NEW DELHI, June 8:

The net impact of GST in theworld's largest gold consumermarket would be "positive" evenas there will be short-term chal-lenges, affecting not only thedemand but alsomanufacturers/retailers' workingcapital and recycling business,the World Gold Council (WGC)said today.

The government is planningto roll out goods and services tax(GST) from July 1. Currently,taxes on gold jewellery stands at12.2 per cent. This will bereplaced with GST of 3 per cent,which will be on top of theimport duty.

"This is the biggest fiscalreform since India's liberalisa-tion in the early 1990s. Whilegold consumers will face aslightly higher tax rate, and theindustry will go through a periodof adjustment, we see the netimpact on the gold industry asbeing positive," WGC said in its

report.While it could present short-

term challenges to the goldindustry, "we believe it willboost the economy and make theold industry more transparent tothe benefit of gold buyers".

This should support India'sgold demand, which we expectto be between 650-750 tonnes in2017, rising to 850-950 tonnesby 2020, it added.

In the short term, WGC saidGST may be disruptive as theindustry adjusts to the new taxregime. Manufacturers' andretailers' working capital couldbe tied up because of inter- stategold stock transfers. Small-scaleartisans and retailers with vary-ing degrees of tax compliancemay struggle to adapt.

"Consumer demand faces aheadwind from the higher rate oftax. And consumers and jewellersmay try to conduct recyclingtransactions under the counter,away from the prying eye of thetax man," it said. (PTI)

One killed, one injured in road mishaps

JAMMU, June 8: A manwas killed while another wasinjured in two separate roadmishaps in city outskirts.

According to a policespokesman, a man identified asAshok Sharma (48) son ofBindraban, resident of Kandoli(Nagrota) was killed on the spotwhen a bike on which he wastravelling, was hit by an Armyvehicle at Nagrota, late lastnight.

The body of the deceasedwas shifted to mortuary room ofGovernment Medical Collegeand Hospital, Jammu and todayafter completing all medico-legal formalities, it was handed

over to its legal heirs for lastrites. The Nagrota police hadregistered a case in this connec-tion and started investigations.

Meanwhile, a pedestrianidentified as Jangu Basal (28)son of Jhadia, resident ofChattisgarh (at present TalabTillo, Jammu) was hit andinjured by an unknown vehicleat Talab Tillo. The injured washospitalized while the con-cerned police had taken cog-nizance.

not received their pendingarrears. He also urged theMinisters to streamline salary ofSSA Teachers within a shortspan of time as Finance Ministerhad already assured to stream-line the same from April of thisyear by delinking the Centralshare with State budget.

After giving a patient hear-ing to the delegation, both theMinisters assured to release theirsalary of two months on the eveof Eid and added that the issueof streamlining of SSA salarywould take more time.

The Association explainedthat the circularno.DSEJ/Pvt/9438-48 dated17/05/17 is contempt of the dic-tum given by the High Court ofJammu & Kashmir.

The Association said that themajority of schools functioningup to class 8th were deprived of

recognition till date on one pre-text or the other whereasschools functioning up to 10th& 12th standard have beengranted affiliation cum recogni-tion for five years with less for-mality as demanded for therecognition of class 8th schools.

The PSA demanded recogni-tion / permission or generalorder in favour of all privateschools functioning up to class8th so that such schools cansubmit RR for the students read-ing in class 8th without delay.

The Jt. Director gave apatient hearing to the deputa-tion and assured to look intotheir demand.

JAMMU, June 8: Continuingtheir strike for the 4th consecutiveday, staff under AcademicArrangement in all theGovernment Polytechnics inJammu division suspended workon Thursday and began indefinitedharna.

The protesting staff fromPolytechnics of Jammu assem-bled at Exhibition Ground nearPress Club and staged a dharnaamidst raising of slogans in sup-

port of their demand for a regular-ization policy for them.

The protest dharna was heldunder the banner of All J&KPolytechnic AcademicArrangements Association, whichis spearheading the ongoing agi-tation for regularization of thestaff. They raised slogans in sup-port of their demand.

While addressing the protestdemonstration, president of AllJ&K Polytechnic AcademicArrangements Association, AtulSudan said that the AcademicArrangement staff, who servedthe department with all dedicationand hard work for years together,was being terminated despite acourt directions for not to replacethem by the transfers or perma-nent fresh appointment. Healleged that the department wasviolating the court directions andalso refusing to give the termina-tion order in written.

“The department is not givingany thing in written to disengage

or terminate us and also notallowing the particular staff to dothe attendance,” he alleged andadded that despite repeated pleasto the officials of TechnicalEducation Department andMinister concerned, nothing seri-ous was done for them.

Atul Sudan recalled that whileappointing them, the departmenthad played a mischief by usingthe term “appointed on contractu-al basis as academic arrange-ments and on consolidated

salary”. “The department hasused three terms; Academic,Contractual and consolidated alsoand whenever we approachauthorities for the benefits ofContractual we are told that youare academics and whenever wedemand the salary of Academicsas per the Medical Educationdepartment, we are told that youare Consolidated as per the salarypaid to you thus using this mys-tery of the words the departmentis depriving the AcademicArrangements staff from theirrights,” he explained.

The Association presidentdemanded that the terminatedstaff be allowed to rejoin thedepartment again as per their con-tinuation order from High Courtof J&K. He further said that theirdemand of including them intoJK Civil Services Act or to frameregularization policy for themshould be addressed otherwisethey will have to come on theroads for getting their due right.

SRINAGAR, June 8: TrafficPolice today said it have booked1.61 lakh traffic violators in theState and recovered fine of Rs.2.88 crore in the first quarter ofthe year.

In the same period, 1390 vehi-cles were seized while as 25426two wheeler drivers found with-out helmets, 2264 tripple riddingand 2939 with overloading, astatement issued here said.

For better traffic managementand to curb traffic violations inthe State and ensure public safetyon roads, various remedial meas-ures, besides on spot decisionswere taken in consultation withother stakeholders at differentlevels of traffic management inthe twin Capital Cities and majortowns of State, it said.

"JMC, SDA, JDA, Municipalcouncils, National HighwayAuthorities, and TransportUnions /Companies were provid-ed necessary support for betterand smooth flow of traffic," thestatement read. The departmentorganized traffic awarenesscamps, seminars in educationalinstitutions to improve road user

behavior and educate the youth."Keeping in view the condi-

JAMMU, June 8: MiranSahib police under OperationChetak arrested two vehiclelifters and recovered one stolenmotorcycle from their posses-sion.

As per police sources, yes-terday a complaint was lodgedby Vikas Verma, son of VijayKumar of Krishna Nagar withpolice station Miran Sahib stat-ing that some unidentified per-sons had stolen his motorcyclebearing registration numberJK02AR-3714 which he hadparked in front of his house.

Acting over the complaint, acase under FIR number 84/17under Section 379 RPC was reg-istered at police station MiranSahib and investigation started.

During the course of investi-gation, many suspects were

rounded up and raids were con-ducted to recover the vehicle.

A team from police stationMiran Sahib finally succeededin arresting the thieves, whohave been identified as AmanChargal alias Mintu, son ofSatpal Chargal of Gazian tehsilRS Pura and MohammadMansha, son of MohammadMirza Choudhary of Maralliantehsil RS Pura. On their disclo-sure, the above said stolen vehi-cle was recovered.

Further questioning of theaccused is going on to ascertaintheir involvement in other theftcase.

Ex-paramilitary force personnel hold protest demonstration

JAMMU, June 8: Ex-Paramilitary Force WelfareAssociation held protest demon-stration outside Press Club herein support of long pending gen-uine demands and work outstrategy to approach CentralGovernment with regard to OneRank One Pension and otherallied issues. The protest wasorganized under the chairman-ship of Shashi Kumar Sharma,

its president. Veer Naris alsojoined the protest.

The speakers held that theCentral leadership was seem-ingly least interested in mitigat-ing the suffering and hardshipsbeing suffered by the personnelof ex-paramilitary forces. Theysaid it was astonishing that anMLA, MLC or MP who servefor five years are provided allbenefits while a person who

serves the country for 25 yearsis not given any benefit.

They said there were about15 lakh retired personnelincluding Veer Naris who haveserved in BSF, CRPF, ITBP,CISF and Assam Rifles all overthe country with dedication andhonesty at par with regular armybut when it comes to benefits,these stand denied to ex-para-military persons though theirrecruitment was made under theprovisions of the Constitution of

As per police sources, a per-son identified as Ashiq Hussain,son of Mohammad Ramzan, aresident of Parsholla, TehsilMohalla District Doda wentmissing on January 31, this yearand a missing report was lodgedin police station Doda in thisregard.

A team from Doda policestation traced out the missingperson and handed over to fam-ily members after completinglegal formalities. The missingreport has been closed accord-ingly.

UDHAMPUR, June 8: Aman was electrocuted whileworking at under constructionhouse of his brother at villageChari Sail in Udhampur.

The deceased was identifiedas Surjeet Kumar, son of BadriNath of Chari Sail. He wasworking in under constructionhouse of his brother when aniron rod, being carried by himaccidentally touched a bareelectric wire.

Even as the family membersrushed him to District HospitalUdhampur, doctors theredeclared him as brought dead.

After the recovery, the soliderwas detained by police and wasquestioned. Subsequently he washanded over to Military Police ofArmy.

According to a policespokesman, a man identified asMadan Lal (60) son of RasilaRam, resident of Gandhuchakand his two sons namely Sunny(19) and Ganesh (24) werethrashed badly by five personsof a family in their neighbour-hood after they exchanged heat-ed words over some construc-tion issue, this morning.

The injured persons wereshifted to Government MedicalCollege and Hospital, Jammufor treatment while on the com-plaint of the victims, the con-cerned police had registered acase against the accused per-sons.

JAMMU, June 8:Disappointed over no responseof the State Government, whichdid not take up their issue in theCabinet meeting, which washeld yesterday, the agitatingContractual Lecturers (10plus2)held a strong protest demonstra-tion on 115th day of their hungerstrike on Thursday.

They raised slogans in sup-port of their demand and againstthe State Government. Theyalso vowed to continue theirongoing hunger strike andprotest till the Government con-cedes their demand for the regu-larization.

KPS, SKS for CBI probe into cop's murder

JAMMU, June 8: The KPSabha (KPS) Jammu todayurged the J&K Government toget the probe into the highlytragic murder of the youngpolice brave heart Sameer Bhatmonitored at the highest level inorder to bring the culprits tobook.

In a statement issued here,today the KPS said in view ofthe attempt made by vestedinterests to shield the culprits,the community has lost faith inthe probe agencies and it isfeared that the SIT constitutedmight botch up the investiga-tion. Already more than threeweeks have elapsed and stillthere is no clue about the killers.With the recovery of the deadbody the investigation mustbecome more intense. The dia-bolical manner in which theyoung boy has been killed raisesmany questions especially inview of the prevailing condi-tions in the Valley where forcesof destabilization have let loosea reign of death and destructionwhich has assumed large pro-portions.

Kaul while extending fullsympathy with the bereavedfamily who lost its sole breadearner in his prime age demand-ed that the family be given fullcompensation admissible underrules and the next kin of the copbe provided a Government job.

Swankha area ofSamba district.

According toreports five towers ofthe transmission linebeing constructed bySterelite were uproot-ed.
