HIGHLIGHTS IN 2001-2002The Projec t cont inued to focus on i t s three core ac t iv i t ies dur ing
2001–2002: The Bul le t in o f Indones ian Economic S tudies , the
annual Indones ia Update Conference and Assessment book based
on the conference , and our regular seminar ser ies , the Indones ia
Study Group. In addi t ion , we hos ted a range of v is i tors f rom
elsewhere in Aust ra l ia , Indones ia and o ther count r ies , a r ranged
specia l workshops and conferences on topica l i ssues in Indones ian
development , and organised book launchings and new publ ish ing
arrangements . Indones ia Projec t s ta ff were ac t ive in research on
economic developments in Indones ia and the wider Eas t Asian
region , and in suppor t ing research work by pos t -graduate s tudents
on Indones ia . Outreach ac t iv i t ies sought to provide informat ion
and advice to government agencies and off ic ia ls , as wel l as to
other ins t i tu t ions and indiv iduals in teres ted in Indones ia . S taff
conducted many in terv iews and cont r ibuted ar t ic les in the
Aust ra l ian and Indones ian media on topica l i ssues in Indones ia ,
and dea l ing wi th Aust ra l ian–Indones ian re la t ions .
The Bul le t in of Indonesian Economic Studies (BIES) . The
BIES cont inued as the focus of Pro jec t academic work , br inging
the resul t s of ana lys is of economic developments to the a t ten t ion
of Aust ra l ian , Indones ian and the wider in terna t ional audiences .
The economic pol icy chal lenges and per formance of the Wahid and
Megawat i governments were moni tored c lose ly in the regular
Surveys of Recent Developments . Ar t ic les publ i shed in the BIES
in 2001–2002 covered a wide range of topics , wi th spec ia l
a t ten t ion g iven to i ssues of governance and corrupt ion , banking
and f inance and decent ra l i sa t ion . Also of note , there was a
remarkably smooth t ransfer of respons ib i l i ty for the publ ica t ion
and d is t r ibut ion of the BIES to the in terna t ional publ i sh ing group,
CARFAX in ear ly 2001.
Update Conferences and Publ icat ions . Women in Indones ia
and Local Power and Pol i t ics were the themes of the 2001 and
2002 Indones ia Update conferences , respect ive ly. The 2001
Update was marked by the la rges t number of Indones ian speakers
(10) and the 2002 Update by record audience a t tendance (over
400) in the h is tory of the Update . Papers were g iven a t both
conferences by h igh prof i le Indones ian speakers , inc luding ex-
cabine t Minis te rs in the Wahid government , in terna t ional v is i tors ,
as wel l as speakers f rom a range of univers i t ies in Aust ra l ia . As
wi th previous Assessment volumes , Women in Indones ia , edi ted by
Kathy Robinson and Sharon Besse l l , was publ i shed in ear ly 2002
by the Ins t i tu te of Southeas t Asian Studies ( ISEAS) in Singapore ,

and the proceedings of the 2002 Update wi l l be re leased in ear ly
2003.
Staf f Publ icat ions . In addi t ion to a la rge number of book and
journal a r t ic les , seven books , wr i t ten or ed i ted by Projec t
members were publ i shed on Indones ia or genera l Eas t Asian topics
( inc luding Eas t Timor) in 2001–2002. They inc luded Thee Kian
Wie’s cont r ibut ion to the impor tant new book on Indones ian
economic h is tory, The Emergence o f a Nat ional Economy—an
economic h is tory o f Indones ia (co-edi ted and wr i t ten wi th H Dick ,
V Houben and J T Lindblad) . Hal Hi l l comple ted two edi ted
volumes , The Socia l Impact o f the Financia l Cr is i s in Eas t As ia
(wi th Yun-Peng Chu) , and a mass ive four volume book of
readings , The Economic Development o f Southeas t As ia (both
publ ished by Edward Elgar) . Ross Garnaut put together a t imely
col lec t ion of h is broad ranging wr i t ings on Aust ra l ia and Asia
(Socia l Democracy in Aus tra l ia’s As ian Future ) . Chr is Manning,
Hadi Soesas t ro and M. Ikhsan , were jo in t ed i tors of a co l lec t ion of
Indones ian and Engl ish papers , Ekonomi Indones ia d i Era Pol i t ik
Baru ( Indones ia’s Economy in the New Pol i t ica l Era , Gramedia) .
In addi t ion , two edi ted books were publ i shed on Eas t Timor, East
Timor: Development Chal lenges for the World’s Newest Nat ion
(Hal Hi l l and Joao Saldanha) and Peace Bui ld ing and S ta te
Bui ld ing in Eas t Timor (Hadi Soesas t ro and Landry Subianto ,
Cent re for S t ra tegic and In terna t ional S tudies , [CSIS]) . Severa l
books publ i shed by Projec t s ta ff were t rans la ted in to Indones ian ,
and two excel len t theses by M. Chat ib Basr i and Iman Sugema
were comple ted , dea l ing wi th Indones ian pol i t ica l economy and
f inancia l markets and monetary pol icy, respect ive ly.
End of An Era . The unt imely dea th of Professor Heinz Arndt on
May 6 2002 symbol ised the end of an era for the Projec t .
Professor Arndt was the founder of the Projec t , i t s head for a lmost
20 years and i t s sp i r i tua l ‘Bapak’ unt i l h is dea th a t the age of 87 .
Al l who have been associa ted wi th the Projec t , h is former s tudents
and col leagues , owe a debt of gra t i tude for h is guidance in
scholarsh ip , h is warmth and openness , and h is en thus iasm and
dr ive .
In la te 2001, the Projec t welcomed Dr Budy Resosudarmo, the
f i rs t appoin tment of an Indones ian regular s ta ff member in the
Economics Divis ion , RSPAS, ANU for 30 years .

PROJECT ADMINISTRATION AND STAFFINGThere were severa l impor tant developments in s ta ff ing in 2001–
2002. Budy Resosudarmo, an envi ronmenta l economis t and exper t
in regional sc ience , former ly wi th the Univers i ty of Indones ia ,
took up a Research Fel low pos i t ion in the Divis ion of Economics
in la te 2001 and has a l ready added enthus iasm and qual i ty to
Projec t ac t iv i t ies , and to research on the Indones ian economy. He
played a major ro le in organis ing Divis ion seminars and the
Indones ia S tudy Group meet ings in h is f i r s t year wi th us .
The Projec t sa id a re luc tant fa rewel l to Ms Lynn Moir, the capable
BIES market ing manager, a f te r 14 years of dedica ted serv ice , as a
resul t of the t ransfer of the market ing and d is t r ibut ion funct ions
for the BIES f rom the ANU to Carfax in Apr i l 2001. We a lso sa id
goodbye to Karen Nul ty af te r three years of ab le serv ice as the
Projec t Adminis t ra tor. At the same t ime, the Projec t welcomed J i l l
Wolf as the new adminis t ra tor in la te 2001. For tunate ly Karen
only moved down the corr idor in the Divis ion of Economics , and
we gained another dedica ted and competent adminis t ra tor in J i l l
Wolf .
Four academic s ta ff members—Chris Manning, Ross McLeod,
Budy Resosudarmo and Hal Hi l l—consi tu ted the core of the
academic Projec t ‘ team’ dur ing 2001–2002. Dr Chr is Manning was
re-appointed to a s ta ff pos i t ion wi th in the Divis ion of Economics ,
and a lso promoted to
the leve l of Senior

In addi t ion , severa l o ther researchers were ac t ive in suppor t ing
core Projec t ac t iv i t ies , both f rom wi th in the Economics Divis ion
and the Research School of Pac i f ic and Asian Studies , and
elsewhere in the ANU. Among the many ANU s taff who suppor ted
Projec t ac t iv i t ies in 2001–02, Greg Fealy and Jamie Mackie
(Emer i tus Professor) deserve spec ia l ment ion . Greg made va luable
cont r ibut ions to the analys is of pol i t ics in the regular BIES
surveys of recent developments , and p layed a cent ra l ro le in
help ing organise the Indones ia S tudy Group. Jamie Mackie
provided unlimited advice on many Projec t mat ters and organised
an informal Indones ia Discuss ion Group involv ing ANU and o ther
Indones ianis t s in 2002.
The Projec t welcomed the appoin tment of Andrew MacIntyre , a
former ANU graduate and current ly a member of BIES Board , as
Direc tor of the Nat ional Cent re for Development S tudies (NCDS).
Andrew MacIntyre comes to the ANU from the Univers i ty of
Cal i forn ia , San Diego, where he has bui l t an in terna t ional
reputa t ion for research on pol i t ica l economy in Indones ia , and
Eas t Asia more genera l ly. Our work on Indones ia was a lso
enhanced by the addi t ion of John Maxwel l , former ly wi th the
pres t ig ious pover ty research cent re , SMERU, in Jakar ta who took
up a pos t in the Pover ty Research Cent re in the Divis ion of
Economics . His presence has grea t ly s t rengthened work in th is
area on Indones ia , and he a lso cont r ibuted to a range of Projec t
ac t iv i t ies . Dur ing 2002, the Projec t a l so had the good for tune to
benef i t f rom the presence of Dr Peter McCawley, former Deputy
Direc tor of AusAID, a t ANU. Peter p layed a major ro le in
suppor t ing p lacement of a l l BIES ar t ic les on CD. He has
subsequent ly taken up a senior pos t as Direc tor of the Asian
Development Bank Ins t i tu te in Tokyo.
In Indones ia , Thee Kian Wie , former ly f rom the Indones ian
Ins t i tu te of Sc iences , cont inued to offer enormous suppor t f rom
Jakar ta as a Research Associa te a t tached to the Projec t . In 2001,
Thee was deservedly honoured by the Indones ian Government wi th
the pres t ig ious award of Bintang Jasa Utama for h is s igni f icant
cont r ibut ion to economic research and pol icy debates in Indones ia
over severa l decades . Hadi Soesas t ro , as v is i t ing Adjunct
Professor in the Economics Divis ion and Aust ra l ia -Japan Research
Centre , a t tended conferences and gave two seminars , in addi t ion
to suppor t ing o ther ac t iv i t ies of the Indones ia Projec t through our
coopera t ive ar rangements wi th CSIS in Jakar ta . Kel ly Bird , a
research associa te wi th the Projec t and a consul tant wi th the

planning agency BAPPENAS, v is i ted the Projec t in February 2002
and presented two seminars , as wel l as provid ing va luable advice
to s tudents .

The BIES is i ssued three t imes a year, in Apr i l , August and
December. Each i ssue offers up to da te analys is of developments
in the Indones ian economy in the Survey o f Recent Developments .
In addi t ion , the Bul le t in usual ly conta ins three to f ive ar t ic les on
impor tant pol icy i ssues , occas ional shor ter notes on topics of
current in teres t , conference repor ts , and book reviews. Except for
the Survey , a l l papers undergo a r igorous in terna t ional re feree ing
process . The Edi tor commiss ions the Survey , which i s usual ly
wri t ten by a wel l -known economic commenta tor, or by a younger
economis t ; Pro jec t s ta ff a l so have a s igni f icant input . The BIES
web page provides informat ion on the content of cur rent and
recent a r t ic les , inc luding abs t rac ts , a long wi th o ther genera l
informat ion about the journal .

Since 2001 the in terna t ional ed i t ion of the BIES has been pr in ted
and d is t r ibuted by Carfax Publ ish ing . The ent i re contents of the
journal a re now avai lab le onl ine to ins t i tu t ional subscr ibers . The
advance copy of the Survey o f Recent Developments i s no longer
produced separa te ly, s ince i t i s poss ib le to access the Survey
onl ine very shor t ly a f te r i t has been wr i t ten . The Cent re for
St ra tegic and In terna t ional S tudies (CSIS) in Jakar ta pr in ts and
dis t r ibutes the journal in Indones ia . The Projec t wishes to record
i t s s incere gra t i tude to CSIS for i t s success in making the BIES
avai lable to readers in Indones ia wi th minimal de lay.
In 2002 the Projec t commiss ioned the product ion of a CD
conta in ing a l l the ar t ic les and book reviews publ i shed in the BIES
dur ing the per iod 1965 to 2000, wi th f inancia l suppor t f rom
AusAID. The CD inc ludes i t s own viewing sof tware and hence i s
fu l ly se l f -conta ined . Users can search the ent i re d isk wi th in a few
seconds for a l l occurrences of par t icu lar words or topics , making
the CD an ext remely va luable research tool for anybody in teres ted
in the development of the Indones ian economy, and the pol icy
context and debates , tha t guided i t dur ing th is long per iod . The
CD was launched in Jakar ta in May 2002, in conjunct ion wi th a
seminar, which took the form of a t r ibute to the founding edi tor of
the journal , Professor H W Arndt . A second launch was he ld in
Canberra in September, wi th the Aust ra l ian Minis ter for Fore ign
Affa i rs and Trade , Alexander Downer and the Vice-Chancel lor,
Professor Ian Chubb, off ic ia t ing . The CD has been d is t r ibuted f ree
of charge to univers i t ies , government depar tments and o ther
research ins t i tu t ions in Indones ia as par t of Aust ra l ia ’s overseas
a id program. (Copies a re a lso avai lab le through the Projec t and
CSIS, and have been d is t r ibuted to l ibrar ies in Aust ra l ian
univers i t ies and government depar tments wi th an in teres t in
Indones ia . )
Dur ing the pas t two years , the Surveys have chronic led the las t
chaot ic months of the Abdurrahman Wahid Pres idency and the
a t tempt by the new government of Megawat i Sukarnoput r i to br ing
about the pol i t ica l s tab i l i ty so essent ia l to economic recovery (see
Attachment A ) . One fea ture has been Indones ia’s newly democra t ic
envi ronment , in which i t has of ten proved d i ff icu l t to implement
sound economic pol ic ies in the face of the pressures of popul i sm
and economic na t ional i sm. Ar t ic les publ i shed dur ing th is per iod
have ranged widely on topics such as corrupt ion , educat ion ,
hea l th , the envi ronment , non-farm ac t iv i t ies in rura l a reas ,
pover ty and inequal i ty, taxa t ion , inf la t ion , smal l bus iness ,
recovery f rom the cr i s i s , labour market i ssues , and compet i t ion

pol icy. Severa l a r t ic les have focused on Indones ia’s bold
exper iment wi th decent ra l i sa t ion .
Unhappi ly, the BIES has conta ined an unusual ly la rge number of
obi tuar ies dur ing the las t two years . These pa id t r ibute to a
number of indiv iduals who have cont r ibuted grea t ly to Indones ia
and to the s tudy of Indones ia : Professors Sumit ro Hadikusumo,
Dayan Dawood, Benjamin Higgins , Herb Fei th and Heinz Arndt .
These obi tuar ies a re a reminder of the impor tance of regenera t ion .
With th is in mind, the Projec t ac t ive ly encourages young
Indones ian economis ts to wr i te for the BIES. To th is end i t
ins t i tu ted the H. W. Arndt Pr ize for the bes t a r t ic le by one or more
Indones ian authors publ i shed in any ca lendar year. The inaugura l
pr ize was awarded to a group f rom Indones ia’s cent ra l bank for
the i r a r t ic le A Framework for Implement ing In f la t ion Target ing in
Indones ia , which was publ i shed in December 2001. I t i s
encouraging tha t some 20 Indones ian wr i te rs have cont r ibuted to
ar t ic les dur ing 2001-2002, whi le seven have cont r ibuted book
reviews.

THE INDONESIAN UPDATE CONFERENCES AND ASSESSMENTSERIES
The Indones ia Update Conference i s the most impor tant publ ic
affa i rs ac t iv i ty under taken by the Projec t , organised jo in t ly wi th
the Depar tment of Pol i t ica l and Socia l Change . This has been an
annual event a t the ANU s ince 1983, and i s the major annual
conference on Indones ian developments anywhere in the wor ld
outs ide Indones ia .
The 2001 Update , Women in Indones ia: Gender, Equi ty and
Development was jo in t ly organised by Kathy Robinson and Sharon
Besse l l ( see Attachment B ) . The conference was opened by the
Indones ian Ambassador, H E Sudjadnan Parnohadin ingra t , and was
at tended by a record number of Indones ian speakers inc luding ex-
Wahid cabine t minis te r, Khof i fah Indar Parawansa , journal i s t and
ar t c r i t ic Car la Bianpoen, the Head of the Nat ional S ta t i s t ics
Body, Soedar t i Soebakt i . Other speakers inc luded Sr i
Moer t in ings ih Adioetomo, Sapar inah and Moh. Sadl i , and Mayl ing
Oey, a l l e i ther ac t ive or emer i tus Professors a t the Univers i ty of
Indones ia . A wide range of topics was covered , in addi t ion to
fasc ina t ing updates of pol i t ics (g iven by Kr ishna Sen) and
economics (de l ivered by Mar i Panges tu) , dea l ing wi th the

t rans i t ion to a new Megawat i - led government . Papers dea l t wi th
socia l , economic , cu l tura l and ar t i s t ic and pol i t ica l ro les of
women in Indones ia both in 2000 and the pas t . Most speakers
poin ted out tha t women have a long way to go to equal males in
many areas of soc ia l and pol i t ica l l i fe . But there was a lso an
acknowledgement tha t women had made s igni f icant progress in
many f ie lds over the pas t 20–30 years in Indones ia .
The 2002 Update , en t i t led Local Power and Pol i t ics :
Decentral i sa t ion and Democrat i sa t ion was t imely, as Indones ia
approached the end of the second year of an ambi t ious f i sca l and
pol i t ica l decent ra l i sa t ion agenda . Organised by Greg Fealy and Ed
Aspinal l , bo th wi th the ANU at the t ime, the conference was
a t tended by a record of more than 400 par t ic ipants over two days .
I t fea tured a ga ther ing of an impress ive range of exper ts and
prac t i t ioners working on decent ra l i sa t ion and loca l pol i t ics .
Discuss ions provided a r ich account of var ied exper ience
concerning the current s ta te of p lay both in Jakar ta and many
regions . Prominent speakers inc luded ex-Wahid Minis ter for
Regional Government , Ryaas Rasyid , PDI pol i t ic ian Cornel i s Ley,
and wel l -known Indones ian academics Vedi Hadiz and Moh.
Ikhsan (see Attachment C ) . I ssues ra ised inc luded cent re-per iphery
re la t ions f rom var ious perspect ives , loca l ident i ty and h is tory
(Mike O’Mal ley and Amrih Widodo) and margina l people and
margina l p laces (Michele Ford , Rod McGibbon and Ida Aju
Resodudarmo) . In addi t ion , the pol i t ica l update de l ivered by
Harold Crouch fea tured a wide-ranging account of na t ional
pol i t ica l developments under Megawat i , and the economic update
address by Moh. Ikhsan poin ted to improvement in the economic
s i tua t ion dur ing 2002, despi te the threa t of severa l longer- te rm
chal lenges .
One goal of the Update conferences i s to br ing together exper ts on
Indones ia f rom higher educat ional ins t i tu t ions and pol icy bodies
throughout Aust ra l ia . As in previous years, speakers came f rom a
range of univers i t ies a round Aust ra l ia inc luding Murdoch (Per th) ,
the Univers i ty of Wol longong, the Univers i ty of Melbourne and
Monash Univers i ty, as wel l as f rom the ANU.

Regular seminars a t the ANU, workshops and conferences p lay an

developments in Indones ia , and to engage in d iscuss ion and debate
on a range of topics , inc luding de l ibera t ions on pol icy i ssues in
Indones ian development and re la ted b i la te ra l re la t ions .
The Indonesian Study Group .Regular meet ings were organised
by the Indones ia S tudy Group throughout 2001–2002. The Study
Group, coordina ted by the Projec t , invi tes informed speakers ,
pol icy makers , s tudents and researcher, inc luding v is i t ing scholars
and wel l -known publ ic f igures f rom Indones ia , to ta lk on aspects
of Indones ian pol i t ics , economics and soc ie ty. Indones ia S tudy

Group meet ings , which began some 35 years ago, a re among the
bes t -a t tended seminars on campus . They have regular ly a t t rac ted
30–50 par t ic ipants throughout the per iod f rom the univers i ty,
government depar tments and agencies and the genera l publ ic . A
tota l of 27 addresses were g iven in 2001, and 25 in 2002.
Presenta t ions inc luded addresses by ANU researchers and by
renowned Indones ianis t s , Ruth McVey, Danie l Lev and Don
Emmerson. Indones ian speakers inc luded H E Ambassador
Sudjadnan Parnohadin ingra t , Mohammad Sadl i , Bi l ly Joedono,
Thamrin Tomagola and Riza l Sukma. In a l l , jus t under one- th i rd of
our 52 speakers over the two years were Indones ians ( inc luding
severa l Indones ia pos tgraduate s tudents ) , a r i s ing propor t ion
compared wi th previous years .
As in previous years , pol i t ics dominated in topics for seminars
given a t the Indones ia S tudy Group (see Attachment D ) . Progress
in decent ra l i sa t ion and developments in regional hot -spots ,
especia l ly Papua and Aceh, fea tured prominent ly, as d id ta lks on
independent Eas t Timor, and impl ica t ions of events in these p laces
for Aust ra l ia . Other popular topics inc luded governance and
corrupt ion , pol i t ica l economy and pover ty. Economic updates were
a lso g iven by v is i t ing BIES Survey wr i te rs a t the s tudy group
meet ings in 2001–2002.
Specia l Workshops and Conferences on Austra l iaIndonesia Relat ions . In addi t ion to the regular seminars , a
specia l workshop and la ter a conference on Aust ra l ian Indones ian
re la t ions were organised by the Projec t in ear ly 2001. The f i r s t
meet ing was he ld a t the ANU in February and organised jo in t ly
wi th Professor Richard Robison of Murdoch Univers i ty. This was
an in tens ive one-day meet ing a t tended by ANU exper ts on
Indones ia and Asia , severa l Aust ra l ian pol i t ic ians ( inc luding the
current shadow fore ign Minis ter, Kevin Rudd) , Aust ra l ian
government off ic ia ls , bus iness people and journal i s t s . The main
theme was the course of re la t ions in the wake of the Timor cr i s i s
18 months ear l ie r, se t in the context of broader, and somet imes
unpredic table , pol i t ica l developments in Indones ia .
The second ac t iv i ty, a conference in Jakar ta on March 22-23, was
organised jo in t ly in coopera t ion wi th CSIS, and fea tured two days
of paper presenta t ions and d iscuss ions be tween prominent
pol i t ic ians , bus iness representa t ives , academics , journal i s t s and
commenta tors f rom both count r ies ( see Attachment E for a copy of
the draf t program) . Prominent Indones ian speakers inc luded

re la t ions across a wide range of f ie lds ( in cont ras t to the s i tua t ion

Soehar to fami ly was publ i shed in the Sydney Morning Hera ld) . A
publ ica t ion based on the conference , en t i t led Indones ia and
Austra l ia: Bi la teral Rela t ions in to the 21 st Century (CSIS2001) ,
argued tha t the re la t ionship i s l ike ly to be ‘more re laxed, and less
forced in the fu ture’ and tha t Indones ia’s democra t i sa t ion i s l ike ly
to crea te ‘many synergies’ in the b i la te ra l re la t ionships , despi te
the potent ia l for misunders tandings . The Bal i bombings and the i r
af te rmath have underpinned the many oppor tuni t ies for
coopera t ion , but a l so some of the d i ff icu l t ies of bui ld ing c loser
t ies be tween Aust ra l ia and Indones ia .
An Indonesia Discussion Group . In 2002, the Research School
of Paci f ic and Asian Studies had an unusual ly la rge ar ray of wel l -
informed Indones ia spec ia l i s t s wi th recent f ie ld exper ience , as
events unfolded in the wake of September 11 and a new
government was formed in Jakar ta . Professor Jamie Mackie
coordina ted meet ings of a smal l informal s tudy group of about 15
persons to meet per iodica l ly ( in Apr i l , June , August and
November) to d iscuss the s igni f icance of cur rent developments in
Indones ia . Most members of the group were f rom RSPAS, mainly
f rom the Indones ia Projec t and the Depar tment of Pol i t ica l and
Socia l Change , wi th severa l f rom other par t s of ANU and a few
from e lsewhere in Canberra . Members of the group a lso
cont r ibuted to a spec ia l seminar organised by the Aust ra l ian
Stra tegic Pol icy Ins i tu te (ASPI) in la te October 2002 to assess the
impact of the Bal i bombings on Indones ian pol i t ics and the course
of Aust ra l ian- Indones ian re la t ions . Severa l v is i tors were a lso

economic growth in the 2001 Assessment volume, and worked on a

Pover ty in Indones ia developed as a major a rea of research in the
div is ion . Pe ter Warr and John Maxwel l , through the newly

pol ic ies in Indones ia s ince the economic cr i s i s . Rela ted to th is
work , Chr is Manning publ i shed papers on var ious aspects of

research work . Jamie Mackie worked on refugee pol icy in the
wake of the Tampa affa i r in 2001, and a lso drew a t ten t ion to key
issues in Aust ra l ian- Indones ian re la t ions in severa l seminars and
ar t ic les ; Ross Garnaut ’s impor tant co l lec t ion of essays on
Aust ra l ia -Asia re la t ions i s a l so wor thy of note . Hadi Soesas t ro
and Chr is Manning organised a conference on Indones ia and
Aust ra l ia in Jakar ta , which resul ted in the publ ica t ion of a smal l

A high pr ior i ty of the Indones ia Projec t i s the in terna t ional

STUDENT RESEARCH
The Projec t cont inues to emphas ize graduate s tudent research on
the Indones ian economy, wi th the a im of cont r ibut ing to the
development of the next genera t ion of senior Indones ian
economis ts . Very good PhD disser ta t ions were comple ted in the
Divis ion of Economics 2001 by Mr Chat ib Basr i and Mr Iman
Sugema on the pol i t ica l economy of pro tec t ion and monetary
pol icy and banking, respect ive ly. Both have re turned to the i r home
ins t i tu t ions , respect ive ly the Univers i ty of Indones ia and the
Bogor Agr icul tura l Ins t i tu te , two of the most pres t ig ious te r t ia ry
ins t i tu t ions in the count ry. Severa l o ther Indones ian s tudents
successfu l ly comple ted the i r Masters degrees inc luding research
papers in appl ied economics on aspects of the Indones ian
economy. Other s tudents were engaged in pos tgraduate research a t
MA level ( research papers) and comple t ing course work on the
way to s ta r t ing a PhD Thes is on the Indones ian economy.

and Cent res a t the ANU. Mitsuhi ro Hayashi comple ted an

Prase t ian tono f rom Gadjah Mada Univers i ty began research in the

Two new Indones ian PhD s tudents have recent ly commenced
coursework programs in the Divis ion of Economics . Pro jec t
