On behalf of the Boston 2024 Partnership, we are honored, humbled and excited to share Bostonscompelling story and our vision for a partnership with the United States Olympic Committee to host the2024 Olympic and Paralympic Games.

Boston is overwhelmingly united in its bid for the 2024 Games because we are a city passionate about thepower of sport. Bostons public ofcials, business and educational leadership and community stakeholders

are all committed to delivering a transformative and sustainable 2024 Games. Bostons higher educationcommunity will make a profound impact in the lives of Olympic and Paralympic athletes now and through2024. Bostons research labs, world-class medical centers, and technology-driven economy will bring

unprecedented innovation to the planning and delivery of the 2024 Games, as well as an unparalleledexperience for Olympians and Paralympians. Boston developing a sustainable Games model with aresponsible, achievable budget and legacy owners for Olympic and Paralympic venues. Bostons uniquelywalkable layout with venues clustered around the Waterfront and University Precincts leverages theentire Boston city center as the Olympic Park, and we will put all of our campuses, public spaces andparks, boulevards and waterways to use in hosting the Games. We rmly believe that working in close

partnership with the United States Olympic Committee, Boston 2024 can provide a blueprint for futurehost cities as to the master planning of the Games, delivery of the Games and, most importantly, theexperience of the athletes.

The Boston 2024 bid is an opportunity to engage in a community-wide conversation about our futurevision for our city, not just in 2024, but in 2030, on the 400th anniversary of the founding of Boston andbeyond. The bid is also a catalyst for much of the investment and innovation that will be required to achievethat vision. Our Olympic and Paralympic bid will serve to accelerate improvements to transportation,infrastructure and housing including investments in a major redevelopment project at the heart of the city,thousands of new affordable housing units, new urban green spaces and dramatic upgrades to the citysalready world-class public transit system. Hosting the Games will also strengthen cooperation across thegovernment, business and academic communities and reinforce Bostons brand as a global hub for education,health care and innovation. Proposed Dates for the Games

State your proposed dates to host the 2024 Olympic andParalympic Games and specify your reasons.

The Olympic Games in Boston would be heldfrom Friday, July 19, to Sunday, August 4, 2024. TheParalympic Games would be held from Wednesday,August 14, to Sunday, August 25, 2024. This periodof time offers the optimal climate for athleticcompetition. The dates are well coordinated withthe international sport calendar and would ensurethat the Games will be the preeminent event inthe United States. Summer holidays for colleges,

secondary schools and teachers allow us to engagea corps of enthusiastic volunteers and individualsand families to attend the Games. In addition, wehave a unique opportunity to engage those whoare away for the summer in the Paralympic Gamesas college students begin to return to campusestoward the end of August.

Planned Large-Scale Events

Identify any other large-scale events that are planned ortraditionally occur during or 30 days before or after theproposed Games period.

The most signicant event that will occur prior

to the proposed start date of the 2024 Games isBostons annual July Fourth Celebration on theCharles River Esplanade on July 3 and 4. The eventtypically attracts approximately 500,000 attendeesfor a live performance by the Boston Pops Orchestraand reworks display. In addition, the Massachusetts

Convention Center Authority will host an education

event drawing 15,000 attendees between July 2 and9, and a scientic event during which 17,000 people

will participate from August 15 to 23.

Bostonians view the opportunityto host the 2024 Olympic and Paralympic Games asa clear pathway in our pursuit of excellence. Thereis the opportunity to elevate our thinking aboutand expedite our execution of urban planning,transportation improvements, infrastructureupgrades and institutional master planning. Wesee the opportunity to shine a light on and gainincreased participation in our vibrant arts and culturecommunity. And we see the opportunity to engage,educate and inspire our young people to fall in love

with sport, to commit themselves to excellence andto set out for greatness in all they attempt.

Each year, almost 250,000 young people fromaround the world gather in Boston to attend our

colleges and universities. This city is where their

The planning concepts for the 2024 Olympic andParalympic Games are shaped by a shared visionfor Boston 2030 the 400th anniversary of thecitys founding.

Boston is a geographically compact city with diversehistoric and contemporary assets. The city boasts anunrivaled waterfront and Americas cleanest urban

harbor, a network of celebrated park spaces andpublic recreation venues, a history of independenceand historic architecture. Boston is also home toworld-renowned academic and medical institutions,a hub of innovation and invention, and a vibrant,expansive economy.

For the past 400 years, this city has consistentlydeveloped and redeveloped its valuable landresources to the maximum benet of its people and

economy. The city has undertaken some remarkablylarge and complex projects from early landreclamation to later infrastructure reclamation, andrecent air rights development.

As we look to the future, signicant demand for

expansion is projected for the innovation economy.The City of Boston anticipates the need in thenext 20 years for 50,000 new residences in Bostonalone and the creation of 100,000 new jobs. Tosustain the innovation economy and to attract thetalent which will ll the innovation jobs, there are

a number of areas where the city must focus in thenext two decades:

History + Geography

The City of Boston and its core are a compactgeography of 48 square miles of land. This compactgeography has been consistently developed andredeveloped for the last 400 years through:

Land Reclamationmore than two-thirds of the citysfootprint did not exist when the city was founded.

Highway + Rail Infrastructureland takings thatpenetrated through the heart of the city.

Infrastructure Reclamationthe Prudential Centerdevelopment, Copley Place, the Rose KennedyGreenway, Fan Pier and the South Boston Waterfrontand now Beacon Yards have all reclaimed valuable landand made important connections.

competitive venues and celebration spaces whileshowcasing our most precious places - BostonCommon, the Rose Kennedy Greenway, BostonHarbor, Harvard Stadium and MITs Killian Court.

Delivery of the Games

Explain the most signicant challenges to the development,management and delivery of Games venues and infrastructure,and Games operations in your city.

Our primary planning principle is Compact Gamesin a Compact City. The Boston 2024 Olympicand Paralympic Games will be a compact andwalkable Games; the City of Boston will be ourOlympic Park. With that planning objectivecomes a great opportunity and our most signicant

challenges to the development, managementand delivery of Games venues, infrastructure and

Games operations. We have a long track record,however, of delivering context-sensitive designand construction of major infrastructure andredevelopment projects that improve the qualityof life and competitiveness of our city, as well asa century of experience hosting major events thatattract millions of visitors annually.

The vast majority of our competition and non-competition venues are located on land controlledby public entities and the citys great academicinstitutionsminimizing the requirements forprivate land acquisition. For areas like Midtown,

we must relocate key transit and public worksfunctions. While this is a requirement for use of theland, we will demonstrate that these relocationsrepresent opportunities for consolidation offacilities, new efciency of operations and the

unlocking of legacy possibilities.

The challenges for Games management are again

related to the compactness of the venues: thebusiness of the city and all its residents must goon. We have excellent transit and transportationinfrastructure in place and a plan for bothtemporary and permanent improvements that willsupport the simultaneous essential functions ofthe city. Our legacy planning model and transportmanagement systems will provide predictableoutcomes for mobility, security and emergencyservices, unparalleled in Games history.

We will be able to draw on a highly educated andenergetic local workforce, including our large

college-age populations. We will strive to surpassall previous Olympics in the effective training ofvolunteers. Our universities have already steppedforward with initiatives for recruitment and training.

And, we will deliver. We are doers who are focusedon the big challengewith extraordinary expertisein technology, the commitment of our greatinstitutions and business leaders and the relentlessperseverance of a proud people that embraces theOlympic and Paralympic Games.
