Bourn Golf Club Competitions Handbook

March 2020 Edition 6

1 INTRODUCTION The purpose of this handbook is to set out the conditions and format of the Men's, Mixed, Ladies, Junior and Senior’s club competitions. The dates of competitions are shown in the annual club diary. Responsibility for club competitions rests with the General Committee and with the relevant Section Committee. In a few cases, as shown in the competition listings in Sections 3, 4, or 5, club members may take responsibility for organising particular competitions.

2 GENERAL RULES The Rules laid out below apply in principle to all of the Committees however each section of the membership may have slightly different methods of implementation or personnel responsible for administering the Rules. For specific details of the system used by your section please contact the relevant Competition Secretary Nothing in this handbook overrides the general rules of golf published in the R & A 'RULES OF GOLF' booklet.

2.1 TEE CLOSURES Where tee closures for competitions are shown in the diary those tees being used will be closed from 15 minutes prior to the first competition tee time, and will remain closed until the last competitors have teed off. Players not involved in the competition are not permitted to use the tees during the closure period. Tee closure times, including those for visiting societies and other non-club competitions, are shown in the monthly diary on the Club website and on a weekly basis on the notice board/computer screen beside the entrance to the Pro-shop.

2.2 BOURN GOLF CLUB QUALIFYING COMPETITION RULE As a condition of entry to the majority of club competitions (excluding Medals or monthly Stableford competitions), members are required to have a CONGU® Competition Handicap. (See section 3.3). If a member newly transferred from another club has produced a current valid Handicap Certificate or a current valid CDH Number then subject to the approval of the relevant Handicap Secretary the member will be deemed to have satisfied the Bourn GC Qualifying Competition rule Competition Details in Sections 4, 5, 6, 7 & 8 show which competitions are subject to the Bourn GC Qualifying Competition Rule (QCR) It is each member's responsibility to ensure that they have a Competition handicap, if required, prior to entering club competitions that are subject to the Qualifying Competition Rule. Failure to do so will result in the player being excluded from the competition results and any prizes. Provided the requirement is met on the start date of a competition it remains valid for the duration of that competition (but only for play in that competition).

(ii) TEMPORARY ROPES AND STAKES PROTECTING THE COURSE.

All temporary posts or stakes including the ropes which have been sited to protect areas of the course MUST BE TREATED AS IMMOVABLE OBSTRUCTIONS. If Interference occurs to the lie of your ball, stance or swing RELIEF MUST BE TAKEN under Rule 16-1.

PENALTY FOR BREACH OF THESE RULES: GENERAL PENALTY Strokeplay – 2 Strokes, Matchplay – Loss of Hole

2.7 ENTERING COMPETITIONS The Competitions Secretaries will place entry sheets (or notice of forthcoming competitions for those competitions where entry is through the Pro-shop - see Section 3) on the notice board in the main corridor for Mixed competitions and Senior’s competitions, or on the relevant notice board for Men's and Ladies competitions. Entry may also be allowed via the PSI and/or HowDidIDo. The closing date for entry will be shown. Draw sheets (which must not be altered) will be placed on the notice boards and a copy given to the Pro-shop; any players wishing to enter after the draw has been posted must apply to the Pro-shop for mens or mixed competitions, to the Ladies Competition Secretary in the case of Ladies Section competitions and to the Seniors Competition Secretary in the case of Seniors competitions. Additional entry to major competitions is not allowed after the draw has been posted. Draw sheets will also be posted on How-did-I-do. Entry to any competition is subject to a player holding a membership status that covers the relevant period of play, and to them having paid their Affiliation Fees See Section 1.12 for cancellation of entry.

2.8 SUBMISSION OF COMPETITION SCORE CARDS Competition scores should be submitted via the Player Score Input (PSI) system located in the bar. Failure to do so will NOT disqualify the player, but the club reserves the right to preclude the player from a future competition for persistent offences. The score card must be submitted immediately after the competition and must be signed by both the player and the marker. The score card must be placed in the appropriate competition box promptly after completion of the round and entry on PSI in order that the Handicap Committee can check it. Failure to do so will disqualify the player. No alteration to a score card may be made after the card has been placed in the appropriate competition box.

2.9 ARRANGING KNOCKOUT AND LEAGUE MATCHES The first named player(s) should make contact with their opponents within two weeks of the fixture being confirmed. If after two weeks no contact has been made the

Page 10: BOURN GOLF CLUB · 2.2 bourn golf club qualifying competition rule As a condition of entry to the majority of club competitions (excluding Medals or monthly Stableford competitions),

Bourn Golf Club Competitions Handbook

March 2020 Edition 9

second named player(s) must contact the opposition with dates for the tie to be played; three dates must be offered and, with the exception of Seniors or 5 day member competitions, must include a minimum of two weekend dates. Players are responsible for completing all rounds by the set dates. The Competition Secretary will only consider extensions to the dates in the most extenuating circumstances e.g. injury or serious illness (note - holidays are not considered to be justifiable grounds for an extension). In the event that any players have not completed their rounds by the due date, they will be contacted by the relevant Competition Secretary and may be required to settle the outstanding match by the toss of a coin, or both sides may be disqualified. Any problems should be referred to the relevant Competitions Secretary.

2.10 CONTACTABILITY Before entering a knockout or league competition, members must ensure they will be available to play in ALL rounds, and that their membership category covers the playing periods (see Para 1.3 above). They must be contactable by telephone. If a player is not contactable they will be withdrawn and their opponent(s) will proceed into the next round.

2.11 RECORDING OF LEAGUE RESULTS In the event that a team are forced to withdraw from a league format, prior to completing all of their matches, all scores involving the pair in question will be deleted from the league so that no other competing pair will record points for the match against the withdrawing pair. In a league format where scores depend upon winning margins, conceding a match at an early stage can significantly affect the overall league result. This practice is to be avoided and all rounds must be played to completion. In the event that the league points result in a tie between any two teams, the winner will be the winner of the relevant head to head match between the teams concerned.

2.12 DISPUTES AND DECISIONS Any disputes and decisions will be dealt with in accordance with Rule 20. Decisions arising from a competition are made by an organising committee normally comprising the Captain, the Competitions Secretary, the Handicap Secretary and duty Club Professional. Such decisions cover abandonment and Rules adjudication. In the case of trophy matchplay events an independent referee must be appointed for all finals. It is the responsibility of the finalists to notify the relevant Competition Secretary of the proposed date that the final is to be played. The Secretary will then arrange for a past or present member of the General, Ladies or Seniors Committees to referee the match. In all cases the decision of the referee will be final.

2.13 WITHDRAWAL FROM COMPETITIONS/MATCHES

Page 11: BOURN GOLF CLUB · 2.2 bourn golf club qualifying competition rule As a condition of entry to the majority of club competitions (excluding Medals or monthly Stableford competitions),

March 2020 Edition 10

2.13.1 CANCELLATION PROCEDURE Players wishing to cancel their entry to competitions MUST follow one of the following procedures at least 24hours prior to the start time (1st tee time) of the competition:

• For mixed or mens competitions ring the Members Secretary on 01954 718057 Option 7. Calls will either be answered by the Secretary or will be recorded and timed/dated by the answerphone system.

• For mixed or men’s matches contact either the Manager of the Day or the Team Captain.

• For Ladies competitions contact the Ladies Competition Secretary on the number given in the Club Diary

• For Seniors competitions contact the Seniors Competition Secretary Note: Calls to the Pro-shop will not be accepted for cancellation 2.13.2 LATE CANCELLATION OR FAILURE TO ARRIVE In the case of a member failing to appear on the tee at the due time for a Club competition or match for which they have been drawn or picked, according to the procedure used by the relevant section, or for failing to cancel from such event at least 24 hours in advance; the member will in the first instance of non-appearance/failure to notify, receive a warning letter informing them that any further transgression will result in a suspension for 28 days from all Club competitions1 and matches. The Member will be advised in writing by the Members Secretary of any warning or suspension, the date from which suspension will take place and that they have the right to appeal. If when investigated by the Section under their procedures, there are extenuating circumstances the Captain of the relevant Section has the discretion to reduce or rescind the suspension, the Members Secretary will be informed of all investigations and results. The member adjudged to be in breach will have 7 days to enter an appeal against the penalty. A member absent on holiday or business at the time the letter is delivered may seek an extension to this time frame by contacting the Section Captain, who will decide whether to grant an extension. Appeals will be heard by Committee members who have not been directly involved in the original decision.

1 The suspension will not apply to any competition in which the member has already played a match, or any competition which they have entered and the draw has taken place.

Page 12: BOURN GOLF CLUB · 2.2 bourn golf club qualifying competition rule As a condition of entry to the majority of club competitions (excluding Medals or monthly Stableford competitions),

Bourn Golf Club Competitions Handbook

March 2020 Edition 11

2.14 TEXAS SCRAMBLE PROCEDURE Once the team has decided on the ball position to be used, a marker must be placed close to that ball and the person whose ball it is must play it as it lies - if in force the Winter Rules procedure may be followed. The other players must drop their ball within one club length not nearer the hole and then play it as it lies - if in force the Winter Rules procedure may be followed after the ball has been dropped. When on the green the ball should be marked one putter head away from where it lies, not nearer the hole; each team member should then place their ball one putter head away from the marker not nearer the hole.

2.15 MARKERS OF COMPETITION SCORECARDS The marker of any competition card must, whenever possible, be a fellow competitor. In exceptional circumstances whereby another competitor is not available, a marker will be appointed by the Competition Committee, or the Club Professional. Players are not permitted to select their own markers.

2.16 COMPETITION PRIZES The competition details in Sections 4, 5, 6, 7 & 8 details the prize winners for each competition. All competitions will operate a one person one prize policy. Where a trophy is awarded it is immediately returned to the club for safekeeping. Memento trophies (if applicable) are presented to the recipients, usually at the prize giving following the Club or Ladies AGM. Prize money is usually issued by means of a credit on the player’s clubcard and occasionally in the form of vouchers or cash. Payment values depend on entry numbers for each competition, but with a minimum of £10 and £5 respectively paid to 1st and 2nd places. A 3rd place payment will be made if the entry numbers are high enough. 2.16.1 COMPETITIONS WITH A TWO’S POT ELEMENT. Some competitions (such as Medals & Stablefords) have a Two’s Pot element included in the entry fee. This is deemed integral to the competition and hence cannot be opted out of. The pot will consist of full amount of this portion of the entry fee and will be paid out as follows

• The Pot will be shared between any competitors who have a 2 during their round.

• Should a player get multiple twos within the round each two will take an equal share of the pot.

• Any Player(s) getting a hole-in-one will win the pot outright. (Not applicable to Seniors competitions)

• Any player who returns a card classified as N/R will still be eligible for their share of the Twos Pot

Page 13: BOURN GOLF CLUB · 2.2 bourn golf club qualifying competition rule As a condition of entry to the majority of club competitions (excluding Medals or monthly Stableford competitions),

March 2020 Edition 12

• Any player who returns a card classified as D/Q will not be eligible for their share of the Twos Pot

• Should the pot not be paid out it will roll over to the next competition with a two’s pot open to the same membership (i.e. weekend competitions will roll over to the next weekend competition, mid-week competitions will roll over to the next mid-week competition and mixed competitions will roll over to the next mixed competition.

2.17 TIE RESOLUTIONS

i. In Match Play a play-off will start on the hole that the match began. Handicap strokes are allowed as in the prescribed round. If play is suspended for any reason it should be resumed from the position on the course reached at the time of the suspension.

ii. In Stroke Play competitions (with the exception of the Club Championship

Gross winner, see section 2.17 (iii). below) a count-back is applied using the last nine scores. Where a multiple tee start has occurred the last nine will be considered to be holes 10 -18. If the tie is not resolved using the last nine holes, then the winner is determined on the basis of the last six holes, the last three holes and finally the 18th hole. In the event that a last nine, last six, last three and 18th hole count-back does not resolve a tie then the same procedure will be applied to the first nine scores (holes 1 - 9).

iii. Club Championship Gross Winner: A four-hole play-off will take place over holes 10, 11, 12 and 9. If the tie is still not resolved there will be a hole-by-hole play-off over the same holes until a result is reached.

iv. Club Championship Nett Winner: The Stroke play procedure in para 1.16 (ii) will be applied using the 2nd round card. If the tie is still not resolved, then the same procedure will be applied to the 1st round card.

2.18 DELAY / POSTPONEMENT OF COMPETITIONS DUE TO ADVERSE WEATHER

1. If the course is Closed for the day then the Competition will be cancelled. If possible a new date will be found for the competition.

2. In the event that the course is ‘’unfit for normal golf’’ at the scheduled start

time for a competition but the course is ‘’open’’ for play, the Competition

Committee will initially delay the start pending improvement.

If after a period of one hour, conditions have not improved and play is not

possible, the Competition Committee may cancel the competition for that day

and contact the Secretary to arrange a new date.

At the end of the one hour period, if there is specific evidence that conditions

are improving, and that play may be possible in the near future, the

March 2020 Edition 13

Competition Committee may extend the delay for a further period of 15

minutes. If play is not possible at the end of such 15-minute extension, the

competition will be cancelled without further delay.

3. Players scheduled to tee off during off during the delay period i.e. 75 minutes

max, are required to remain at the course ready to play if conditions permit. In

the event that conditions improve and play becomes possible, players who

have left the course during the delay period will be regarded as failing to arrive

for their tee time and will be subject to the penalties stated in section

2.13.2above.

4. The Competition Committee may declare the competition as a ‘’non-qualifier’’

before the first group tee off.

5. Course Becomes or is Declared Unfit for Normal Golf After Competition Starts.

If the course becomes or is declared unfit for normal golf after the competition

starts the course will be declared unplayable. If 50% or more of the field have

completed their round in full then it is a full competition and the ‘’luck of the

draw’’.

If less than 50% have completed their round, then the competition is declared

abandoned and:

• No prizes will be awarded, entry fees will be refunded.

• Results will not count towards the Order of Merit or Eclectics.

• The competition will be reduction only for handicaps for those with completed rounds.

2.19 DISTANCE MEASURING EQUIPMENT In accordance with the decisions taken by the relevant County Associations, the use of Distance Measuring Equipment (DME) is permitted under Local Rule in all Club competitions except where stated otherwise on the relevant entry sheet. The DME used must only provide information in relation to linear distances. Those providing information on wind speed, temperature or an allowance for elevation are NOT permitted. Those players using trolleys that provide additional information must have those facilities disabled or taped over. If during a “Stipulated Round”, a player fails to comply with these conditions, the player is in breach of Rule 4.3a for which the penalty for first breach from single act or related acts is loss of hole in match play or two penalty strokes in stroke play and for a second breach unrelated to the first breach is Disqualification.

2.20 JUNIORS ENTERING MAIN COMPETITIONS Participation in all Club competitions and matches requires a CONGU Competition handicap of 28 or less for boys and 36 or less for girls. Juniors with handicaps of 18

or less for boys and 24 or less for girls are entitled to play without restriction. Juniors with handicaps above 18 for boys and 24 for girls may play in the free format elements of medal and stablefords but will be invited to play in the draw section of competitions by the Committee subject to the recommendation of the Club Professional.

3 HANDICAPPING The Men's and Ladies Handicap Secretaries and their Committees operate under the terms of the Unified Handicapping System (UHS) as defined and administered by the Council of National Golf Unions (CONGU). Current Master Handicap lists are displayed in the main corridors and/or in the changing rooms and are available via PSI. These lists will be used to resolve any disputes. Up-to-date Handicap Certificates and copies of full handicap records or CDH numbers [lifetime id numbers assigned by the Central Database of Handicaps (CDH)] may be obtained from the Handicap Secretaries.

3.1 HANDICAP CATEGORIES Exact Handicaps are calculated to one decimal place. A player's Playing Handicap is the Exact Handicap rounded to the nearest whole number (0.5 is rounded upwards). Handicaps are divided into the following categories: Category 1 Handicaps of 5 or less Category 2 Handicaps of 6 to 12 inclusive Category 3 Handicaps of 13 to 20 inclusive Category 4 Handicaps of 21 to 28 inclusive Category 5 Handicaps of 29 to 36 inclusive Category 6 Handicaps of 37 to 54 inclusive

3.2 HANDICAPS In order to enter club competitions members must hold a current Competition Handicap. For major competitions they must hold a Competition handicap as defined by CONGU®. Prior to playing in competitions a new member must either submit a current Competition Handicap Certificate or provide a valid CDH (Central Database of Handicaps) number from a previous club to the relevant Handicap Secretary for entry onto the Bourn GC system. A member joining the club without a valid handicap certificate or valid CDH number from a previous club will be required to submit three cards for completed rounds at Bourn to obtain a handicap. These cards must be marked by a Bourn GC member with a valid handicap. In accordance with CONGU rules any score of more than double par at any hole is reduced to a score of double par (i.e. 6 on a Par 3, 8 on a Par 4, and 10 on a Par 5). The allocated handicap is calculated by an algorithm using the card with the lowest differential for the tee used as per the following example with a Lowest Gross Differential (LGD) of 31:-

Initial Handicap =(31 + (31*0.13))/1.237 = (31 + 4.03)/1.237 = (35.03/1.237) = 28.31 truncated to 28

and recorded as an Exact Handicap of 28.0

Page 17: BOURN GOLF CLUB · 2.2 bourn golf club qualifying competition rule As a condition of entry to the majority of club competitions (excluding Medals or monthly Stableford competitions),

Bourn Golf Club Competitions Handbook

March 2020 Edition 16

Handicaps are shown on the Master Handicap Lists on the PSI or in the corridors. Note that printed lists may not be up to date as they are only reprinted once a month). Handicap Certificates are not normally printed for members. To play at many other clubs it is often sufficient to quote the player’s CDH number; it is the player’s responsibility to check the requirements of a competition or another club. The CDH can be seen on PSI, HowDidDo, or obtained from the Handicap Secretaries. Up-to-date printed certificates may be obtained from the Handicap Secretaries. Note: An Away member of Bourn should always check the current playing handicap either at the Home Club or on the Home Club’s section of HowDidIDo. Sometimes, but not always, the membership system and PSI do not show up-to-date playing handicaps. This arises from the way that the membership systems at Bourn and the Home Club interact with each other and the CDH.

3.3 HANDICAPS AND COMPETITION ENTRY 3.3.1 COMPETITION ENTRY AND STATUS Competition Handicap is indicated by a ‘c’ on the handicap list. Entry to the majority of club competitions requires players to have a Competition Handicap. Players joining from other clubs, players limited from playing due to long term illness/injury, and players awarded their first handicaps may be exempted from this rule subject to review by the Handicap Committee. 3.3.2 OBTAINING/RECOVERING COMPETITION STATUS To obtain a handicap a player must submit a required number of nine and/or 18-hole cards played over a Measured Course (rated course) at Bourn. Any permutation of 9- and 18-hole cards may be submitted but must total a minimum of 54 holes. If a player with a Competition Handicap fails to submit the minimum number of Qualifying Competition cards or Supplementary Cards during a Playing Year (the twelve-month period commencing 1st January), the Competition status is lost for the following Playing Year. In order to regain a Competition handicap status, a player must submit 3 qualifying scores which could be 18-hole competitions, 9-hole competitions, or Supplementary Scores. Scores from a previous year cannot be carried over and merely “topped up”.

3.4 ALTERATION OF HANDICAPS The UHS applies to qualifying Stroke play, Par/Bogey, and Stableford competitions. Scores in these competitions are entered by the player via the PSI or manually into computers that make automatic up and down Handicap adjustments.

Page 18: BOURN GOLF CLUB · 2.2 bourn golf club qualifying competition rule As a condition of entry to the majority of club competitions (excluding Medals or monthly Stableford competitions),

Bourn Golf Club Competitions Handbook

March 2020 Edition 17

When all cards for a competition have been processed the computer calculates a Competition Scratch Score (CSS). Nett scores for competitors are compared to this figure to arrive at a Nett Differential and adjustments to Exact Handicaps are made as follows:

Handicap Category

Exact Handicap

If Nett Differential is

Within Buffer Zone

Above Buffer Zone

Below Buffer Zone

No Change Add Subtract for each stroke below

1 Up to 5 0 to +1 0.1 0.1

2 6 to 12 0 to +2 0.1 0.2

3 13 to 20 0 to +3 0.1 0.3

4 21 to 28 0 to +4 0.1 0.4

5 29 to 36 0 to +5 0.1 0.5

6 37 to 54 0 to +6 0.1 0.6

3.5 ANNUAL REVIEW AND GENERAL PLAY ADJUSTMENT Each Handicap Committee is required to conduct an annual review of handicaps with the help of computer reports that are based on performance in qualifying competitions in the previous year. CONGU recommends the review to be carried out during the winter period after 1 October at a time convenient to the committee. Handicaps may be adjusted up or down. Performance in non-qualifying competitions, match play, four ball better ball and other forms of team event may also be taken into account. Performance in social golf is not normally considered. In exceptional circumstances the handicap committee may adjust the handicap of a player in the period between annual reviews if there is compelling evidence that the exact handicap does not reflect the player’s current playing ability.

3.6 SUPPLEMENTARY SCORE CARDS CONGU handicapping rules allow players to submit cards as qualifying cards other than those submitted in competitions. These cards are called 'Supplementary Score Cards', and their use is limited to the following specific conditions: 3.6.1 CATEGORY 2 TO 6 HANDICAPS (i) Any number of Supplementary Scores may be returned annually by players in

Categories 2 to 6. There is no limit to the number of Supplementary Scores returned in a week.

(ii) Play may be Stroke play or Stableford, over 18 holes or 9 holes on holes 1 to 9.

(iii) Play must be from the white or yellow tees for men, and the red tees for ladies.

Page 19: BOURN GOLF CLUB · 2.2 bourn golf club qualifying competition rule As a condition of entry to the majority of club competitions (excluding Medals or monthly Stableford competitions),

Bourn Golf Club Competitions Handbook

March 2020 Edition 18

(iv) Players must declare and record their intention to submit a Supplementary Score Card prior to commencing play. At Bourn a player must use the PSI terminal to sign in before play and enter the score after play. If the PSI terminal is out of action, a player must sign The Supplementary Score Record Book held in the Pro-Shop. In either case a valid score card must be returned.

(v) A Supplementary Score may be returned at any Affiliated Club of which the player is a Member by following the procedure in force at that club.

3.6.2 CATEGORY 1 HANDICAPS Category 1 players may only return Supplementary Scores during the period 1 September to 31 December and only to the extent necessary to ensure that the minimum requirement for Qualifying Scores under Clause 25 is met. Category 1 players may only return Supplementary Scores over 18 holes.

3.7 HANDICAP ALLOWANCES IN COMPETITIONS

3.7.1 MATCH PLAY Singles Full difference of handicaps Foursomes 1/2 difference of aggregate Four-ball 90% difference from lowest handicap player (betterball)

3.7.2 STROKE PLAY, PAR, & STABLEFORD Singles Full handicap Foursomes 1/2 aggregate handicap of partners Four-ball Each partner receives 90% of full handicap (betterball)

3.8 MIXED INDIVIDUAL GOLF The ladies’ competition course (red tees) has a Standard Scratch Score (SSS) of 73; the men’s competition course (white tees) has an SSS of 72; the men’s yellow tees has an SSS of 70. These are the scores that scratch players could be expected to achieve on a good day. If men and lady scratch players played in a mixed competition for the same prize and played equally well, the man would normally win because of the lower SSS. This inequality is catered for by a Competition Handicap Allowance (CHA) in individual competitions. These CHAs are used to calculate overall combined/mixed competition results and do not affect any changes to CONGU handicaps, which are calculated separately. The CHAs at Bourn are established thus:

Medal Play Each player playing the course with the higher Standard Scratch Score must be awarded a CHA equivalent to the Playing Handicap increased by the difference between the two Standard Scratch Scores.

Page 20: BOURN GOLF CLUB · 2.2 bourn golf club qualifying competition rule As a condition of entry to the majority of club competitions (excluding Medals or monthly Stableford competitions),

Bourn Golf Club Competitions Handbook

March 2020 Edition 19

Examples: (1) White tees (Men) - SSS=72 Red Tees (Ladies) - SSS=73 CHA = (73-72) = 1 e.g. Lady’s Exact Handicap = 35.5 and Playing Handicap = 36 Competition Handicap for Combined Competition = (36 + 1) = 37 (2) Yellow tees (Men) - SSS=70 Red Tees (Ladies) - SSS=73 CHA = (73-70) = 3 e.g. Lady’s Exact Handicap = 35.5 and Playing Handicap = 36 Competition Handicap for Combined Competition = (36 + 3) = 39 (3) White tees (Men) - SSS=72 Yellow Tees (Men) - SSS=70 CHA = (72-70) = 2 e.g. Man’s Exact Handicap = 15.5 and Playing Handicap = 16 Competition Handicap for Combined Competition for Men Playing off

the White Tees= (16 + 2) = 18

Stableford In Stableford it is the relationship of the scores that represent ’Playing to handicap’ that determines the CHA to be applied. Players playing from the set of tees with the higher target ‘Playing to handicap’ will play off their Playing Handicap. Players with the lower target ‘Playing to handicap’ will receive additional stroke(s) equal to the difference between the respective ’Playing to Handicap‘ scores.

At Bourn ’Playing to handicap’ requires For Men:

White Tees (SSS = 72, Par = 72) - 36 points Yellow Tees (SSS = 72, Par = 70) - 38 points

For Ladies: Red Tees (SSS = 73, Par = 73) - 36 points

Therefore in a White Tee-Red Tee mixed competition the CHA applied to the Ladies is 36-36 = 0. Yellow Tee-Red Tee mixed competition the CHA applied to the Ladies is 38-36 = 0.

The additional stroke(s) are applied consecutively from the lowest Stroke Index hole(s) where a player does not receive a stroke using normal CONGU Playing Handicap. I.e. a 12 handicap player receiving an extra allowance of one stroke would get this at the hole with Stroke Index 13; and for one receiving an allowance of 3 strokes these would get them at holes with Stroke Indices 13, 14, and 15.

Note Players:

Bourn Golf Club Competitions Handbook

March 2020 Edition 20

• must, where necessary, enter their current CONGU handicap on their scorecards and the relevant CHA will be applied when the results are processed. .Labels pre-printed by the membership system will normally include both the current CONGU playing handicap and the playing handicap adjusted by the CHA in parentheses.

• are responsible for ensuring that the playing handicap is correct, e.g. corrected for a handicap reduction earned at an Away competition that has not yet reached Bourn GC..

• are responsible for entering the gross score for each hole. Any calculation by the player of nett scores or points should be made using the CONGU handicap. The inclusion of CHAs in the calculation of results will be made by the membership system (or the committee).

3.9 GREENSOMES COMPETITIONS In Greensomes competitions the handicap of each pair (mixed or same-sex) will be calculated by reference to the CONGU chart (Appendix F), which is displayed in the main corridor. The calculation is based on taking 60% of the lowest handicap and 40% of the higher handicap. E.g. Pair playing off 10 and 20 handicap is (10 x .6) + (20 x .4) = 6 + 8 = 14.

(i) Stroke Play Allowance: In Medal and Stableford competitions use the figure obtained from the chart. Decimal places are rounded to the nearest whole number.

(ii) Match Play Allowance: In Match Play the full difference between the chart

figures for each pair will be used. Decimal places of the difference are rounded to the nearest whole number.

3.10 ENTRY OF INCORRECT HANDICAP ON CARD It is the player's responsibility to know his/her correct CONGU playing handicap. This can be obtained from the lists in the corridors or via the PSI. The lists are only updated once a month whereas the PSI list is dynamic and up to date. A player entering an incorrect higher handicap on their card will be disqualified. An incorrect lower handicap will be corrected when the competition is processed.

3.11 APPEALS PROCEDURE If anyone is dissatisfied with a Handicap Committee decision on handicapping, the following an appeal may be made, thus:

(i) request the Handicap Committee to review its decision; and, if dissatisfied with the Handicap Committee’s response, (ii) proceed with an appeal to England Golf in accord with the procedure mandated by England Golf.

Full details of the formal procedure and requirements mandated by England Golf can be obtained from the appropriate Handicap Secretary.

8 SENIORS SECTION COMPETITIONS

8.1 MEMBERSHIP

8.1.1 INTRODUCTION Any paid up member of Bourn Golf Club (Full, Senior or 5 day; male or female) who is 55 or over is eligible to be a member of the Seniors’ Section. At present there are no Section fees payable. The object of the Section is to enjoy the game of golf in congenial company and a spirit of friendly competition. At the beginning of the year, all members are given details of the coming year’s fixtures and the telephone numbers of all the senior members. It is essential that any changes to telephone numbers and/or e-mail addresses are notified to the Section Secretary as soon as possible. Information about the activities of the Section is posted on the notice board, and also in the form of an on-line diary, accessed at: https://www.google.com/calendar/embed?src=seniors%40bourngolfandleisure.co.uk&ctz=Europe/London 8.1.2 ORGANISATION The Section is organised and run by a Committee consisting of:- Captain; Vice-Captain; Secretary; Treasurer; Match Secretary; Competition Secretary and Immediate Past Captain. Their year of office commences immediately after elections at the Section A.G.M, usually held in November. Should it become necessary to call an Extraordinary General Meeting, 14 days’ notice will be given and the Agenda for discussion will be published on the Section’s notice board. 8.1.3 GENERAL PLAYING ARRANGEMENTS 1The playing day allocated to the Seniors’ Section by the Club is Monday morning and the Committee organises a programme of regular and special competitions for that day unless there is a pre-arranged club fixture or a Bank Holiday. When there is no pre-drawn competition, the following draw arrangements will prevail:

a. The names of all members who have paid the prescribed entry fee are drawn for playing partners at 8.15 a.m. in the clubhouse.

b. Any member who arrives after the draw has started will be allotted a late tee time. c. The 1st tee time for a Monday morning is 8.30 a.m. d. Any competition played under conditions which CONGU rules deem to be non-

qualifying (e.g if the course length is reduced by a minimum of 100yds.) will be declared a non-qualifying competition for handicap purpose ahead of any cards being processed.

As well as organised competitions, there are informal “Roll–ups” on Wednesdays and Fridays, beginning at 8.00 a.m. Those who turn up draw balls from a hat for partners, and play an informal, social competition usually based on a Stableford format. This is one of the best ways to get to know other members.

8.1.4 COURSE ETIQUETTE AND DRESS Slow Play - All members have a responsibility to ensure that the games are played as quickly as possible.

a. It is better to keep up with the game in front rather than keep ahead of the game behind.

b. In Stableford competitions, once you have used your allowance on a hole, you must pick up your ball in order to avoid wasting time.

c. Mark your cards when waiting to drive off at the next tee and not before leaving the hole you have just finished.

d. The R & A will introduce ‘Ready Golf ‘ principles from 2019 in a drive to speed up play, and it is recommended that members use them where and when it is appropriate. These principles are set out as an Appendix to this handbook.

Dress Code. Members are requested to adhere to the Club’s dress code. For all competitions where a lunch is included, unless otherwise stated, members are expected to conform to a “Smart Casual’ dress 8.1.5 COMPETITIONS Apart from the regular monthly Medal and Stableford competitions the Committee also arranges other competitions. Details of the current competitions are given in section 8.2 below

1. The entry fee for each competition is determined by the Captain, Treasurer and Competition Secretary, taking into account the Section’s finances and the number and type of prizes awarded.

2. It is the responsibility of each player to ensure that their correct handicap is used for each competition. A player entering an incorrect higher handicap on their card will be disqualified; any card using an incorrect lower handicap will be corrected.

3. It is the responsibility of each player to ensure that all sections of the card are completed correctly.

4. For mixed competitions, stroke adjustments will be applied according to CONGU guidelines

5. In knockout competitions it is the responsibility of the top member/pair in each game to offer 3 dates to his/her opponent(s) in order to complete the round by the specified date.

6. If a member fails to turn up to play for a pre-drawn competition or club match for which he/she has entered and been selected, without giving prior notice, the Committee will implement the Club’s disciplinary procedure (Section A8).

7. If there are any problems which prevent a match being completed by the specified date the Competition Secretary must be informed and he will, in consultation with the Captain, issue a ruling which will be final.

8. Any dispute concerning the Seniors’ Section’s competitions will be investigated by the Committee and its decision will be final.

9. All major trophies won by members, once presented, are immediately returned to the club for safe keeping; mementoes are given to the recipients to keep.

8.1.6 INTER CLUB MATCHES At the discretion of the Committee, matches are arranged against other clubs and are usually played on a home and away basis. Each match is played as a four-ball better ball competition over 18 holes followed by lunch. The Bourn Team normally play in white shirts and blue sweatshirts or jumpers with the club emblem, and dark trousers. These are available from the Club Professional’s shop, and although not compulsory to wear this clothing it is expected and does give a good impression to other clubs. For home matches the dress code is ‘smart casual’, and team members will be notified of the dress code for away matches. It is customary for the home team to entertain the visitors by buying the drinks and wine with the meal. Members who wish to participate in these matches should enter their names on the appropriate form on the Section’s notice board and the team will be selected by the Vice-Captain, Fixture Secretary and Match Organiser at least 2 weeks prior to the match date. It is the responsibility of each member selected a) to acknowledge their selection by ticking their name on the selection sheet and b) to ensure that they arrive at the match venue in plenty of time. If for any reason they are unable to play they must inform the Fixture Secretary or Match Organiser as soon as possible. If a member who has been selected and ticked their name off to indicate availability, then fails to turn up to play without giving prior notice, he or she will be subject to the Club’s disciplinary procedure 8.1.7 DISCIPLINARY PROCEDURE This Procedure covers any match or competition for which the Senior’s Section is the organising body and includes any member of Bourn Golf Club who appears on the final draw list or team sheet.

1. Any player who, without giving prior notice, fails to turn up for a pre-drawn competition or an inter-club team match, will be contacted by the Vice-captain to ascertain the reason.

2. The matter will be discussed by the Committee, without the Captain and under the chairmanship of the Vice-captain. If the reason is found to be unacceptable, the member will, for a first instance of non-appearance, receive a 28 day suspension from playing in all Club organised competitions. If there are extenuating circumstances the Committee has discretion to commute or impose a shorter ban. Further non- appearances will be dealt with more severely.

3. The member will be informed of the decision by phone or e-mail with a follow up letter. Any suspension will begin one week from the date of notification.

4. The member has the right to appeal against the Committee’s decision by contacting the Captain within five days of first notification. The Captain will discuss the matter with the member, and shall have discretion to reduce or rescind the ban on appeal. The Captain’s decision will be final and any suspension will take effect from the original start date or from the date of the Captain’s decision on the appeal, whichever is the later.5. The decision to suspend any member will be notified to the General Committee.

APPENDIX A

Ready Golf – R & A Guidelines Rather than adhering strictly to the “farthest from the hole plays first” stipulation in the Rules of

Golf, players are encouraged to when they are ready to do so –if it is safe to do so.

There is strong evidence to suggest that playing “ready golf” improves the pace of play.

“Ready golf” is not appropriate in match play due to the strategy involved between opponents and

the need to have a set method for determining which player plays first.

Players have to act sensibly to ensure that playing out of turn does not endanger other players.

Examples of “Ready Golf” in action are:

• Hitting a shot when safe to do so if a player farther away faces a challenging shot and is

taking time to assess their options

• Shorter hitters playing first from the tee or fairway if longer hitters have to wait

• No “Honour” [except in Match Play] – the first player ready plays

• Hitting a shot before helping someone to look for a lost ball

• Putting out even if it means standing close to someone else’s line

• Hitting a shot if a person who has just played from a greenside bunker is delayed due to

raking the bunker

• When a player’s ball has gone over the back of a green, any player closer to the hole but

chipping from the front of the green should play while the other player is walking to their ball

• Marking scores upon immediate arrival at the next tee, except that the first player to tee off

marks their card immediately after teeing off

• When not playing your shot, you should be preparing to play your shot

• When arriving at the green, bags or trolleys should be placed on the way to the next tee
