Borro/Urrin Water Management Unit Action PlanRiver statusSTATUS/IMPACTS

Overall status 12 River Water Bodies - 2 High, 6 Good, 1 Moderate and 3 Poor. There are no lakes. Chemical Status passes where monitored (Urrin River)

Status elements Q score dictates status, Phys Chemical is high in 5 WBs and fails in one poor WB. Status in 6 WBs including 1 high is extrapolated. Chemical status passes where monitored (1 WB, Urrin River – SE_12_2605)

Possible Impacts - EPA Water Quality 2004

Boro - (SE_12_2601 Status 2009 - Poor dictated by Q Score with Physchem also failing); All but lowermost station showed recent improvement, thought to be a result of considerable flooding prior to 2004 survey. Indicators of widespread ecological stress include faunal imbalances, weed growth and substratum siltation and compaction. Agriculture, forestry and sewage all contribute to threaten ecological status. Urrin - (SE_12_2605 - Status 2009 -Good based on Q, Diatoms and Fish; -Mainly satisfactory but some ecological upset at John's Bridge in 2007.

PRESSURES/RISKS

Nutrient sources Almost all TP is diffuse (98%) mainly from Agriculture (70%) and Unsewered Properties (26%)

Point pressures 6 WWTPs: Ballindaggin, Clonroche, Davidstown, Hollyfort, Kiltealy, Rathnure.1 WTP: Rathnure. 22 Section 4s: 3 Developers, 16 Private Companies, 2 Hotels, ESB.

Wastewater Treatment Plants (WWTP) and Industrial Discharges

3 WWTP’s at risk – Clonroche, Davidstown, KiltealyBuilding development (Kilcarbry) - at risk due to historical deterioration in water quality and currently Q<4 within 3km d/s of outfall.

Quarries, Mines & Landfills

There are 2 Quarries.

Agriculture The majority of the area of the WMU is at risk from Agriculture

On-site systems There are 3299 septic tanks in this WMU, 0 are at risk. There are 3299 septic tanks in this WMU, none of them are posing a risk to water quality due to their density, location and unsuitable hydrogeological conditions.

Forestry No waterbodies at risk from forestry

Dangerous substances

No waterbodies at risk from Dangerous Substances.

Morphology No waterbodies at risk

Abstractions 5 Abstractions within WMU but none at risk

Other

SELECTED ACTION PROGRAMMENB All relevant basic measures, general supplementary measures and SEA mitigation measures apply

Point Sources See Point Source Discharge Table for WWTP at risk below.INDUSTRYInvestigate Section 4 at risk.Examine the terms of discharge authorisations to determine whether they require review for the purpose of compliance with water body objectives including protected area objectives and environmental quality standards.

Diffuse Sources AGRICULTURE - Good Agricultural Practice Regulations and Enforcement.

Other Sewerage Scheme proposed for Clonroche

Point Source Discharge County Priority Measure (Capital Works)Clonroche Wexford 2 Provide tertiary treatment or relocate outfall.Clonroche Wexford 2 Provide nutrient removal or relocate outfall.

OBJECTIVES

Restore/Protect 2015

8 water bodies

Alternative Objectives

Extended Deadlines – 4 water bodies with 2021 deadline

New Modifications or Development – none requiring alternative objectives at present.

HMWB/AWB - none

FUTURE DEVELOPMENT

Future Pressures and Developments

Throughout the river basin management cycle future pressures and developments will need to be managed to ensure compliance with the objectives of the Water Framework Directive and the Programme of Measures will need to be developed to ensure issues associated with these new pressures are addressed.
