Why Boundary Management?

• 2015 McKibben demographic study– A few tough years– Shows Kindergarten numbers will
decline – and they have– Carmel enrollment expected to drop in
next 10 years

•Efficiently utilize space available
•Relieve schools that will exceed functional capacity
•Keep neighborhoods together
•Consider proximity to the nearest school
•Maintain socio-economic balance between buildings

•Inform and seek input from all potentially impacted parents by presenting and sharing at public forums

Elementary Objectives
• Reduce over-crowding at Promise Road to gain back valuable classroom space
• Give Promise Road room to grow, if needed
• Equalize enrollment numbers at or near functional capacity

Concerns from the Public
• The committee held three (3) pubic forums• 1/24 at Promise Road Elementary• 1/26 at Stony Creek Elementary• 1/31 at North Elementary
• Common themes of concern brought forward at these forums• How neighborhoods were selected • Portables• Transfers
• The committee had a final meeting held on 2/28 to discuss concerns.

How Were Neighborhoods Selected
• Reports showing the number of students in each neighborhood or street were studied
• Neighborhoods were moved to various schools• Taken into consideration were:
• Proximity• Socio-Economic factors • Impact from previous rebalancing efforts

Portables
• Safety and Security• Placement of portable must be preapproved by
Homeland Security• Same drills occur as inside the school (fire, tornado,
etc.) • Restrooms must be no more than 200 feet from
portable
• Atmosphere• Portables have the amenities as a regular
classroom. • Heat, Air, Intercom, Fire Alarm, etc.

Transfers
• Currently 151 students are not in their assigned school• Moving students is always difficult, but equity for all
families was a priority for the committee
• Grandfathering Siblings• The committee would have liked to keep families
together, but this perpetuates the over-crowding issue

• All Noblesville School students (elementary and middle) will attend the building located in their boundaries• Transfers will no longer be granted
• Previously approved transfers will no longer be permitted
• District employee exception based on space
• Some unique special education exceptions based on case conference committee
