Blue Ridge readies to provide aid to JapanStory by Mass Communication Specialist 3rd Class (SW) Brian A. StoneUSS Blue Ridge, At Sea (NNS) Sailors and embarked 7th Fleet staff members aboard USS Blue Ridge (LCC 19) are preparing for possible humanitarian aid and disaster relief (HADR) operations as it steams toward the eastern coast of mainland Japan today. The ship took on a humanitarian aid/disaster kit while moored in Singapore last night and went underway this morning. Shortly afterward, the ship went alongside USNS Rappahannock (T-AO 204) for refueling and additional supplies. “I’m amazed at the things we’ve achieved in such a short time,” said Information Systems Master Chief Lonnie Gillilan, who has led the recent preparations aboard Blue Ridge. “We’ve all been pulling together, no complaining; I’m very impressed.” Sailors worked past midnight last night,

loading up equipment that will allow Blue Ridge to bring fresh water and supplies ashore during possible HADR operations. “It’s giving me a sense of accomplishment to know

that the work we’re doing could help people out,” said Fire Controlman 2nd Class Patrick Ramos, who helped push crates of supplies from the flight deck. “I’m still having fun

though. All of this is a great workout.” Boatswain’s Mate 1st Class Jonathan Howton, a leading petty officer aboard Blue Ridge, has experience conducting HADR operations in conditions similar to those in the parts of Japan affected by the recent tsunami. “I was aboard USS Iwo Jima when we provided aid to New Orleans after Hurricane Katrina,” said Howton. “In a disaster situation you have to prepare for the unknown. You never know what’s going to happen.” USS Blue Ridge is the United States 7th Fleet command ship and is commanded by Capt. Rudy Lupton. Blue Ridge is uniquely equipped and able to perform duties as an amphibious command center during possible HADR operations. Blue Ridge has no current direction to conduct disaster response operations. Such direction would come only following a request from the Government of Japan to the U.S. State Department.

It’s happened to us all at one point or another. You’re off work enjoying liberty, maybe even on leave. The phone rings – you don’t know if you should answer or not. Finally, you decide to answer and you realize you’re being recalled.We’ve all experienced a recall

now, and while they aren’t great, there is a reason for recalls.Updating your contact

information with supervisors and the command can save you time and trouble, said Senior Chief Mater-at-Arms Ronald Cloutier.“Various levels of the Chain

of Command require your recall,” said Cloutier.

“This is to enable them to make contact with you when

necessary. For instance, an LPO may need to get a hold of his or her Sailor to relay important information that cannot wait until the next morning.”Recently, the ship’s recall

reliability was tested following the magnitude 9.0 earthquake and tsunami in North-Eastern Japan March 11.“Our recall while in

Singapore is a perfect example, those with overnight were required to annotate their recall, which allowed the departments to make contact and inform them of the recall to the ship.” Just having a recall number

isn’t enough. Making sure your recall is accurate is also part of the process.

“Updated recalls are important because they

prevent wasting of time,” said Cloutier. “We can’t afford to waste time attempting to recall, when it’s inaccurate. These recalls normally are spur of the moment and need to be completed in a timely manner.”Not having an updated recall

could result in disciplinary actions.“Consequences can be severe.

Consider Singapore, if some failed to make it back to the ship, it could be considered missing ships movement, which is a violation of the UCMJ,” said Cloutier.Remember, if there’s been any

changes in your phone numbers or home address, inform your chian of command and duty section.Also, accurate recall information

must be added to special liberty and leave chits.Now the only thing left to do is

plan that next vacation.

Updated information proves vital in emergencies

Original story by Journalist 3rd Class E.C. Croy Five survivors from the Philippine freighter Jet Ann Five were pulled to safety by Sailors from 7th Fleet command flagship USS Blue Ridge (LCC 19) after the cargo ship went down in heavy seas October 24, 1988. Blue Ridge was steaming toward Korea to participate in exercise “Valiant Blitz 1-89” when Capt. Michael Barker, commanding officer, orderd a change to skirt Typhoon Ruby, which was threatening the area. As a result, the ship sailed into Leyte Gulf on the 44th anniversary of the WWII Battle of Leyte Gulf. A remembrance ceremony in honor of the battle had ended moments before a Jet Ann Five survivor was spotted in the wreckage by a Blue Ridge Sailor. As Blue Ridge prepared to lower a small boat to rescue the man, a second survivor was spotted clinging to floating debris. Both men were picked up and brought aboard ship, where the story of the Jet Ann Five’s loss began to unfold. As one of the rescued men told the story to a Filipino-American interpreter, their ship sailed from Cebu City, Philippines with a cargo of approximately 20,000 cases of beer Sunday afternoon. The 300-foot ship began taking on water early Monday morning in typhoon heavy seas. By 3:00 a.m. that morning, the all-male passengers and crew had gathered topside, some wearing lifejackets. They were preparing to abandon the ship when a large wave struck, capsizing the ship and throwing all overboard. The survivor said they all managed to stay in the water for about 30 minutes before storm-tossed wreckage and waves began to scatter them. The first survivor was rescued 37 hours before being brought aboard Tuesday afternoon. With two survivors aboard, it became clear that many more might still be alive. The ship launched its embarked SH-3 Sea King helicopter to aid in the expanding search for more Jet Ann Five survivors. While searching the seas that night, the helicopter crew found

two more survivors and brought them to safety aboard Blue Ridge. “Darkness and choppy seas made the search for survivors difficult and dangerous during the night,” said LCDR Robert Abel, a helicopter pilot. “Especially at night, a man in the water is extremely difficult to see,” he said. When a survivor was located, a Navy search and rescue swimmer jumped from the helicopter, into the sea, and hooked the survivor into a harness, hoisting him to the helicopter. After 14 hours of searching, four survivors had been found but the ship was not giving up the hope of finding more. At first light Wednesday morning, a U.S. Navy P-3C Orion flew to the area from Kade-na Air Base in Okinawa to join in the search for survivors. The area, searched by helicopter, patrol aircraft and ship, eventually covered more than 1,600 square miles of the Bohol and Mindanao Seas. By the time the last man was lifted from the waves at 11:15 a.m. Wednesday morning, he survived in the water for nearly 56 hours. All of the rescued Jet Ann Five crew were suffering from dehydration, sunburns, skin erosion, hypothermia and exhaustion when brought aboard Blue Ridge. They were treated, fed and their conditions stabilized by medical before being flown to a Philippine Coast Guard station on Leyte Island, Wednesday. Before leaving the Blue Ridge, they were given new clothes, including Navy enlisted dungaree pants, Blue Ridge ball caps, and golf shirts with the ship’s crest printed on them. In addition to the survivors, the bodies of three Jet Ann Five crewmembers were pulled from the water by Blue Ridge Sailors.
