Official Minutes of PAYNE COUNTY BOARD OF COUNTY COMMISSIONERS 1 The Payne County Board of County Commissioners met in a regular scheduled meeting of the board in the Commission Chambers at 9:00 a.m. on Monday August 12th, 2013 at the Payne County Administration Building located in Stillwater, Oklahoma. Chairman Reding called the meeting to order at 9:00 a.m. with the Invocation by Commissioner Zach Cavett and Pledge of Allegiance to the flag of our Country by Dewey Clapp. The following members were present : Chair Chris Reding District 2, ViceChair Jim Arthur District 3, Member Zach Cavett District 1; SecretaryCounty Clerk Glenna Craig. Discussion/Possible Act ion on Bid Openings 9:30 a.m. The following bids were presented by Donna Hickman, Purchasing agent to the board. Bid # 201410 – Used Rodeo Arena Bid # 201411 – Repair of McVey Arena These bids will be evaluated at a later date. Bid # 201409 Asphalt Overlay on Ingalls Road Vendor #1. Baileys Paving Co.Vendor #2. Quapaw Company Vendor #3. Kerns Construction, Inc. Discussion/Possible Action on Bid Evaluations: The Asphalt Overlay Bid was awarded to Bailey Paving per Payne County Commissioners. Michael Benson Director of the Expo Center requested a copy of the bids for the Expo Center for evaluation. Michael will make a recommendation to the Commission in writing for those bids. Discussion/Possible Action on Reports from Officers and Boards: County PolicyACCO Staff Dale Frech, ACCO representative addressed the Commission on this date in regards to updating the current Payne County Alcohol and Drug Testing Policy. Payne County currently only has a policy for CDL holders to be drug tested, and nothing in regards to Non CDL employees. Dale referenced that in order to drug test all employees, not just CDL drivers, you must have a current Drug and Alcohol testing policy in place. Dale stated at this time Payne County does not have a comprehensive policy in place. Dale is going to introduce an updated policy to the Payne County Budget Board for approval if they so wish. 7576 counties in the State of Oklahoma out of 77 currently have a similar policy in place. Resolution 201342 to close a portion of Eastland Drive ,D 3. The following resolution was read to the board on this date by Commissioner Arthur. The request to close was submitted by William Cole.

The presented resolution was drafted by ADA Lowell Barto. Arthur stated that he has lived by this road for over 20 something years and sees no reason why the road should not be closed. Motion to approve the resolution as presented to the board by Arthur, seconded by Cavett. Roll Call Vote: Cavett­ Yes, Arthur­Yes, Reding­Yes.

Resolution 2013­43 Donation from Dr. J Alexander Hair. Resolution for acceptance of a $1,000.00 gift as follows. Presented to the board by Arthur.

Monthly report of officers­ Craig presented the following July monthly reports to the board. County Clerk reported $100,266.20 to the board. Craig noted that $39,294.69 was allocated to the General Fund. Payne County Assessor reported $1,414.00, Sheriff $50,918.37, Election Board $2,938.25. Treasurer total for June: $71,211.19, July: $121,599.01. Motion to accept the monthly reports of officers by Cavett, seconded by Arthur. Roll Call Vote: Cavett­ Yes, Arthur­Yes, Reding­Yes.

Public Announcements from the Board­ Public – Arthur discussed that he and Commissioner Cavett went to an ACCO meeting last week, and the CED#5 board announced they are going to be distributing a check to the county. The Commissioners will use the funds to work on Ingalls Rd. in District 1 and a bridge in District 3. Reding stated that he is working on the final revisions of the CLEAN program and will hopefully have the program up and running in the next couple of weeks.

Discussion/Possible Action on Public Appearances/Petitions­ Commissioners Arthur and Cavett presented the following road crossings/ utility permits to be approved on this date from the below entities for Temporary/Permanent/ Renewal. Devon Energy Production Company LP (7), 51 East Water, INC (5), PVR Midstream LLC (1), Plains Pipeline, L.P. (8). Motion to accept crossings as presented to the board by Arthur seconded by Cavett.
