Born and raised in this area of the county he spoke proudly that Bowley’s Quarters is safer today than in 1972. It is safer than Cockeysville, Parkville, Franklin, and many other areas in Balti- more County where crime is on the increase. He shared that auto theft in the county is at a 36 year low and that crimes in the future will be more cyber in nature. BCPD em- ploys many experts in the cyber crime area and is preparing for this new era. When asked about gangs, he responded that there are over 850 au- thenticated gang members in Baltimore County but we do not have a Mont- gomery County, northern VA or LA problem. New legislation in MD is work- ing to control this issue before it becomes a larger threat. S E P T E M B E R M E E T I N G NO T E S Baltimore County PD is the 20th largest police department in the USA, stated Chief Jim Johnson. Born and raised in this area of the county he spoke proudly that Bowley’s Quarters is safer today than in 1972. It is safer than Cockeysville, Parkville, Franklin, and many other areas in Balti-more County where crime is on the increase. He shared that auto theft in the county is at a 36 year low and that crimes in the future will be more cyber in nature. about four-wheelers speeding in Bowleys Quarters he shared that it was very difficult and actually unsafe for police to give chase but that police would do what they could based on calls. He believes that the greatest ally in addressing this issue is the community itself and urged neighbors to call if they know where the four-wheelers live.

Andy Peet, Republican candidate for county council, briefly introduced himself to the membership. He entered the race in late June, lives in Parkville, has 5 grown children and asked that we look at the lives and experiences of those running and vote with heart and mind. He has been a math teacher for 4 yrs.and was previously in the business field for 24 yrs. He believes that there needs to be a cut through from Earls Rd. to 43 to aid in possible traffic detours and evacuations. He also be-lieves that the large building at the corner of 43 and Eastern Av. needs to be torn down and the land redeveloped. If elected, these are issues he would like to address.

There was a discussion regarding the increase of police presence on Bowleys Quarters Rd. A com-munity member recently complained to the authorities about speeding and illegal passing. The po-lice are addressing that concern. Be thankful and be aware of your own speed!

A letter was read that had been sent by a member to Joe Bartenfelder regarding standing water af-ter heavy rainfall at Chesapeake and Bay Drives. The letter requested that the road be elevated.

A letter was read regarding the plan for future development of Pulaski Hwy. from Middle River Rd. to Ebenezer Rd.– The plan included mixed use opportunities for business, retail, and residential. The question was raised regarding whether this Pulaski Plan is part of the Baltimore County Community Plan and if so, whether there has been much community input.

Sidewalks on BQ Road– John Schmidt reported that in meeting with people on the west side of Bowleys Quarters Rd. and the shopping center, some property owners are agreeable, others are not. The county will not move forward unless all property owners are willing to allow a right of way. We will continue efforts for a sidewalk by meeting with property owners on the east side of the road.

John Schmidt also reported on the September Community Input Meeting for the Brigadoon property. The questions that were not answered at that meeting will be addressed at the BQIA October meet-ing (See page 4). A letter from the Office of Planning was read that stated it did not support the

BRIGADOON COMMUNITY INPUT MEETING QUESTIONS—8/09/2010 SETBACK FROM WATERFRONT-Some of the houses have a setback of only (60 / 70) feet, how is this al-lowed, when other property owners who live on the waterfront must have a set back of (100) feet? The re-sponse from Mr. Schmidt, did not address the set back issue, only the comment on how water runoff will be treated with swales. CURRENT BULKHEAD REMOVAL-There was a question asked about when the existing bulkhead is re-moved and replaced with natural grasses, how will the set back from the homes be maintained? An answer has been provided that the property will be engineered to work and some wetlands will be created. STORM WATER RUNOFF- Water would be treated by installing swales during construction, has the County / State approved this method of treatment? On the site plan on this issue there is a statement (Payment of FEE IN LIEU to Baltimore County) which was not explained, what does this mean? The installation of swales is new in the county based on new regulations effective May 2010, where in the county has this new regulation been installed? TRAFFIC ENTERING AND EXITING BOWLEY’S QUARTERS ROAD- How will the additional 360 trips of traffic be handled at the intersection of Glenwood Rd. and Bowleys Quarters Rd.? Will a turning lane be pro-vided? No answer was provided. HUGHES LANE CURRENTLY IS ONLY 13 FT. WIDE-How wide will Hughes Lane become, and what provi-sions will the school children have for walking to school? Will sidewalks be installed? ANSWER: Hughes lane will be widened to 18ft. with a 40’ R/W. Regarding Sidewalks- we will do our part. GLENWOOD RD.- How wide is Glenwood Rd., will it also need to be widened and will sidewalks be installed? No answer on the width or the sidewalks. SCHOOL CHILDREN CROSSING BOWLEY’S QUARTERS RD. -What safety will be provided elementary school children who must cross Bowley’s Quarters Rd. at the intersection of Glenwood Rd.? No answer on this issue. ENCROACHMENT ON ADJACENT PROPERTY- A question was raised regarding the pier encroachment on adjacent property which was never answered, has the county examined this issue? No answer on this is-sue. SCHOOL CAPACITY- Has the county examined school capacity, also since there are currently 3 develop-ment issues in the area, does the county take into consideration the total of the issues? No answer on this issue. BOAT TRAILERS-The question on the storage of Boat Trailers was raised, if an owner has the right to a slip for his boat, and he also owns a trailer for the boat, where will it be stored? No answer on this issue.

transfer of density from wetlands acreage to the development area. There is a great deal of contro-versy and many unanswered questions regarding this.

Mailing the Newsletter– The U.S. Post Office has sent a letter stating that bulk mail such as the newsletter will no longer be accepted for mailing at local post offices. It will now only be taken at the main office on Fayette St. This will have an impact on the mailing and timely delivery of The Dock Line. In preparing for this we ask that members provide an email on their membership re-newal and check if they are willing to receive the Dock Line via email vs. U.S. mail. In the mean-time, Mike Vivirito has contacted Dutch Ruppersberger regarding this issue.

Bob Palmer provided information about the buoys on Frog Mortar Creek in front of Martin State Air-port. The FAA has concerns about the height of boat masts and the flight path as well as the use of Instrument Landing Systems (ILS). There is a proposal that the runway side of the buoys will be restricted to all boats. A Boat Act Advisory Committee will be meeting to address this. Thanks Bob for keeping us informed.

Concerns were expressed regarding estimated water bills and the inability to contact the Depart-ment of Public Works to have meters read and bills adjusted. John Schmidt shared how inaccurate bills can impact property sewage tax.

We appreciate all candidates who took the time to attend our political forum meetings in the Spring and ask that members visit their websites to become more informed.

Illegal Road signs – Many illegal signs are being placed along roads throughout the area. Legal signs will have a permit number on the sign. All others can be taken down. This includes signs on utility poles as well as on public properties between the curb and sidewalk. Help keep our commu-nity free from nuisance signs.

Bowley’s Quarters History Trivia: September’s Trivia Answer: Piney Grove Church got its name from the pine grove that was deeded by the Pennsylvania Railroad to a small group of worshipers in 1874. It was done with the stipulation that the ground always be used for interdenominational church work and not be sold. October’s Trivia Question: In the 1922 subdivision of “Bay Drive” property into 50’ wide lots, the lots were sold at what approximate cost? (Thank you Nick Schaus for this bit of history)
