According to city code, water costs in the city are tied to the consumer price index, which this year went up approximately 2.3 percent from October 2011 to October 2012. The increase in the water availability charge is slight the year and depends on the size of your meter. The new year means new utility rates for Bonney Lake residents.

Base and consumption rates for water all increase slightly as of Jan. 1 for residents.

According to city code, water costs in the city are tied to the consumer price index, which this year went up approximately 2.3 percent from October 2011 to October 2012.

The increase in the water availability charge is slight the year and depends on the size of your meter. For homes with a meter size of 5/8-inch to 3/4-inch the increase will be from $14 to $14.32 per month. Residents with a 1-inch meter and a fire sprinkler system will see the same increase.

For residents who have a 1-inch meter without a fire sprinkler system, the rate will go from $27.76 to $28.40 per month.

Rates also increase slightly for those with larger meters.

Water consumption rates are also increasing this week, though very slightly. Winter rates for city residents who use 0-10 CCF (hundreds of cubic feet) per month will see rates increase from $1.16 to $1.19, while those who use more than that will see rates go from $2.29 to $2.34.

As 2012 comes to a close, the Courier-Herald staff is taking a look back over the previous year at the 10 stories that most affected our coverage area. From a new police chief to a state champsionship, several local council issues to an inter-national incident that included a Lake Tapps resident and the deadliest summer on record on Lake Tapps, 2012 certainly kept all of us on our toes.

Here is our list of the top sto-ries of the year.

10 Dana Powers named chief of police

When Bonney Lake Police Chief Mike Mitchell retired in Sept. 2011, Deputy Chief Dana Powers took over and became

Interim Chief. After more than a year of leading the Bonney Lake Police Department, the champion swimmer and 23-year law enforcement vet-eran still had the “interim” at the front of her title.

Extended debate over wheth-er Powers should retain civil service protections delayed her official promotion. The matter was settled Nov. 13, 2012 with the council voting to grand-father in civil service protec-tions for current government employees promoted to at-will positions. Powers was sworn in as the city’s first female Chief that night.

9 Bonney Lake and Sumner leave Pierce Transit

With the loss of bus ser-vice due to cost cutting mea-sures, this year saw many of the small cities of East Pierce County officially pulling out of the Pierce Transit District.

Following the 2011 rejection of Pierce Transit’s Proposition 1, a new tax measure that offi-cials said was needed to keep buses rolling, bus service was ended on all routes east of Meridian Avenue in Puyallup.

In late 2011, a Public Transportation Improvement Conference was officially called to discuss the Pierce Transit Boundaries and a new district map was drawn up.

Initially, Sumner was left in the district, but later also requested to be removed and were left out of the new Pierce Transit district. In July, the Pierce Transit part of the sales tax in those cit-ies was dropped, lowering the rates throughout the eastern part of the county.

In April, the cities worked a deal with Sound Transit to keep alive the 496 connector bus that runs from Bonney Lake’s Park and Ride lot to Sumner’s Sounder station, a popular and highly used bus route.

On June 8, the final Pierce Transit Route 496 bus made its way up Elhi Hill and the

following Monday, June 11, the first Sound Transit 596 took over the route.

8 State Champs!The Sumner High School

Spartans girls soccer team capped off a perfect sea-son with a 1-0 victory over Sehome to hoist the trophy as 2A state champions for the first time in the school’s history.

The Spartans finished the year 21-0 and most games were not even close. From an opening day 9-0 win over Decatur, the Spartans were off and running, allowing only two goals against all season.

Many games throughout the championship season were blowouts, with the Spartans scoring at least 9

goals on their opponents a total of nine times and racking up double-digit totals in four games.

Kaylie Rozell led the Spartans this season in goals and assists with 31 and 15, respectively. Ellie Degoede and Brooke Lancaster each finished with 18 goals. Katie Huff, who picked up the winning goal in the championship game, finished the years with 12 goals, followed by Sarah Carter at 11 and Murray at 10.

7 City administrator changes in Sumner

Su m ner Cit y Administrator Diane Supler abruptly left her position with the city government in mid-April, and Sumner Police Chief John Galle was promptly appointed as interim administrator. The separation was amicable and mutually agreed upon.

Galle was officially appointed to the city administrator role by vote of the city council in a July emergency meeting. His appointment was opposed by councillors Nancy Dumas and Randy Hynek, and they sought to reopen discussion at the July 15 council meeting, citing inadequate public access to the decision-making pro-cess. The motion prompted Mayor Dave Enslow to label the dissenters “sore losers.”

As discussion shifted to heated accusations of Galle’s part in charging Hynek for vandalism in December 2011, the council was forced to recess and allow tensions to cool. The matter has not come up sig-nificantly in council debate since that night.

6 Cascadia development reborn as Tehaleh

After laying quiet follow-

ing a bankruptcy two years ago, the planned commu-nity formerly known as Cascadia roared back to life this year with a new owner and a new name.

Now called Tehaleh (pronounced Tay-HA-lay), homes were finally being built and sold on the 4,200-acre site designed nearly 20 years ago to be a fully functioning community with residents, retail and an employment cente.

This year, new owners Newland Homes changed the community’s name, built a new community center near the circle in the center and began working with a group of local and national developers to build homes.

Newland officials said the property design is essen-tially the same as before, though there are subtle dif-ferences, such as scaling back on total homes and making sure the commu-nity’s 10 miles of trails are all interconnected.

In September, Tehaleh hosted its Grand Opening.

In addition to the open-ing of the new welcome center, 38 homes were sold in the final two months of the year and an additional 21 spec homes were under construction.

5 Sumner votes to sell municipal golf course

Since it opened in 1995, the city-owned Sumner Meadowlinks golf course hit its target revenues exactly once, in 1998.

The 1993 city council had dreamed of a self-sus-taining recreational attrac-tion when it commissioned the project. Nearly 20 years later, “dream” proved an accurate description. The course was never quite popular enough to achieve

self-sustainability. A city contract with the national Billy Casper Golf manage-ment company improved gross revenues, promptly depleted by the expense of BCG’s services. Capital damage from the 2009 White River flood and a national economic down-turn that quickened the sport’s decline exacerbated the damage. A state audit in 2011 that year noted the golf course’s ongoing bond debts as a significant source of concern.

By October 2012, enough was enough. The city coun-cil voted 6-1 to put the land up for sale.

4 The Metropolitan Parks District

One of the potentially longest-reaching policy decisions made this year by the Bonney Lake City Council came in the final weeks of the year: the deci-sion to place a metropolitan parks district on the April ballot.

But while the final move came in the year’s final council meeting, the topic of a parks district has sim-mered just beneath the sur-face all year long.

The administration and city council view the district as the best way to continue funding parks at a time when general fund monies are needed elsewhere.

In every meeting this year, the city’s Parks Board, an appointed advisory board to the city council, discussed the pros and cons of a potential district, ncluding who would lead the district, should voters choose to create one.

Several members of the board felt that the district should be governed by a separately elected board instead of the city council, which was favored by the council and administra-tion.

In the end, the parks board recommended the creation of the district with the council serving as its first board. The city coun-cil in December voted 5-2 to place the metropolitan parks district on the ballot. ‘Pro’ and ‘con’ committees are presently forming.

3 The saga of Eastown Sewers

It’s been a whiplash kind of year for the landowners in Eastown as they watched the City Council debate then reject a utility latecom-ers agreement that would put pipes in the ground in their section of the city, only to see the issue revived and approved in an edited form during the final coun-cil meeting of the year.

As 2013 approaches I like to clear mental notebook, which is very short, of all my crabby scribbling.

Here are a few news and notes from all over the place.

• Names of sports teams are one issue I need to ad-dress. I have been hearing some jeering from Oregon

fans about how wonderful their college football team. You know: – Ducks this, Beavers that… yeah, yeah.

This year has been bleep-blop in the universe. This is a very

technical scientific term. Kind of like a black divot in the golf course of the universe.

Yes the Duckies and Beaverettes appear to be pretty hot stuff.

Here is a simple solution to fix our divot. Any state with dopey football team names like Ducks and Beavers cannot be better than Huskies and Cougars. We win by virtue of the fact we have the cooler names. Divot fixed. Now don’t well all feel better. I know I do.

• There are very few TV shows I watch beyond movies

My grandfather Elfers loved to argue, and on one occasion when I was about 10 years old, I saw him get a glint in his eye, and raise his voice as he talked about politics. I, too, became interested in politics and later ran for public office. I, too, love to argue and discuss what’s going on in the world. That’s partly why I write this column.

My grandfather Hurly died when I was only 1 year old. I never knew him, yet his life and choices left a legacy that still influences my think-ing today.

As I think about my grandfathers and their influence on me, I under-stand that we all leave an example for younger generations whether we real-ize it or not.

By discussing my ancestors’ lega-cies, I hope you will reflect on your own past and gain a deeper under-standing of the people who shaped you.

My mother’s father was a judge in eastern Montana, and served on the state Supreme Court for a time. He never went to college. Instead he went to Washington D.C. and worked for a senator, reading the senator’s law books to learn the law and then pass the bar exam.

He put his name on a shingle and hung it above his office door in Glasgow, Mont., where he prac-ticed law, eventually running for and winning a judgeship. Because of his influence, his son, my Uncle Robert, practiced law in that same town until his death last year at the age of 89.

My Aunt Jean, Uncle Robert’s sis-ter, married a man who was elected as prosecuting attorney for 30 years. Their emphasis on learning and studying and aiming high set the tone for my own life that I absorbed sub-consciously as a child.

My grandmother Hurly had the vision to get the cousins to spend time with each other every year to develop connections. At her promptings, my mother’s family met each summer at Whitefish Lake, Mont., for a family

reunion.My grandmother knew that those

connections would form a founda-tion for relationships in adulthood. In retrospect, I’ve found that if you don’t connect with your relatives as a child you probably won’t have relationships with them as adults.

Grandma Hurly also kept active into her 70s and 80s; taking courses at Montana State University and enter-ing advertising jingle contests, win-ning prizes for her efforts. She and her daughter, Aunt Jean, taught me to keep active your whole life, and to keep exercising when you get old. My grandmother lived to 90, and my aunt lived to 96.

From my own father I learned to get up every weekday morning to go to your job whether you felt like it or not. He also used to study for his elec-trical engineering degree after work every night. As a result, I find myself studying and writing into the evening hours as well.

There are other relatives I could mention who taught me lessons about life, both by the good they did, and by the mistakes they made. Can’t you do

older than I am. I hate all reality shows. Real-ity is bad enough without broadcasting it on multiple channels.

However, in the morn-ing before work I do like to listen to First Take, the de-bate sports show between Skippy Bayless and Ste-phen A. Smith moderated by Cari Champion.

The presidential debates would have been more en-tertaining and enlighten-ing if it had been more like Skippy and Stephen A.

Imagine the poll num-bers if Mitt Romney and Barack Obama were yell-ing at each other about the replacement refs and the hot call giving the Sea-hawks the win over Green Bay. Now there is a fiscal cliff that matters.

I have taken undue criti-cism from some sports writers because I like these

guys on First Take. Usually this is criticism

from bullpen sports au-thorities who couldn’t pick a winner with God’s help.

Let me tell you what would happen if God did try to help a sports writer: “He’s God. What does he know about sports?”

I try to tell my staff that God is sort of like an edi-tor. He knows more than everyone but my know-it-all daughter, which seems unfair to me. That is a problem with the universe I have no technical term for yet.

Another issue I have re-ceived considerable deri-sion about in the Courier-Herald newsroom about the single most important issue facing our society to-day. Could Superman beat Dr. Strange?

I have proven through superior logic that the magic amulet would put Dr. Strange over the top decisively. And let’s not

forget the most important point in my winning argu-ment. Dr. Strange has the coolest cape. We have gone over this many times, but it escapes my younger co-horts. Age brings a special knowledge about capes

After considerable con-templation on my part (about 10 seconds), I have decided it is important to establish I am the one who gets to be right about sports, Skippy and Stephen A. and Dr. Strange and who my daughter should date.

I do admit that there will be times in 2013 when it will appear I am not right.

I think we all now know the answer to this dilem-ma.

It is the bleep-blop in the universe, the black divot and that means I’m right.

Apparent divots in the universe do happen, but it all just vanities.

Garbage pickups shifted this week due to holiday

Garbage pickup within Bonney Lake city limits this week will mirrorlast week’s holiday schedule.

There will be no change for residents who normally have garbage picked up on Monday, but all other pickup days will be shifted by one day due to the New Year’s

holiday.For example, normal Tuesday pick-

ups will be pushed to Wednesday, Jan. 2. Wednesday pickups will be made Thursday, Jan. 3.

The pattern repeats for all pickups through the end of the week.

Christmas trees can be placed in yard waste bins. Pierce County residents may also “treecycle” at transfer stations.

As we age, and watch our loved ones grow older, it’s important to think about – and plan for – a time when we may no lon-ger be able to drive. But how do we decide when it’s time to transition from driver to passenger?

In our busy suburban communities driv-ing is essential to an independent lifestyle, and the decision to stop driving is a sensi-tive, personal one. In addition to creating practical challenges, giving up driving may stir feelings of anger, frustration, isolation and depression, so it is not to be taken lightly.

With the significance of driving in mind, family members can help older drivers make the transition from driver to pas-senger. But how do you initiate the dif-ficult conversation? The experts at AARP Driver Safety and The Hartford offer some advice.

First, help older drivers stay safe behind the wheel for as long as possible. Adult children can help aging parents regularly maintain their vehicles. And if it’s time for a new car, adult children can help iden-tify choices with new technologies that can enhance safe driving, like reverse moni-toring systems. Older drivers can brush up on their driving skills with AARP Driver Safety’s course, which is specifi-cally designed to help people 50 and older refresh their driving skills. Second, family members should observe an older loved one’s driving by taking a

ride as passenger and keeping an eye out for warning signs. It’s important to look for changes in driving abilities. These signs include:

• Frequent “close calls” or near-crashes• Unexplained dents or scrapes on vehi-

cles, fences, mailboxes, garage doors, etc.• Getting lost, even in familiar locations• Difficulty seeing or following traffic

signals, road signs and pavement mark-ings

• Slower responses to unexpected situ-ations, trouble moving the driving foot from the gas to the brake, and confusing the two pedals

• Misjudging gaps in traffic at intersec-tions or on highway entrance and exit ramps

• Easily becoming distracted while driv-ing

• Difficulty turning around to check the rear view while backing up or changing lanes

• Receiving multiple tickets or warnings from law enforcement officers.

Third, if you notice a pattern of warn-ing signs and an increase in frequency, then it’s time to initiate a conversation. It’s important to choose the right time, place and messenger.

“It’s important that the right person ini-

tiate the conversation,” said Jodi Olshevski, a gerontologist and assistant vice president at The Hartford. “Research indicates that 50 percent of married drivers prefer to hear about driving concerns from their spouses first, then doctors and finally adult chil-dren. Whoever initiates the conversation should have a strong rapport with the older driver. ““Whoever it is should be empa-thetic, armed with facts about her driving and able to offer ideas for alternative trans-portation if needed,” Olshevski said.

Avoid bringing up the topic of driving during family gatherings. Instead, look for a quiet, private time when all parties involved will have privacy and minimal distractions.

compromise that would install a $2 million “back-

bone” system, complete with a 5 percent – $97,000 – buy-in from the land-owners. The compromise also included a change in city code to allow Eastown

businesses to use their sep-tic tanks, as well as create a $2 million fund to help the city negotiate with poten-tial developers through developer agreements.

During the last meet-ing of the year, the council unanimously passed the compromise package and construction is expected to begin in the spring with a pipes in the ground and ready to go by fall of 2013.

2 Robert Bales and the Panjwai Massacre

On March 11, 16 civilians were shot and killed, and six more wounded across two villages in the Panjwai District of Kandahar, Afghanistan. Nine vic-tims were children; some of the bodies were par-tially burned. Within two days, the U.S. Army and Secretary of Defense pub-licly alleged Staff Sergeant Robert Bales, a family man from Lake Tapps on his fourth deployment, had informally admitted to sole responsibility for the kill-ings upon returning to base on foot. If so, he quickly changed his tune, and has since only communicated to the military and public through his lawyer John Henry Browne.

The killings — allegedly

perpetrated by a man with no history of mental ill-ness or military behavioral problems, and a relatively mundane civilian criminal record — sparked a brief national debate whether traumatic brain injury and excessive deployments were partially responsible for the violence.

Bales was transferred to Fort Leavenworth, Kansas, where he remains in cus-tody. A preliminary Article 32 hearing ended Nov. 13, with the prosecution rec-ommending the death pen-alty. A court martial has been approved, but has not been scheduled. If a mili-tary court finds Bales guilty and sentences him to death, it will mark the first time a U.S. service man has been executed in more than 50 years.

1 Three summer deaths on Lake Tapps

It started June 21 with a story no one hopes to hear. Quentin Boggan, a 16-year-old who had just a few hours earlier completed his fresh-man year at Bonney Lake High School, drowned in the Allan Yorke Park sec-tion of Lake Tapps while swimming with friends and family.

The community response to the death of the well-liked boy was immediate; Panther football coaches held an emergency meet-

ing for the team that night, followed by a candlelight vigil around the campus graffiti rock. The initial report of Boggan’s death quickly became — and remains — the most-read story ever on the Courier-Herald website. Less than a week later, friends of the Boggan family created a donation fund to ease after-death expenses. The city of Bonney Lake made plans to remove its floating dock — a park attraction officials feared was enticing swim-mers into freezing water — put up warning signs and install a 911 call box, all of which was completed by the end of the season. Some community members called for lifeguards to be posted lakeside, which was discussed in the council’s Public Safety Committee, but did not reach the coun-cil level.

If only the story had ended then.

Before summer’s end, two more young men would drown in Lake Tapps — this time in Lake Tapps North County Park in unincor-porated Pierce. Marcus Henderson, a 20-year-old musician visiting from Minnesota, drowned July 21. Marques Weekly, a 19-year-old Kentridge High graduate, drowned Aug. 5.

Both men went under within the boundaries of

the park’s swimming area; during a popular, swim-mer-heavy summer for the lake, their deaths were perplexing freak accidents. Still, East Pierce Fire and Rescue issued safety warn-ings reminding swimmers of Tapps’ unpredictable temperatures due to glacial water flow.

To date, the summer of 2012 is tied for Lake Tapps’ deadliest, with the summer of 2010.

The city is partner-ing with local school dis-tricts and Cascade Water Alliance in 2013 for a new lake awareness program, expected to debut in April.
