those who face i t with absolute and downright oppo

s i t i o n . I t m o b i l i s e s r e c k l e s s l y t h e l o w e r g r ad e s o f m a n k i n d

which exist among the dregs of every nation and are opposed

to the State a n d the id eas w h i c h s us ta in i t . I t i s the o r g a ni

sation of the lowest instincts of a people aiming at the

d es truc t io n o f a l l p ro d uc t iv e and v aluable e lements in a rac e .

I t usually seizes upon a group that holds poli t ical power

w h i c h i s b a s e d u p o n a b r u t i s h m i n o r i t y a n d w h i c h i s d e t e r

m i n e d t o r e a c h i t s f i n a l p o l i t i c a l a i m w i t h u n s c r u p u l o u s a n dc r i m i n a l t a c t i c s .

B u t t h e B o l s h e v i c r e a d i n e s s f o r t a c t i c a l c o m p r o m i s e s m u s t

no t be tak en as a wi l l ing nes s to c o mp ro mis e as far as their

p r inc ip les are c o nc erned . A t bo tto m , B o ls h ev is m k n o w s no

compromise. I f i t makes a compromise, that is only done for

one reason, i .e . to use it as a means to seize unlimited power.

It does not hesitate to cut the throats of those who havehelped it to gain power after they have gained it . Not a very

a l l u r i n g p ro s p ec t f o r tho s e bo u rg e o is p o l i t i c i an s o f s o me o f

the West-European states who st i l l bel ieve that the st ing may

b e t a k en f r o m B o l s h e v i s m b y t h e t a m e r F r o n t P o p u l a i r e .

B o l s h ev is m is the d i c t at o r s h ip o f the in fe r i o r . I t s eizes

power by means of falsehoods, i t maintains power by means

of force. To be able to combat it , one must know it thoroughly

a n d one mu st hav e pe ne tra te d in to its deepest secre ts . T h e

more worthy forces of a nation have to be mobil ized to ex

terminate i t , s ince i t is the organisation of everything that may

be cal led the anti -racial forces of the people.

There i s o ne s p here in p art ic ular wherein Bo ls hev is m has

sh ow n i ts ma ster y, i . e . that of negative pr op ag an da . I t gains

a foothold among the nations by means of l ies and hypocrisy .

It aims at presenting a garbled picture of the nature and inner

fo rm o f th is p o l i t i c a l mad nes s . Lenin , the F ather o f the

be possible and i t has been successful in surpris ing and

w i n n i n g o v e r m a n y u n s u s p i c i o u s p e o p l e .

In accordance with the very nature of Bolshevism, i ts prop ag and a is in te rn at io na l a n d ag g res s iv e . I t a ims at the

radical isation of al l the nations of the world to bring about

an arc hy an d B o ls he v is m . I t has got t remend ous s up p l ies

of fu nd s at its dis po sal w h i c h are unl im it ed because the

p eo p le in o rd e r to s p end the m o ne y fo r th is p urp o s e . T h is

k in d o f p ro p ag and a is p art i c u lar ly in s id io us fo r o uts id e

countries because i t is supported by the Communist parties

of those countries, i .e. by the respective foreign sections of

the C o m in te rn . T he c o mm uni s t p art ies o uts id e o f R us s ia are

no thing but fo re ig n leg io ns o f the C o mintern . W ith their

support , Bolshevism organises and lays out ingenious plans

of international sedit ion which are very diff icult to attack

because they hav e the ir ro o ts in the p o l i t i c a l an d na t i o n al

lif e of the respective nation s. I t must be estimated as themost threatening peril to a state to allow the existence of a

d o m e s t i c p a r t y w h i c h t a k e s i t s o r d e r s f r o m t h e a u t h o r i t i e s

o f a fo re ig n c o untry . Ex p er ienc e s ho ws that c o untr ies where

a strong Communist party exists are more or less subject to

the d ic tates o f S ta l in with reg ard to their H o me- So c ia l -E c o n o m i c - M i l i t a r y - a n d F o r e i g n P o l i c y . W h e n c o n c l u d i n g a

treaty , o ne o f the W es tern Euro p ean G reat Po wers had , fo r

example, to make the request f irst that the Communist party

that exists on i ts o w n soi l sh ou ld be ordered fr om M os co w to

s to p und ermining the army and v eto ing the c red i ts fo r mi l i t

ary purposes.

The Communist sections in the various countries are ordered

to prepare and to carry through the Bolshevist revolution.

They are s up p l ied with abund ant fund s , unequaled any where

else, to carry on this ingenious propaganda for which

M o s c o w has la id o ut the m o d el . T his p ro p ag an d a has

on ly one object an d pu rpo se. I t aim s at deceiv ing the oth er

nations as to the true nature of Bolshevism and either to pre

vent the leaking out of facts from Soviet Russia or to falsifythem, so that they lose their value as reliable news. The reason

for such a policy is that the Soviet Union cannot allow the

truth about i ts domestic conditions to be known, particularly

no t in W es tern E ur o p e, wi th i ts mo re c iv i l ized an d inte l l ig ent

ci t izens . The poison of the Bolshevist theory may be al luring

and entic ing, but Bolshevism in practice is terr ible and horror-

str iki ng . I ts w ay is m ar ke d by mountain s of skeletons . A nocean of blood a n d tears floods that unh app y tract . H u m a n l i fe

h as l os t a l l v a l u e. T e r r o r i s m , m u r d e r , b e s t i a l i t y — t h e s e a re

the trails that characterize every Bolshevist revolution, whether

it be successful, as in Russia, or fail and be suppressed, as in

H u n g a r y , B a v a r i a , t h e R u h r d i s t r i c t a n d B e r l i n , o r s t i l l f i g h

ting for power as is the case in Spain today.

W hen Bo ls hev is m has g ained c o ntro l i t s to p s wo rry ing abo ut

contradictions between theory and practice: carbines and

m ac hi ne guns then ho ld the fi el d. B ut anyw her e else, out side of

i ts home terri tory, i t uses i ts ingeniously devised propaganda

machinery to deceive the world as to its own true nature.Bourgeois people in Europe have not the slightest knowledge

of how these facts are proceeding. They try to avoid a decision

by mouthing the same phrase over and over again, namely,

that nobody is allowed to interfere in the domestic affairs of a

foreign country . But what is a real i ty now in Russia, what is

fought for and against in Spain and what is fatal ly preparing

i ts way in o ther Euro p ean States — that i s a matter o f c o nc ernfor the whole world. I t is no longer a problem that can be dealt

with by those who theorise about the various outlooks on life

( W e l t a n s c h a u u n g s t h e o r e t i k e r ) , i t i s r a th e r a

matter of grave concern for statesmen all over the world. They

will have to tackle this problem unless they wish to become

r e s p o n s i b l e f o r t h e f u t u r e d e v e l o p m e n t w h i c h — b e c a u s e o f

their neg l ig enc e— wil l p us h Euro p e into the mo s t s ev ere c r is is

and ev entual ly into ruin . The p ro blem o f Bo ls hev is m as i t fac es

Europe today is a question of to be or not to be. Here and

now the souls of men are ranged on the one side or the other.

A definite side will have to be taken either against or in favour

o f B o ls he v is m an d a l l c o nsequenc es res ul ting therefro m w i l l

have to be accepted.

Another problem must be sett led. The problem of the role

w h i c h J e w r y p l a y s i n r e l a t i o n t o B o l s h e v i s m . O n l y i n G e r m a n ycan i t be openly discussed, s ince i t would be dangerous in

a n y o th e r c o u n t r y — a s w a s a l so the ca se i n G e r m a n y n o t

s o m a n y y ea rs a g o — e v e n t o m e nt io n th e J e w r y b y n a m e .

There can be no doubt that Jews are the founders of Bolshevism

and that it is they w h o represent it . T he old le ad in g cla ss in

Russia has been so completely eliminated that no other leader

ship group was left but the Jews. Every confl ict within Bolshevism is therefore more or less a family confl ict among Jews.

T he recent executions in M os co w , i .e. the sho otin g of Je w s by

J ew s, c a n o n l y b e u n d e r s t o o d o n m otives o f th irs t f o r p o w e r

and det erm ina tion to des tro y a l l opponents. T he bel ie f th a t J ew s

disintegration and destruction of decency and culture for thed i a b o l i c p u r p o s e o f d e s t r o y i n g t h e n a t i o n s c o u l d h a v e b e e n

bo rn o nly in the Jewis h brain , j us t as Bo ls hev ic p rac t ic e , wi th

al l i ts ho rr i fy ing c ruel ty , i s o nly p o s s ible when manip ulated

by the Jews . I n ac c o rd anc e with their nature thes e Jews d o

n o t s h o w t h e i r f a c e s i n t h e o p e n . T h e y w o r k u n d e r g r o u n d a n d ,

in Western Europe they try to deny that they have anything

But we have found them out and, what is more, we are the

only people in the world who have the courage to call the

attention of mankind to these capital cr iminals . We are not

afraid of any consequences and cal l them by their r ight name.

There was a t ime in G ermany when any o ne who c al led a Jew

a Jew was sent to prison. But in spite of that we dared to doi t . E v e n to d ay the w o r ld v e ry o f ten o bjec ts , w i t h no ble

res tra int o r ev en with wel l -s tag ed mo ral d is ap p ro v al , when

J e w s a re c a lled J ew s o r B o ls h e v ists are c a l led c a p i t a l c r i m i

nals . But we are convinced that we shal l eventually succeed in

opening the eyes of the world so as to make them see the true

face o f J ew ry a nd B o l s h ev is m j us t as w el l as we s uc c eed ed in

c o n v i n c i n g G e r m a n y o f t h e p e r i l o u s p a r a s i t i c c h a r a c t e r o f

that race. In the m ean tim e we sh al l not t ire of p o in ti n g to

this fa ta l d ang er and ap p eal ing to the at tent io n o f a l l the

people who are undergoing terrible cr ises and upheavals ,

p r o c l a i m i n g : " T h e J e w s a r e t o b l a m e ! T h e J e w s a r e t o b l a m e ! "

T hi s charge w i l l be l ik e a las h in the faces of th e Jew s, dist or

ted as they are by hate. It won't help them either if they tryto adopt the camouflage of democratic forms. That method is

just a bit to o ingenious to im p re s s in te l l ig en t p eo p le . I t is o n l y

a ruse to catch the intel lectual phil is t ines . They welcome this

slogan because it enables them to fight shy of a decision. This

part of the so-cal led National Social is t Dictatorship, is engulfedin terror , bloo d an d m ur de r . E ve ry few years the B olshevist

feel the necessity of recommending themselves to Europe after

a p er io d o f brutal terro r is m. Then s ud d enly c anard s are le t

loose by the Communist propaganda bureaus, empty promises

that a new consti tution wil l be introduced, that the universal

ballot etc . will be granted to Russia. But all these promises are

falsehoods, speculating upon the short memories and proverbial

mental iner tnes s o f narro w-mind ed p hi l i s t ines . I n real i ty

Bolshevism is the crassest rule of blood and terror that the

world has ever experienced. The Jews have planned i t in order

to make it impossible for power to be taken out of their hands,

an d i t is Je ws wh o are exercis in g i t . We N at io na l Social is ts ,

to justi fy and consolidate our national power honourably, have

appealed to the country again and again, almost year after year,through general elections in which the laws of the secret ballot

are observed. Bolshevism talks of People and the Country

of Workers and Peasants ; but on i ts face is imprinted the

w o r d F o r c e .

For the most part this idea is the product of his own brain.

Then propaganda comes to his aid. I ts means of working formsa picture of Bolshevism according to the mental i ty of a person

or a group of persons or of a nation. I t is all artificially

managed. There is no real basis of truth in it . I t may easily

best and most honourable tr ibutes to the character of our

poli t ical s truggle. We tear the mask from their faces and show

them to the wo rld in their t rue ap p earanc e .

I t has alr ea dy been stated tha t the concept w h i c h va rio us

p eo p le and nat io ns fo rm o f Bo ls hev is m is a s p ec ia l o utc o me o f

B ols he vic p ro pa ga nd a. A great part of the art of dece ption

consists , for instance, in m a k i n g peo ple bel ieve that the M o sc ow

G o v e r n m e n t h a s n o t h i n g a t a l l t o d o w i t h t he C o m i n t e r n . T h a t

is about the most barefaced and brazen swindle that can be

imag ined ; bec aus e there i s o nly a d iv is io n o f ad minis trat io n

between the So v iet G o v e rnm en t an d the C o m in te rn . B ut tothink that one is independent of the other would be l ike be

l i e v i n g t h a t t h e N a t i o n a l S o c i a l i s t M o v e m e n t h a s n o t h i n g t o d o

w i t h t h e N a t i o n a l S o c i a l i s t G o v e r n m e n t .

Bolshevistic propaganda operates on a broad scale . I ts purpose

is to br in g the w o r ld to d es tru c t io n . I n fo re ig n c o un tr ies i t

i s m i s t a k e n l y i n t e r p r e t e d . T h e s e n a i v e p e o p le w h o a c c ep t i t

are ge ne ra l ly the most n a iv e of the naiv e. B ut the y exist a n dthey hav e a c er ta in ef fec t o f their o wn.

B ut the Jew s k n o w exac t ly wh at is about to ha pp en . In

one of their last efforts they have striven to mobil ize al l the

force s of t h e world a ga in st Ge rma n y. T h e y wa n t t o s t re n gt h e n

t h e ir powe r by a fe ve rish ru sh of a rma me n t . In Na t ion a l

Social ist Germany they see a constant danger to their own

e xist e n ce . In R u ss ia J u d a i sm h a s e st a bl ish e d a h om e fo r

its elf w h i c h they ne ver thought w o u l d be endang ered . Up to

ninety-eight percent , i t represents the new bourgeois class

a m o n g t h e S o v i e t s — k n a v e s , f a t l i n g s , d i s s e m b l e r s , i n t r i g u e r s

and plotters , back-slappers and frivolous people . These Jews

wh o h a ve n ow a t t a in e d h igh posi t ion s a re a ble t o e xe rc ise

t h e ir pe t t y swin dle s , ove r a la rge -sca le a re a , on 16 0 mil l ion

p e o p l e . T h e y a r e r u t h l e s s t y r a n t s , a b s o l u t e l y w i t h o u t p r i n c iple . T h e y in f l ic t t h e mse lve s on t h e pe ople l ike a u n ive rsa l

scourge, the purpose of which is to spread catastrophe.

I have already laid stress on the fact that Bolshevist pro

paganda is sufficient ly astute to adjust i ts teaching to i ts

hea rer s . I t can be ra d ic a l or mo der ate to suit the oc ca si on .

W h e n t he t e r r o r i s t , D i m i t r o f f , sp e a k s b e fo r e t h e C o m i n t e r n

But how is the s i tuation in Soviet Russia? The price of bread

ro s e f ro m 9 to 7 5 Ko p ek s p er k i lo g ramm within the y ears

between 1928 and 1935. The monthly wage of a Soviet worker

has fallen 78.5 percent measured by the quantity of bread

w h ic h the w o rk er c an bu y . I f the R us s ia n w o r k e r w an ts to

earn eno ugh to l ive he has to w o rk acco rd ing to the S tach ano ff

system which has raised the norm so much above the average

that the mass of workers can never reach it . The result is that

the average Russian worker gets lower wages .

the Soviet Union. He wrote that he had two large rooms for

The Russian worker has to spend for his s imple food which

consists only of bread, cabbage soup and gruel, not less than

75 percent of his total income. He would have to spend twice

the amount of the average wage to attain the standard of l iving

shows itself in the fact that, without having the right to

ap p eal fo r p ro tec t io n, wo men are fo rc ed to s ubmit and

surrender themselves to the arbitrary demands of the men

and they hav e to earn their l iv el iho o d by heav y manual

labour. Even in the labour-camps, which have the worstreputation, there are more than one mil l ion women.

Furthermore Bolshevist propaganda asserts that the woman

is released from the burden of having to look after her

c h il d re n . T h is task is taken over by the Soviet State i tsel f .

At the same t ime the off ic ial party press is forced to acknow

led g e that the army o f wai fs and y o uthful c r iminals i s

when it declares that in the bourgeois social order prostitut

"freedom of speech and of the press" is mentioned, in a

death, as we have just experienced in the tr ial of the Trotz

ky is ts . T hi s system speaks of the " in vio lab i l i t y of the pe rs on

thousands of distracted persons and shoots them or deports

In the Pol ish-Soviet frontier distr ict 18 ,000 peasants of

cattle trucks and sent to Siberia.

187,000 in Ju ne an d to over 225,000 in A ug us t, 1936. D u r i n gthe s ame p er io d the number o f mi l i tary y o uth o rg anizat io ns

w a s q u a d r u p l e d . T h e n u m b e r o f v ot es i n c r e a s e d f r o m

790,000 to 1,500,000, a third of which were recorded in grea

F r e n c h C h a m b e r i n cr e a se d f r o m 1 0 t o 7 3. T h e c i r c u l a t i o n

of the newspaper "Humanit" rose from 154,000 in 1933 to

750,000 for a time in 1936. D u r i n g the electoral cam pa ig n fo rmembership in the Chamber, in 1936, 27 mil l ion pamphlets

were distr ibuted by the Communist propaganda headquarters .

trade unions increased in me mb ersh ip fro m 800,000 in M a y of

this year to 4,300,000 in August.

France is also proceeding to fol low the example of the

But nothing provides us with a better object lesson, nothing

They are p rac t ic a l ly the real izat io n o f the " F ro nt Po p ulaire"

p lan, whic h has at ta ined o nly i ts p re l iminary s tag e in F ranc e ,

but has reached its highest point of development in Spain.

Dimitroff had announced the plan of action under a Front

Populaire government when he said that the exercise of the

powers of a government of this kind was to be util ized toprepare the masses for the revolution, and that they should

arm themselves for the Socialist revolution, because Soviet

power alone could provide salvation.

The Sp anis h d eleg ate , V entura , anno unc ed that the ex ac t

p ro g ramme was as fo l lo ws : " The Sp anis h p ro letar iat and o ur

p a r t y . . . w i l l o v erthr o w F a s c i s m an d the p o w er o f the

bourgeois and the owners of the large estates once and for all,

p r o u d l y m a r c h i n g t o w a r d s v i c t o r y . "

Before the murder of the monarchist leader Calvo Sotelo,

which took place on July 13, 269 l ives had already been

s ac r i f ic ed to the murd ero us C o mmunis t p es t . The F renc h

jo u r n a l i s t A r m i n j o n reported , fo r ex am p le , that in M u r c i a the

mob seized upon two young men who had been said to beFasc ists . T he y were ma ltreat ed on the street, and fi n al ly a

woman seized a butcher's hatchet and beheaded them both.

T h i s occ ur red on M a rc h 16, and the names of the two me n

w e r e P e d r o C u t i l l a s a n d A n t o n i o M a r t i n e z .

The Press throughout the world had f inal ly to print
