Editorial
We were discussing the problems,
faced by Insurance companies due to
frauds perpetrated on them by
unscrupulous elements, with the
Divisional Manager of Insurance
Company. While discussing a case on
hand, he mentioned in the passing, a very
interesting quote
A mind cannot conceive impossi-
bilities
His explanation is that if and when
a mind conceives an idea, IT IS
ACHIEVABLE!. The only difference isthat the quantum & complexity of the
MEANS to the achievement of the goal
is directly proportional to the magnitude
of the conceived idea. According to him
many roadblocks will be thrown in the
path towards achieving a goal, testing the
person concerned. He who works his way
around all these roadblocks without
getting dejected and bogged down will see
that his idea is materialized.
- HOW TRUE? !
In a country like ours with diverse
cultures, religions, races rubbing shoulder

so complex that it takes enormous
patience and perseverance to CONTROL
& AT THE SAME TIME DEVELOPE
the country. Unfortunately the individual
departments of the Government haveevolved their own way of working and
the interactions between departments are
entangled in lengthy procedures.
Insurance and Police are two different
entities, entirely different in their
objectives and ways of functioning. The
Police are service oriented and Insurance
is commercially oriented. Insurance
industry has grown many folds in the past
decades and many Private Insurancecompanies entered the Indian Market.
Unfortunately the market is accustomed
to easygoing ways of Public Sector
Insurance Companies. By the entry of
Private Insurance Companies the field is
thrown open to enormous pressures that
are mounting upon the GIC and its
subsidiaries. One area, which has blown
out of control, is TP claims. Recently
there was a press report about fraudulent
TP claims amounting to Crores of rupees.
Official enquiries are going on. But the
question isBEFORE this revelation how
much would have gone.

needs help from the Police. The ideal
solution would be; immediately after an
accident the Insurance Industry must rush
to the spot, negotiate and make an on-the-
spot assessment and settle the claim then
and there. IMPOSSIBLE? We areconvinced that it is possible. But the first
step must come from the Insurance
companies. As a rule they await a court
ruling before accepting their liabilities.
This one aspect creates possibilities for
defrauding by unscrupulous elements.
Analyzing the whole issue, it is distilled
to the fact that a system has been evolved
over the years by commission or
omission. Thus there is only one way toresolve this contentious issue. Change the
system! Is it Possible?
WHY NOT?
This question must come from
Insurance companies for an effective
solution and the answer will evolve much
more quickly and the system revamped
in the near future. In TP claims, the
control is impossible without the active
help from the Police. There is a general
misconception in public that the Insurance
will pay for anything Middlemen utilize
this and create avenues to defraud the
Insurance companies. Indias population
is spread in rural areas where day-to-day
livelihood is a battle. In such a situation
ANY INCOME IS WELCOME.
Accident that occurs inside a house is
converted to Road Traffic Accident and
right from the FIR to the doctorscertificate and witness statements are
doctored to obtain a ruling from the
courts. Thus Insurance Companies suffer
loss by simple OMISSION.
As Insurance Investigators we made
an attempt to resolve this issue, an onerous
task. But it is not impossible. It is our
conviction and belief that this can be
achieved by methodical approach to the
relationship between Insurance
Companies and Police. One common area
is the subject of stolen vehicles. Police
have unearthed in the past illegal set ups
acting like parallel RTOs, forging
documents like RC Book, Driving
Licenses, NOCs etc. Before the Police
caught them, thousands of such forged
documents would have found their way
into the market and stolen vehicles getsre-registered at the regular RTOs and
obtainLEGITIMATE REGISTRATION
CERTIFICATE and get their Insurance
cover in the RIGHT ROYAL ROUTE. It
is upto the Insurance companies to weed
out such vehicles. Thus we were
convinced that this is the first area to be
concentrated in the path leading to the
final goal of TP Claim Control. The idea
of AMARAN REGISTER OF LOST
VEHICLE was born.
The 25th All India Criminology
Conference held in New Delhi, attended
by the Publisher of this Monthly, was an
eye opener and strengthened our
conviction and the preparation was on
way to launch this Publication. We took
the plunge and released a Pilot issue and
sent all over India for assessing the
impact. The response was encouraging
and we took the next step. The whole
schematic was reviewed; name of
publication changed from Amaran
Register of Lost Vehicles to The Ever
Ready Universal Guide and all
formalities of authentication complied
with on 6th January 2003. In the first
official issue we had retained most of the
articles and editorial from the Pilot Issue,
but the Ready Reckoner was updated with
DATA collected from Insurers.
The 26th All India Criminology
Conference held at the University of
Madras on the 26th-28th of December 2002
just confirmed our path and goal. His
Excellency, the Governor of Tamilnadu,
Shri P. S. Ramamohan Rao, who made
the Inaugural Address, asked many
question. One of them was what action
has been taken after the 25th Conference
held at New Delhi. Our answer to this
question lies in the first Para of our Pilot
Issue and the first Official Issue. It is a
quote from the souvenir released on that
occasion about crime control and
coordinated action on the part of all
sections of Society. We, basically evolved
from being Insurance Investigators, took
the quote seriously and the Publication is
born.
The Theme Paper presented by Shri
K. Radhakrishnan, I.P.S, Inspector
General of Police (DVAC, Chennai
formerly Commissioner of Police
Coimbatore) highlighted the importance
of his strategy involving the civil society
completely to isolate the terrorists.
All the Police Officers who talked
on various subject unanimously stressedone point that is - public participation
in the effort to prevent and control crime.
There are many avenues through which
each individual can contribute towards
this. Ours is this monthly publication.

HOW TO USE THIS READY RECKENOR(Police department)
This Ready Reckenor is designed to help the Police Personnel engaged
in routine checks at
Highways
Check posts
Busy junctions in a town/city
Air Port Parking Lot
Railway Station Parking Lots
Cinema Halls Parking Lots
Automobile Garages
And places where search is made on Court Orders
The Lists given in the following pages are in ascending order and vehicle
(make/model) wise. To locate a Chassis number, look under the appropriate
vehicle make/model classification. For Example if you are checking a
HEROHONDA Splendor, look under the heading HeroHonda-Splendor. The
Chassis number is listed separately and the engine number is listed separately
as they are separate units and can be inter-changed.
Check the vehicle RC with the number on the vehicle
Compare the chassis/engine number with the List
If matching number not found clear the vehicle.
If a matching number is found note the corresponding
AR Number.
Go to the next section of Ready reckenor where the details of Insurance
Company, Police station, and FIR Number are given against the reference
AR Number.
Note the details and contact the nearest office of the Insurers and/or notify
AMARAN REGISTER Private Limited.

HOW TO USE THIS READY RECKONER
(Insurance Companies)
In spite of the sincere efforts of the Police Personnel, it is getting more
and more difficult to weed out stolen vehicles that get regularized through
devious means (forged RC book, forged NOCs, and then re-registered through
regular legal RTOs). These vehicles ply on road and get their insurance cover
without any problem. Till to date there is no way for an Insurer to verify this
clever manipulation.
NOW IT IS EASY TO WEED OUT SUCH VEHICLES
PROCEDURE:
Whenever a vehicle come for renewal of Policy, obtain a copy of RC attested
by the insured him/her self for records.
Check the Engine and Chassis Number with the list given in the Ready
Reckoner.
If a match is found note the AR number against it.
Go to the next section of Ready Reckoner and check the AR Number.
Note the Details of Insurers/Police FIR etc. and take appropriate action
If such vehicles are already under claim the Insurers have the option of
stopping the payment and then take necessary action. This is not only
loss prevention but also by initiating action with the help of the Police
recover some value in the process.
When this Ready Reckoner is updated regularly, it will help in reducing
overall costs for the Police and help them to recover more number of stolen
vehicles, thereby help the Loss Minimization efforts of the Insurance
Company
This system can be extended to costly equipments like Laptops. Insurers
may send in suggestions for improving this system. Ultimately it is for them

Importance of PIN
The Postal Index Number (PIN) is unique each one for a specific
geographical area. Thus for analytical purposes it becomes one of the
important links/input.
Coupled with Code of the Police station it is unique for each Police
Station. Any one area covered by one PIN will have a maximum of tenaccording to the density of population. Thus a code coined with the PIN narrow
down the area further and help create more accurate statistical models.
In most of claim forms/FIRs sent by Insurers for compilation this bit of
information is missing. In the event of a vehicle being traced the Police station
which filed the original FIR can be contacted directly and passing on the
information for necessary action.
Similarly the addresses of the Insured and spot of occurrence are given
without PIN code. This brings down the efficiency all round.Hence we request
you to note the PIN codes without fail.

INTERESTING CASE
HISTORY: 2
Burglary claim concerning loss of bare
copper wires and PVC coated wires from a wire
manufacturing company: -
A PVC-coated cable-manufacturing unit
preferred a claim on the Insurers for the loss of
copper raw materials used for manufacturing
PVC coated cables of various configuration. A
Surveyor was duly appointed. On his
recommendations the Insurers proceeded to
process the claim. At the time of finalizing the
claim papers, the claims processing officer felt
that, since it is a burglary claim, an independent
investigators report is in order. The case was
referred to an independent investigator.
Salient features of the claim are given
below: -
1. Reported date of occurrence as per the claimform 11.6.1991 midnight
2. Reported value of loss as per the FIR - Rs.
35,000/-
3. Date of reporting to the Police as recorded
in the FIR 17.6.1991 @ 19.30 hours
4. In the complaint lodged with the Police there
is no mention about the date of occurrence!
5. The Final Surveyor of the Insurance
Company assessed the Loss as Rs 51,600/-
and the fixed the liability of the Insurers at
Rs 41,200/-.
On going through the papers, it was found
that the entire survey report dealt with stocks
and cost values and the assessment was made
on the basis of financial audit. The factory was
producing PVC coated copper cables in various
configurations. On verification of the books of
the company it was found that the issue of raw
materials in the form of copper wires of various
gauges by weight whereas the production and
finished goods are accounted bytheir lengths.
Stock/production and sales control is done
purely through financial statementsand there
was no records showing issues, production
and dispatches in the same unit. The reasonbeing that the copper wire is coated with PVC
and hence could not be accounted for by
weight.
The Investigator took stock of all
materials and found some anomaly in the stocks
affected in the reported burglary. The
Investigator obtained a copy of the stock
registers pertaining to the previous year. The
production, dispatch and sales figures were
brought under one unit that is into kilograms.
Tables by cable manufacturers show the weight
of copper in each kM of cable of various
configurations. Through this the copper used
in each category of cable was obtained and
issues, production and dispatches were
correlated. Finally it was found that there was
an inventory loss on closing of previous years
production figures, which were cleverly
camouflaged in financial accounting and
passed on. When an opportunity arose in the
form of an attempted burglary the entire
inventory loss was passed on as loss through
burglary. The Surveyor also had not exploredthis aspect and conveniently ignored it.
To ascertain further the investigator took
another route and dug up proof that the entire
claim was fabricated. The factory truss is
situated at about 8 metres from the floor and
the Asbestos Corrugated Cement sheet, which

was removed from the roof, is the second sheet
making it another one meter. Thus bare copper
bundles of 35 kg has to be moved from the stores
in the corner of the shed to the center crossing
many machineries and other obstacles. Lifting
to that height require another couple of men on
the top. All other evidences pointed that therewas no other suspicious activity in the
neighbourhood except some rowdy element
came brandishing a knife threatening watchmen
of neighbouring factories including the Insured
factory. There was no other incident of any
vehicle parking near the Insured factory to carry
the reported 14 bundles of copper and cables.
Thus the Insureds bluff was called and the claim
was repudiated.
In presenting the report seven pages of
calculations, two pages of comparisons and one
full page of conclusion formed part of thenineteen-page report.

Work Assignment - What to ask for
Mediclaim
The Mediclaim is one area where the types
of diseases and medical treatments taken are
more varied than any other class of Insurance.
The investigation into such claims requires a
lot of perseverance and patience on the part of
the investigator. Even though medical opinion
is obtained from qualified doctors, verification
of medical documents is entrusted to a very
experienced general practitioner of Insurance
Investigations. To start with, the Insurers pick
and choose such investigators who can give
corroborative evidence either to admit or
repudiate the claim. Hence the Investigator must
be able to ask for such relevant documents
available with the Insurers. Of course after
verifying and choosing the documents required
for the Investigations he should take only the
photocopies leaving the originals with the
Insurers.
Normally the following documents are
submitted by the Insured in support of his claim.
1. Claim form duly filled and certified by the
Doctor
2. Discharge summary from the Hospital
3. Medical reports Lab reports X Ray
reports ECG reports etc
4. Bills from the hospital, Pharmacies and
Labs
5. Receipts from Hospital, Surgeon, Attending
Doctors etc
6. In the event of Road Traffic Accident(RTA), First Information Report (FIR) from
the Police and Accident Report (AR) issued
by the hospital which admits him
immediately after the accident etc.
The investigation on Mediclaim Policy
Claims, is mostly resorted to ascertain
1. The genuineness of the records
2. Misrepresentation if any
3. A claim made without getting the treatment
and by fabricating records
4. Pre-existence of disease in the Insured5. Suspicious nexus between Doctors,
middlemen and Insured (especially in group
Mediclaim policies) symptoms sudden
increase in claims from one locality

documents available with the Insurers and make

a rough assessment of the requirements of the
Insurers and generally ascertain the
documents required to be taken for
investigation. In cases of complicated cases
it would be prudent to take photocopies of bills
also for analysis. They have their own story
to tell!

Marine (Cargo) Transit
Marine Transit Claims are normally
arises out of Pilferage, Road Traffic Accident,
Natural Calamities like fire, flood, Storms and
sometimes sinking of ships in the oceans etc.
In this type of claims the investigator must be
thorough in the working of trades, the rules
and regulations governing the trades and keep
abreast of news items that come out of the
Press.
While collecting the documents forinvestigation, the Investigator gets the copy
of the FIRST intimation from the Insured. The
documents normally required for a Marine
Transit investigation are: -
1. Copy of Insurance Policy with all the
conditions
2. The Bill of Lading
3. The Invoice
4. The Packing List
5. Deliver challan if any
6. Bill of entry7. Way bill copies (make sure they are
clear & Unambiguous)
8. Trip sheet copies
9. RR copies
10. FIR copies if available
11. Copies of Press notifications if any
PLEASE NOTE
We may add a word of caution here.
In any new system, the results come only
after trying it out and correct any
shortcoming then and there. The system
projected in these columns are conceivedand fine tuned with the requirement of the
Police in mind in the first place AND the
benefit of the system goes to the Insurance
companies by way of better recoveries
achieved with lesser manpower and
stream lined procedures. After recoveries,
keeping them in safe custody till cleared
by the concerned Court poses a problem
to the Insurance companies by way of
additional expenditure in garage rental and
deterioration of recovered vehicles during
prolonged storage. We have alreadyoutlined how this problem can be tackled
in our January Issue (page 48).
Once this system is adopted and
streamlined all over India, banks, financial
institutions and other Government
agencies may come out with extension of
the system to suit their requirements and
convenience.

1. What is the periodicity of the Publication?
The periodicity is MONTHLY.
2. What is the subscription?
The yearly subscription is Rs. 1000/-

3. Why, at all, do you need attested photocopies of RC, FIR and Policy?
The data in the Ready Reckoner is compiled from the RC, FIR and Policy copies, sent by
Insurers. Since the Ready Reckoner is for the use of the Police department, integrity of the
source is important. If the Police department comes back with the query from where we get
the data we must be able to substantiate the correctness of data entered. Authentication of the
photocopies of documents is absolutely essential. Hence the attestation.
4. What is the meaning of sponsoring the neighbourhood Police station?
We are sending one copy each to Head quarters of Police in every District across the country
FREE of cost. For more effective use of the system, it is desirable that each and every police
station gets this publication. Sending free copies to them is not economically viable for us. If
Insurance companies/Banks/Financial/Institutions/NGOs sponsor the subscription it will help
the cause. The issues will be sent to the sponsored Police station directly.
5. What is the area of circulation?
This publication is being sent to each and every HQ of Police districts across the country. The

Only a few offices of the Insurance companies have provided the data given in the RR. If

better results. The basis of this Ready Reckoner is the attested documents sent in by Insurance
companies. This system is for them to use. There is no compilation charge. It is free.
7. Is advertisement Mandatory?
Advertisement is not mandatory. There is no compulsion. If advertisements are placed in this
publication it will help the cause. That is all. There is no string attached to collection of Data
and compilation. It is absolutely free for the Insurers.
8 Whether it will be useful to our Insurance Company?
We do not have an immediate answer to this! The entire exercise is towards evolution of a
new system through which the Police, Insurance companies and other Law enforcement
agencies can save time and energy. As the saying goes the proof of the pudding is in the

The legal system and governing laws are like a big sieve, through which bad elements are
