Hon. Norman M.G.K. Nyagah

Hon. Nyagah was born on 1st September 1950 inEmbu District. He is currently a Member ofParliament representing Kamugunji Constituencyand is also the Government Chief Whip. Between1973 and 1991, Hon. Nyagah was a businessman inmilling and pharmaceutical industry. He also servedas Opposition Chief Whip and Deputy SecretaryGeneral of Democratic Party of Kenya. He was aDirector of National Cereals and Produce Board in1992. He is awarded the Elder of the Order of theGolden Heart of Kenya (EGH) in recognition of hisimmense role in national development.

Gen. Jeremiah Mutinda Kianga

Gen. Kianga was born on 26th April 1950 inMakueni District. He was enlisted into the ArmedForces in 1971 as a Cadet Officer and wascommissioned in 1973. He has served for 34 yearsin various capacities including diplomatic, staff,command and training establishments, risingthrough the ranks to his present rank of General.Through out his career, Gen. Kianga has servedwith diligence, commitment and dedication. He alsoserved as Defence Attache, General Officer

Mr. Duncan Nderitu Ndegwa

Mr. Ndegwa was born in 1925 in Nyeri District. Hejoined the Public Service in 1956 as anEconomist/Statistician and was appointedPermanent Secretary, Secretary to the Cabinet andHead of the Public Service in 1963 where he serveduntil he was appointed Governor of the CentralBank of Kenya in 1967 and reappointed four times.During his entire career, Mr. Ndegwa rendereddistinguished service in many areas, holding keypositions in government, banking and othernational organizations during which time heinitiated fiscal and monetary policies that spurredeconomic growth. He continues to support theneedy and charitable courses and also engages inbusiness in his retirement. He is awarded the Elderof the Order of the Golden Heart of Kenya (EGH) forhis distinguished and meritorious service renderedto the nation.

Lt. Gen. Augustino Stephen Karanu Njoroge

Lt. Gen. Njoroge was born 28th June 1951 inNakuru District. He was enlisted into the ArmedForces in 1970 and rose through the commissioned

Lt. Gen. Jackson Kiprono Tuwei

Lt. Gen. Tuwei was born on 2nd April 1952 in NandiDistrict. He was enlisted into the Armed Forces in1973 and rose through the ranks to his currentrank of Lieutenant General. Prior to this, he heldappointments both in command and staff where herendered exemplary services in the Armed Forces.He currently serves as Commandant, NationalDefence College. He is awarded the Moran of theOrder of the Golden Heart of Kenya (MGH) for hisexemplary and dedicated service.

Maj. Gen. Herold Mwakio Tangai

Maj. Gen. Tangai was born on 22nd February 1956in Taita Taveta District. He was enlisted into theArmed Forces in 1977 and rose through the ranksto his current rank of Major General. He hasdiligently served in various appointments both incommand and staff including being ColonelTraining and as Deputy Commander of the KenyaAirforce. Maj. Gen. Enock Mwosi Sasia

Maj. Gen. Sasia was born on 20th November 1955 inUasin Gishu District. He was enlisted into theArmed Forces in 1975 and steadily rose through theranks of Platoon Commander to his current rank ofMajor General, Directing Staff at the NationalDefence College. In 1997, he served as a DefenceAttache in Ethiopia and is recognized for hiscontribution towards uplifting logistics standards inthe Armed Forces in general. S/DCP Lawrence Mwadime Nyange

S/DCP Nyange was born on 5th May 1953 in TaitaTaveta District. He joined the Police Force as aConstable and was spot talented to be a trainer andconverted to the General Service Unit (GSU) wherehe helped to develop infrastructure andprofessionalism at the GSU Training School. Hecurrently serves as Senior Deputy Commissioner Iand Principal Assistant to the Commissioner ofPolice where he is in charge of co-coordinating andguiding all Staff Administration and steering ofPolice reforms. He is awarded the Chief of the Orderof the Burning Spear (CBS) for his committed anddedicated service.

Mr. Kinuthia Mbugua

Mr. Mbugua was born on 1st September 1953 inKiambu District. He joined the Civil Service in 1978

Hecurrently serves as Administration PoliceCommandant, a position he has used torevolutionalize the department through introductionof strategic planning and revitalization of entireorganization through modern managementapplication and techniques. His efforts haveresulted in tremendous growth and efficiency inresource mobilization and productivity. Mr. Gilbert Midhune Omondi

Mr. Omondi was bon in 1953 in Bondo District. Heenlisted into the Prisons Service in 1978 as a ChiefOfficer Grade I and rose through the ranks tobecome a Commissioner of Prisons on 1st July2005. Prior to his current appointment, Mr. Omondiserved in various ranks in the service includingbeing in charge of Principal and Maximum Prisonsaround the country. He is awarded the Chief of theOrder of the Burning Spear (CBS) for hiscommitment and devotion to duty.

Ms Dorothy Nyagoha Angote

Ms Angote was born on 18th December 1957 inVihiga District. She served as a Magistrate inWestern Kenya and later ventured into private

She was instrumental instreamlining of services at the Companies Registryand also instrumental in spearheading formulationand implementation of various policies programmesin the ministry. She is awarded the Chief of theOrder of the Burning Spear (CBS) for herdistinguished and dedicated service.

Mr. Patrick Simiyu Khaemba

Mr. Khaemba was born on 14th December 1955 inBungoma District. He currently serves asPermanent Secretary, Ministry of Co-operativeDevelopment and Marketing. He previously servedas Executive Director at the African DevelopmentBank between 2001 and 2004 during which time heensured full resumption of lending to Kenya whichcontributed heavily towards interests of borrowersfrom MOBs. As Permanent Secretary, Ministry ofHealth Mr. Khaemba concluded Health Sector andthe Ministry’s Strategic Plan, designed a reformprogram for the ministry and also ensured regulardrug distribution. Eng. Stower was born on 3rd March 1956 in BusiaDistrict. He joined the Civil Service in 1979 as anAssistant Engineer and served with dedication for25 years rising to the position of Director of Waterwhere he steered far reaching and institutional,policy and legislative reforms in the water sector. Hewas appointed Permanent Secretary, Ministry ofLivestock and Fisheries Development in 2004,where he has initiated major reforms in livestock,dairy and fisheries sub sectors. Eng. Stowercurrently serves as Permanent Secretary, Ministryof Regional Development Authorities. He is awardedthe Chief of the Order of the Burning Spear (CBS)for his distinguished and devoted service.

Eng. Mahboub M. Maalim

Eng. Maalim was born in 1958 and is currentlyserving as Permanent Secretary, Ministry of Waterand Irrigation. Prior to this he served as PermanentSecretary, Special Programmes in the Office of thePresident since July 2004 to August 2005 duringwhich time he ably coordinated disaster riskreduction programmes, Arid and Semi Arid LandsProjects among others. He is recognized for hisdedicated service. He is awarded the Chief of theOrder of the Burning Spear (CBS) for hisdistinguished and dedicated service.

Mr. Zachary Ng’ang’a Mwaura

He was born on 2nd October 1956 in MurangaDistrict. He joined the Civil Service on 23rd

Between 1997 and 2005 he headed twoTechnical Teams for negotiations and formulation ofthe establishment of the East African CustomsUnion. He was appointed Permanent Secretary,Department of Defense in February 2005 where hecontinues to discharge his duties with loyalty,dedication and commitment. He is awarded theChief of the Order of the Burning Spear (CBS) fordistinguished and dedicated service.

Mr. Cyrus Tai Gituai

Mr. Gituai was born on 28th August 1952 in EmbuDistrict. He joined the Civil Service in 1976 as aDistrict Officer and rose to become a DistrictCommissioner during which time he served invarious districts countrywide with dedication. He iscurrently serving as Permanent Secretary,Provincial Administration and Internal Security. Hehas presided over far-reaching reforms in thedepartment and has initiated positive work ethicsthat are destined to tremendously transform thedepartment to achieve its challenges. Mr. Solomon S. Boit

Mr. Boit was born on 13th June 1959 in BaringoDistrict. He joined the Civil Service in 1981 as a

Amb. Boaz Kidiga Mbaya

Mr. Mbaya was born on 14th March 1951. He joinedthe Civil Service in 1978 as a District Officer andwas moved to Foreign Service in 1983 where heserved with loyalty and dedication both at theMinistry of Foreign Affairs Headquarters and alsoabroad rising to become a Director and also anAmbassador. He is currently the PermanentSecretary, Ministry of Foreign Affairs. He is awardedthe Chief of the Order of the Burning Spear (CBS)for his loyal and dedicated service.

Mr. Stanley Karuthai Murage

Mr. Murage was born on 18th May 1950 inKirinyaga District. He joined the Public Service asan Assistant Quantity Surveyor in 1974 and rose tobecome a Group Quantity Surveyor 1977 andsubsequently went into private practice. Mr. Muragewas appointed Permanent Secretary in 1994 andcurrently serves as Advisor/Permanent Secretary,Strategic Policy in the Office of the President where

Mr. Wanjuki Muchemi

Mr. Muchemi was born on 30th November 1951 inNyeri District. Since his appointment as SolicitorGeneral in May 2003, he has initiated far reachingfundamental reforms in the State Law Office. Hehas also been involved in successful negotiations ofmany contracts and agreements beneficial to thegovernment and also led the legal team thatnegotiated the East African Customs UnionProtocol. He is awarded the Chief of the Order of theBurning Spear (CBS) for dedicated service.

Hon. (Eng.) Muriuki Karue Muriuki

Hon. Muriuki was born on 31st August 1950 inNyeri District. He has been a Member of Parliamentrepresenting Ol’ Kalou Constituency since 1997. Heinitiated and successfully lobbied in parliament forthe establishment of Constituency DevelopmentFund. Hon. Muriuki has been instrumental insuccessfully moving motions aimed at improvinglives of Kenyans especially establishment of rural-based development committees. Brig. Kyaka was born on 14th October 1955 in KituiDistrict. He was enlisted into the Armed Forces in1979 and rose through the ranks to his currentrank of Brigadier. He has held appointments incommand, staff and training and is currently Chiefof Operations at the Defence Headquarters. Mr. George Ng’ong’a Macgoye

Mr. Macgoye was born on 18th May 1963 inEngland. He joined the Civil Service in 1989 as aDistrict Officer and served in six provinces risingthrough the ranks to become a DistrictCommissioner and was subsequently redeployed tothe ranks of Administration Police Force where iscurrently serving as a Senior Deputy Commandantand Commandant of Administration Police TrainingCollege. Mr. Macgoye has transformed trainingcurricula content and methodology and alsoembraced a higher profile for the AdministrationPolice Force in the field of training. He is awardedthe Elder of the Order of the Burning Spear (EBS)for exemplary performance of his duties.

Mr. Elias Mwakamba Mjomba

Mr. Mjomba was born on 10th August 1951 in TaitaTaveta District. He was enlisted into the PoliceForce in 1970 and rose through the ranks tobecome a Deputy Commissioner of Police. He joinedthe National Security Intelligence Service as anAssistant Director in July 1999 and became aDirector in 2003. Mr. Mjomba has served thecountry with distinction and commitment whileproviding good leadership and successfulmanagement strategies within the Public Service.He is awarded the Elder of the Order of the BurningSpear (EBS) for outstanding performance of hisduties.

Mr. Wanyama Kulundu-Bitonye

Mr. Kulundu-Bitonye was born on 22nd July 1952in Kakamega District. He is the Principal, KenyaSchool of Law. He previously served as Lecturer atthe University of Nairobi and became SeniorLecturer and Professor at the National University,Lesotho and at Rhodes University. Hisinnovativeness has seen the Kenya School of Lawrelocate to a new and more spacious space and wellequipped. His leadership is gradually transformingthe school into a centre of excellence and improvedcurriculum. Mr. Kulundu-Bitonye has alsospearheaded capacity building programme for landControl Boards and Tribunals. He is awarded theElder of the Order of the Burning Spear (EBS) forhis contribution towards national development.

Mr. Stanley Charles Muchiri

Mr. Muchiri was born on 2nd January 1946 inMuranga District. He currently serves asChairman, Cooperative Bank of Kenya and also

Mr. Muchiri has alsoserved for 22 years as General Manager forMuranga District Farmers Cooperative Union andhas served in various boards of organizations. He isawarded the Elder of the Order of the BurningSpear (EBS) for his immense contribution towardsnational development.

Mrs. Bernadette Mwihaki Nzioki

Mrs. Nzioki was born on 7th March 1952 in NakuruDistrict. She joined the Civil Service in November1976 as an Assistant Secretary and steadily rose tobecome a Senior Deputy Secretary. She is recognized for her outstandingdevelopment of biotechnology for multiplyingbananas through tissue culture which hasincreased banana yields from less than ten perhectare to over sixty tons. WO II Julius Mutuku Muoka

WO II Muoka was born in 1951 in Makueni District.He was enlisted into the Armed Forces in 1971 andcurrently serves as the only trained theatretechnician in the Armed Forces. He trained on thejob as a theatre nurse and has supervised mostcritical operations undertaken in medical theatresand has been able to assist in the most difficult anddelicate operations thereby saving lives of soldiersinjured either in training or accidents. Sgt. Francis Muyaka Wafula

Sgt. Wafula was born on 27th May 1963 inKakamega District. In February 2004 the runwaylighting system at Moi Air Base failed completelysuch that no night flying could be conducted. TheMinistry of Public Works engineers recommendedreplacement of the whole system at a cost ofKshs.120 million. This could not be done becauseof the huge financial undertaking and implicationson flying operations. Sgt Muyaka, an AerospaceGround Equipment (AGE) technician, physicallywent through the whole circuit, testing forcontinuity, and replacing damaged sections of theunderground cables, damaged lights andtransformers and managed to repair about 60% ofthe lighting system. He saved the government aconsiderable amount of money and shown howrepairs could be done in case the runway lights failin future. Sgt Muyaka is recognized for hisoutstanding devotion to duty and willingness towork even beyond the normal call of duty andwithout formal training in electrical engineering. Heis awarded the Order of the Grand Warrior of Kenya(OGW) for his diligence, dedication andcommitment to duty.

Mr. George Opiyo

Mr. Opiyo was born on 19th November 1951 inKisumu District. He joined the Civil Service in 1977and has served in various capacities including asDiplomat in Scandinavia from 1989 to 1992. He iscurrently serving as Director of Information wherehe is in charge of all Public Relations Officers whoseduty is to improve the image of the governmentnationally and internationally. He awarded theOrder of the Grand Warrior of Kenya (OGW) for hisloyalty and commitment to duty.

Mr. Wenslas Shunyi Ambundo Ong’ayo

He was born on 2nd June 1958 in KakamegaDistrict. He joined the Civil Service in 1983 asDistrict Officer III and currently serves as a DeputySecretary, Ministry of Lands and Housing. Sincejoining the service, Mr. Ong’ayo has serveddiligently both in the field and in centralgovernment where he initiated several developmentprojects. He also served in several Task Forces andCommittees and is currently on an advisory TaskForce on recovery of illegal/irregularly allocatedpublic land. He is awarded the Order of the GrandWarrior of Kenya (OGW) for his commitment anddedication to duty.

Ms Juster Nkoroi

Ms Nkoroi was born on 10th January 1959 in IsioloDistrict. She served in various outstanding anddistinguished capacities including designing andimplementing performance contract model. She alsosuccessfully steered the inter-ministerial task Forceon Delimitation of the Exclusive Economic Zones(EEZ) as current chair, and also drafted the EastAfrica treaty. She is awarded the Order of the GrandWarrior of Kenya (OGW) for her commitment anddedication to duty.

Dr. Hellen Wanjiru Gichohi

Dr. Gichohi (Mrs.) was born on 3rd December 1960in Nyeri District. She worked with localcommunities, local authorities, Kenya WildlifeService and the government in wildlife conservation.She has been also involved in communitydevelopment through Eco-lodges, arbitration ofdisputes on revenue sharing, land use planningsupport and championing policy reviews in tourism,wildlife and land, and also training. She isrecognized for her positive contribution inconservation of wildlife and commitment tocommunity service. She is awarded the Order of theGrand Warrior of Kenya (OGW) in recognition of herefforts in wildlife conservation.

He is also involved in formulation of MSESessional Paper, national ICT policies; energypolicies; renewable energy development &standards; energy management in private andpublic sector; capacity building ofEngineers/Manager. He is awarded the Order of theGrand Warrior of Kenya (OGW) in recognition of hisimmense role in research and development.

Mrs. Alice Mwajuma Abok

Mrs. Abok was born on 2nd April 1951 in SiayaDistrict. She is the National General Secretary,Young Women’s Christian Association – Kenya(YWCA). She has been involved in developmentactivities through 350 women groups and 175youth clubs in seven provinces in the country. Mrs.Abok has been active in articulating issues affectingwomen and girls in Africa. She is awarded the Orderof the Grand Warrior of Kenya (OGW) for her activeinvolvement in youth development programmes.

Mr. Arthur Kirimi Mugira

Mr. Mugira was born on 15th April 1955 in MeruDistrict. He has served in the Civil Service for 22years with dedication rising from position of District

Mr. Reuben Kipkemoi Yegon

Mr. Yegon was born on 5th July 1951 in KerichoDistrict. He served as Director, InvestmentPromotion Centre, Statutory Board Member andnow Executive Director at Uniliver Tea Kenya Ltd.He has contributed positively towards developmentof tea industry in Kenya. His commitment to thepromotion of education in Kericho District is highlycommendable. He is awarded the Order of theGrand Warrior of Kenya (OGW) for his role innational development.

Mr. Solomon Okungu Ouko

Mr. Ouko was born in April 1950 in RachuonyoDistrict. He joined the Civil Service in 1984 as aDistrict Officer and served in different parts of thecountry in various capacities rising to become aDeputy Provincial Commissioner, Rift valleyProvince. During his service he successfullymanaged a truce in volatile districts of Rift Valleyand ably discharged his duties in other districts aswell. Mr. William Ndirangu Njoroge

Mr. Njoroge was born in 1955 in Nyeri District. Hejoined the Civil Service in 1980 as a District OfficerCadet and subsequently served in various districtsand was promoted to become a DistrictCommissioner in 1998. While serving in Guchadistrict, Mr. Ndirangu promoted peace betweenGucha/Migori and Transmara/Gucha. He also ablyrepresented the Nairobi Provincial Commissioner asa Nominated Councillor in Nairobi City Council. Hecurrently serves as District Commissioner, MigoriDistrict. He is awarded the Order of the GrandWarrior of Kenya (OGW) for dedicated service.

Mr. Abdullahi Hassan Leloon

Mr. Leloon was born in 1954 in Trans Mara District.He joined the Civil Service in 1979 as a DistrictOfficer and served in various parts of the countryrising to become a District Commissioner, a positionhe still holds with dedication and loyalty. He hasdistinguished himself as the longest servingadministrator who has effectively disseminated

Dr. Stephen Wangai Njoka

Dr. Njoka was born on 19th January 1959 and hasserved as Research Scientist since 1981 where hestarted as a Project Leader, National Fibre ResearchCentre, Mwea Tabere. He is presently the ProjectCoordinator, KARI/Lake Victoria EnvironmentalManagement Project. He was involved in thesuccessful biological eradication and control ofwater hyacinth on Lake Victoria which has resultedin putting the choking lake back to life. He isawarded the Order of the Grand Warrior of Kenya(OGW) in recognition of his role in scientificresearch and development.

Dr. Andrew Maweu Mailu

Dr. Mailu was born on 7th January 1946 and is ascientist who pioneered the biological control of theinvasive water weed (hyacinth) in Lake Victoria. Heled a team of other scientists in efforts tosuccessfully eradicate the weed and bring back lifeinto the lake. He is awarded the Order of the GrandWarrior of Kenya (OGW) in recognition of his role inscientific research and development.

Mr. Geoffrey Gichira Kibara

Mr. Kibara was born on 1st July 1961 in MaraguaDistrict. He is the Director of Legal Affairs at theMinistry of Justice and Constitutional Affairs. Heserved as Deputy Director, Public Law Institute andas Chairman of the Kituo cha Sheria. As Director,Mr. Kibara has been instrumental in enhancingprovision of weekly free legal aid to needy Kenyans.He has also facilitated the success of the

Mr. Gideon Maina Muriuki

Mr. Wachira Waruru

Mr. Waruru was born on 26th April 1959 in NyeriDistrict. He has a distinguished career in the mediaindustry and since taking over at KenyaBroadcasting Corporation, the public broadcasterhas greatly improved in terms of news coverage andother programmes. Prior to this, Prof.Nyabundi served as Teacher, Lecturer, AssociateProfessor and became a Professor at MasenoUniversity in 1998. Mrs. Dorcas Agik Oduor

Mr. Idle Omar Farah

Mr. Farah was born on 18th April, 1965 in WajirDistrict. He has effectively served at the NationalMuseums of Kenya as the Director-General forfifteen (15) years, five (5) of which he has served asDirector-General. He is recognized for immensecontribution to reform in the corporation. He isawarded the Order of the Grand Warrior of Kenya(OGW) for his contribution to national development.

Mr. Francis Thombe Nyammo

Mr. Nyammo was born in1939 in Nyeri District. Hewas a District Officer in 1965 and later served asManaging Director, Kenya Re-insuranceCorporation and Chairman of Long Horn (k) Ltd. Healso served in other international companies,banking and insurance industries. He hascontributed immensely in good corporategovernance, training, support for development andconsultancy services. He also served as Governorand Chairman of Education Sector Board at theKenya Private Sector Alliance which is an apex bodyof private sector associations in the country. He is

Mr. Joel Kipkosge Sigei

Mr. Sigei was born in 1960 in Kericho District. Hejoined the Civil Service in 1984 as a District Officerand rose to his current position of DistrictCommissioner. He has done a commendable job bymobilizing Samburu leaders and people during theon-going disarmament programme and hasrecovered 1,131 firearms and 2,401 rounds ofammunition thus making Samburu the leadingamong seven other districts. He has also played amajor role in conflict resolution in the North Riftand he also effectively controlled stock theft inKuria District where he served earlier. He isawarded the Order of the Grand Warrior of Kenya(OGW) for his commitment and exemplaryperformance of duty.

Mr. Wilson Gachoki Njega

Mr. Njega was born in December 1960 in KirinyagaDistrict. He has served in various parts of thecountry as District Officer and is currently aDistrict Commissioner, Laikipia District.Throughout his service, he initiated many projectsand mobilized collection of Kshs. 12 million forconstruction of police stations. He also stood firm tocontrol invaders targeting white farms in LaikipiaDistrict and he is recognized for his impressivedisarmament efforts although he started later than

Mr. Shem Oduor Noah

Mr. Oduor was born on 5th July 1939 in KisiiDistrict. He was the founder chairman of the KenyaRoads Board 2000/2002. He has had a valuablecontribution to the Ministry’s execution of its corefunction. He is awarded the Order of the GrandWarrior of Kenya (OGW) for his contributiontowards improvement of roads.

Mr. Christopher Kitwai Musumbu

Mr. Musumbu was born in 1962 in Kitui District.He joined the Civil Service in 1989 as a DistrictOfficer and steadily rose to his current position ofDistrict Commissioner, Trans-Nzoia district. Hefirmly put down forest destruction and rampantillicit brewing and consumption in KoibatekDistrict. He has extremely performed well in the on-going disarmament exercise which has broughtdown rate of crime in Trans-Nzoia District. He isawarded the Order of the Grand Warrior of Kenya(OGW) for his commitment and dedication to duty.

Mr. Divyesh Indubhai Patel

Mr. Patel was born on 9th February 1962. He hasrendered distinguished service to the nation

Dr. Nyawira Muthiga

Dr. Muthiga has been deeply involved inconservation of marine wildlife in the Indian Ocean,for close to thirty (30) years. She previously servedat the Kenya Wildlife service as a Marine Scientistand Conservationist where she rendered commitedservice and significant contribution in conservationof wildlife. Dr. Nyawira was recognized by theAmerican Society of Marine Science and bestowedwith an honour. She is awarded the Order of theGrand Warrior of Kenya (OGW) for her immensecontribution in wildlife conservation.

Ms. Tegla Chepkite Loroupe, SS

Ms Loroupe is the first Kenyan to set the WorldMarathon best time and is a three-time World Half-marathon champion. She is also a two-time Worldrecord holder in marathon. Ms. Loroupe is thefounder of Tegla Loroupe Peace Foundation, whichhas helped in raising funds in support of peacebuilding initiatives; poverty reduction programmes;promotion of education; and fight against HIV/AIDSboth nationally and in the Great Horn of Africa

She is awarded the Order of the GrandWarrior of Kenya (OGW) for her immense role inresearch activities.

PC Peter Lotodo

PC Lotodo was born in 1973 and has served in thePolice Force in various parts of the country withdedication and bravery. He confronted armedgangsters who had become a menace and threat tosecurity in Coast Province and had been on thewatch list for a while before PC Lotodo through hisact of bravery and tact, dealt with them. He isawarded the Silver Star of Kenya (SS) for hisbravery and commitment to service.

SSP Davis Gray Mawinyi

SSP Mawinyi was born on 15th August 1956 in TaitaTaveta District. He was enlisted into theAdministration Police Force in 1973 as a Constableand rose through the ranks to become a SeniorSuperintendent. He has spearheaded rapid

SSP Julius G. Mugambi

SSP Mugambi was born in 1952 in Meru NorthDistrict. He has served in the Administration PoliceForce for 33 years in different parts of the country.Over the last two years, SSP Mugambi hascombated crime in Kiambu District where hemanaged to recover firearms and stolen vehicles. Hehas also shown great leadership while serving inother stations and his services are admirable. He isawarded the Silver Star of Kenya (SS) for hisdedication and commitment to duty.

Cpl. Joshua Wanyonyi Maritana (Posthumous)

The late Cpl. Maritana was born in 1960. He wasshot by gangsters when he went to answer adistress call from university students who wereunder attack in Bungoma district. He was ahardworking Administration Police Officer whocarried out his duties without supervision andrelated well with his colleagues. He is posthumouslyawarded the Silver Star of Kenya (SS) in recognitionof his bravery and zeal.

IP Gilbert Masengeli

IP Masengeli was born in 1970 in Bungoma District.He was enlisted into the Administration Police Forcein 1989 and has contributed immensely towardscurbing insecurity in various districts earning himpromotion to the rank of Inspector. Cpl. Joseph Muasa Kasuki (Posthumous)

The late Cpl. Kasuki was born in 1969 in MachakosDistrict. He was enlisted into the Prisons Service in1990 as a Prisons Warder. He was resourceful anddependable officer. On 14th August 2005, he bravelyand daringly laid down his life to prevent escapeesfrom Embu Main Prison during a raid at theinstitution by armed gangsters. He was shotseverally and died while being taken to hospital. Heis posthumously awarded the Silver Star of Kenya(SS) in recognition of his dedicated service and actof valour.

Cpl. Simon Julius Githinji

Cpl. Githinji was born in 1960 in Meru District. Hehas served in the Prisons Service for 20 years withdedication and has a clean record. In 2002, hebravely and single handedly re-arrested escapeeprisoner under the most unfriendly circumstancesand brought him back to jail thereby demonstratingexceptional courage and bravery. The late Mr. Thuranira was born on 24th August1950 in Embu District. He was an experiencedcustoms administrator who actively spearheadedmodernization of Customs Services Department andparticipated in East African Community andCOMESA activities. He also ensured stable revenuegrowth despite implementation of East AfricanCommunity preferential arrangements andCommon External Tariff and actively representedKenya Revenue Authority (KRA) in World CustomsOrganization (WCO) activities. Mr. Thuraniraactively participated in KRA performancecontracting systems. He is posthumously awardedthe Silver Star of Kenya (SS) in recognition of hisimmense service rendered to the nation.

Bishop Luigi Locati (Posthumous)

The late Locati was a Bishop of the CatholicChurch, Isiolo who spearheaded the growth ofspiritual life for both Christians and Muslims inIsiolo for over 40 years. He started many schoolsthus enabling many children from marginalizedcommunities to attend school and also extendedbursary to countless students. The late BishopLuigi’s efforts directly and indirectly affected thelives of many people in Isiolo positively. He isposthumously awarded the Silver Star of Kenya(SS) in recognition of his role in nationaldevelopment.

Bishop Alexander Kipsang arap Muge(Posthumous)

The late Bishop Muge was born in 1948 and raisedin Nandi North District. He was the AnglicanChurch of Kenya Bishop of Eldoret Diocese. Duringhis life as Bishop, he initiated several community-based projects including a Health Centre and theChristian Intermediate Technology Centre, both ofwhich have benefited many needy people to date. Heis remembered for fighting social injustice,corruption, and tribalism and also for campaigningfor democracy in Kenya. He is posthumouslyawarded the Silver Star of Kenya (SS) in recognitionof his major role towards national development.

Mr. Dagane Karur Omar

Mr. Omar was born in 1950 in Garissa District. Heenlisted into the Police Force in 1974 and was latertransferred to Provincial Administration as a Chiefwhere he served until 1996 when he joined politicsand was nominated Councilor in Garissa township.While serving as Chief, he helped to recoverseventy-six (76) illegal firearms and later managedto recover 24 rifles together with Kenya PoliceReservists in his location. He has been one of thepillars of peace in the district and has made manypersonal sacrifices including time and personalsecurity. He is awarded the Silver Star of Kenya (SS)in recognition of his immense efforts in promotion ofpeace and service to the nation.

Mr. Muchiri was born on 24th August 1933 inKiambu District. He joined the Police Service in1955 and rose through the ranks to become a ChiefInspector. He retired from the service in 1990 as aDriving Test Examiner and is currently abusinessman in Nakuru town. On 29th March 2005,Mr. Muchiri confronted fleeing armed gangsters whowere being prsued by security personnel in Nakurudistrict and recovered a browning pistol with threerounds of ammunition from one of them despite thegunshot he suffered in the melee. He is awarded theSilver Star of Kenya (SS) in recognition of his act ofbravery and high sense of vigilance.

Sgt. Samuel Kipkirui Sitonik

Sgt. Sitonik was born on 8th October 1971 in BometDistrict. He has served in the General Service Unitof the Police Force with dedication in various partsof the country including operation areas. On 12th

May 2003 while on duty at Galana, Coast Province,he displayed courage and gallantry when he andother officers went to reinforce the Kenya WildlifeService Personnel to pursue bandits. The banditswere out-maneuvered and two were disposed of. Theofficers recovered firearms and rounds ofammunition and also collected two bodies of KenyaWildlife Service officers who were killed by thebandits. He is awarded the Distinguished ServiceMedal (DSM) for his bravery and act of valour.

PC Kiyiapi was born on 7th June 1979 in Trans-Mara District and currently serves in the PoliceForce as a Constable. On 14th November 2004,while on escort duties in Nairobi, he challenged twoarmed gangsters who had an intention of harming aguest he was escorting. He bravely subdued them,immobilized one and recovered an AK 47 assaultriffle and 16 rounds of ammunition. He isrecognized for his great act of valour, ensuring thesafety of the VIP he was escorting. He is awardedthe Distinguished Service Medal (DSM) for his tactand bravery.

APC Cyrus Kanyi Njagi

APC Njagi was born on 6th June 1976 in KirinyagaDistrict and is an Administration Police Constable.On 24th April 2005, he exhibited high degree ofbravery when he recovered a stolen car from armedcarjackers. He is resourceful and is an example toothers in combating crime. He is awarded theDistinguished Service Medal (DSM) for hiscommitment and bravery.

WO I George Orengo Okumu

WO I Okumu was born on 27th April 1949 in SiayaDisrict. He was enlisted into the Armed Forces in1971 and has since served with dedication andhonesty. Sgt. Onyando was born on 15th June 1968 inKakamega District. He is an Airframe and EnginesTechnician at the Kenya Airforce. A door of aHangar No 4 had derailed and was hangingdangerously threatening the safety of personnel andequipment. A contractor was approached and hadestimated the cost of restoring door to its rails to beKsh.1 million. Sgt. Onyando, being a dynamicofficer took initiative, assessed the conditions andrestored the door back to its rails, thus saving thegovernment Ksh. 1 million. He is awarded the Headof State’s Commendation (HSC-Military Division) forhis dedication to duty.

If the machines were to be hired it would costKshs. 40,000 each per day and Mr. Ubhi hasprovided three machines for free (a Sheep FooterRoller, a Dozer and an Excavator). He is currentlythe Chairman of Kundan Singh ConstructionCompany. He is awarded the Head of State’sCommendation (HSC- Civilian Division) for hiscontribution towards national development.

Mr. Joseph Ngingo Gichia

He was born on 16th February 1952 in MurangaDistrict. He was a teacher between 1977 and 1979and became a Provincial Archivist in variousprovinces. Mr. Martin Stewart Obiero Gumo

Mr. Gumo was born on 1st November 1954 in MigoriDistrict. He has served in the Civil Service for 26years during which time he served as member of theNational Budget Technical Team for 15 years. Hehas also been a leading negotiator in East AfricanCooperation and COMESA Customs Union issues.Mr. Gumo also participates in communitydevelopment projects in his Location. He has initiated several projects in MeruNorth district including Police station, water,electricity and road projects. Mr. Hassan Jillo Galma

Mr. Elly Mugo K. Karuguti

Mr. Karuguti was born on 6th July 1950 in EmbuDistrict. He served as a teacher in1975 and rose tothe position of Assistant Lecturer in 1986. He waslater appointed to serve as an Education Secretaryand Development Co-ordinator of the AnglicanChurch of Kenya, Embu from 1995 to 2005. Heled a joint security operation comprising the Districtsecurity and Intelligence Committee Meru NorthIsiolo and Samburu which saw the arrest of severalsuspect. He is awarded the Head of State’sCommendation (HSC- Civilian Division) for hisimmense contribution to restoration of peace.

He is recognized for establishing Lions Villagecomprising of two secondary schools, a polytechnic,a medical facility, a secretarial college, a pre-primary and primary schools in Makueni district.Dr. Patel is a Member of Lions Club Internationaland is also a distinguished medical doctor. Dr. Israel Kithinji Emaitta

Dr. Kithinji was born on 25th April, 1952 in MeruCentral District. He is a career civil servant anddistinguished scholar who has rendered longdedicated service as an educator and trainer sincejoining the service in 1975. His commitment andable leadership enabled him to rise from a DeputyPrincipal in 1982 to his current position of Director,Embu Government Training Institute (GTI). As thelongest serving director of a GTI, Dr. Kithinji wasvery resourceful at different stages of the transfer ofDistrict Development Institutes from the Office ofthe President, Provincial Administration andInternal Security to the Directorate of PersonnelManagement. He is credited with carrying out extensiverevamping works that have given the GTI a facelift.His leadership in guiding the Institute to preparethe first strategic plan in the history of theinstitution is commendable. Mr. Cleophas Ndiege Kaseya

Mr. Kaseya was born on 8th April 1956 in SubaDistrict. He currently serves as Deputy Director,Human Resource Management at the Ministry ofLabour and Human Resource Development. Mr. Patrick Mbuli Musyimi

Mr. Musyimi was born on 29th September 1955 inMachakos District. As Deputy Commissioner forCooperatives in charge of Projects Division, he hasinitiated several projects aimed at povertyalleviation and increased standard of living of thepeople. He is also Co-chairman of Inter-ministerialTask Force to look into Kshs. 24.2 billion debt reliefto coffee cooperative societies and also a Member ofa Task Force on reforms in the coffee sector foropening up coffee marketing. Mr. Benson Irungu Mbaria

Mr. Mbaria was born on 24th July 1947 in Murang’aDistrict. He is a Contractor who has timely

Mr. Peter Nkonge Kirigua

Mr. Kirigua was born in 1950 in Meru CentralDistrict. He is currently a Director, Nyayo Tea ZonesDevelopment Corporation. Mr. Kirigua has alsobeen serving in the motor industry as Managersince 1982 to date. He previously served as aFinancial Analyst at Mobil Oil Kenya Ltd. from 1973and is now a Director of D.T.
