who speakseveral foreign languages fluently. Asa consulting firm, our most importantasset is our people, which is why it’svery important to find the most tal-ented and cleverest minds. Also, thecost of living is lower in Sibiu than inBucharest. Besides all this, there aremany interesting prospects from var-ious industries, including automotiveproducers that have subsidiaries andproduction units close by,” he out-lined. The company employs 42 con-sultants in Sibiu and wants toincrease the headcount by half againby the end of 2014.

Sibiu has emerged as an office des-tination due to the large manufactur-

ers of automotive components thathave invested here, but it could alsoattract more SSCs (shared service cen-ters) and BPOs (business process out-sourcing), positioning it as analternative to Cluj, Gijs Klomp, man-aging director and head of capitalmarkets at JLL Romania, told BR. Onedownside is that the city is relativelysmall and so lacks the critical mass ofworkers, he believes. Overall, there isa need for Class A offices in Sibiu asthe local office market is still poorlyrepresented. The existing demand isfar from being met and finding an ap-propriate office space is a challenge,he said.

One outsourcing company that hasinvested in Sibiu is American CGSwhich opened a support center herein 2011, in addition to ones inBucharest and Brasov. It has close to350 employees in Sibiu since advertis-ing 150 new positions at the begin-ning of the year.

“The quality of the workforce andtheir training and education – in termsof languages but also technical andcommunication skills – are key criteriafor us when choosing a location forour support centers. So, Sibiu was anatural choice as the local workforceis well trained and many people speakforeign languages, German in particu-lar, which is a requirement for manyof our positions,” Vladimir Sterescu,the country manager of CGS in Roma-nia told BR. The company has also en-joyed the support of the authorities,who were “very open to the invest-

ment project and made it possible todevelop a new business in town”.Sterescu added that “the public trans-port company even changed the nameof the bus stop close to our supportcenter to CGS.”

The skilled workforce is Sibiu’smain selling point, but the Transyl-vanian city has more to offer. “It isone of the most important cities inRomania and the numbers prove it. Ithas a population of about 375,000,the unemployment rate is below thenational average (…), the GDP percapita is above the national averageand the local business culture is veryopen to new things; so I personallysee only advantages,” he explained.Should the announced infrastructureprojects such as the Sibiu-Pitesti high-way be carried out, this will onlystrengthen the city’s position as abusiness destination alongside itstravel reputation, he added.

On the topic of tourism, Sibiu isnow one of Romania’s best knowntravel destinations, boasting numer-ous sights and a rich cultural scene.After it was designated EuropeanCapital of Culture in 2007, the citymade good use of the resulting EUR50 million available and the opportu-nity to promote itself in Europe and athome. This gave momentum not onlyto local tourism but the entire localeconomy. Further investments fol-lowed.

“We opened an Ibis hotel in Sibiu in2009. The choice of Sibiu was closelylinked to the impact that its role as Eu-ropean Capital of Culture in 2007 hashad on the hotel industry. Since then,Sibiu has become a highly sought aftertourist destination,” Andreea Gheo-rghiu, GM of Ibis Sibiu, told BR.

She sees Sibiu today as a dynamiccity with a business culture of its ownwhich has managed to attract a signif-icant number of important investors,industrial players, retailers and morerecently real estate developers. “I alsosee an intense rhythm of investmentsin IT and other services. Dependingon the area of activity, of course, Sibiucan be an alternative to Bucharest es-pecially because it has many welltrained and educated professionalsand I think even more will be at-tracted here by the quality of life,” sheconcluded.
