About us…

The Mission of Park Central Development Corporation is to

promote quality residential and commercial development in the

neighborhoods of the 17th Ward, implement infrastructure and

beautification projects, plan for future development, improve

security, market the area to new residents and visitors and find

funding sources for neighborhood improvement projects. Park

Central is governed by a Board of Directors made up of residents and

institutions from around the ward. Neighborhood committees help

guide plans for development, infrastructure, security, marketing and

social services.

The 17th Ward of St. Louis City includes Forest Park Southeast,

Kings Oak, the southern portion of the Central West End and parts of

the Tiffany, Cheltenham and Botanical Heights neighborhoods.

Block Captains are…

The point person for the block; receives and relays information to and

from neighbors and to and from the community at large.

A spokesperson for the residents of the block

The main communication link between the Community Development

Corporation and neighbors.

Block Captains are NOT…

An authority in a criminal situation

Law enforcement

Vigilantes

Authorized or encouraged to become physically involved in a crime in

progress

Organize your block unit according to the wishes of the residents

Meet your current neighbors

Welcome new neighbors

Provide neighbors with neighborhood information and resources

Share block unit information with Park Central (beautification plans, event

plans, etc.)

Attend neighborhood meetings ; encourage participation in community

events

Being a Block Captain

* Set a meeting

o This can be a social event (meet and greet) with an

informational component or a formal meeting with the

residents of your block

* Choose a time and place for the meeting

o Choose a location and time that will be convenient for the

residents of your block. Park Central can offer our space

to hold your meeting – just call ahead to book our

conference room.

* Tell everyone about the meeting

o Create an informational flyer with the time, date and place

for the meeting. Don’t forget to include contact

information in case people have questions.

* Choose a topic for your meeting

o Is there an issue your block is interested in discussing?

Talk to your neighbors prior to the meeting to find out.

No time to discuss? Choose a topic and make it the focus

of your meeting.

* Create an agenda

o Make time for introductions, explain the purpose of

organizing your block and discuss your concerns. You may

want to form committees and assign tasks to neighbors

willing to help. Don’t forget to plan a date for the next

meeting!

* Community Liaison Officer

o Forest Park Southeast has a police officer dedicated to our

community. He works with residents and local stakeholders to help

coordinate police action within the neighborhood. He also attends

the bi-monthly safety forums held at Adams Community Center.

* A site devoted to safety and security issues in Forest Park Southeast. In early

months of 2012, the site will be upgraded and to include crime statistics,

alerts, bike patrol information and list of resources and meetings for Forest

Park Southeast residents.

Grove Community Improvement District (CID) and residential bike patrols

* The Grove CID contracts with The City’s Finest (TCF), a supplemental security

company staffed entirely by off duty, SLMPD officers. The CID pays for

approximately 2000 hours of bicycle patrols per year within the boundaries of

the CID. Likewise, Washington University Medical Center Redevelopment

Corporation (WUMCRC) contracts with TCF for approximately 2000 hours of

patrols in the residential area of FPSE. The contract arrangement with TCF

also includes long term investigations into persistent crime issues affecting the

neighborhood.

Community Support Programs

* Forest Park Southeast benefits from numerous programs that indirectly

contribute to the overall safety in the neighborhood. Employment assistance

programs, youth services, healthcare assistance programs and community

events all affect the safety of the neighborhood by providing alternative

activities to criminal behavior.

Wed., March 21st 6:00p – this first meeting is informational and

open to anyone interested in becoming a block captain.

Wed., June 20th, 6:00p – regular block captain meeting

Wed., Sept. 19th, 6:00p – regular block captain meeting

2012 SAFETY & SECURITY FORUM

On the fourth Wednesday of every other month, FPSE residents are

encouraged to attend a neighborhood safety and security forum. The

forum is a place to voice concerns, hear from relevant guest speakers,

connect with the liaison officer and learn about current safety trends in

the neighborhood. Resources, such as steering wheel locks, are often

available at these meetings.

Meetings start at 6:30p on the 4th Wednesday of every other

month. They are at the Adams Park Community Center,

The Block Captain Initiative launched in March,

2011. During that year, FPSE had 10 of 43 blocks

which had designated captains. The Northwest

section of FPSE experienced a heavy concentration

of captains, while the remainder of the

neighborhood had, on average, two captains per

area.

In 2012, our goal is to increase participation and

double the number of participants in the block

captain program. Increased concentration of block

captains can help to draw the FPSE community even

closer together.
