    How to use this DP

    1. Identify the level to which an executive belongs from Appendix to BDP i.e. level IA to IEI/III/IV and Chief of Corporate Functions.

    2. For administrative and expenditure sanction of items of capital nature, refer explanatory non powers relating to expenditure of capital nature and relevant clauses of administrapproval and expenditure sanction for capital items as given in index.

    3. For administrative approval and expenditure sanction of items of revenue nature, explanatory notes on powers relating to expenditure of revenue nature and relevant clauses revenue expenditure given in index.

    8) Similarly in case of tenders( open / limited ) if there is only one single acceptable tender, the powers shall be 75if the tenderer is a PSU and 50% ( open /limited tender ) if the tenderer is a private party, of the powers of the reauthority.     21.3 The delegated power shall be exercised by the delegatee within the overall approved budget limit.

    Explanatory Note on Powers relating to Expenditure of Revenue Nature

    1. For the purpose of exercising powers under this Section, the nature of expenditure at the time of expenditure is to be observed. For instance the expenditure on hiring rigs may be capitalized for developmetime of hiring the rigs, the nature of expenditure is revenue. Similarly, replacement of capital items mayprofit & loss account but at the time of incurrence, the expenditure is of capital nature and powers of cneed to be exercised for same.

    2. Full powers for stores and spares have been assigned to Level I executives. Wherever full powers are prescrmean powers to the extent of budgeted provisions.

    3. In respect of items stores & spares, contract services and hiring of rigs, tankers, vessels etc. administratiexpenditure sanction is required to be obtained with due concurrence of Finance, before incorporating the iton the lines of capital items. Upon approval of the budget by the Board, the budget itself in respect obecome authorization for financial expenditure (AFE).

    4. The designated authority in the BDP shall exercise powers for placing indent for procurement of materialequivalent to their expenditure sanction powers.

    5. In respect of other expenditure of revenue nature such as other charges statutory and misc. payments, standobligations etc. no separate financial concurrence is required for incorporating the same in budget. Howevernumber is required

    Note for LA2:1. These powers shall be exercised in respect of contracts and agreements concerningtheir respective sphere of functions and subject to the conditions that:

    a) The competent authority has approved award of work.b) The contract has been vetted from technical, financial and legal angles by

    appropriate authorities.c) Terms and conditions of contract have prior approval of competent authority

    2. The authorities in the disciplines of Materials, Marketing, the Engineers, theTechnologist and Scientists shall exercise such enhanced powers in their own sphere ofduties as may be delegated to them by the competent authority from time to time underthe respective items of powers.3.
