Reduce Cost of Construction by 15-20% by end of
next Parliament (£2bn over 4 years)
33% reduction in whole life costs of assets
50% saving in time
50% reduction in greenhouse emissions
5 Themes:
1. People
2. Smart
3. Sustainable
4. Growth
5. Leadership

What is BIM
BIM is essentially value creating collaboration through the entire life-
cycle of an asset, underpinned by the creation, collation and
exchange of shared 3D models and intelligent, structured data
attached to them.

Building Information Modelling (BIM)

BIM&FM - Five Benefits?
1. Early engagement & collaboration
2. Visualisation in pre-construction & lifecycle testing
3. Ability to challenge & change
4. Asset Database – management & tender accuracy
5. Assist in assessing impact of planning modifications
![Page 7: BIFM Merseyside Networking Group - BIM & Facilities Management](https://reader034.vdocuments.mx/reader034/viewer/2022052523/5560cdebd8b42a08088b4bdc/html5/thumbnails/7.jpg)
How will FM embrace BIM?
![Page 8: BIFM Merseyside Networking Group - BIM & Facilities Management](https://reader034.vdocuments.mx/reader034/viewer/2022052523/5560cdebd8b42a08088b4bdc/html5/thumbnails/8.jpg)

Golden Thread
GSL will be mandated in 2016 for all central government projects
(new build and large refurbishments)
![Page 11: BIFM Merseyside Networking Group - BIM & Facilities Management](https://reader034.vdocuments.mx/reader034/viewer/2022052523/5560cdebd8b42a08088b4bdc/html5/thumbnails/11.jpg)
GSL - BIM Level 2
A minimum standard:
By 2016 all Government Departments will be BIM/GSL Level 2
enabled
Government as a client can derive significant improvements in cost,
value and carbon performance through the use of open sharable
asset information.
![Page 12: BIFM Merseyside Networking Group - BIM & Facilities Management](https://reader034.vdocuments.mx/reader034/viewer/2022052523/5560cdebd8b42a08088b4bdc/html5/thumbnails/12.jpg)
GSL - Policy
1. Assets = reduce cost & improve performance
2. GSL Lead & Golden Thread
3. Manage Aftercare
4. Post Operational Evaluation
5. BIM= Data Management Tool
![Page 13: BIFM Merseyside Networking Group - BIM & Facilities Management](https://reader034.vdocuments.mx/reader034/viewer/2022052523/5560cdebd8b42a08088b4bdc/html5/thumbnails/13.jpg)
GSL - Objective
BIM + GSL = Better Outcomes
To champion better outcomes for our built assets during the design &
construction stages through Government Soft Landings (GSL) powered by a
Building Information Model (BIM) to ensure value is achieved in the
operational lifecycle of an asset.

BIM&FM - Why is it important?
‚No, we don’t have any accurate asset information. You’ll have to guess-timate‛
‚who decided to put that light fitting up there?‛
‚did they never think how it was going to be maintained?‛
‚building lifecycle? We don’t think that far ahead.‛
‚I wish the architect had spoken to me when this building was constructed.‛
‚BIM?? Our budgets are being slashed as they are.‛
![Page 16: BIFM Merseyside Networking Group - BIM & Facilities Management](https://reader034.vdocuments.mx/reader034/viewer/2022052523/5560cdebd8b42a08088b4bdc/html5/thumbnails/16.jpg)

65% had heard of BIM
61.7% believe BIM can support FM
35.3% do not understand BIM capabilities
26.5% state they have used it’s capabilities
63.2% unsure if their company had plans to use will use BIM in the near future
‚misunderstanding within FM about BIM & capabilities‛
‚BIM more than 3D modeling programme‛
‚confusion on what actually constitutes a BIM project‛

Better reporting data (62%)
Concerns:
Cost (50.5%)
Integration with current CAFM systems (50.5%)

‚There is a perception that FM as a profession has been slow to engage with the
development of BIM‛

‚I believe that FM are still getting to grips with BIM they have been a bit
bamboozled by the techies on this and cannot see the woods through the trees.
That’s why Government Soft Landings is so important as this is the process that
really interlinks with BIM for FM‛

‚Awareness, Acceptance, Action…For FM I believe we are still firmly in the
awareness phase, and there is lots of work still to be done to reach a full level of
awareness of the potential benefits‛
‚various industry bodies and especially the BIM4FM group need to focus on raising
awareness.‛
‚The other thing that I think may be holding us back is the lack of standards and
standardisation within the FM industry‛

‚Remember BIM is not just a 3D model with information embedded; it is the
information and the result of the useful data that is generated and more importantly
transferred that FM’s will benefit from‛

‚One concern I have with the use of BIM in FM is keeping the model live….I struggle to see the return on
investment in this sector‛
(Maintenance Manager, Tesco)
‚information is knowledge when it is accurate and up to date. Keeping records up to date can however
become a low priority‛
(Gordon Parker, Coretex Int)
‚Clients need Vision - Only last week I was sat with one of our large retail clients who stated 'Frankly I
don't care if our contractors use BIM or not - get me my completion certificate on time, but what they
use in this process I don't care.‘ ‚
(Martin Ward, isite, Styles & Wood)

The BIM agenda will only gain greater ground if
FM professionals need convincing of the cost and service benefits
Key message of the benefits of alignments between design & construction to
the building end users.
Greater long term strategic visioning of lifecycle/asset management & less
focus on the data to day issues.
System integration to existing (& utilised!) CAFM systems.
The fact, there is no alternative!
