For most of us, we tend to hit the ground running at the start of a new year, and 2016 is proving to be no different, even with the market downturn. The Houston BOMA team has been hard at work to develop new programs per the 2016 Strategic Plan and to kick-off our annual programs and events.

The Houston BOMA Foundation was launched to provide funding for education, scholarships and research, as well as collegiate outreach to educate students about property management as a career choice. If you have not yet made a donation to the Foundation, please strongly consider doing so. Your donations will help build a solid talent base and secure the future of our industry.

The Leadership Lyceum pro-gram continues to gain momentum year after year, as indicated by the impressive number of applicants for 2016. We are excited to teach the 2016 Leadership Lyceum class more about BOMA, how BOMA works for them and the industry, and help them further their career development. As we could only take a fixed number of applicants, we encourage those that are not in the 2016 Class to apply again for 2017!

In January, the annual TOBY Awards Banquet was held during which we celebrated the 7 building

entrants who will all be moving on to the Southwest Region TOBY competition on April 2. We wish you all the best of luck in Little Rock!

In February, Houston BOMA leadership attended the BOMA International Winter Business Meet-ing in Washington, D.C. We had the opportunity to go to Capitol Hill and meet with representatives from our districts to advocate for 3 of BOMA International’s priority issues: ADA reform, fire sprinkler tax incentives and tax incentives for energy efficiency upgrades. Meetings were held with Rep. Ted Poe, Rep. Pete Olson and staffers in the offices of Sen. Ted Cruz, Sen. John Cornyn, Rep. Al Green, Rep. Sheila Jackson Lee, and Rep. Mike McCaul. Since the second session of the 114th Con-gress was in progress, and coupled with the Iowa Caucus, Capitol Hill was energized with activity. It was a unique experience to meet with Sen. Ted Cruz’s office the day after he won the Iowa Caucus.

On the Allied Professional front, the Allied Professional Advisory Com-mittee will hold their first quarterly meeting on February 18 to discuss feedback on participation, vendor appreciation and added benefits amongst other things. Additionally, the annual BOMA Business Exchange is coming up on March 10. This re-

verse tradeshow provides a valuable opportunity for Property Managers to meet Allied Professional members and make new connections, while raising funds for our BAC PAC. This event always proves to be a big hit for our Allied Professional partners.

The month of April will host several events including the Houston BOMA Crawfish Boil on March 24 at Little Woodrow’s on Brazos Street, commencement of the 5-week Foun-dations of Real Estate Management course and the annual BOMA BAC PAC Sporting Clays Tournament. The Sporting Clays Tournament will be held on April 26 at a new venue, Greater Houston Gun Club. Please be sure to attend as all proceeds from the tournament benefit the BAC PAC, Houston BOMA’s political action committee, which advances the in-terests of the commercial real estate industry. Finally, I would like to thank the BOMA staff, committees and members for their hard work and participation thus far in 2016. As we all know, you get back what you give, so let’s continue to invest our time and energy in BOMA to keep it the premier commercial real estate association in Houston. n

Few things inspire a sense of patriotism as the iconic monuments in Washington, DC. It is difficult to look at the Washington Monument, Vietnam Veterans Memorial, the World War II Memorial or any of the thousands of other icons in Washington, DC, without feeling that spark of pride in a coun-

try that has inspired its citizens to sacrifice so much for freedom. Despite the happenings in the halls of Congress these days and the negativity it invokes, the City itself is a really great place to visit and is a place of such rich history it’s really difficult to leave not wanting more.

A group of your fellow Houston BOMA members visited Washington, DC, recently and participated in the BOMA International National Issues Conference. A big part of the conference was our “day on the Hill” where we visited with Congressmen from the Houston area on issues of impor-tance to commercial real estate. We had meetings with Congressmen Mike McCaul (R-10), Gene Green (D-29), Al Green (D-9), Ted Poe (R-2), Pete Olson (R-22), Sheila Jackson Lee (D-18) and Senators Ted Cruz (R) and John Cornyn (R). We had excellent visits and shared BOMA’s position on three important issues:

HR 3765 the ADA Education and Reform Act of 2015, amends the American’s with Disabilities Act of 1990 to curb the practice of “drive by” lawsuits. The legislation calls for a notice and cure period prior to the

commencement of any ADA noncompliance lawsuit. Providing building owners with a written notice of the barrier to entry that is specific enough to allow the owner to identify the issue and correct it is fair to both parties and maintains the intent and integrity of the law. The bill calls for a 60-day period for the owner to commu-nicate the planned remedy and an additional 120-day period to become complaint or make substantial progress. The bill also includes a provision to treat vague and misleading demand letters as an unlawful practice punishable by a fine. We supported this legislation that protects the commercial real estate industry from “drive by” lawsuits by imposing notice and a compli-ance opportunity before commencement of a private civil action under the ADA.

The energy efficient commercial buildings deduction (179D) was extended through 2016 in the PATH Act. The provision provides for an accelerated deduction of up to $1.80 per square foot for energy efficient upgrades that achieve a 50 percent reduction in annual energy cost to the user, compared to a base building defined by the ASHRAE/IESNA 90.1-2007 Standard. Partial credit is also available. The deduction will expire on December 31, 2016. While BOMA applauds the extension of this tax deduction to help buildings strive for greater efficiency, changes

proposed in previous sessions of Congress would help to improve its usefulness to building owners and achieve the industry’s goal of voluntary market transformation for existing buildings. In our visits, we pushed for further extensions and incentives for energy efficiency projects.

And lastly we encouraged passage of existing legislation (the Fire Sprinkler Incentive Act (S. 2068)) which would allow building owners to depreciate over 15 years (currently 39 years) newly installed automated sprinkler systems. The bill also provides an option to certain small businesses to take a section 179 tax deduction on the installation of new sprinkler systems. In the House of Representatives, Rep. Tom Reed (R-N.Y.) has introduced companion legislation (H.R. 3591).

Visiting with our elected leaders was time well spent as it not only put faces with Houston BOMA, but allowed us to continue to expand exposure of the BOMA brand.

Here locally we are welcoming a new Mayor (Sylvester Turner) and five new members of City Council. Members of our Legislative Advocacy Committee will be meeting with all of them at the end of February to share our Houston policy positions as well as discuss the impact of prop-erty valuations without rate rollbacks; support keeping the revenue cap in place to control

government spending; our opposition to energy benchmarking mandates; and, re-questing quick improvements to the permit-ting process to allow for faster tenant space turnaround. More on that next issue. n

member to the quickly-expanding Liberty Kitchen family with Little Liberty in Rice Village. Borrowing both menu items and décor inspiration from its counterparts, Little Liberty offers a creative twist on traditional Cajun seafood and Southern cuisine, but stands apart as a more accessible option for casual diners.

The location keeps the group’s signature coastal flare with rustic wood floors and tables, but adds large tables and booths, a bigger children’s menu, and whimsical touches like cowboy-themed wallpaper to give the atmosphere a more family-friendly feel. Counter service for the restaurants’ daily selection of desserts, coffees, yogurts and juices appeal to Village shoppers or employees on-the-go, while the bar’s wide selection of wine and beer options, as well as classic cocktails with personality, like the Lil’ Lib Mule or Liberty New Fashioned, help establish the restaurant as a happy hour hotspot.

Diners have plenty to choose from with a variety of seafood, salads, pizzas, burgers and baguette sandwiches on the menu, but the standout dishes are

the many Liberty Kitchen-inspired plates without the upscale price tag.
