This BluePrint Sustainability report, building on direct experience developed during EU-Brazilsuccessful initiatives,provideselementstosupportsustainabilitypathsandthereforesuggestssomeideas for steering research efforts from 2018 and beyond specifically in the EU-Brazil cooperationarea,andforinternationalcooperationatlarge.The content herein has been distilled from recent consultations carried outwith past and existingactivities between European and Brazilian cooperation efforts in ICT. The BluePrint is to show theaccomplishmentsattainedtodatefromthefunding,measuretheReturnonInvestment(ROI)thatthishasbroughtandrecommendstepsthatcouldbetakentoensurefuturesustainability.

INTRODUCTION Over the last seven years, the EuropeanUnion (EU) and Brazil (BR) have granted in the

regionofapprox.50M€for investment inResearchandTechnologicalDevelopment(RTD)activities forInformationCommunicationsTechnology(ICT).

TheinformationcollectedherehasbeenthroughdirectengagementwiththecoordinatorsoftheEU-BRcollaborativeprojects in ICT(seeAnnex2),sevenoutofthefourteenprojectshaveprovidedinsightstothecontentofthepresentdocumentaswellascontentdrawnfromtheCloudscapeBrazil&WCN2016and Cloudscape Brazil &WCN 2017 panel sessions, organised at CSBC in Porto Alegre and São Paulo,respectively,withintheframeworkoftheEUBrasilCloudFORUMProject1.The EU and Brazil entered into diplomatic relations in 1960. This gave way to numerous transatlanticagreements,amongwhichtheFrameworkCooperationAgreement(1992)andtheStrategicPartnership(2007).ThelatterendorsedcollaborationinRTDfortheveryfirsttime.Atitsveryheartlaytheobjectivesofencouraging,developingandfosteringRTDactivitiesbyprovidingfinancialsupportinfieldsofstrategicandmutualinterest,oneofwhichtobespecificallyidentifiedwasICT.

The resulting coordination calls, which began in 2010, have already produced some practical results.TodayfourcallsinICThavebeenlaunched,with20projectsreceivingfundingforinnovationinrelevantkey topics for both regions (see Table 1). Additional initiatives have been put in place to support theconsolidation of EU-BR joint-innovation, focusing on collaboration in emerging innovation topics (seeTable2OtherEU-BRinitiatives).

Co-operationbetweenEuropeandBrazil in ICTResearchand Innovation (R&I)hashadapositivemutualimpactandshowsencouragingsignsoffuturesuccess.Thecountriessharesocio-economicobjectivesandhavebeenworkingtogethertoimprovesocial inclusionandemploymentprospects,withanumberofEUcompaniesinvestinginBrazilandthebenefitsthatthisentails.

Theprojectsincludedinthecollaborativecallslaunchedthusfarhaveproducedmeaningfulresults,withina wide range of research fields including biodiversity and health (e.g. EUBrazilOpenBio January 2011-December2013,EUBrazilCloudConnect-October2013toJanuary2016,andPodiTrodi-September2011toNovember2014)andtechnologicalareassuchasconnectivity(helpingpopulationsinruralareasintheEU and Brazil gain access to internet),observation (monitoring of forests) and security (improving trustwhenmovingtothecloud),aswellasinnovativebigdataservicesandprogrammingmodelstohelpbuildapplicationswithhighsocialandeconomicimpact(e.g.EUBraBIGSEA–January2016toDecember2017–applicationsfortrafficandurbanplanning),tonameafew.

ThecallshaveaimedtoencouragebusinesspartnershipsbetweeninnovativeSMEandresearchconsortiafromEuropeandBrazil,wherepossible. Theprojectshavepromotednetworkingandpaved theway forfutureconsolidatedandpotentiallyfruitfulpartnerships.Fortheveryfirsttime, intheEU-BR4thcall, twoBrazilian SMEs joined international consortia, to enable them to join forces with their Europeancounterpartsfavouringinternationalandcross-sectorcollaboration,anationalpriority.

This has also had a positive impact on results in various key areas with positive repercussions on botheconomies.

Somerelevantevidencehasbeenselectedandispresentedinthefollowinginasuccinctway.

ICT ASSETS BEING USED BY NON-RELATED ICTSECTORS

ENERGY

Developments inHigh-Performance Computing (HPC) are being used by industry players in the energyfield in areas, suchaswind,biomassandgeophysics,by implementing them insimulationsoftware.Thetechnologyallowshighperformancesimulationofenergy-relatedproblemsinBrazilandEurope,andhelpscompanies improvetheirsimulationcodes.Thisallows inbetterpredictionsandconsequentlybetter riskmanagement(HPC4Eproject–December2015toNovember2017).

HEALTH

Easily-used, Portable-Technology platforms assist researchers and clinicians to reach an immediatediagnosisanddiscriminationof infectiousdiseases (suchasDengue,Malaria,HIV,Chagas) ingeographicregions with poor or low-density medical infrastructure of high socio-economic importance. This has aclearlybeneficial impactoncitizenswhowillbenefitfromaquickeraccuratediagnosisand,consequentlyreceivemedicalattentionsooner.Thisassetisbeingfurtherdevelopedinseveralongoingprojectsthataresupportingthesustainability(PodiTrodiproject-September2011toNovember2014).

BIODIVERSITY

TheBiodiversityscientificcommunityhasbeenbenefitingfromaccesstorichdatainfrastructures(reports,graphics,maps, andmany others) to carry out quality analysis (EUBrazilOpenBio project – June 2011 toSeptember 2013). By deploying a hybrid e-Infrastructure of open access resources, the European andBrazilian scientific community are now able to access an even greater biodiversity knowledge base,achievedthroughtheintegrationandshareduseofappropriatecomputingresources.Thee-infrastructurehas been integrated in existing EU and Brazilian developed frameworks and resources (e.ghttp://splink.cria.org.br,http://biogeo.inct.florabrasil.net,http://openmodeller.sourceforge.net)

EMERGENCY&CRISISMANAGEMENT

Thedevelopmentofasoftwaresolution,withaspecialfocusonincidentsinindustrialareas&large-scaleevents (RESCUER project – October 2013 to October 2017) enables support in emergency & crisismanagement. This allows a clearer picture of the incident to be re-constructed and positively effectshumanlife(economy&environment).

TheComitêdeFomento IndustrialdeCamaçari (COFIC–Camaçari IndustrialPromotionCommittee), thebiggest industrial park in the South of equador, is interested in putting the system into operation. ABrazilian softwarecompany (aRESCUERprojectpartner)hasadopted theconfigurable frameworkof themobileapplicationdevelopedintheprojectinseveralotherapplications.OntheEuropeanside,asoftwarecompany (alsoaRESCUERprojectpartner)hadalready includedseveralof theRESCUERfeatures in theircommercialproducts.

CREATIONOFASPECIALINTERESTGROUP(SIG)Through the active discussions between principal actors in Europe and Brazil on cloudcomputing carried out by the EUBrasilCloudFORUM initiative, a Special Interest Group

withintheBrazilianComputingSociety(SBCSIG)onpreciselythetopicofCloudComputingwascreatedforthefirsttimeduringthesecondhalfof2017.ThefoundingmembersareEuropeanandBrazilianexpertsinICTfromdifferentsectors,whowillworktogethertodiscussCloudComputingsolutionsforbothregionsandprovideastructurefortheresearchcommunityintheforthcomingyears.

IMPROVEDTRUSTINCLOUDCOMPUTINGA variety of factors can inhibit the take-up of Cloud technology and, primarily, security,privacy and loss of control are top challenges needing addressed.Assets from projects

have helped improve trust in cloud computing, to an extent not possible before, enabling securecomputation. New cloud platforms have been created, on open source platforms, to support secureresources and facilitate the development of applications: e.g. an orchestrator for secure, docker-basedcontainers(SCONE);asecurecontent-baseroutingcommunicationplatform(SCBR);modulesformanagingsecurecomputationandstorageresourcesinOpenStack(SecureCloudproject–January2016toDecember2018).

NEWMIDDLEWAREFORCLOUDFEDERATIONAnewmiddlewareforthefederationofclouds(Fogbow)wasdesignedandimplemented,as a toolbox to develop complex distributed applications on top of a federated cloud

infrastructurewhichenabledthe implementationof threecomplexapplications (EUBrazilCloudConnectproject –October2013toJanuary2016). Inaddition,thisprojectsupports large-scalefederation,which

will strengthen its position as an open source solution for cloud federation. This has favoured thedevelopment of several use cases that are being employed by a potentially large community of users,whichwillprovideadequatefundingtosustaintheseservices.

IMPROVEMENTOFBIGDATAANALYTICSNewcomponentstosupportaQoSarchitecturethatpredictsresourceconsumptionofBigData Analytics applications in order to pre-allocate and dynamically adjust virtualised

infrastructures. The improved performance and the better usage of resources, together with a soundframeworkforimplementingprivacypolicies,advancedprogramminglayersanddataservicessupporttheusersindevelopingandusingapplicationsthatcombinedifferenttypesofdataandprocessingelementstosuccessfullytacklethechallengesofbigdataandoveralleasetheapplicationsdevelopmentprocess.TheLEMONADEanalyticsplatformforvisualcreationandexecutionofdataanalysisworkflowswillbeincludedintheRNPserviceoffertoBrazilianresearchers.(EUBra-BIGSEAproject–January2016toDecember2017).

NEWFEDERATEDTESTBEDSFORFUTUREINTERNETAnewtestbedwasdevelopedand isbeingusedbyuniversitiesandresearchcentres,tointegratemajorinfrastructuresinBrazil.Thisframeworkwillalsointegrateothertestbeds,

and consequently create a large-scale, worldwide platform. This platform, equipped with a new set ofservices,will helpprepare thenext-generationof researchers todealwith the challengesof the currentInternet (FIBRE testbed project – June 2011 to July 2014 & FIBRE). This infrastructure would enablecomputer-networking researchers and other projects and initiatives, aswell as companies and users, toprogramme their own networks in a large-scale virtual laboratory. It is also actively contributing to theOMF62development,agenericframeworkwhichenablesthedefinitionandorchestrationofexperimentsusingsharedresourcesfromdifferentfederatedtestbeds.

ANENTRYPOINTFOREU-BRAZILCOLLABORATIONINCLOUDCOMPUTINGThe EUBrasilCloudFORUMmarketplacewas createdwith a collection of all outputs andplayersregardingICT,sinceinternationalco-operationbetweenEuropeandBrazilstarted.

Themarketplacedisplaysthevalueofusingcloud-basedservicesanddemonstrateshowtheresultsofEU-BRcollaborationshaveimpactonandareusefultobigdata,cloud,IoT,HPCandmanyothersectors.Themarketplaceisalivetool,whichcollects:

• EU-BRCloudcomputingresearch:Detailedfactsheetsandcontactinformationaboutprojectsfundedsofar.• EuropeanandBrazilianSMEsandStartups:Listofindustryplayers(mostlySMEsandStartUps)fromboth

regions, whose ICT services have been innovating both regions economies and improving the sector’scompetitiveness.

debate on hot topics in Cloud computing and ICT co-operation. These have helped shape clouddevelopments in Brazil and Europe, by providing insight into current market trends, highlighting thechallenges which can slow down the mainstream adoption of cloud services and the best practices toaddressthem,whichhasnowbecomeanintegralpartof theSocidadeBrasileiradeComputação(SBC–Brazilian Computing Society) annual event agenda. Combined with Cloudscape Brazil series, the 2editionsof theWorkshopof CloudNetworks brought togetherwell-experienced researchers, engineers,andpractitionersfromacademia,industryandgovernmenttodiscussandhelpadvancethestate-of-the-artofresearchintheemergingareaofcloud-basednetworksandapplications.

Astheconceptsbehindcloudcomputinghaveevolvedfromacademicconversationtoaneconomicreality,it is important to take a scientific approach and constantly refine this based on the latest advances intechnologyandlessonslearnt inthefield.ThroughthecontinuedeffortswithCloudscape, it isrenownedfor bringing together the interested parties technical constituencies towork on advancing the commonknowledge. Both events already held have helped create of rich and meaningful partnerships betweenexperts from both regions, across different sectors, supporting the creation of a truly-engaged, EU-BRcommunityinICT,readytoaddressthechallengesthatthissectorisfacing.CloudscapehasalsoprovidedtheopportunitytocreateaSIGoncloudcomputingasseeninEvidence2.

ENGAGEDEND-USERS

A wide variety of different stakeholders from different sectors are already using the assets developedwithintheframeworkoftheEU-BRcollaborativeprojects.

Evidencegatheredfromgroupsofengagedend-usersisreportedbelow.

PublicAdministrationMembersofthepublicadministrationarealsotheendusersofsomeoftheseassets.RNPusesFogbowfromtheEU-BrazilCloudConnectprojecttosupportanexperimentalcloud

computingIaaSservicebasedonthefederationofprivatecloudsbelongingtoRedeNacionaldePesquisaeEnsino (RNP – Education & Research National Network) and its clients from research and educationalinstitutions.Inaddition,theoutputsoftheFIBREtestbedproject,tolaterbecomeaself-sufficientinitiativeknownasFIBRE,arealsobeingusedbyRNP.

Public institutionsfromdifferentsectors, liketheBrazilianInstitutoNacionaldoSemiárido(INSA–Semi-aridNationalInstitute)arediscussingthepossibilityofsupportingaserviceforthecollaborativeestimationofevapotranspiration,whichispartofoneoftheusecasesdevelopedbyaEU-BRproject.Fiocruz(ahealthsectorfoundation)isnegotiatingwiththeBrazilianHealthMinistrytoobtainsupportfortheLVLusecase.Manycliniciansarenowabletoquickly,easilyandaccuratelydiagnosediseasesinremotegeographicareasthankstothePodiTrodiproject.

UniversitiesandResearchcentresBrazilianuniversitiesandresearchcentreshaveintegratedamajortestbedinfrastructurethat they plan formoremembers to join, creating a trulyworldwide infrastructure. Inaddition, the public sector and society in generalwill have access to newbiodiversity

data and cross-mapping tools to carry out ecological niche modelling experiments or collect criticalinformation on species (e.g. http://openmodeller.sourceforge.net & www.catalogueoflife.org, andhttp://inct.florabrasil.net/respectively).

LargeIndustryLarge Industry is exploiting these new infrastructures and has shown interest in theresultsofmanyprojects.Examplesincludesoftwareproducersandcompaniesthatdealwithhighlysensitivedataandwanttoincreasethesecurityofspecificcomponents.

EnergyPlayersIn the energy domain, big players such as Total, Repsol, Petrobras and Iberdrola arealreadyputtingthesolutionsdevelopedintheHPC4Eprojectintopractice.Thisbringsthe

projecthalfwaytoensurethesustainabilityofitsassetsthroughusebyindustry.

Despite high interest, some organisations mentioned that they might not have adequatehardware/softwareorITresourcestoexploitsomeofthenewassetsdevelopedbyprojects.Itisprobablethatmore industry playerswould adopt projects assets,were these assets to take developed taken theaccountusers’needsintoconsideration.

SMEsSMEs have also been benefiting from EU-BR collaboration. Thanks to Cloudscape Brazilevents,SMEshavebeenabletopromotetheirbusiness,formnewpartnershipswiththeir

counterparts and researchers on the other side of the Atlantic and share their experience on howpolicies can be adopted to support them better. The EU-BR marketplace developed by theEUBrasilCloudFORUMproject promotes tools and best practice to help SMEs use the cloud and enablescompaniestofindpartnersacrosstheocean.Italsohelpsthempromotetheirsuccessstoriesusingcloudservicesand/ordevelopingcloudtechnologies.

Moreover,SMEprojectpartners(e.g.Softwarecompanies),ofEU-BRprojects,haveimplementedfeaturesintheircommercialproductsthatweredevelopedthankstointernationalcollaborations.Astepfurtherinthemarketinnovationbyprovidingproducts/servicesmoresustainabletousers’needs.

THECHALLENGEOFMEASURINGRETURNONINVESTMENT(ROI)

ToascertaintheROIinmonetarytermsforalltheassetsandservicesdevelopedfromtheinvestmentisaknownchallenge.Nevertheless,itisclearthattheassets,createdthankstotheEU-BRcollaboration,havethepotential to createapositive impactona large communityofusers, as these canhaveanumberofapplicationsandbeusedindifferentsectors(health,agronomy,agriculture,environment…).Theseassetsalso speed up some processes, allowing the organisations to improve efficiency in terms of servicesprovided. The larger the number of users, themore significant the impact and a higher ROI in terms oftangiblebenefits.Aspartoftheeffort indevelopingasustainabilityblueprintwehavetriedto listanddescribetheroleofmanyfactorssimultaneouslyinfluencingROI.

IPR

Whenmeasuring ROI, a consideration that these assets face is the intellectual propertyrights. As they were developed by international consortia from different sectors withdistinctbusinessmodels,itischallengingtoclearlydistinguishhowthefinancialROIwillbe

distributediftheseservicesarelaunchedtomarket.It may also be challenging to calculate the ROI of that asset itself but a different but complementaryanalysiscouldbemade,namelytheimpacttheseassetscanhaveonthecountry’seconomy.Forexample,byusingmoresecureprocessingtechniquesonthecloud,itmightnotreducethedirectcostsofcomputingresources (it may even have the opposite effect) but it will decrease the impact of cyber-attacks in acountry’s economy. Having data protected can prevent potential attacks that would compromiseorganisations’businesses.

NotjustfinancialROIROI is not only about financial return. The transatlantic projects have improvedinternationalcooperationbetweenEuropeanandBrazilian institutions,creatingabaseof

contacts for future collaboration, even not related to EU-BR calls. These projects have enabled newcooperationagreementstobeestablishedand,namely,onebetweenCentrodeReferênciaemInformaçãoAmbiental(CRIA–EnvironmentalInformationReferenceCenter)andRNP,afundamentalpartnershipthatwillensurethesustainabilityandcontinuousdevelopmentofEU-BRprojectassets.

DataAssets&ToolsSome project outputs are being implemented and made self-sustainable, bringinginnovation to certain sectors and supporting stakeholder work and being contacted by

playersneitherfromBrazilandEurope(e.ginotherSouthAmericancounties).Otherassetsareavailableinpublic repositories,underproprietaryorBSD license, forcopy, redistributionandmodificationbut retaincopyright notice and the names of the original authors. Overall the data-usage statistics available ininfrastructures created thanks to this collaboration, demonstrate an obvious growth of the number ofrecordsused(from4.6millionrecordsin2012to8.7millionrecordsbySeptember2017,andanadditional61dataproviders,accordingtotheEUBrazilOpenBioproject).Thishasenabledtherefinementofbothdataandtoolsfrompartnerinfrastructures,whileconsolidatingexistingresourcesatthesametime.

SUSTAINABILITYPATHS&SUPPORTFORFUTURECALLS

EU-BRinitiativeshaveproducedseveralassets(services,tools,softwarecomponents)thatcanbenefitbothindustry and society at large in both regions. This will support innovation exploitation in Brazilian andEuropeaneconomies.Thequestionis,howcanweensurethattheassetswillbetakenupbystakeholdersandsupporttheminimprovingtheirbusinesscompetitiveness?BelowalistofpossiblerecommendationstobeconsideredwhenpreparingfutureEU-BRcalls,whichcouldimprovetheirabilitytogeneratesustainablecooperationafterthefundingperiodandincreasethepositiveimpacttheycanhaveinbothregions’societiesandeconomies.

ENGAGINGWITHPRIVATEINVESTORSA solution to ensure the sustainability of research results might come from privateinvestors,whoareidentifiedduringtheproposalphase,andlistedwiththeirensuredbuy-

in,whocouldsupport thecreationof start-upsandSMEs fromEU-BRprojects.Thiscouldbecarriedoutthrough the definition of PPP - Public Private Partnerships that could help stimulate the market andstrengthenindustriesdealingwithdataprotectionandcybersecurity.

INTEGRATINGPROJECTASSETSINTOFUTURERESEARCHProject sustainability shall not focusonly inmaintaining components,butalso inmakingthese components an integral part of future research and listing them in the work

programmecalldescription text, tobringmoreaddedvalue for future toolsand services. The criteriaofthesecomponentswouldbethemutualcooperationbetweenthetworegionsinthedevelopmentphase.

CREATINGCOMMONLEGALFRAMEWORKA common legal framework between Europe and Brazil, namely on data portability,protection, cybersecurity, privacy, free flow of data, to stimulate and develop and

environmentthatencouragestheuseofthesetechnologiesfortheDigitalSingleMarket.

WORKINGCLOSELYWITHEND-USERSWorkingcloselywiththeend-users,tocreatesolutionsthatwillfittheirneeds,willspeedup the adoption of the tools and services developed. The quicker the response and

accuratetheserviceneed,thebiggerthefinancialreturnandsustainabilitywillbe.Preciseroleswithintheproposalidentificationphaseoftheend-userwouldbeparamount.

SUPPORTINGTHECREATIONOFANECOSYTEMFORCOLLABORATIONFavour thedevelopmentof an ecosystemof start-ups andother industryplayers to findpartnersacrosstheAtlantic,tofavourcollaborationsfromtheveryonset.

INVOLVING INDUSTRY AND ENGAGING IN OTHERNOVELFORMSOFCOLLABORATIONInclusionof industry from thebeginningof theproject is crucialwhenmoving tools andserviceresultsfromresearchandinnovationtothemarketplace.Engagingwith industrial

players to allow them to play an active role either as end- users or service providers would maximiseimpact. FutureEU-BRconsortia shouldhaveabetterbalanceof Industry representatives,notexclusivelyfrom ICT, on future EU-BR projects. The involvement of industry is a key to ensure the sustainability ofassetsbeyondtheendoffunding.

EXPLOITING THE POTENTIAL OF ICT AS AN ENABLEROFINNOVATIONACROSSSECTORSPromotethemessage“ICTasanenablerofinnovation”,notonlyintheICTsectorbutalsoacrossdifferentsectors.The involvementofend-usersorserviceprovidersnotonly from

the ICT sector, in future consortia, will support innovation across different sectors and, consequently,providemorebenefitsforbothcountries’economiesandsocieties.Itisimportanttocreatevalue,wealth,business,andimprovethequalityoflifeforcitizens.

REDUCING GAPS IN KNOWLEDGE AND PROVIDINGTRAININGThe lack of knowledge and IT skills on cloud computing laws, data protection, taxation,cybersecurityandotherICTtopics,fromplayersfrombothICTorothersectors,hasbeen

compromising theadoptionof cloud computingandother ICT services, especiallybySMEsand start-ups(thebackboneoftheEuropeanandBrazilianeconomy).Communicationandmarketingstrategieshavetobedeveloped,toshowsociety,thebenefitsofusingthesetechnologies.ProvidepracticaltrainingtoexchangeeducationaltipsonMarketReadinessLevels(MRL)andTechnologyReadinessLevels(TRL)andwhatthesemean,tosupportamoreconsolidatedmarketuptake,thiscouldbepartofthepolicydialoguethattakesplaceannually.SupporttowardsmanagingServiceLevelAgreements(SLAs)andProcurementmodels,assetsalreadyestablishedinpastEUprojectsthatcanbeleverageduponaswell as ideasaroundaCommonsCreditModel suchas theone implementedat theNIH3wherecloudcomputingisprovidedasascalablecost-effectiveinfrastructurecouldbeimplementedinBrazil.

REQUIRE GO TO MARKET STRATEGY IN FUTUREGRANTAGREEMENTSMake inclusion of “Go toMarket” strategiesmandatory as part of the implementationplan, at least 15 months before project conclusion, so that an exploitation plan is

deliveredearlier,toensuresustainabilityoftheprojectaftertheendofthefundingperiod.Sustainabilitymust be foreseen from the outset of the project. Provisions to define property rights that define howfinancial income is tobedistributedafter the fundingperiod, shouldalsobe included, toavoidpotentialbarrierswhensellingtheassets.

EMPOWERICTTOEXPLOITTHEFULLPOTENTIALOFDATAToday’ssocietyproducesmassiveamountsofdata,requiringHPCtechnologiestoprocessandtransformitintovaluableinformation.ICTplayers,andnamelycloudproviders,need

to enhance their data centres, so that HPC applications can migrate to the cloud and support socialdevelopment:artificialintelligence,eHealth&energyaresomeareasthatwouldbenefitfromthis.

ENCOURAGEPARTNERSHIPSWITHCLOUDPROVIDERSLooking at services from a federation perspective, there are three types of partnershipsthatcouldbebuiltwithcloudproviders:

• Partnershipswithglobalcompaniesandframeworkagreementswiththeproviders;• Partnershipswithsmallercustomizedsolutionproviders;• PartnershipswithCloudServiceBrokers, to integrate the first two intoone singleportal, tohelp

discoverthekindofservicesconsumedbyusers.
