DAILY EXCELSIOR, JAMMU THURSDAY, OCTOBER 19, 2017 (PAGE 11) BJP-PDP throttles democracy in Ramnagar segment: Harsh Excelsior Correspondent JAMMU, Oct 18: Charging the district administration Udhampur with partisan posturing and openly promoting the political interests of BJP at the behest of their political masters, NPP chair- man and former minister Harsh Dev Singh today questioned the imposition of Sec 144 CrPc in entire tehsils of Basantgarh and Latti where Panthers Party meet- ings were scheduled to be held on October 15, 16 and 17. Addressing a press conference here today, he said that hundreds of Policemen had been deployed in the aforesaid two tehsils to thwart the political functions which had been organized by sev- eral Panchayats including Mang, Basantgarh, Loudra, Balota Upper, Pachound, Rasli Gaderan, Chhattrari and Keya on the afore- said dates by the public to felici- tate him for his contributions and his persistent struggle for the cause of the people. Accusing the Assistant Commissioner (R), Udhampur of playing in the hands of some failed, corrupt disgruntled politi- cians, Harsh Dev said that it was strange that a District officer and acting Additional District Magistrate should become a party to scuttle the democratic rights of opposition and issue such pro- hibitory orders without any justifi- cation only to please his political bosses. He regretted that it was the fourth such occasion when Sec 144 CrPc had been imposed in Ramnagar constituency in the last one year to prevent the JKNPP from holding public meetings on the directives of BJP leaders. He said that earlier on Dec 28, 2016 prohibitory orders were issued under Sec 144 CrPc in vil- lage Bharnara of tehsil Majalta where Panthers Party had announced a public rally. Likewise, prohibitory orders were issued for holding meetings in vil- lage Sunater and Marta in August 2017 where huge re-enforcements of police contingents were deployed and officers instructed to thwart the rallies of Panthers Party. He said that it was unique in the history of the State that felici- tation functions organized by the local people of remote villages were interrupted and Sec 144 imposed in the private premises of people where the arrangements for public meetings had been made only to deprive and deny the opposite of their fundamental rights. He lamented that heavy contingents of police threatened the localities on Oct 15 in Basantgarh including several Ex- Sarpanches, Panches and promi- nent notables to shelve the pro- grammes. Javed Rana concerned over injuries to civilians in firing Excelsior Correspondent MENDHAR, Oct 18: Expressing concern over injuries to civilians in cross LoC shelling in Poonch, senior NC leader and MLA Mendhar Javed Rana today condemned Government for non- construction of bunkers for the civilian population in the village along Line of Control in Mendhar tehsil of Poonch district. In a statement, Rana expressed grief over injuries to eight civilian in cross LoC shelling and damage to five vehicles in Mendhar, Balakote and Manjakote sectors of twin district Poonch-Rajouri. He said that the Government has failed to save lives and proper- ties of the innocent people who are living along the LoC and always become soft target of shelling from other side. "If the Government would have provided bunkers for civilian in their respective villages in ade- quate numbers, the injuries could have been avoided. However, lack of interest towards the border vil- lages along the LoC has put a seri- ous question mark on the policies of the present Government being run by PDP-BJP," he said. He said that there is a need to develop properly the remote areas of LoC in Mendhar using the Border Area Development Programme (BADP) funds but same is not being done. He further alleged that instead of providing drinking water, elec- tricity, road connectivity, health services, education, and bunkers in the LoC villages, the Government is allegedly indulged to divert BADP funds especially its additionality. He said that concerned MLAs are not being taken into account before the sanctioning of addition- lities and the works are also given to the blue eyed. "There is no concept of overall development of LoC villages. However, there is insist on to develop border areas of Jammu, Kathua and Samba ignoring the residents of LoC who are actual- ly suffering most living in mud houses and in poor condition without proper road connectivity," he reminded the Government. He said that the PDP has hand- ed over Jammu division to BJP and RSS and they are making policies for their own constituen- cies ignoring the residents of LoC under a well hatched conspiracy.
