1. INTRODUCTION
Since2005,HighlyPathogenicAvianInfluenza(HPAI)oftheH5N�subtypehascausedepidemicsamong domestic poultry and wild birds in Asia, parts of Africa, the Middle East, and parts ofEurope.ThisepidemichighlightstheveryrealriskofintroductionofexoticdiseasessuchasavianinfluenzaandNewcastledisease,intopoultryfarms,especiallybywildbirds.
YoucanprotectyourflockagainstNewcastlediseasebyvaccination.TheDepartmentrecommendsthatalllayingbirdsarevaccinatedagainstNewcastledisease.Broilersandotherfatteningbirdsmayalsobevaccinated,dependingonthediseasesituationthatprevails.Yourveterinarypractitionerwillbeabletoadviseyouonthis.
VaccinationisnotcurrentlyauthorisedforpreventionofavianinfluenzainpoultryorgamebirdsìnIreland,butisauthorisedforuseinexoticbirdcollectionsinzoos.
Thereareanumberofroutineprecautionsthatcanbetakentoprotectpoultryflocksagainsttheintroductionofanydiseases-notjustNewcastlediseaseandavianinfluenza.Inadditionthereareanumberofspecificmeasuresthatcanbetakentoreducetheriskofintroductionofavianinfluenza.Youwillfindthesemeasureslistedinthisbooklet.
Earlydetectionofthesediseasesisvitalinthecontrolofexoticdisease,toensurethatappropriatemeasuresareputinplacequicklytobothpreventfurtherspreadofdisease,andtoprotectpublichealth. This booklet details some of the common signs that may be seen in birds affected withNewcastlediseaseoravian influenza, andwhatyou shoulddo if yourflock is showing signsofdisease.

3. BIOSECURITY ADVICE FOR POULTRY FLOCKOWNERS
�. Commercialpoultryfarmersshouldensurethattheyhaveagoodperimeter fencearoundthesite,andthatthereisasingleentrance/exit,withalockablegate.Smallflocksshouldalsobefencedin.
2. Allpoultryhousesshouldbebirdandrodent-proof,andalwayskeepthedoors closed.Wildbirds,especiallypigeonsandwaterfowl,areaparticularrisk.Bird-proofnettingshouldhaveaperturesnolargerthan25mm.
3. Onlyallowessentialvisitors tohaveaccesstothepoultrysite,andprovidefarmordisposableoverallsandfootwearforvisitorsandstaff.Providehand-washingfacilities,andinsistthattheseareusedbystaffandvisitors.
4. Provide footbaths containing approved disinfectant* outside each poultry house. Ensurethatthedisinfectantisusedattherecommendeddilutionrate,andchangethedisinfectantatleasttwiceweekly.
5. Only allow essential vehicles onto the site. Staff, service vehicles etc. should be parkedoutsidetheperimeter.Insistthatallvehiclesthathavetoenterthesitehavebeencleanedanddisinfectedbeforehand.
6. Keephouse surroundsfreeofvegetationanddebris,anddisinfectthesurrounds regularly.7. Operateanall-in/all-outpolicywhenstockinghouses,andonlybuyreplacementbirdsfrom
reputablesources.8. Onlyallowequipment thathasbeencleanedanddisinfectedintopoultryhouses.Always
storeequipmentinabirdandrodent-prooflocationfollowingdisinfection.9. Alwaysstoreshavingsinabirdandrodent-prooflocation.Donotallowpet animalsinto
storesorpoultryhouses.�0. Store dead birds in a lidded container. Dispose of carcases regularly in a safe manner. If
thecarcasesareduetogoforrendering,leavethecontainerattheperimeterofthesiteforcollection.

4. MEASURES TO REDUCE THE RISK OF INTRODUCTION OF AVIAN INFLUENZA
Specificmeasuresarerequiredtoreducetheriskofintroductionofavianinfluenzaintopoultry.Thereservoirforthevirusis inwildwaterbirds, inparticularwaterfowl(e.g.ducksandgeese).Waterfowlmaybeinfectedwiththevirus,yetshownosymptoms.
Thevirusmaybepresentin: • Livebirdsandtheirproducts(meat,eggs,feathers) • Carcasesofbirds • Faecesofbirds
Infectionmostcommonlyresultsfrom: • Contactwithwildbirds • Contactwithinfectedpoultryorpoultryproducts • Contaminatedclothingandfootwear • Contaminatedvehiclesandequipment • Contaminatedfeedandwater • Contaminatedmanureandlitter • Rodentsorfarmdogsandcats,whichmayactasmechanicalvectors.
�. Itisessentialtopreventcontactbetweenpoultryandwildbirds.Ensurethathouses, feed stores and shaving storesarerodentandbird-proof, includingnettingofvents.Keepthedoorsshutandensurethatcatsanddogsarekeptout.
2. Separateducks and geesefromotherpoultry.3. Feed and water free range birds indoors where possible. Always clean up feed spills
immediatelyaftertheyhaveoccurred.4. Preventpoultryfromhavingaccess to ponds, lakes or riverse.g.byfencingofftheseareas
anddonotallowfree standing water tocollect.5. Staff and visitors onpoultryfarmsshouldnothavecontactwithwildbirds(e.g.waterfowling).
Onlyessentialvisitorsshouldbeallowedaccesstothepoultryhouse.Arecordofallvisitorsshouldbemaintained.
6. Usefootdipsattheentrancetothepoultryhouseandchangeyour footwear,onentrytothehouse,to bootsthatarededicatedtouseinsidethepoultryhouse.
7. Alwayscleananddisinfect*equipmentpriortousingitinapoultryhouse,anddonotleaveitoutsidewhilstnotinuse.
8. Checkthesourceofthewater suppliestoyourhouseatregularintervals.Ifthesourceislakewater,itmustbeadequatelytreatedtokillviruses(e.g.bychlorinationorUVlight).

5. HOUSING OF POULTRY – AVIAN INFLUENZA ADVICE
When should I bring my birds indoors?IfhighlypathogenicavianinfluenzaisconfirmedinIreland,allflocksofpoultrywithin3kmradiusoftheinfectedpremiseswillberequiredbylawtobekeptindoors.
Inaddition,ifariskassessmentbytheDepartmentofAgriculturedeterminesthatIrelandisatahighriskofintroductionofhighlypathogenicavianinfluenza,theMinistermayrequirethatallpoultryarekeptindoors.
What if I don’t have housing for my birds?If you do not have housing for your birds, you will be expected to take all reasonable steps tocontainyourbirds,andtominimisecontactbetweenyourbirdsandwildbirds.
Themeasureswilldependonthespeciesandcategoryofbirds,butshouldbeaimedatpreventingwildbirdsfrom: • Beingabletolandclosetowhereyourbirdsarekept • Mixingwithyourbirds • Contaminatingtheirfeedorwatersupplies
Youcanconstructoradaptpens/buildingstemporarilye.g.: • Useotherbarns,sheds,garagesorouthouses • Constructalean-toverandaonthesideofexistinghouses • Construct a pen using straw bales, with a tarpaulin roof, and bird-proof netting
(25mmaperture)forlightandventilation • Usebird-proofnettingtoroofoutdoorpens
Ifthesemeasuresarealsoimpractical,theveryminimummeasuresaretoensurethatwildbirdscannotaccessthefeedandwatersupplies: • Provideadditionalprotectionaroundthesupplies(e.g.netting) • Preventaccesstoopenwater,andprovidemainsortreatedwater. • Installbirdscaringsystems(e.g.auditory,visualdeterrents).Thesemaynotbesuitable
fornervousbirds,sotheseshouldbeusedwithcare,andontheadviceofsuppliersoftheequipment.
Will housing my birds create any problems for them?Whenbirdsarenotusedtobeinghoused,itmaycreateproblemsfortheirwelfare.
Birdswillneedtobecheckedmoreoftenthanusualtoensurethat: • Feedandwaterarekeptfresh,andfreefromfaecalcontamination • Thereisnoevidenceofbehavioursuchasfeatherpeckingorcannibalism • Inhotweatherorcold,wetweather,thatthebirdshavesufficientventilation • Overcrowdingisnotbecomingaproblem(particularlywithfast-growingbirds) • Thereisnoevidenceofdisease.

Will housing my birds mean that I cannot market my poultry as free-range or organic poultry?YouwillneedtoconsultyourrepresentativeorganisationsortherelevantmarketingsectionintheDepartmentofAgricultureandFood,forup-to-dateadviceinrelationtomarketingrules.

6. EMPLOYERS – AVIAN INFLUENZA ADVICE
ThecurrentoutbreakofavianinfluenzaH5N�inAsia,Africa,MiddleEastandEuropeisacauseofgreatconcerntothepoultryindustry.Itisimportantthateveryoneplaystheirpartinprotectingtheindustry.Pleasebringtheseimportantpointstothenoticeofyourworkersandvisitors:
�. People who are travelling to avian influenza infected countries should avoid poultryfarms,birdmarketsandotherplaceswherelivebirdsarekept,andotherlocationsthatmaybecontaminatedwithbirdfaeces.
2. Workers or visitors from other countriesshouldnothavehadcontactwithpoultryorotherbirdsforatleastone weekbeforetheyworkon/visitapoultryfarm.
3. Workers or visitors to poultry farmsshould: • Onlyenterpoultryhousesorareaswherepoultryarekeptifthisisessential • Wearcleanprotectiveclothingandfootwearwhichiscleanedanddisinfected�after
use,ordisposableprotectiveclothingandfootwearwhichisdisposedofsafelyonsiteafteruse
• Washtheirhandsthoroughlybeforeandafterhandlingbirdsorequipment.4. Theimport of poultry and game meat and meat products in personal luggageoftravellers
isprohibitedfromcountriesoutsidetheEuropeanUnion.5. Theimport of live poultry, other birds, eggs, unprocessed poultry and game meat/meat
products and untreated feathers or poultry manureisprohibitedfromcountriesinfectedwithhighlypathogenicavianinfluenza2.
6. Thefeeding of meat or meat products (including that of poultry) to poultry or other farm animalsisprohibitedunder theDiseasesofAnimalsAct,�966(ProhibitionontheUseofSwill)Order,200�[S.I.No.597of200�].

7. VEHICLE CLEANING & DISINFECTION PROTOCOL
�. Choosealocationthatwillavoidsolutionsenteringsurfacewaterdrainsorwatercourses,andpreferablywithaconcretesurface.
2. Firstremoveanyequipment(modules,moduleliftingequipment,crates,pipes,coversetc.)forcleaning.
3. Starting fromthe topandworkingdown,remove any solid debris fromtheoutsideandinsideof thevehiclebyscraping, thenbrushing.Payspecialattentionto theundersideofthevehicle,wheels,wheelarches,tyres,mud-guardsandexposedchassis.Dungandsoiledbeddingmaycontainhighlevelsofinfectivematerial,andshouldbesafelydisposedofe.g.bycomposting.
4. Apply detergentusingaknapsacksprayerorpressurewasher,atlowpressure(approx.500psior35bars),toavoiddispersalofpotentiallyinfectivematerial.
5. Soak all external and internal surfaces of the vehicle, starting from the top and workingdown.Payspecialattentiontothewheels,wheelarches,tyres,mud-guardsandundersideofthevehicle.Allowatleast10 minutescontact timeforthedetergenttopenetrateandloosenthedirt.Rinseathighpressurewithcleanwater.
6. Checkthatallsurfacesarevisiblyclean,beforedisinfecting.7. Useanapproved disinfectant*.Ensurethatdisinfectanthasbeenproperlystored,isindate,
andisusedinaccordancewithmanufacturer’sinstructions.8. Applythedisinfectantwithapressurewasher(atlowpressure)orknapsacksprayer.Ensure
thattherecommended contact timeforthedisinfectantisallowed.Ifthedisinfectantaffectsuntreatedmetalsordamagedgalvanisedmetals,itshouldberinsedoffaftertherecommendedcontacttime.
9. Outsideofvehicle-startatthetopandworkdowneachside.Insidethevehicle-disinfectthewallsandfloorofthetransporter,andthentheloadingrampandtailgatelift.Payspecialattentiontothewheelarches,tyres,mudguardsandundersideofthevehicle.
�0. Takeall removable itemsoutof the cab of thevehicle including thefloormats, clothing,wellingtonbootsetc.Useadustpanandbrushtoremoveanydebrisfrominsidethecabanddisposeofitintoarefusesack.
��. Useasofthandbrushandabucketofdetergenttocleanthecabfloor,floormatsandfootpedals.Rinse.Usea cleancloth soaked ina solutionofdisinfectantat the recommendeddilutionratetodisinfectthecabfloor,floormatsandfootpedals.
�2. Ensurethatallitemspackedbackintothecabareclean.�3. Parkthevehicleonaslopeawayfromthewasharea,todrainanddry.�4. Once the vehicle is removed from the wash area, wash down the concrete surface with
detergent. (ensure that cleaned and disinfected vehicles do not become re-contaminatedwhenusingpressurewasherstocleanthewashareaorothervehicles).
�5. Cleananddisinfectwaterproofoverallsandbootsandthecleaningequipment.

Thefollowingproceduresshouldbefollowedforeachhousetobedisinfectedafterdepopulationtopreventthecarryoverofinfection.
Removal of feed, equipment, litter etc.�. Removeanyresidualfoodfromthesiloandfeedequipment.2. Takeoutanyremovableequipment.3. Removeanydeadbirdcarcasesfromthelitter,anddisposeofwithothercarcases.4. Removealllitterfromthehouse.5. Loadlittertoensurethatalloutsideareassuchasconcretepadsatdoorsareclearedofold
litter.6. Ensureloadsarecoveredbeforetransportfromthesite.
Dry cleaning�. Workfromthetopofthehouseandworkdown.2. Blowdownallsurfacedustfromceilings,waterpipes,fanboxesandinlets.3. Bloworbrushloosedebrisfromwalls.4. Scrapefloorusingmechanisedscrapers.5. Bloworwashdownbulkfeedbins.
Water sanitizationDrainablesystems�. Draintheheadertankandcheckthatitisfreefromdebris.Cleanasrequired.2. Fillthetankwiththatvolumeofwaterrequiredtofilltheentiredrinkingsystemandadd
sanitizeratrecommendeddilution.3. Allowsanitizersolutiontofillthedrinkingsystem.Leaveforonehour.4. Drainthesystemandfillwithfreshwater.Non-drainablesystems�. Shortlybeforedepopulation,addsanitizertotheheadertank.2. Isolatesupplyfromheadertankandallowthewatertobeconsumeduntilthetankisempty.3. Removeanydebrisfromtheheadertank.4. Fillthetankwithwater,andaddsanitizeratrecommendeddilution.
