6. The total land area admeasuring @ 1,42,000 sq.m. is in the possession of
BCL-Unit-VII. Out of which, after proposed expansion, @ 55 % area will be
utilized for manufacturing area, utilities area and storage area. Also , The land
area of @ 30 % will be for green area development and @ 10 % area will be
open to sky.
7. The approximate cost of the proposed expansion at Unit-VII will be Rs. 85
Crores, out of which approximately Rs. 10.0 crores will be allocated for
installation of additional Environmental Management System. The finance for
the expansion will be funded partially through internal sources and partially
through term loan from the Scheduled Bank.
8. At present, the unit is manufacturing H-acid-150 MT/m, Acetanilide-150 MT/m,
Vinyl Sulphone-200 MT/m, Crude Synthetic organic dyes- 1000 MT/m) and
Beta napthol-500 MT/m). For the same, the unit has valid Consolidated
Consent & Authorization upto 05/07/2012.
9. As a part of expansion for the same, the unit proposes to expand the
manufacturing capacity of Dye-intermediates i.e. Vinyl Sulphone [ 200 to 700
Mt/m] and Acetyl Sulphonyl Chloride [ 200 to 1000 Mt/m ] , Synthetic Organic
Dyes [ 1000 to 3000 Mt/m ] and intends to install the Co-generation power
plant at their existing manufacturing plant ( Bodal Chemicals Ltd., U-VII ).
10. The by-products i.e. Spent sulphuric acid, HCl, Acetic acid, Glauber salt,
generated from existing and proposed manufacturing capacity, are mainly
consumed by company’s sister concern units.
11. At ultimate stage of production, the power requirement will increase from 3000
KVA to 5000 KVA and this demand will be satisfied by Madhya Gujarat Vij
Company Ltd. (MGVCL)-GEB. Also the company intends to install
cogeneration captive power plant of 5 MW and also the unit will utilize the
waste steam generated from sister concern unit.
12. At present BCL-U-VII has four nos. of boilers (having steam generation
capacity of 2 nos.-8 T/hr, 6 T/hr., 15 T/hr.), three thermic fluid heaters
( capacity of 2 nos.-15 lac kcal/hr., 6 lac kcal/hr.) and one Hot Air Generator
( capacity of 35 L kcal/hr.). After proposed expansion, the steam boilers

[ capacity of 2 nos. – 8 T/hr., 1-6 T/hr. ] will not be operated and one steam
boiler [ capacity of 15 T/hr. ] will be kept stand by.
13. To fulfill the steam requirement for proposed expansion, Hot Air Generators [
2 nos.-35 Lkcal/hr.-each], will be installed.
14. The coal is used as a fuel for existing manufacturing capacity and the same
will be used for the proposed expansion. The consumption of coal will be
increased from 170 Mt/day to 230 MT/day.
15. For complete destruction of existing concentrated effluent (@ 148 KL/day),
ZED system consisting of two incinerators have been installed which
consumes Furnace oil. After proposed expansion, the quantity of
concentrated stream to be incinerated will be increased from 148 KL/day to
293 KL/day. For the additional concentrated steam, one additional incinerator
will be provided for ZED system.
16. 2 nos. of DG set @ 250 KVA have been installed to take care of emergency
in case of power supply failure. It will consume HSD @ 40 L/hour in case of
need. No additional DG set will be installed due to proposed expansion.
17. The fresh water requirement for the existing production capacity is satisfied
through borewell within factory premises. Due to proposed expansion total
water demand will increase from @ 1400 KL/day to @ 2795 KL/day for
ultimate production capacity including reuse of water and emergency
requirement for fire fighting. Out of total water fresh requirement, @ 590
KL/day will be reused within the plant premises.
18. At present, @ 630 KL/day effluent is generated from existing manufacturing
capacity, out of which @ 148 KL/day concentrated effluent is subjected to
ZED system and remaining effluent having less pollution load is treated upto
GPCB norms and discharged to ECP. After proposed expansion, the quantity
of generated effluent will be @ 1115 KL/day, out of which @ 293 KL/day will
be going to ZED system, @ 452 KL/day will be disposed to ECP channel after
treatment and @ 370 KL/day will be reused.
19. The quality of combined equalized effluent due to proposed expansion will be
having neutral pH in range of 6.5 to 8.5 and COD varies between 3,000 –
4,000 mg/L. It will be treated up to tertiary treatment to achieve discharge
norms of GPCB and will be discharged to ECP for final disposal to sea.

20. For existing manufacturing production capacity, air pollution control measures
i.e. separate multicyclone has been provided for steam boilers, TFHs and
HAG. Also for incineration system, the quenching system followed by ventury
scrubbers, is provided to meet with prescribed norms.
21. Also for the proposed Hot Air Generators and incinerator, adequate air
pollution control measures will be provided to meet with the prescribed norms.
For the proposed cogeneration captive power plant, 2 nos. of ESP, will be
provided as APC system.
22. For the existing manufacturing of H-acid, there are three stage counter current
alkali scrubbers to curb the SO2 and NOx emission. For VS manufacturing
activities the water scrubber and alkali scrubber are installed to control the
SO2 and HCl emission. From manufacturing activity of Beta napthol, the
process emission is due to generation of SO2 and it is circulated to other
vessel where it is used again in process and remaining SO2 is scrubbed in
alkali scrubber. For Synthetic Organic Dyes manufacturing, as a control
measure two-stage cyclone separator followed by water scrubber is provided
to minimize the effects of emissions from Spray dryers.
23. For the proposed expansion project, the adequate scrubbing system for VS
manufacturing & SOD manufacturing, will be provided to meet with the
prescribed norms.
24. Bottom ash from all the boilers is being collected in Bottom ash hopper and
conveyed to silo. There is one bottom ash storage silo for adequate storage.
The bottom ash is being utilized for land leveling as well as road construction
within the factory premises. There will be tie-up with building construction
material contractors for utilization of the bottom ash.
25. From the existing manufacturing facility, the generated hazardous wastes is
collected, stored, transported and disposed to TSDF site / sold out to actual
users.. The generated solid waste – bottom ash and fly ash is stored
separately and sold out to actual users. The same practice will be continued
for proposed expansion.
26. The unit has prepared Risk Assessment report for the existing products. The
company has made the best efforts to minimize the hazards & risk level and
environmentally well maintained plant. The company is complying with all

legal requirements of Environment & Safety. The unit has provided different
type of fire extinguishers at strategic locations depending upon the type of
risk.
27. The unit is committed towards the Health and Safety of workers. The unit has
provided adequate number of first aid boxes at strategic locations and given
training to designated person for the emergency purpose. The unit has also
appointed part-time medical officer for medical assistance and for ensuring
the better health of workers.
28. All the workers are provided with required personal protective equipments as
and when required as per the nature of job.
BASELINE ENVIRONMENTAL SETTING
29. The study area of 5 kms from the project site as centre covers two districts
partially : Vadodara and Bharuch.
30. For summer season from March 2011 to May 2011, primary data on wind
speed, wind directions, temperature and humidity were obtained from the
project site by installing Weather Monitoring Station.
31. The maximum temperature recorded during study period was in the month of
March, i.e. - 46o C, whereas the minimum temperature recorded was in the
month of April, i.e. - 16o C. The relative humidity has varied from 10% to 89%
during study period.
32. Total no. of 6 ambient air quality stations have been chosen in the radius of 5
km from the project site as centre considering the various factors.
33. At all these sampling locations PM10, PM2.5, SO2, NOx, and HCl were
monitored to enable the comparison with ambient air quality standards
prescribed by the Central Pollution Control Board (CPCB).

Hydrocarbons were monitored at all AAQM sampling locations and the
minimum and maximum result has been presented at below table.

35. For characterization of water sources, Ground water samples (from 8
locations) and surface water samples (from 6 locations) were collected and
analyzed for drinking water quality parameters i.e. physico-chemical
parameters and heavy metals. Except for TDS at 3 - 4 locations, all
parameters were found within permissible limit of IS 10500 : 2000 (drinking
water standards). No heavy metals were found in any of the samples.
36. The noise levels were measured once during the study period at all locations
for day time and night time. Noise levels were varied between 46.2 dB (A) to
75.4 dB (A) for day time and varied between 43.8 dB (A) to 72.2 dB (A) at
night time during the study period.
37. Total no. of 6 sampling locations within study area has been identified for
characterization of soil. Physical characteristics of soil have been delineated
through specific parameters, viz. particle size distribution (grain size analysis),
porosity, water holding capacity and permeability whereas data for chemical
characterization of soil, selected parameters viz. pH, electrical conductivity,
cation exchange capacity, and alkali matter and sodium absorption ratio have
been analyzed.
38. Land use pattern of the study area have been collected through using remote
sensing technique. The land use pattern of the study area has been studied
by satellite imaginary. There is no forest land within the study area. Based on

land use of the study area it can be observed that major part of the study area
falls under agricultural use 58.08 % of the total area and only a small portion
is under industrial use 0.78 %.
39. A detailed on-site survey on flora and fauna existing in study area was carried
out. The observations were taken from different locations along agriculture
field, marshy land, wasteland, riverside vegetation and built up land. The
study area does not have any identified endangered species and also does
not have any designated forest, national park, sanctuaries.
40. The Study area recorded good plant diversity, as there are 55 Tree species
[T], 31 Shrub species [S], 22 Herb species [H], 14 grass species [G], and 15
Climber/Creeper [C]species. One parasite [P] viz. Cuscuta reflexa was also
noticed. Two Aquatics viz. Lemna Gibba and Typha Angustifolia were noticed.
Total 140 plant species were recorded. As can be seen from the list of
species they belong to 53 different families. Most of the species recorded are
common. Birds and animals are also common. 8 different species of domestic
and wild fauna were found and 60 species of resident and migratory birds
were recorded.
41. Total population of 5 km study area is 37,296 with sex ratio of 877 female per
1000 male and average literacy rate of 59% from provisional data of Census
2011 [ available from website ] .
42. At present, the study area has an average employment of 49.7%. Out of
which 37.4% are main workers and 12.3% are marginal workers. Out of main
and marginal workers, 65.04% workers depend on agriculture and cultivation.
43. All villages have electric supply available for all purpose. All the villages are
having education facilities up to Primary education. Only at Karkhari village
higher secondary school available.
44. Medical facilities are found satisfactory. All villages have community health
workers.
45. Tap and well, Tube well and Hand pump are prime sources of water in all
villages. River, tank, canal are also used in some of the villages. For
communication purpose, post office and phones are available in most of the
villages.

46. Villages are connected with paved roads. Bus is the main source of
transportation for all villages.
IMPACT IDENTIFICATION
47. Impacts are identified due to proposed expansion project in two phases :
Construction & Operation.
48. Impacts for construction phase will be short term temporary in nature either
positive or negative.
49. The negative impact will be on air quality and noise level due to identified
activities of proposed expansion project during construction as well as
operation phases.
50. Green belt development will be only activity revealing beneficial impacts on
surrounding environment.
51. Employment generation will contribute significantly positive to the local people
due to proposed expansion project.
PREDICTION AND ASSESSMENT OF IMPACTS 52. Due to proposed expansion project, surface or ground water environment is
not going to be affected in terms of quality as the effluent is to be treated to
achieve GPCB discharge norms and to be disposed into ECP which ultimately
leads to Gulf of Cambay. Though there will be significant water quantity
withdrawal from Ground water resources for operation phase of the project for
manufacturing process as well as Green belt development.
53. The air quality will be affected moderately during construction phase of
proposed expansion project. There will be moderate adverse impact to minor
significant adverse impact during operation phase of the project due to plant
operations, material handling, operation of utilities. Development of Green belt
of different species will absorb and confine the pollutants within the premises.
54. As the expansion activities doesn’t involve use of very heavy construction
equipments, the instantaneous noise level will generally be having short term
temporary impact on surrounding during construction phase. Placement and
fixation of heavy machineries and vessels will have moderate impact on noise
for particular time period only. There will be continuous generation of noise

during plant operations, operation of boiler, TFH & HAG and incinerator
having minor significant impact on the environment.
55. The dispersion modeling was done as per the general guidelines of CPCB
vide their publication “Assessment of Impact to Air Environment: Guidelines
for conducting Air Quality Modeling”, 1998 and using ISCST-3 model of
USEPA. From the dispersion model, it is observed that the predicted ambient
air quality due to proposed plant operations is well within limits specified by
the CPCB.
Thus it can be concluded that proposed plant operations will not adversely
impact the air quality. Further, it is emphasized that all the emissions have to
be strictly controlled as mentioned in the mitigation measures and
summarized in the Environmental Management Plan, to maintain ambient air
quality within norms in the future.
56. Being an expansion project, not involving long scale excavation and
construction work, the impact on terrestrial ecology will be short term negative
and insignificant during construction phase, which will be compensated by
development of Green belt by attracting terrestrial as well aerial ecology in
long run.
57. The proposed expansion project is anticipated to have positive socio-
economic impact as it will generate employment during construction as well
as operation phase. The generation of employment will improve the Quality of
Life (QoL) of people of the region due to improvement in income.
As QoL improves the development of related business is envisaged which will
ultimately result in overall development of region particularly during the
operation phase.
ENVIRONMENTAL MANAGEMENT PLAN 58. Optimum use of water will be done for construction phase as well as for
labours with adequate water supply to labours for drinking water and
sanitation facilities.
59. Dust will be the main pollutant affecting the ambient air quality during
construction phase alongwith gaseous emissions during transportation of

required materials. For suppression of dust during construction activities,
water will be sprinkled.
60. The detailed record of fresh water withdrawal (for different sources) and
effluent generation will be maintained on regular basis w.r.t flow and
characteristics and based on the records, possibility of reuse of diluted
stream in relevant area will be explored so as to reduce the fresh water
withdrawal from ground water resources
61. The present practice of taking care to prevent any leakages / accidental
spillages from ETP units in order to avoid any ground water resource
contamination will be continued. The performance of ETP is monitored for
existing production capacity as well as for proposed expansion. Any deviation
in performance will be subjected to corrective measures through root-cause
analysis.
62. As Padra Region, Vadodara has been declared as safe area for ground water
availability by CGWA, the permission for the ground water with drawl will not
be required. However, the application for the same has been submitted to the
Competent Authority.
63. For the existing production capacity, the process emission sources are regular
monitored to ascertain the efficient operation of air pollution control systems. If
they are found beyond the permissible limits, immediate corrective measures
are undertaken. The same practice will be continued for the proposed
manufacturing capacity.
64. Regular maintenance of equipments / machineries for existing and proposed
manufacturing capacity will be done by application of proper lubricating agent.
Enclosures and barriers will be provided to pumps and machineries producing
high noise levels for proposed expansion.
65. Present practice of regular medical check up of employees and imparting
periodical training will be kept continued for better occupational health of
workers.
66. The unit is participating in various community development projects related to
Environment protection and social upliftment in nearby villages. The provision
for the same will be kept in yearly budget by the organization.

RISK ASSESSMENT STUDY 67. Risk assessment study has been carried out for the storage of identified
hazardous chemicals which are being presently used and to be used for
manufacturing of proposed products.
68. Ethylene Oxide is the chemical having severe degree of hazard has been
further analyzed for risk assessment study. EO is being used for the
production of Vinyl Sulphone.
69. Considering the explosion of EO tank as the worst case, Maximum Credible
Accident (MCA) Analysis has been carried out for Rupture of storage tank,
Flash fire, fire ball and Pool fire.
70. Damage distance for various heat radiation intensity resulting from failure of
Ethylene Oxide tank has been also calculated for all the MCA scenarios.
71. Statutory guidelines have been followed for preparation of risk mitigation
measures on basis of risk analyzed. Specific guidelines for EO handling as
per explosive license is followed and will be kept continued.
