ADULT AND AGING COMMISSION ESTABLISHED: Resolution No. 94-1380, adopted October 25, 1994,

amended by Resolution No. 2000-0024 adopted on January 11, 2000.

PURPOSE: The purpose of this Commission serves as an advisory body

to the Board of Supervisors on planning and policy issues relating to the elderly and dependent adults.

MEMBERSHIP: Fifteen to twenty-one members who are residents of

Sacramento County, representative of the County's geographic areas, focal points and neighborhoods, consumers and providers, and ethnic and minority populations. (A majority of the members shall be at least 50 years of age.) A member of the Board of Supervisors, or a designated representative of the Board of Supervisors, and a member of the Sacramento City Council, or a designated representative of the City Council, shall serve as an ex-officio, non-voting member.

SACRAMENTO COUNTY ALCOHOL AND DRUG ADVISORY BOARD

FORMERLY THE ADVISORY BOARD ON ALCOHOL AND DRUG PROGRAMS

ESTABLISHED: Resolution No. 92-0040; amended by Resolution

No. 95-1291 adopted November 7, 1995. Amended by Resolution No. 99-0337 adopted March 30, 1999, Resolution No. 2002-1512 adopted December 10, 2002 and Resolution No. 2015-0875 adopted November 17, 3015 (name change).

PURPOSE: The purpose of the Advisory Board shall be: - to participate in the planning process and review of

procedures used to ensure community involvement, at all stages of the planning process leading to the formulation and adoption of the county alcohol and drug program plans.

- to advise the County Alcohol and Drug Programs Administrator and the Board of Supervisors on policies and goals of the County alcohol and other drug programs and on any other related matters that either party may refer to the Advisory Board, or that are raised by the Advisory Board.

- to encourage and educate the public to understand the nature of alcohol and other drug problems, and encourage support throughout the County for development and implementation of effective programs.

- to review the community's alcohol and other drug program needs, services, facilities, and special programs.

MEMBERSHIP: Twenty members. Twelve public members – five of the

twelve shall have expertise in alcohol and drug prevention, treatment and recovery services. Eight public service members – will represent their respective service domains and will include representative from child welfare, adult services, health (public or primary care), human assistance and/or criminal justice (police, sheriff and probation).

AMERICAN RIVER PARKWAY ADVISORY COMMITTEE (AD HOC)

ESTABLISHED: Formed in 1986; amended on September 26, 1995, and

amended on March 16, 2004 by Resolution No. 2004-0264.

PURPOSE: The purpose of this committee is to serve as called upon by

the Recreation and Park Commission and/or the Department of Regional Parks, Recreation and Open Space to advise on matters related to compliance, review and implementation of the American River Parkway Plan and to serve as the initial deliberative body on issues affecting the Parkway.

ARDEN ARCADE COMMUNITY PLANNING ADVISORY COUNCIL ESTABLISHED: Ordinance Nos. SCC-1400 and SZC-2008-0024 adopted

September 24, 2008, creating County Planning Commission and Community Planning Commissions for the County of Sacramento and amended by Ordinance Nos. SCC-1463 and SZC-2010-0007 adopted July 28, 2010 re-establishing the Arden Arcade, Carmichael-Old Foothill Farms, Fair Oaks and Rio Linda-Elverta Community Planning Advisory Councils. PURPOSE: The purpose of this council is to participate in the planning

AREA 4 AGENCY ON AGING - ADVISORY COUNCIL ESTABLISHED: Resolution No. 83-280, adopted March 15, 1983, and under

Section 6506 of the Government Code. PURPOSE: This council serves as an advisory body to the Governing

Board, assists the Agency by providing input regarding changing needs of the elderly in their respective counties; and serves as principal advocate body on behalf of senior citizens.

ASSESSMENT APPEALS BOARD ESTABLISHED: Section 1620 of the Revenue and Taxation Code. Ordinance

No. 994, adopted July 8, 1968 , being Chapter 2.44 of the Sacramento County Code; amended by Resolution No. 68-722, adopted July 26, 1968, pursuant to Section 9.5 of Article XIII of the Constitution; amended by Ordinance SCC-1065, adopted on February 4, 1997.

PURPOSE: These boards hear and decide property tax assessment

appeals. MEMBERSHIP: Nine members and three alternates are appointed pursuant

to Section 1622.l of the Revenue and Taxation Code. Qualifications: A person shall not be eligible for nomination unless he/she has a minimum of five years of professional experience in this state as one of the following: Certified Public Accountant or Public Accountant, Licensed Real Estate Broker, Attorney, or Property Appraiser accredited by a nationally recognized professional organization.

CEMETERY ADVISORY COMMISSION ESTABLISHED: Ordinance No. SCC-1193, dated June 12, 2001. PURPOSE: The purpose of this Commission is to advise the Board of

Supervisors on citizen’s concerns and issues related to cemeteries, provide recommendations to preserve, protect and maintain cemeteries, raise funds for the protection and maintenance of cemeteries and make recommendations to the Board regarding appropriations for funds raised, and encourage the preservation and designation of historical cemeteries.

MEMBERSHIP: Thirteen members. Board of Supervisors shall each appoint

one member. Each public cemetery district within the county shall appoint one member to the Commission. The Board of Supervisors shall appoint one member from persons nominated by the Office of Veterans Affairs of the Department of Human Assistance who shall represent the interests of military veterans. CHILDREN'S COALITION ESTABLISHED: Resolution No. 94-1381, adopted October 25, 1994 and

COUNTY PLANNING COMMISSION ESTABLISHED: Ordinance Nos. SCC-1400 and SZC-2008-0024 adopted

September 24, 2008, creating County Planning Commission and Community Planning Commissions for the County of Sacramento.

PURPOSE: This commission is the hearing body for all items that are not

within Community Planning Commission boundaries as well as countywide policy issues. It develops, maintains, considers and acts upon amendments to the general, specific and community plans. It also reviews and reports on the County Capital Improvement Program, plans of local agencies to construct major public works projects, and the acquisition and disposition of real property by the County and local agencies. Additionally, this commission also serves as the Board of Zoning Appeals and hears matters relating to zoning regulations and matters arising from the Subdivision Map Act and the Sacramento County Code.

FIRST 5 SACRAMENTO COMMISSION ESTABLISHED: Ordinance No. SCC-1130 dated April 20, 1999; amended by

PURPOSE: The purpose of this Commission is to implement the goals and

objectives of the California Children and Families First Act of 1998 and to administer monies in Sacramento County Children and Families First Trust Fund. This commission shall develop and administer local strategic plans that promote an integrated and comprehensive system of services to children from the prenatal stage through age five and their families. The plan may address the following: parental education and support services; availability and provision of high quality accessible and affordable child care; child health care programs emphasizing prevention and diagnostic screenings; and prenatal and postnatal maternal health care services. Qualifications: The Board of Supervisors shall appoint members of the Commission from among recipients of project services included in the County strategic plan; educators specializing in early childhood development; representatives of local child care resource or referral agencies; representatives of a local organization for prevention or early intervention for families at risk; representatives of community-based organizations with the purposes of promoting and nurturing early childhood development; representatives of local school districts; and, representatives of local medical, pediatric or obstetric associations or societies. Any member appointed to the Commission shall reside or work in Sacramento County at the time of appointment and for the duration of his/her term. Alternates shall meet the same criteria and qualifications as members appointed to the Commission.

HIV HEALTH SERVICES PLANNING COUNCIL ESTABLISHED: The Council was created by, and functions pursuant to, the

requirements established in the Ryan White Comprehensive AIDS Resources and Emergency Act of 1990 (Care Act). In 1997, a policy change by the State Office of AIDS established the Council as the entity responsible for the Title II planning and allocation processes of the transitional grant area (TGA).

PURPOSE: The purpose of this council is to provide effective and efficient

planning for the TGA and to promote development of HIV/AIDS health services, personnel, and facilities which meet identified health and support needs.

SACRAMENTO COUNTY REDEVELOPMENT SUCCESSOR AGENCY OVERSIGHT BOARD

ESTABLISHED: On December 29, 2011, the California Supreme Court upheld

AB 1X 26 which dissolved Redevelopment Agencies in California, being California Health and Safety Code §34170.

PURPOSE: The purpose of this advisory board is to supervise the activities

of the Successor Agency and to have fiduciary responsibilities to holders of enforceable obligations and the taxing entities that benefit from distributions of property tax and other revenues within the boundary of the dissolved redevelopment agency.
