Hon. Mohamud Abdi Mohamed

Hon. Mohamed was born on 1st July 1955 in WajirDistrict. He has been a member of Parliament since1997 to date. He has served the Government withloyalty and dedication and contributed immenselyto the initiation of development projects in thecountry. Hon. Mohamed is currently Minister forRegional Development Authorities. He is awardedthe Elder of the Order of the Golden Heart of Kenya(EGH) for distinguished service rendered to thenation.

Hon. John Kipsang Koech

Hon. Koech was born in 1946 in Kericho District.He currently serves as Minister for East AfricanCommunity and is a Member of Parliamentrepresenting Chepalungu Constituency. Hepreviously served as a Teacher, PermanentRepresentative to the UNEP and a Minister forPublic Works. He is awarded the Elder of the Orderof the Golden Heart of Kenya (EGH) fordistinguished service rendered to the nation.

Hon. James Njenga Karume

Hon. Karume was born in 1929 in ElburgonDivision, Nakuru District. He is currently serving asMinister for Special Programmes, Office of thePresident. Hon. Karume is a nationalist and

prominent farmer and businessman who alsoserved as an Assistant Minister and Member ofParliament for Kiambaa for many years. He isawarded the Elder of the Order of the Golden Heartof Kenya (EGH) for his patriotism and role innational development.

Hon. Norman M.G.K. Nyagah

Hon. Nyagah was born on 1st September 1950 inEmbu District. He is currently a Member ofParliament representing Kamugunji Constituencyand is also the Government Chief Whip. Between1973 and 1991, Hon. Nyagah was a businessman inmilling and pharmaceutical industry. He also servedas Opposition Chief Whip and Deputy SecretaryGeneral of Democratic Party of Kenya. He was aDirector of National Cereals and Produce Board in1992. He is awarded the Elder of the Order of theGolden Heart of Kenya (EGH) in recognition of hisimmense role in national development.

Gen. Jeremiah Mutinda Kianga

Gen. Kianga was born on 26th April 1950 inMakueni District. He was enlisted into the ArmedForces in 1971 as a Cadet Officer and wascommissioned in 1973. He has served for 34 yearsin various capacities including diplomatic, staff,command and training establishments, risingthrough the ranks to his present rank of General.Through out his career, Gen. Kianga has servedwith diligence, commitment and dedication. He alsoserved as Defence Attache, General Officer

Commanding (Eastern Command), DeputyCommander and also Commander of the KenyaArmy. He is recognized for his outstanding abilitiesand selfless service rendered to the nation. He isawarded the Elder of the Order of the Golden Heartof Kenya (EGH) for his loyalty and distinguishedservice rendered to the nation.

Mr. Duncan Nderitu Ndegwa

Mr. Ndegwa was born in 1925 in Nyeri District. Hejoined the Public Service in 1956 as anEconomist/Statistician and was appointedPermanent Secretary, Secretary to the Cabinet andHead of the Public Service in 1963 where he serveduntil he was appointed Governor of the CentralBank of Kenya in 1967 and reappointed four times.During his entire career, Mr. Ndegwa rendereddistinguished service in many areas, holding keypositions in government, banking and othernational organizations during which time heinitiated fiscal and monetary policies that spurredeconomic growth. He continues to support theneedy and charitable courses and also engages inbusiness in his retirement. He is awarded the Elderof the Order of the Golden Heart of Kenya (EGH) forhis distinguished and meritorious service renderedto the nation.

Lt. Gen. Augustino Stephen Karanu Njoroge

Lt. Gen. Njoroge was born 28th June 1951 inNakuru District. He was enlisted into the ArmedForces in 1970 and rose through the commissioned

ranks to become a Lieutenant General. During hislong career spanning 35 years, Lt. Gen. Njoroge hasdistinguished himself as selfless, devoted andcommitted to his duties. He has held positions andappointments in operations, training and command.He is an outstanding officer with sense ofresponsibility. He is awarded the Moran of theOrder of the Golden Heart of Kenya (MGH) for hisdevotion and commitment to duty.

Lt. Gen. Jackson Kiprono Tuwei

Lt. Gen. Tuwei was born on 2nd April 1952 in NandiDistrict. He was enlisted into the Armed Forces in1973 and rose through the ranks to his currentrank of Lieutenant General. Prior to this, he heldappointments both in command and staff where herendered exemplary services in the Armed Forces.He currently serves as Commandant, NationalDefence College. He is awarded the Moran of theOrder of the Golden Heart of Kenya (MGH) for hisexemplary and dedicated service.

Maj. Gen. Herold Mwakio Tangai

Maj. Gen. Tangai was born on 22nd February 1956in Taita Taveta District. He was enlisted into theArmed Forces in 1977 and rose through the ranksto his current rank of Major General. He hasdiligently served in various appointments both incommand and staff including being ColonelTraining and as Deputy Commander of the KenyaAirforce. He is recognized for being astute,meticulous, diligent and committed in performance

of his duties. Maj. Gen. Tangai is currently servingas Commander, Kenya Air Force. He is awarded theMoran of the Order of the Golden Heart of Kenya(MGH) for his commitment and dedication to duty.

Maj. Gen. Enock Mwosi Sasia

Maj. Gen. Sasia was born on 20th November 1955 inUasin Gishu District. He was enlisted into theArmed Forces in 1975 and steadily rose through theranks of Platoon Commander to his current rank ofMajor General, Directing Staff at the NationalDefence College. In 1997, he served as a DefenceAttache in Ethiopia and is recognized for hiscontribution towards uplifting logistics standards inthe Armed Forces in general. He is awarded theChief of the Order of the Burning Spear (CBS) forloyalty and dedicated service.

Maj. Gen. Gerald Kinyua Muchemi

Maj. Gen. Muchemi was born on 26th August 1953in Nyeri District. He was enlisted into the ArmedForces in 1973 and rose through the ranks to hispresent rank of Major General and Director ofMilitary Intelligence. He has previously heldappointments both in command and staff includingas Liaison Officer in Arusha and also as GeneralManager and subsequently Managing Director ofthe Kenya Ordinance Factories Corporation. He isawarded the Chief of the Order of the BurningSpear (CBS) for his loyal and dedicated service.

S/DCP Joseph Mwangi Kamau

Mr. Kamau was born on 15th November 1951 inKiambu District. He currently serves as Director ofCriminal Investigations, a duty he has ablydischarged since his appointment on 5th April 2004.He is a career detective who is very experienced,exposed and highly trained. During his career in thePolice Force, he has dealt successfully with manycomplicated criminal and high profile felony cases.He is recognized for his long dedicated servicerendered to the nation.He is awarded the Chief ofthe Order of the Burning Spear (CBS) for hisdedication and commitment to duty.

S/DCP Lawrence Mwadime Nyange

S/DCP Nyange was born on 5th May 1953 in TaitaTaveta District. He joined the Police Force as aConstable and was spot talented to be a trainer andconverted to the General Service Unit (GSU) wherehe helped to develop infrastructure andprofessionalism at the GSU Training School. Hecurrently serves as Senior Deputy Commissioner Iand Principal Assistant to the Commissioner ofPolice where he is in charge of co-coordinating andguiding all Staff Administration and steering ofPolice reforms. He is awarded the Chief of the Orderof the Burning Spear (CBS) for his committed anddedicated service.

Mr. Kinuthia Mbugua

Mr. Mbugua was born on 1st September 1953 inKiambu District. He joined the Civil Service in 1978

as a District Officer and served extensively throughout the country and rose to become a DistrictCommissioner. He later became an Adjutant andInstructor at the Administration Police TrainingCollege where he also served as Commandant. Hecurrently serves as Administration PoliceCommandant, a position he has used torevolutionalize the department through introductionof strategic planning and revitalization of entireorganization through modern managementapplication and techniques. His efforts haveresulted in tremendous growth and efficiency inresource mobilization and productivity. He isawarded the Chief of the Order of the BurningSpear (CBS) for distinguished and dedicated service.

Mr. Gilbert Midhune Omondi

Mr. Omondi was bon in 1953 in Bondo District. Heenlisted into the Prisons Service in 1978 as a ChiefOfficer Grade I and rose through the ranks tobecome a Commissioner of Prisons on 1st July2005. Prior to his current appointment, Mr. Omondiserved in various ranks in the service includingbeing in charge of Principal and Maximum Prisonsaround the country. He is awarded the Chief of theOrder of the Burning Spear (CBS) for hiscommitment and devotion to duty.

Ms Dorothy Nyagoha Angote

Ms Angote was born on 18th December 1957 inVihiga District. She served as a Magistrate inWestern Kenya and later ventured into private

practice. She was appointed Registrar-General atthe Attorney Genaral’s Chambers and rose tobecome a Permanent Secretary, Ministry of Justiceand constitutional Affairs. Throughout her career,Ms Angote has distinguished herself as a selflessand hardworking. She was instrumental instreamlining of services at the Companies Registryand also instrumental in spearheading formulationand implementation of various policies programmesin the ministry. She is awarded the Chief of theOrder of the Burning Spear (CBS) for herdistinguished and dedicated service.

Mr. Patrick Simiyu Khaemba

Mr. Khaemba was born on 14th December 1955 inBungoma District. He currently serves asPermanent Secretary, Ministry of Co-operativeDevelopment and Marketing. He previously servedas Executive Director at the African DevelopmentBank between 2001 and 2004 during which time heensured full resumption of lending to Kenya whichcontributed heavily towards interests of borrowersfrom MOBs. As Permanent Secretary, Ministry ofHealth Mr. Khaemba concluded Health Sector andthe Ministry’s Strategic Plan, designed a reformprogram for the ministry and also ensured regulardrug distribution. He is awarded the Chief of theOrder of the Burning Spear (CBS) for hisdistinguished and dedicated service.

Eng. David Ndubi Stower

Eng. Stower was born on 3rd March 1956 in BusiaDistrict. He joined the Civil Service in 1979 as anAssistant Engineer and served with dedication for25 years rising to the position of Director of Waterwhere he steered far reaching and institutional,policy and legislative reforms in the water sector. Hewas appointed Permanent Secretary, Ministry ofLivestock and Fisheries Development in 2004,where he has initiated major reforms in livestock,dairy and fisheries sub sectors. Eng. Stowercurrently serves as Permanent Secretary, Ministryof Regional Development Authorities. He is awardedthe Chief of the Order of the Burning Spear (CBS)for his distinguished and devoted service.

Eng. Mahboub M. Maalim

Eng. Maalim was born in 1958 and is currentlyserving as Permanent Secretary, Ministry of Waterand Irrigation. Prior to this he served as PermanentSecretary, Special Programmes in the Office of thePresident since July 2004 to August 2005 duringwhich time he ably coordinated disaster riskreduction programmes, Arid and Semi Arid LandsProjects among others. He is recognized for hisdedicated service. He is awarded the Chief of theOrder of the Burning Spear (CBS) for hisdistinguished and dedicated service.

Mr. Zachary Ng’ang’a Mwaura

He was born on 2nd October 1956 in MurangaDistrict. He joined the Civil Service on 23rd

September 1980 as an Economist II in the Ministryof Planning and National Development. He hasserved in various ministries and departments risingto the position of Chief Economist in September1997. Between 1997 and 2005 he headed twoTechnical Teams for negotiations and formulation ofthe establishment of the East African CustomsUnion. He was appointed Permanent Secretary,Department of Defense in February 2005 where hecontinues to discharge his duties with loyalty,dedication and commitment. He is awarded theChief of the Order of the Burning Spear (CBS) fordistinguished and dedicated service.

Mr. Cyrus Tai Gituai

Mr. Gituai was born on 28th August 1952 in EmbuDistrict. He joined the Civil Service in 1976 as aDistrict Officer and rose to become a DistrictCommissioner during which time he served invarious districts countrywide with dedication. He iscurrently serving as Permanent Secretary,Provincial Administration and Internal Security. Hehas presided over far-reaching reforms in thedepartment and has initiated positive work ethicsthat are destined to tremendously transform thedepartment to achieve its challenges. He is awardedthe Chief of the Order of the Burning Spear (CBS)for his loyalty and distinguished service.

Mr. Solomon S. Boit

Mr. Boit was born on 13th June 1959 in BaringoDistrict. He joined the Civil Service in 1981 as a

District Officer and steadily rose to become aPrincipal Administrative Secretary in 1998. He wasappointed Permanent Secretary in 1999 and alsoserved as Secretary, Public Service Commissionbetween July 1999 and July 2004. He currentlyserves as Permanent Secretary, Ministry of LocalGovernment. He is awarded the Chief of the Orderof the Burning Spear (CBS) for his distinguishedand dedicated service.

Amb. Boaz Kidiga Mbaya

Mr. Mbaya was born on 14th March 1951. He joinedthe Civil Service in 1978 as a District Officer andwas moved to Foreign Service in 1983 where heserved with loyalty and dedication both at theMinistry of Foreign Affairs Headquarters and alsoabroad rising to become a Director and also anAmbassador. He is currently the PermanentSecretary, Ministry of Foreign Affairs. He is awardedthe Chief of the Order of the Burning Spear (CBS)for his loyal and dedicated service.

Mr. Stanley Karuthai Murage

Mr. Murage was born on 18th May 1950 inKirinyaga District. He joined the Public Service asan Assistant Quantity Surveyor in 1974 and rose tobecome a Group Quantity Surveyor 1977 andsubsequently went into private practice. Mr. Muragewas appointed Permanent Secretary in 1994 andcurrently serves as Advisor/Permanent Secretary,Strategic Policy in the Office of the President where

he has continued to render distinguished service tothe nation. He is awarded the Chief of the Order ofthe Burning Spear (CBS) for his dedicated anddistinguished service.

Mr. Wanjuki Muchemi

Mr. Muchemi was born on 30th November 1951 inNyeri District. Since his appointment as SolicitorGeneral in May 2003, he has initiated far reachingfundamental reforms in the State Law Office. Hehas also been involved in successful negotiations ofmany contracts and agreements beneficial to thegovernment and also led the legal team thatnegotiated the East African Customs UnionProtocol. He is awarded the Chief of the Order of theBurning Spear (CBS) for dedicated service.

Hon. (Eng.) Muriuki Karue Muriuki

Hon. Muriuki was born on 31st August 1950 inNyeri District. He has been a Member of Parliamentrepresenting Ol’ Kalou Constituency since 1997. Heinitiated and successfully lobbied in parliament forthe establishment of Constituency DevelopmentFund. Hon. Muriuki has been instrumental insuccessfully moving motions aimed at improvinglives of Kenyans especially establishment of rural-based development committees. He is awarded theChief of the Order of the Burning Spear (CBS) forhis distinguished service rendered to the nation.

Brig. Evans Miring’u Muhia

Brig. Muhia was born on 11th January 1954 inKiambu District. He enlisted into the Armed Forces28 years ago and has served in command, staff andtraining institutions of the Armed Forces. Hecurrently serves as Deputy Commandant, DefenceStaff College, Karen and his goes about his dutieswith dedication and commitment. He is awarded theElder of the Order of the Burning Spear (EBS) forhis dedication and commitment to duty.

Brig. Johnny Njoroge Muiruri

Brig. Muiruri was born on 24th August 1955 inNyandarua District. He was enlisted into the ArmedForces in 1979 and rose through the ranks tobecome a Brigadier. He has served both incommand and training and is now Commander,Engineers Brigade where he continues to performhis duties with zeal. He is awarded the Elder of theOrder of the Burning Spear (EBS) for hiscommitment and dedication to duty.

Brig. George Ndana Kyaka

Brig. Kyaka was born on 14th October 1955 in KituiDistrict. He was enlisted into the Armed Forces in1979 and rose through the ranks to his currentrank of Brigadier. He has held appointments incommand, staff and training and is currently Chiefof Operations at the Defence Headquarters. He isawarded the Elder of the Order of the BurningSpear (EBS) for his commitment and dedication toduty.

Mr. George Ng’ong’a Macgoye

Mr. Macgoye was born on 18th May 1963 inEngland. He joined the Civil Service in 1989 as aDistrict Officer and served in six provinces risingthrough the ranks to become a DistrictCommissioner and was subsequently redeployed tothe ranks of Administration Police Force where iscurrently serving as a Senior Deputy Commandantand Commandant of Administration Police TrainingCollege. Mr. Macgoye has transformed trainingcurricula content and methodology and alsoembraced a higher profile for the AdministrationPolice Force in the field of training. He is awardedthe Elder of the Order of the Burning Spear (EBS)for exemplary performance of his duties.

Mr. Elias Mwakamba Mjomba

Mr. Mjomba was born on 10th August 1951 in TaitaTaveta District. He was enlisted into the PoliceForce in 1970 and rose through the ranks tobecome a Deputy Commissioner of Police. He joinedthe National Security Intelligence Service as anAssistant Director in July 1999 and became aDirector in 2003. Mr. Mjomba has served thecountry with distinction and commitment whileproviding good leadership and successfulmanagement strategies within the Public Service.He is awarded the Elder of the Order of the BurningSpear (EBS) for outstanding performance of hisduties.

Mr. Mark Kipkemoi Bor

Mr. Bor was born on 16th April 1954 in KerichoDistrict. He currently serves as Secretary/ChiefExecutive of the Public Service Pay Remunerationand Review Board. He previously served as anAdministrative Officer in various capacities anddepartments rising to become a PermanentSecretary. He is awarded the Elder of the Order ofthe Burning Spear (EBS) for his distinguishedservice and commitment to duty.

Mr. Wanyama Kulundu-Bitonye

Mr. Kulundu-Bitonye was born on 22nd July 1952in Kakamega District. He is the Principal, KenyaSchool of Law. He previously served as Lecturer atthe University of Nairobi and became SeniorLecturer and Professor at the National University,Lesotho and at Rhodes University. Hisinnovativeness has seen the Kenya School of Lawrelocate to a new and more spacious space and wellequipped. His leadership is gradually transformingthe school into a centre of excellence and improvedcurriculum. Mr. Kulundu-Bitonye has alsospearheaded capacity building programme for landControl Boards and Tribunals. He is awarded theElder of the Order of the Burning Spear (EBS) forhis contribution towards national development.

Mr. Stanley Charles Muchiri

Mr. Muchiri was born on 2nd January 1946 inMuranga District. He currently serves asChairman, Cooperative Bank of Kenya and also

President of the International Cooperative Alliance(ICA) and Vice President of the same organizationfor Africa region. He has presided over thesuccessful turn-around of the Cooperative Bank ofKenya as Chairman for two years and as ViceChairman for nine years. Mr. Muchiri has alsoserved for 22 years as General Manager forMuranga District Farmers Cooperative Union andhas served in various boards of organizations. He isawarded the Elder of the Order of the BurningSpear (EBS) for his immense contribution towardsnational development.

Mrs. Bernadette Mwihaki Nzioki

Mrs. Nzioki was born on 7th March 1952 in NakuruDistrict. She joined the Civil Service in November1976 as an Assistant Secretary and steadily rose tobecome a Senior Deputy Secretary. She wasappointed Secretary, Public Service Commission ofKenya on 14th February 2005. Mrs. Nzioki hasserved the country diligently and has shown a lot ofcommitment and dedication to duty. She is awardedthe Elder of the Order of the Burning Spear (EBS)for her diligence and dedicated service.

Mr. Samuel Kamau Macharia

Mr. Macharia was born on October 1944 in ThikaDistrict. He has contributed immensely to nationaldevelopment as a civil servant, private sectoremployee, consultant and also as entrepreneur. Hesuccessfully started radio and television stationswhich have countrywide broadcast coverage thus

enabling Kenyans access information, educationand entertainment. He is awarded the Elder of theOrder of the Burning Spear (EBS) for his role innational development.

Mr. Paul Ndiritu Ndungu

Mr. Ndungu was born on 24th July 1943 in NyeriDistrict. He is an eminent lawyer who hascontributed immensely to the development of LandLaw in the country. Between 1993 and 2004, Mr.Ndungu has ably served in four major committees/Commissions, the last one being the NdunguCommission which inquired into theillegal/irregular allocations of public land. He isawarded the Elder of the Order of the BurningSpear (EBS) for his distinguished service renderedto the nation.

Dr. James Mwangi Kamunge

Dr. Kamunge was born in 1934 in Nyeri District. Hehas been a leading educationist for forty yearsduring which time he served as teacher, Secretary,Teachers Service Commission, Chief Inspector ofSchools, Chancellor of a university and also asPermanent Secretary between 1985 and 1987. Hecontinues to offer his professional support andadvice in various education boards and meetings tofacilitate development of national education. He isawarded the Elder of the Order of the BurningSpear (EBS) for his role in development ofeducation.

Prof. David Peter Simon Wasawo

Prof. Wasawo was born on 17th May 1923 in SiayaDistrict. He has impeccable academic credentialsand has made enormous contribution to researchand teaching sciences. He is also recognized for hisoutstanding application of science and technologyfor development. Prof. Wasawo is currently aDevelopment Consultant and has previously servedas Development Advisor in the Energy and RegionalDevelopment Ministries. He is awarded the Elder ofthe Order of the Burning Spear (EBS) for his role indevelopment of education.

Prof. Esther Murugi Kahangi

Prof. Kahangi was born on 11th April 1950. Shehas served as a research scientist for over 23 yearsincluding as Chairperson of HorticultureDepartment and Dean of Faculty of Agriculture atJomo Kenyatta University of Agriculture andTechnology. She is recognized for her outstandingdevelopment of biotechnology for multiplyingbananas through tissue culture which hasincreased banana yields from less than ten perhectare to over sixty tons. She is awarded the Elderof the Order of the Burning Spear (EBS) for hercontribution to research.

Prof. Frederick Ngawo Onyango

Prof. Onyango was born on 23rd April 1943 in MigoriDistrict. He currently serves as Vice Chancellor ofMaseno University where he has rendered

distinguished service as a scholar and Professor ofphysics. He also served in various institutions ofhigher learning and director of parastatal bodies.Prof. Onyango has transformed Maseno Universityinto a modern institution within four years. He isawarded the Elder of the Order of the BurningSpear (EBS) in recognition of his role indevelopment of education.

Mr. Adan Abdulla Mohamed

He was born in 1963 in Mandera District. He is theChief Executive, Barclays bank and Chairman ofJomo Kenyatta University of Agriculture andTechnology. Mr. Mohamed has played a major rolein improving banking services at the Barclays bank.He has also contributed significantly towards thegrowth of the university that he heads and indeedto development of education in the country. He isawarded the Elder of the Order of the BurningSpear (EBS) in recognition of his role in nationaldevelopment.

Prof. Gichuru Muriuki

Prof. Muriuki was born in 1942 in Nyeri District.He is a Consultant Pharmacotherapist, Author andEditor who has been outstanding in leadership,vision, foresight, patriotism, integrity, anddedication in the application of pharmaceuticalscience for Kenyans. His professionalism hasassisted the country to achieve and maintain highstandards in pharmaceutical research, educationand health service delivery for public good. He hasadvanced pharmaceutical knowledge, curriculum

development, implementation, published work,innovation, and promotion of the profession. Hehas rendered long and dedicated public service,and is a torch bearer of the profession and a modelof good citizen to be emulated. He is awarded theElder of the Order of the Burning Spear (EBS) forhis immense contribution towards improvement ofhealth services.

Mr. Alex Kibaki Muriithi

Mr. Muriithi was born on 7th June 1951 in NyeriDistrict. He served as a Teacher for ten years, asDirector of Public Companies and is currentlyChairman of Tana and Athi River DevelopmentAuthority (TARDA) where he has provided support,guidance and direction to management of theauthority. He has been involved in developmentactivities both in Nyeri district and nationally. Withhis immense knowledge, network and experience,Mr. Muriithi has contributed to theconceptualization and realization of the Tana DeltaSugar Project. He is awarded the Elder of the Orderof the Burning Spear (EBS) in recognition of hisdistinguished services rendered to the nation.

Mr. Emmanuel Mwatibo Kisombe

Mr. Kisombe was born on 11th April 1955 in TaitaTaveta District. He joined the Civil Service inSeptember 1979 as an Assistant Secretary and waspromoted through the ranks to become a SeniorDeputy Secretary in charge of Cabinet Secretariat in2002. Mr. Kisombe was appointed Principal

Administrative Secretary, Office of the President in2004 and is currently Permanent Secretary forImmigration and Registration of Persons.Throughout his career, he has served with diligence,commitment, loyalty and dedication. Dr. Alfred Nganga Mutua

Dr. Mutua was born on 22nd August 1970 inMakueni District. He is a renown Journalist andColumnist both locally and internationally forfifteen years, three of which he was a foreigncorrespondent. Dr. Mutua has also excelled in thefields of filmmaking, international reporting, writingand his expertise includes use of communicationand media for development. He started the Mastermind Tobacco (k)Ltd. in 1988 and still serves as Managing Director.Through his stewardship, the company hasrecorded a turnover of Kshs. 4.5 billion per year andcontributes Kshs. 2 billion as government revenueannually. Col. Bashir Yusuf Haji

Col. Haji was born on 16th April 1958 in GarissaDistrict. Col. Khisa was born on 24th September 1955 inBungoma District. Mr. Naftali Okongo Mogere

Mr. Kiguta was born on 21st December 1956 inKiambu District. Arch. Bishop Benjamin Mwanzia Nzimbi

Archbishop Nzimbi was born in 1945 in KituiDistrict. He has been Chairman of Commissionsand Council in Africa and is currently Archbishop ofKenya and All Saints Cathedral Diocese. He isrecognized for his exemplary leadership in faithbased initiatives on HIV/AIDS and conflict

Mr. Joseph Kamiru Gikubu

Mr. Gikubu was born in 1934 and is currently theDirector, Starehe Boys’ Center having joined thelate Dr. Griffin and the late Mr. Geturo as co-founders of the Center. He has played a major rolein Starehe and is responsible for boarding andwelfare aspects of the Center where he has seenthrough over 12,000 boys. Mr. Gikubu alsoparticipated in the struggle for independence wherehe was arrested and detained at Manyani Prisonsduring the emergency. WO II Julius Mutuku Muoka

WO II Muoka was born in 1951 in Makueni District.He was enlisted into the Armed Forces in 1971 andcurrently serves as the only trained theatretechnician in the Armed Forces. He trained on thejob as a theatre nurse and has supervised mostcritical operations undertaken in medical theatresand has been able to assist in the most difficult anddelicate operations thereby saving lives of soldiersinjured either in training or accidents. He isawarded the Order of the Grand Warrior of Kenya(OGW) for his devotion and dedication to service.

Sgt. Francis Muyaka Wafula

Sgt. Wafula was born on 27th May 1963 inKakamega District. In February 2004 the runwaylighting system at Moi Air Base failed completelysuch that no night flying could be conducted. TheMinistry of Public Works engineers recommendedreplacement of the whole system at a cost ofKshs.120 million. This could not be done becauseof the huge financial undertaking and implicationson flying operations. Sgt Muyaka, an AerospaceGround Equipment (AGE) technician, physicallywent through the whole circuit, testing forcontinuity, and replacing damaged sections of theunderground cables, damaged lights andtransformers and managed to repair about 60% ofthe lighting system. He saved the government aconsiderable amount of money and shown howrepairs could be done in case the runway lights failin future. Sgt Muyaka is recognized for hisoutstanding devotion to duty and willingness towork even beyond the normal call of duty andwithout formal training in electrical engineering. Heis awarded the Order of the Grand Warrior of Kenya(OGW) for his diligence, dedication andcommitment to duty.

Ag. DCP Levin Kyule Mwandi

Ag. DCP Mwandi was born in 1955 in MakueniDistrict. He has served in the Police Force fortwenty nine (29) years both in general duties andGeneral Service Unit (GSU). He currently serves as

Chief Officer II Ndereba (Mrs.) was born in 1972 inNyeri District. She has won the country Silver Medals inboth Athens Olympics Marathon and Helsinki WorldChampionship Marathon. She has also won theBoston Marathon four times and is the reigningChicago Marathon Champion. ACP Ogore was born in 1962 in Kisumu District. Hewas enlisted into the Prisons Service in 1985 wherehe rose through the ranks to become an AssistantCommissioner of Prisons. S/ACP Rose Nekesa Moturi Mambili

S/ACP Mambili (Mrs.) was enlisted into the PrisonsService in 1981 as Chief Officer II and rose throughthe ranks to become a Senior AssistantCommissioner of Prisons, a position she still holds.Prior to this, she also served in many prisonsincluding Lang’ata Women Prison as Officer incharge. ACP Wanini Kireri

ACP Kireri was born in 1962 in Nyeri District. Sheenlisted into the Prisons Service on 1st December1982 as Chief Officer II. She rose through the ranksto become an Assistant Commissioner of Prisons

Mr. Peter Ndung’u Kimani

Mr. Kimani was enlisted into the Prisons Service in2001 as Head of Chaplaincy Section. He coordinatesuniformed disciplined services catholic chaplaincyand inter-faith/religious development in non-uniformed services in Kenya. As Principal Chaplain,he has developed a remarkable programme forprisoners’ spiritual rehabilitation and developmentan also for the members of staff. He alsocoordinates inter-services chaplaincy developmentand chairs its secretariat. He awarded the Order ofthe Grand Warrior of Kenya (OGW) for his role inspiritual guidance.

Mr. Edward Wambugu Munjuga

Mr. Wambugu was born in 1955 in LaikipiaDistrict. He was enlisted into the Police Force in1976 rising through the ranks to the post of SeniorSuperintendent of Police. He has served thegovernment for twenty nine (29) years with

Mr. Ahmed Abdi Ramata

Mr. Ramata was born in the year 1957 in IsioloDistrict. He joined the public service as a Teacherand later was appointed District Officer due to hiscommitment to duty. He hasrepresented the National Security IntelligenceService and the country at various regional andinternational forums and in the process excellentlyarticulated national interest. Mr. Osore was born on 8th January 1956 in ButereMumias District. He was enlisted into NationalYouth Service (NYS) on 6th December 1976 as avolunteer serviceman. Mrs. Alice Kemunto Mayaka

Mrs. Mayaka was born on 18th December 1951 inNyamira District. She is currently serving asPermanent Secretary, Special Programmes in the

She also served as Secretaryto the Cross-departmental Task Force on transfer ofdistrict development institutes from provincialadministration and also spearheaded production oftheir report. She was also involved in thedevelopment of a secondary school chemistrycurriculum in the Kenya Institute of Education from1986 to 1997and also co-ordinated in the writing ofgovernment KCSE books. Mr. Richard Ethan Ndubai

Mr. Ndubai was born on 26th December 1954 inKirinyaga District. He successfully introduced andadministered the implementation of performancecontracts in the entire public service. Mr. Abdalla Mohamed M. Wa-Mwachai

Mr. Wa-Mwachai was born in 1955 in KwaleDistrict. He joined the Civil Service in 1978 as aDistrict Officer and served in various parts of thecountry with dedication and commitment. He alsosuccessfully and effectively served as Clerk to Kwaleand Thika County Councils where he managed tostreamline operations and restore order. Dr. Timothy Uzziah Khayadi M’Mella

Dr. M’Mella was born on 26th November 1953 inKakamega District. He also served asDeputy Programme Director in 1993 and becameProgramme Director in 1993. Mr. Nzioka wasappointed Commissioner, Public ServiceCommission of Kenya in 2003. His previousexperience as a Human Resource Management andDevelopment specialist has helped to promote apositive image of the Commission. Mrs. Rosemary Atieno Nyanjom

Mrs. Nyanjom was born on 21st January 1948 inSiaya District. She joined the Civil Service on 17th

Mr. Wenslas Shunyi Ambundo Ong’ayo

He was born on 2nd June 1958 in KakamegaDistrict. He joined the Civil Service in 1983 asDistrict Officer III and currently serves as a DeputySecretary, Ministry of Lands and Housing. Sincejoining the service, Mr. Ong’ayo has serveddiligently both in the field and in centralgovernment where he initiated several developmentprojects. Dr. Hellen Wanjiru Gichohi

Dr. Gichohi (Mrs.) was born on 3rd December 1960in Nyeri District. She worked with localcommunities, local authorities, Kenya WildlifeService and the government in wildlife conservation.She has been also involved in communitydevelopment through Eco-lodges, arbitration ofdisputes on revenue sharing, land use planningsupport and championing policy reviews in tourism,wildlife and land, and also training. She isrecognized for her positive contribution inconservation of wildlife and commitment tocommunity service. Mr. Kenneth Williams Aduda Onyango

He is also involved in formulation of MSESessional Paper, national ICT policies; energypolicies; renewable energy development &standards; energy management in private andpublic sector; capacity building ofEngineers/Manager. Mrs. Alice Mwajuma Abok

Mrs. Abok was born on 2nd April 1951 in SiayaDistrict. She is the National General Secretary,Young Women’s Christian Association – Kenya(YWCA). She has been involved in developmentactivities through 350 women groups and 175youth clubs in seven provinces in the country. Mrs.Abok has been active in articulating issues affectingwomen and girls in Africa. She is awarded the Orderof the Grand Warrior of Kenya (OGW) for her activeinvolvement in youth development programmes.

Mr. Arthur Kirimi Mugira

Mr. Mugira was born on 15th April 1955 in MeruDistrict. He has served in the Civil Service for 22years with dedication rising from position of District

Mr. Solomon Okungu Ouko

Mr. Ouko was born in April 1950 in RachuonyoDistrict. He joined the Civil Service in 1984 as aDistrict Officer and served in different parts of thecountry in various capacities rising to become aDeputy Provincial Commissioner, Rift valleyProvince. During his service he successfullymanaged a truce in volatile districts of Rift Valleyand ably discharged his duties in other districts aswell. Dr. Rashid Mohamed Ali

Mr. William Ndirangu Njoroge

Mr. Njoroge was born in 1955 in Nyeri District. Hejoined the Civil Service in 1980 as a District OfficerCadet and subsequently served in various districtsand was promoted to become a DistrictCommissioner in 1998. While serving in Guchadistrict, Mr. Ndirangu promoted peace betweenGucha/Migori and Transmara/Gucha. He also ablyrepresented the Nairobi Provincial Commissioner asa Nominated Councillor in Nairobi City Council. Hecurrently serves as District Commissioner, MigoriDistrict. He is awarded the Order of the GrandWarrior of Kenya (OGW) for dedicated service.

Mr. Abdullahi Hassan Leloon

Mr. Leloon was born in 1954 in Trans Mara District.He joined the Civil Service in 1979 as a DistrictOfficer and served in various parts of the countryrising to become a District Commissioner, a positionhe still holds with dedication and loyalty. He hasdistinguished himself as the longest servingadministrator who has effectively disseminated

Dr. Stephen Wangai Njoka

Dr. Njoka was born on 19th January 1959 and hasserved as Research Scientist since 1981 where hestarted as a Project Leader, National Fibre ResearchCentre, Mwea Tabere. He is presently the ProjectCoordinator, KARI/Lake Victoria EnvironmentalManagement Project. He was involved in thesuccessful biological eradication and control ofwater hyacinth on Lake Victoria which has resultedin putting the choking lake back to life. He isawarded the Order of the Grand Warrior of Kenya(OGW) in recognition of his role in scientificresearch and development.

Dr. Andrew Maweu Mailu

Dr. Mailu was born on 7th January 1946 and is ascientist who pioneered the biological control of theinvasive water weed (hyacinth) in Lake Victoria. Heled a team of other scientists in efforts tosuccessfully eradicate the weed and bring back lifeinto the lake. He is awarded the Order of the GrandWarrior of Kenya (OGW) in recognition of his role inscientific research and development.

Mr. Gitu Wa Kahengeri

Dr. Simon Gathii Gacomo Gichuru

He hasalso contributed greatly towards children’s welfareas chairman child welfare society Murang’a districtand Murang’a district children rescue centre. Mr. Fred Mutali Mutsami

She has spearheadedcompletion of five land consolidation sections inMeru North, totaling 4,808.23 hectares that haddragged for forty (40) years. Mr. Geoffrey Gichira Kibara

Mr. Kibara was born on 1st July 1961 in MaraguaDistrict. He is the Director of Legal Affairs at theMinistry of Justice and Constitutional Affairs. Heserved as Deputy Director, Public Law Institute andas Chairman of the Kituo cha Sheria. As Director,Mr. Kibara has been instrumental in enhancingprovision of weekly free legal aid to needy Kenyans.He has also facilitated the success of the

Currently, he is Managing Director ofCooperative Insurance Company Ltd. which he hashelped turn around and is now ranked among thetop ten registered insurance companies, He has alsomade the company an exclusive and leading insurerof cooperative movement, micro-finance insurance,and the International Cooperatives and MutualInsurance. Mr. Kuria facilitated his company topioneer organization in the promotion of communitypolicing through “Toa Habari Kwa Polisi” booths asa means of improving security in the community.He is awarded the Order of the Grand Warrior ofKenya (OGW) in recognition of his contribution todevelopment of insurance services.

Mr. Gideon Maina Muriuki

Mr. Muriuki was born on 1st September 1964 inNyeri District. He has successfully turned aroundthe operations of the Cooperative Bank of Kenya,where he serves as Managing Director, from a Kshs.2 billion loss occasioned by the bomb blast in 1998

to a profit making bank with a surplus of over Kshs.400 milion in the last two years. Mr. Dan Kenneth Ameyo

Mr. Ameyo was born on 4th April 1956 inButere/Mumias District. He has 20 yearsexperience as Counsel to the Government at theAttorney General’s Chambers. He currently servesas Postmaster General and has initiated a numberof reforms and programmes at the corporationwhich led to stability of its financial positionincluding improved internet services access. Mr. Wachira Waruru

Mr. Waruru was born on 26th April 1959 in NyeriDistrict. He has a distinguished career in the mediaindustry and since taking over at KenyaBroadcasting Corporation, the public broadcasterhas greatly improved in terms of news coverage andother programmes. The financial position of thecorporation has also improved and the future looksbright for the public broadcast station. He is

Prof. Julius Omondi Nyabundi

Prof. Nyabundi was born in 1954 in KisumuDistrict. He is currently the Managing Director,Chemilil Sugar Company. Prior to this, Prof.Nyabundi served as Teacher, Lecturer, AssociateProfessor and became a Professor at MasenoUniversity in 1998. He is awarded the Order of theGrand Warrior of Kenya (OGW) for his immensecontribution towards development of agriculture.

Mrs. Dorcas Agik Oduor

Mrs. Oduor was born on 12th November 1965 inNyando District. She has served for 15 years in theAttorney General’s Chambers during which timeshe has been involved in prosecuting, appeals,research, advising the government on criminal

Mr. Idle Omar Farah

Mr. Farah was born on 18th April, 1965 in WajirDistrict. He has effectively served at the NationalMuseums of Kenya as the Director-General forfifteen (15) years, five (5) of which he has served asDirector-General. Mr. Francis Thombe Nyammo

Mr. Nyammo was born in1939 in Nyeri District. Hewas a District Officer in 1965 and later served asManaging Director, Kenya Re-insuranceCorporation and Chairman of Long Horn (k) Ltd. Healso served in other international companies,banking and insurance industries. He hascontributed immensely in good corporategovernance, training, support for development andconsultancy services. He also served as Governorand Chairman of Education Sector Board at theKenya Private Sector Alliance which is an apex bodyof private sector associations in the country. He is

Mr. Joel Kipkosge Sigei

He has done a commendable job bymobilizing Samburu leaders and people during theon-going disarmament programme and hasrecovered 1,131 firearms and 2,401 rounds ofammunition thus making Samburu the leadingamong seven other districts. He has also played amajor role in conflict resolution in the North Riftand he also effectively controlled stock theft inKuria District where he served earlier. He isawarded the Order of the Grand Warrior of Kenya(OGW) for his commitment and exemplaryperformance of duty.

Mr. Wilson Gachoki Njega

Mr. Njega was born in December 1960 in KirinyagaDistrict. He has served in various parts of thecountry as District Officer and is currently aDistrict Commissioner, Laikipia District.Throughout his service, he initiated many projectsand mobilized collection of Kshs. 12 million forconstruction of police stations. He also stood firm tocontrol invaders targeting white farms in LaikipiaDistrict and he is recognized for his impressivedisarmament efforts although he started later than

Mr. Christopher Kitwai Musumbu

Mr. Musumbu was born in 1962 in Kitui District.He joined the Civil Service in 1989 as a DistrictOfficer and steadily rose to his current position ofDistrict Commissioner, Trans-Nzoia district. Hefirmly put down forest destruction and rampantillicit brewing and consumption in KoibatekDistrict. He has extremely performed well in the on-going disarmament exercise which has broughtdown rate of crime in Trans-Nzoia District. He isawarded the Order of the Grand Warrior of Kenya(OGW) for his commitment and dedication to duty.

Mr. Divyesh Indubhai Patel

Mr. Patel was born on 9th February 1962. He hasrendered distinguished service to the nation

Mr.Patel is also recognized for his philanthropy whichtouches on rehabilitation of street children,donations to schools, medical clinics and churchorganizations. Dr. Nyawira Muthiga

Dr. Muthiga has been deeply involved inconservation of marine wildlife in the Indian Ocean,for close to thirty (30) years. She previously servedat the Kenya Wildlife service as a Marine Scientistand Conservationist where she rendered commitedservice and significant contribution in conservationof wildlife. Dr. Nyawira was recognized by theAmerican Society of Marine Science and bestowedwith an honour. She is awarded the Order of theGrand Warrior of Kenya (OGW) for her immensecontribution in wildlife conservation.

Ms. Tegla Chepkite Loroupe, SS

Ms Loroupe is the first Kenyan to set the WorldMarathon best time and is a three-time World Half-marathon champion. She is also a two-time Worldrecord holder in marathon. Ms. Loroupe is thefounder of Tegla Loroupe Peace Foundation, whichhas helped in raising funds in support of peacebuilding initiatives; poverty reduction programmes;promotion of education; and fight against HIV/AIDSboth nationally and in the Great Horn of Africa

Prof. Elizabeth Ngugi

Prof. Ngugi currently serves as a Senior Professor atthe University of Nairobi. She was the UN Person ofthe Year award winner, 2005 for her fight againstHIV/AIDS and also for her numerous contributionsto research aimed at finding cures for HIV/AIDSpandemic. She is awarded the Order of the GrandWarrior of Kenya (OGW) for her immense role inresearch activities.

PC Peter Lotodo

PC Lotodo was born in 1973 and has served in thePolice Force in various parts of the country withdedication and bravery. SSP Davis Gray Mawinyi

SSP Mawinyi was born on 15th August 1956 in TaitaTaveta District. He was enlisted into theAdministration Police Force in 1973 as a Constableand rose through the ranks to become a SeniorSuperintendent. He has spearheaded rapid

SSP Julius G. Mugambi

SSP Mugambi was born in 1952 in Meru NorthDistrict. He has served in the Administration PoliceForce for 33 years in different parts of the country.Over the last two years, SSP Mugambi hascombated crime in Kiambu District where hemanaged to recover firearms and stolen vehicles. Cpl. Joshua Wanyonyi Maritana (Posthumous)

The late Cpl. Maritana was born in 1960. He wasshot by gangsters when he went to answer adistress call from university students who wereunder attack in Bungoma district. He was ahardworking Administration Police Officer whocarried out his duties without supervision andrelated well with his colleagues. He is posthumouslyawarded the Silver Star of Kenya (SS) in recognitionof his bravery and zeal.

PC Lashigoni was born in 1978 in Taita TavetaDistrict. He confronted two robbers in Taita TavetaDistrict where he managed to recover Kshs.800,000 which had been stolen from traders. Hisperformance of duty has been exemplary andalways served with diligence, going beyond the callof duty in serving members of the public. He isawarded the Silver Star of Kenya (SS) for hisdedication, diligence bravery.

IP Gilbert Masengeli

IP Masengeli was born in 1970 in Bungoma District.He was enlisted into the Administration Police Forcein 1989 and has contributed immensely towardscurbing insecurity in various districts earning himpromotion to the rank of Inspector. In June 2002while stationed in Rongo, Nyanza Province, he leada team of officers who arrested hardcore criminalsand recovered two sub-machine guns, one AK 47rifle with five rounds of ammunition and a colt

Cpl. Joseph Muasa Kasuki (Posthumous)

The late Cpl. Kasuki was born in 1969 in MachakosDistrict. He was enlisted into the Prisons Service in1990 as a Prisons Warder. He was resourceful anddependable officer. On 14th August 2005, he bravelyand daringly laid down his life to prevent escapeesfrom Embu Main Prison during a raid at theinstitution by armed gangsters. He was shotseverally and died while being taken to hospital. Heis posthumously awarded the Silver Star of Kenya(SS) in recognition of his dedicated service and actof valour.

Cpl. Simon Julius Githinji

Cpl. Githinji was born in 1960 in Meru District. Hehas served in the Prisons Service for 20 years withdedication and has a clean record. In 2002, hebravely and single handedly re-arrested escapeeprisoner under the most unfriendly circumstancesand brought him back to jail thereby demonstratingexceptional courage and bravery. He awarded theSilver Star of Kenya (SS) for his bravery.

Mr. Joseph Mwadime Kilinda

The late Mr. Thuranira was born on 24th August1950 in Embu District. He was an experiencedcustoms administrator who actively spearheadedmodernization of Customs Services Department andparticipated in East African Community andCOMESA activities. He also ensured stable revenuegrowth despite implementation of East AfricanCommunity preferential arrangements andCommon External Tariff and actively representedKenya Revenue Authority (KRA) in World CustomsOrganization (WCO) activities. Mr. Thuraniraactively participated in KRA performancecontracting systems. He is posthumously awardedthe Silver Star of Kenya (SS) in recognition of hisimmense service rendered to the nation.

Bishop Luigi Locati (Posthumous)

The late Locati was a Bishop of the CatholicChurch, Isiolo who spearheaded the growth ofspiritual life for both Christians and Muslims inIsiolo for over 40 years. He started many schoolsthus enabling many children from marginalizedcommunities to attend school and also extendedbursary to countless students. The late BishopLuigi’s efforts directly and indirectly affected thelives of many people in Isiolo positively. He isposthumously awarded the Silver Star of Kenya(SS) in recognition of his role in nationaldevelopment.

Bishop Alexander Kipsang arap Muge(Posthumous)

The late Bishop Muge was born in 1948 and raisedin Nandi North District. He was the AnglicanChurch of Kenya Bishop of Eldoret Diocese. Duringhis life as Bishop, he initiated several community-based projects including a Health Centre and theChristian Intermediate Technology Centre, both ofwhich have benefited many needy people to date. Heis remembered for fighting social injustice,corruption, and tribalism and also for campaigningfor democracy in Kenya. He is posthumouslyawarded the Silver Star of Kenya (SS) in recognitionof his major role towards national development.

Mr. Dagane Karur Omar

Mr. Omar was born in 1950 in Garissa District. Heenlisted into the Police Force in 1974 and was latertransferred to Provincial Administration as a Chiefwhere he served until 1996 when he joined politicsand was nominated Councilor in Garissa township.While serving as Chief, he helped to recoverseventy-six (76) illegal firearms and later managedto recover 24 rifles together with Kenya PoliceReservists in his location. He has been one of thepillars of peace in the district and has made manypersonal sacrifices including time and personalsecurity. He is awarded the Silver Star of Kenya (SS)in recognition of his immense efforts in promotion ofpeace and service to the nation.

Mr. Josiah Nduati Muchiri

Mr. Muchiri was born on 24th August 1933 inKiambu District. He joined the Police Service in1955 and rose through the ranks to become a ChiefInspector. He retired from the service in 1990 as aDriving Test Examiner and is currently abusinessman in Nakuru town. On 29th March 2005,Mr. Muchiri confronted fleeing armed gangsters whowere being prsued by security personnel in Nakurudistrict and recovered a browning pistol with threerounds of ammunition from one of them despite thegunshot he suffered in the melee. He is awarded theSilver Star of Kenya (SS) in recognition of his act ofbravery and high sense of vigilance.

Sgt. Samuel Kipkirui Sitonik

Sgt. Sitonik was born on 8th October 1971 in BometDistrict. He has served in the General Service Unitof the Police Force with dedication in various partsof the country including operation areas. On 12th

May 2003 while on duty at Galana, Coast Province,he displayed courage and gallantry when he andother officers went to reinforce the Kenya WildlifeService Personnel to pursue bandits. The banditswere out-maneuvered and two were disposed of. Theofficers recovered firearms and rounds ofammunition and also collected two bodies of KenyaWildlife Service officers who were killed by thebandits. He is awarded the Distinguished ServiceMedal (DSM) for his bravery and act of valour.

PC Daniel Leparan Kiyiapi

PC Kiyiapi was born on 7th June 1979 in Trans-Mara District and currently serves in the PoliceForce as a Constable. On 14th November 2004,while on escort duties in Nairobi, he challenged twoarmed gangsters who had an intention of harming aguest he was escorting. He bravely subdued them,immobilized one and recovered an AK 47 assaultriffle and 16 rounds of ammunition. He isrecognized for his great act of valour, ensuring thesafety of the VIP he was escorting. He is awardedthe Distinguished Service Medal (DSM) for his tactand bravery.

APC Cyrus Kanyi Njagi

APC Njagi was born on 6th June 1976 in KirinyagaDistrict and is an Administration Police Constable.On 24th April 2005, he exhibited high degree ofbravery when he recovered a stolen car from armedcarjackers. He is resourceful and is an example toothers in combating crime. He is awarded theDistinguished Service Medal (DSM) for hiscommitment and bravery.

WO I George Orengo Okumu

WO I Okumu was born on 27th April 1949 in SiayaDisrict. He was enlisted into the Armed Forces in1971 and has since served with dedication andhonesty. He is currently a section leader at theArmed Forces Headquarters where he has portrayedhimself as a good leader during which time thedepartment has minimal cases of theft. He isawarded the Head of State’s Commendation (HSC-

WO I Joshua Eringo Kariji

WO I Kariji was born in 1952 in Nyambene District.He was enlisted in the Armed Forces in 1972 andhas demonstrated mature attitude and hard workwhile conducting his duties as Chief Clerk. He hasbeen upright and efficient in the Control anddistribution of instructional material and haseffectively handled reception of lecturers andsmooth running of course programmes. He isawarded the Head of State’s Commendation (HSC-Military Division) for his dedication andcommitment to duty.

Sgt. Ezekiel Tafawa Onyando

Sgt. Onyando was born on 15th June 1968 inKakamega District. He is an Airframe and EnginesTechnician at the Kenya Airforce. A door of aHangar No 4 had derailed and was hangingdangerously threatening the safety of personnel andequipment. A contractor was approached and hadestimated the cost of restoring door to its rails to beKsh.1 million. Sgt. Onyando, being a dynamicofficer took initiative, assessed the conditions andrestored the door back to its rails, thus saving thegovernment Ksh. 1 million. He is awarded the Headof State’s Commendation (HSC-Military Division) forhis dedication to duty.

IP Amos Kamau Nganga

CI Mohamed Abdi Sheikh

He has beeninstrumental in major recoveries of firearms in RiftValley province and also recognized for peacefulresolution of many volatile conflicts without the useof force. SP William Wafula Masinde

SP Masinde was born in July 1952. He has emergedas one of the leading logistics officers in operation ofthe Administration Police Force where he handlesemergencies and related issues efficiently. He isalways ready to work without supervision. He also

Sgt. Nicholas Ochanda Owinde

Sgt. Owinde was born in 1952 in Migori District. Hewas enlisted into the Administration Police Force in1972 and has served with honesty and dedicationand rose through the ranks to his current positionof Sergeant. In 1982 while serving in GarissaDistrict, he came across an unlocked safecontaining Kshs. 900,000, took charge and handedit over the next day with every cent accounted for.He is awarded the Head of State’s Commendation(HSC-Military Division) for honesty andcommitment to duty.

Mr. James Kipsiele Tembur

Mr. Tembur was born on 8th May 1966 in NakuruDistrict. He was enlisted into the National YouthService on direct officer cadet entry as a TrainingOfficer on 29th April 1991 upon completion of hisUniversity studies. He has since risen through theranks to his present rank of Senior Commandant.Mr. Tembur is currently the Commanding Officer ofNYS Turbo Field Unit where he has shownexceptional ability in the management ofgovernment resources as demonstrated in hisraising of Appropriation in Aid (A.I.A). Ms Clare Chadda Lwali

Ms Lwali was born on 26th March 1964. She wasenlisted into the National Youth Service on directOfficer Cadet entry as a Training Officer in 1990upon completion of her University studies. Ms Lwali is currently the FinanceOfficer at NYS Headquarters where she preparesfinancial estimates, budget proposals and issuanceof AlE for Units expenditure. Mrs.Khaemba has spearheaded positive change in theSocial Welfare Section where she counsels andguides inmates and staff. Mr. Ibrahim Hassan Sheko

Mr. Kundan Singh Ubhi

Mr. Ubhi was born on 22nd July 1941 in Nairobi.Out of his good gesture and in consideration ofother Kenyans who are suffering due todisplacement by floods, Mr. Ubhi has beenproviding machines to help in rehabilitation worksat Budalangi Dykes control from March 2004 todate. If the machines were to be hired it would costKshs. 40,000 each per day and Mr. Ubhi hasprovided three machines for free (a Sheep FooterRoller, a Dozer and an Excavator). Mr. Joseph Ngingo Gichia

Mrs. Martha Paul Guyo

Mrs. Guyo was born on 30th November 1969 inMoyale District. She is one of the few women elitesfrom Moyale district who is championing girl-childeducation. She is one of the four women in thedistrict to have ever attained university education.She awarded the Head of State’s Commendation(HSC- Civilian Division) for her contributiontowards promotion of the girl-child education.

Mr. Chachu Tadicha

Mr. Tadicha was born in 1968 in Moyale District.He has immensely contributed towards upliftingsocial economic standards of pastoralists throughcapacity building and provision of essentialfacilities and utilities such as dams and schoolimprovement. He is involved in peace buildingprocesses across the region and the northernborder. Mrs. Kivuti was born in 1935 in Embu District. Sheis actively involved in community based womenactivities and leadership in Embu district. He wasinvolved in establishment of most current Saccos inthe country and was also involved in training ofstaff both locally and abroad. He is recognized forhis major contribution in development of Saccos.He is awarded the Head of State’s Commendation(HSC- Civilian Division) for his distinguishedservice rendered to the nation.

Mr. Elly Mugo K. Karuguti

Mr. Karuguti was born on 6th July 1950 in EmbuDistrict. He served as a teacher in1975 and rose tothe position of Assistant Lecturer in 1986. He waslater appointed to serve as an Education Secretaryand Development Co-ordinator of the AnglicanChurch of Kenya, Embu from 1995 to 2005. He hasplayed a leading role in promoting education anddevelopment in Embu district where he sat invarious committees. Ms Mire was born in 1938 in Wajir district. Sheparticipated in several peace dialogue meetings both

Mr. John Abduba Arero

Mr. Arero was born on 30th December 1954 inMarsabit District. He has served the public byfounding Marsabit Children’s home which currentlycares for 50 children. Mr. Labarakwe Stephen Longoida

Mr. Longoida was born in 1965 in Marsabit District.He is a very successful headteacher who hassupported education matters. He has activelyparticipated in district joint activities as the

Mr. Birik Aftin Kassim

Mr. Kassim was born in 1960 in Mandera District.He was the chairman of his clan in the conflictresolution talks. Mr. Kassim’s efforts helped tostabilize peaceful co-existence between the Muruleand Gurreh clans of Mandera district. Mr. Maalim Adan Noor

Mr. Noor was born in 1945 in Mandera District. Heheaded four clan committees which initiated conflictresolution in Mandera district. Mr. Richard Kipkenei Komen

Mr. Komen was born in January 1952 in BaringoDistrict. He has initiated several developmentprojects in Baringo district including constructionof cattle dips, roads, churches and schools. He alsoinitiated programmes relating to youthdevelopment, environment and fight againstHIV/AIDS in the district. He is awarded the Head of

Mr. Ntoiyan Sayianka Lekipaseyie

Mr. Andrew Kipkoech Cheruiyot

Mr. Julius Lalampaa

Mr. Lalampaa was born on 21st July 1962 inSamburu District. He raised more than KShs.100million within ten years for community developmentworks in Samburu District. He has promoteddevelopment in collaboration with GOK KARI ATIRIprogramme on food security. He was the founder ofSamburu Wings of Mercy in 1994, which caters forover 3000 households on agriculture health andeducation activities. Mr. Adan Gedow Harakhe

Mr. Harakhe was born in 1967 in Wajir District. Heled a successful operation which saw the recovery ofstolen animals by cattle rustlers. He mobilized theWamba community to successfully retrieve sixbodies among them two survivors after the raid. Heled a joint security operation comprising the Districtsecurity and Intelligence Committee Meru NorthIsiolo and Samburu which saw the arrest of severalsuspect. He is awarded the Head of State’sCommendation (HSC- Civilian Division) for hisimmense contribution to restoration of peace.

Ms Kellie Ruth Scoth

Ms Scoth was born in 1937 in Nakuru District. Shehas promoted education among the physicallydisabled children at Matumaini RehabilitationCentre in Nakuru district. She has participated inall development projects including schools,polytechnics a police camp, and health centre. Shealso spearheaded gender equality and sports amongmen and women in Molo division. He served with dedication in the publicservice since 1962 and retired in 1994 and is now amodel farmer in his district. Mrs. Dinah Wattimah Nafula

Mrs. Nafula was born on 28th August 1941 inBungoma District. She joined the teachingprofession n 1960 and taught in various schoolsincluding being a Headteacher until 1998. She has

Mrs. Seraphine Odhiambo

Mrs. Odhiambo was born on 20th March 1950 inRachuonyo District. She became the first womanChief in South Nyanza in 1997 that encouraged theresidence of Rachuonyo to be tested for HIV/AIDSlong before VCT centers came into being bybecoming the first woman to be tested. She has alsoinitiated a lot of development projects such asconstruction of Chief’s office, rural roads,orphanages and HIV/AIDS support centers. Mr. Kegoro was born in1935 in Nyamira District. Mr. Obonyo was born in around 1946 in BondoDistrict. He had a remarkable career as a principalteacher rising to become a Deputy Principal ofAlliance Boys’ High School and also PrincipalMaranda Secondary School. He also served asDeputy Secretary, Teachers’ Service Commissionwhere he now serves as Commissioner. Mr. Denis Ogwang Ongugo

Mr. Ongugo was born around 1933 in MigoriDistrict. He is a retired administrator who initiatedseveral outstanding development projects in health,education and also church activities. He assists theadministration in Migori District in generating ideasfor development and peace building. He is awardedthe Head of State’s Commendation (HSC- CivilianDivision) for his role in community developmentactivities and promotion of peace.

Mr. Dalmasius Oloo Olwal

Mr. Olwal was born in around 1935 in MigoriDistrict. He is a retired administrator who maderemarkable contributions to nation building by

Mr. Meshack Dawa

Mr. Dawa was born in around 1945 in MigoriDistrict. He served as a teacher for over 20 yearsand made remarkable contribution towardsdevelopment of education including assisting theneedy to pay school fees and donation of land forschool development. Mr. Benjamin Nyaachi Onkoba

Mr. Onkoba was born in 1945 in Kisii CentralDistrict. He has been involved in variousdevelopment activities in Kisii Central Districtincluding rehabilitation of street families. He is alsorecognized for spearheading youth programmes andis committed to supporting government initiatives inthe district. Mr. David Mairo

Mr. Mairo was born in 1946 in Kuria District. He isa Pastor and has initiated various developmentprojects including setting up a school for the deaf

Mr. Samuel Gitiha

He was born in 1954 in Nyandarua District. He is aDirector of Agro-chemical and Food Company andhas assisted in building classrooms and assistingmany orphans in Nyandarua District. Mr. Erustus Kihara Mureithi

Mr. Mureithi was born on 17th November 1946 inNyeri District. He served as an Agricultural Officerand was promoted through the ranks to the positionof Deputy Commissioner for Cooperatives and waslater appointed Chairman, Kenya Wildlife Service.He has a track record in public service and has

Rev. Bernard M. Muindi

Rev. Muindi is a church minister who is a patron ofchildren homes in Nyeri District. He iscompassionate for the less fortunate members ofsociety especially orphans, widows and also paysschool fees for over forty children. He also supportsover thirty orphans. He is awarded the Head ofState’s Commendation (HSC- Civilian Division) forhis support to members of the society.

Mr. Timothy Kiroga Macharia

Mr. Macharia was born in1934 in Murang’a District.He served in the Police Force for 31 years and is

Dr. Yashwantrai C. Patel

Dr. Patel was born on 7th September 1932. He hasbeen involved in social work and instrumental ininitiating development projects for the las fortyyears. He is recognized for establishing Lions Villagecomprising of two secondary schools, a polytechnic,a medical facility, a secretarial college, a pre-primary and primary schools in Makueni district.Dr. Patel is a Member of Lions Club Internationaland is also a distinguished medical doctor. Since1970, he has been active in communitydevelopment in the district. He is awarded the Headof State’s Commendation (HSC- Civilian Division)

Dr. Pattedy Nyagah Muriithi

Dr. Muriithi was born on 24th October 1959 inEmbu District. He worked as a pharmacist from1984 and rose to become a SuperintendentPharmacist at Provincial Genral Hospital, Nakuruand later became private distributor and importer ofpharmaceuticals. Dr. Muriithi employs fifteenworkers and has contributed to distributon ofhealth products in Embu district. He is awarded theHead of State’s Commendation (HSC- CivilianDivision) for his efforts in iprovision of healthservices.

Dr. Israel Kithinji Emaitta

Dr. Kithinji was born on 25th April, 1952 in MeruCentral District. He is a career civil servant anddistinguished scholar who has rendered longdedicated service as an educator and trainer sincejoining the service in 1975. His commitment andable leadership enabled him to rise from a DeputyPrincipal in 1982 to his current position of Director,Embu Government Training Institute (GTI). As thelongest serving director of a GTI, Dr. Kithinji wasvery resourceful at different stages of the transfer ofDistrict Development Institutes from the Office ofthe President, Provincial Administration andInternal Security to the Directorate of PersonnelManagement. He is awarded the Head of State’s

Mr. James Oguna Sogoh

Mr. Sogoh was born on 18th April 1950 in SiayaDistrict. He joined the public service in 1975 as aSurveyor and rose through the ranks to become thePrincipal of Kenya Institute of Surveying andMapping before his recent appointment as theDirector of Matuga Government Training Institute(GTI). He is credited with carrying out extensiverevamping works that have given the GTI a facelift.His leadership in guiding the Institute to preparethe first strategic plan in the history of theinstitution is commendable. He is awarded the Headof State’s Commendation (HSC- Civilian Division)for dedicated service.

Mr. Cleophas Ndiege Kaseya

Mr. Kaseya was born on 8th April 1956 in SubaDistrict. He currently serves as Deputy Director,Human Resource Management at the Ministry ofLabour and Human Resource Development. He hasserved for a period of 30 years in the Civil Servicewith dedication and diligence. He has previouslyserved in five ministries as Head of Unit. He isawarded the Head of State’s Commendation (HSC-Civilian Division) for dedicated service.

Mr. Joshua Ochieng Ojall

He was born on 25th April 1955 in Kisumu District.He joined the Civil Service in 1980 as anAccountant and rose through the ranks to become aChief Accountant, Mwalimu SACCO in 1995. Hewas appointed General Manager in 1996, a positionhe still ably holds. He has developed andsuccessfully implemented best practices for SACCOoperations thereby enabling it to realize Kshs.6.3billion as member’s savings which is the highest forany SACCO in Kenya and Africa. He is awarded theHead of State’s Commendation (HSC- CivilianDivision) for his role in national development.

Mr. Patrick Mbuli Musyimi

Mr. Musyimi was born on 29th September 1955 inMachakos District. As Deputy Commissioner forCooperatives in charge of Projects Division, he hasinitiated several projects aimed at povertyalleviation and increased standard of living of thepeople. He is also Co-chairman of Inter-ministerialTask Force to look into Kshs. 24.2 billion debt reliefto coffee cooperative societies and also a Member ofa Task Force on reforms in the coffee sector foropening up coffee marketing. He is awarded theHead of State’s Commendation (HSC- CivilianDivision) for his immense role in nationaldevelopment.

Mr. Benson Irungu Mbaria

Mr. Mbaria was born on 24th July 1947 in Murang’aDistrict. He is a Contractor who has timely

completed of projects before the expire of thecontract period. He has high ability to organize siteoperations and effectively co-ordinate the worksundertaken by his subcontractors. Projects he hascompleted include National Early childhoodEducation Centre and refurbishment works atKICC, student’s hostel at KIA and security facilitiesat Othaya. Mr. David Muoka Mutiso

Mr. Mutiso was born on 10th July 1932 inMachakos District. He was the first Chief Architectin the Ministry of Public Works in 1965 and serveduntil 1974 and later formed his own company. Hehas also been Chairman of various school boards inMachakos District. He is awarded the Head ofState’s Commendation (HSC- Civilian Division) fordedicated service rendered to the nation.

Mr. Peter Nkonge Kirigua

Mr. Kirigua was born in 1950 in Meru CentralDistrict. He is currently a Director, Nyayo Tea ZonesDevelopment Corporation. Mr. Kirigua has alsobeen serving in the motor industry as Managersince 1982 to date. He previously served as aFinancial Analyst at Mobil Oil Kenya Ltd. from 1973and is now a Director of D.T. Dobie (k) Ltd. He isawarded the the Head of State’s Commendation(HSC- Civilian Division) for his distinguishedservice.

He was born on 12th December 1965 in NarokDistrict. He served as Chairman, Board of Trusteesof Tourism Trust Fund and a member of the Boardof Trustees, Kenya Wildlife Service. He hascontributed to service to communities onconservation of wildlife as Consultant as well as theChairman of Tourism Trust Fund. Maj. (Rtd.) William Kamunge

Maj. (Rtd.) Kamunge was born on 22nd January1955 in Nyeri District. He served for 21 years in themilitary and 10 years in the tourism industry as aTour Operator, Member and Chairman of KenyaAssociation of Tour Operators and is currentlyChairman of Kenya Tourism Fund. He hastremendously contributed to development oftourism. He is awarded the Head of State’sCommendation (HSC- Civilian Division) inrecognition of his role in promotion of tourism.

Dr. Abraham Masunde Espira

Dr. Espira was born on 3rd April 1942 in KakamegaDistrict. He is a founder member of severalorganizations including the Rotary Club ofKakamega, Professional and Business PersonsAssociation, Doctor for Sister of Providence

Mr. Kennedy O.A. Hongo

Mr. Hongo was born on 8th May 1968 in KisumuDistrict. He is an Assistant Director, Starehe Boys’Center. Mr. Hongo is an effective social,motivational and inspirational leader and teacherembued with natural qualities such as soft spokendiplomacy, patience, commitment, determination,vision, care, concern, honesty, patriotism, initiativeand team building. Mr. Hongo initiated the processof establishment of Starehe Girls Center and manyactivities and missions both locally andinternationally. He has also authored many booksand manuscripts. He is awarded the Head of State’sCommendation (HSC- Civilian Division) inrecognition of his immense efforts in development ofeducation.

Mr. Christopher Situma Khaemba

He was born on 18th January 1960 in BungomaDistrict. He served in the Kenya Air Force between1981 and 1983 and later became a teacher atAlliance High School in 1984 where he now servesas Principal. She is awarded the Head of State’sCommendation (HSC- Civilian Division) for hercommitment to achieve high educational standards.

Mr. Paul Ogali Otula

Mr. Otula was born on 3rd January 1964 inRachuonyo District. He has made majorcontributions towards education especially inimproving performance of Mangu High Schoolwhere he serves as Senior Principal. He assistedtwenty (20) students from Mangu and Masenoschools to get academic/ sports scholarships tovarious universities abroad. Mr. Khalfan Abdalla Mazrui

Mr. Mazrui was born on 15th January 1937 in KilifiDistrict. He taught in various schools in Coast andNorth Eastern Province and later served at the

Ms Nganga was born on 10th December 1949 inNairobi. She has made major contributions towardseducation and improvement of performance ofKibera Olympic Primary School in Nairobi, whichhas emerged to become one of the top performingschools in the country. She has also managed tochange the attitude of the community in Keberaslums on the importance of sending children toschool particularly the girl-child. Sis. Magdaline Muinde

Sister Muinde was born on 15th March 1959 inMachakos District. She has contributed towardseducation by raising the level of performance ofBahati Girls’ Secondary School to become one of thetop performing schools during 2004 nationalexaminations. Mrs. Catherine Wanjiru

Mr. Peterson Kariuki Muthathai

Mr. Muthathai was born in 1952 in Embu District.He has taught in various secondary schools inEmbu district with commitment and is now SeniorPrincipal of and President of African Convention ofPrincipals (ACP) and also national Chairman ofKenya Secondary School Heads Association. Heholds other memberships in educational andchurch-based organizations. He is awarded theHead of State’s Commendation (HSC- CivilianDivision) for his contribution towards developmentof education.

Mr. Adow Adan Gudow

Mr. Gudow was born in 1963 in Madera District. Heis a renowned science teacher who has taught for18 years and currently serves as a secondary schoolPrincipal in North Eastern Province, which has beenranked the best in the province and 46th position

countrywide in 2002. The school has sustained itsindigenous tree species as well as some exotic treesplanted thereby curtailing soil erosion. He isawarded the Order of the Head of State’sCommendation (HSC- Civilian Division) for hiscontribution towards development of education andenvironmental conservation.

Mrs. Rosael Naburuki

Mrs. Naburuki was born in 1960 in BaringoDistrict. She is the Principal of Kapropita HighSchool in Baringo District, a position she has usedto drastically improve the school’s performance andhas become the best managed in the district. Shehas also contributed towards girl-child education.She is award of the Head of State’s Commendation(HSC- Civilian Division) for her efforts ineducational.

Mrs. Esther Achiko Muhanji

Mrs. Muhanji was born on 28th November 1951 inVihiga District. She has worked tirelessly towardspromotion of education in Vihiga District. Duringher tenure as Principal of Bunyore Girls HighSchool, there was tremendous improvement ofeducation standards and also development ofphysical structures, efforts she continues to make.She is awarded the Head of State’s Commendation(HSC- Civilian Division) for her role in developmentof education.

Sis. Margaret Agnes Bradbury

Sister Bradbury was born in 1941 in Ireland. Shehas served as Principal of a Secondary schools inKisii Central District from 1970 to 1999 and is nowPrincipal of St. Pauls Teachers Training Collegewhere she continues to be a role model and provingquality education worth emulating. She has beeninstrumental in overall development of education inthe district. She is awarded the Head of State’sCommendation (HSC- Civilian Division) for her rolein development of education.

Mr. Herbert Ocholla Ojwang

Mr. Ojwang was born on 4th April 1954 inRachuonyo District. He has been an active andprominent community leader and businessman whois involved in initiating community developmentprogrammes and projects in Rachuounyo District.He is currently serving as Chairman of the TenderCommittee, Kenyatta National Hospital. He isawarded the Head of State’s Commendation (HSC-Civilian Division) in recognition of his effortstowards national development.

Mr. Gabriel Kariuki Mung’ura

Mr. Mung’ura was born in 1938 in Kiambu District.He was a teacher from 1958 to 1991 during whichtime he served as head teacher for 12 years. He isalso a pioneer Chairman of Kiambu TeachersSACCO, Chairman of SACCOs in Central Provinceand also a member of the National ManagementCommittee of KUSCCO. He is awarded the Head of

Mrs. Rachel Muiruri

Mrs. Muiruri is the founder of Rachel’s DevelopmentProgramme which helps to feed and cloth about5,000 landless and displaced people in Narok andNakuru districts. The Programme also providesmedical services and undertakes a feedingprogramme three times a week. She is awarded theHead of State’s Commendation (HSC- CivilianDivision) for her service to the community.

Mrs. Agnes Pareiyo

Mrs. Pareiyo works with many women through theTasaru Ntomonok Initiative Project in Narokdistrict. She received the UN Person of the YearAward in recognition of her role in the fight againstfemale genital mutilation. Her efforts have helped insecuring gender equality, empowerment of womenand promotion of safer maternal health. She isawarded the Head of State’s Commendation (HSC-Civilian Division) for her notable services renderedto the community and the nation.
