1 IFB Main Document

6.3 Price In order to calculate a net gallon, you need to know the gravity and the temperature of the oil. This information is not available for metered tank wagon deliveries since there is no mechanism to calculate either temperature of the oil or the gravity at the time of discharge into the storage tank. How will OGS verify the net gallon for TW deliveries where this calculation is not possible?

OGS Procurement Services has amended section 6.3 Price to state the following: Prices quoted shall be billed gross gallons, F.O.B. agency storage tanks.

2 Attachment 1 – Price Pages

The quantities provided in the pricing pages in the bid, are these net gallons delivered or gross gallons delivered gallons?

The quantities provided in Attachment 1 – Price Pages are estimates of the yearly amount that each delivery site will require. Actual quantities delivered will vary.

If you already submitted your bid, you will only need to submit the most current Attachment 1 – Second Revised Price Pages. It should be sent to OGS Procurement Services, in accordance with the instructions in Section 4, Bid Submission, of IFB 23091. If the most current Attachment 1 – Second Revised Price Pages is not submitted and a previous version is submitted, then OGS reserves the right to award in counties that had no revisions or changes. For any counties that have been revised or changed, any bids entered in those areas on a previous version of the pricing pages will not be evaluated.

4.4 Content With reference to the submittal of IFB 23091 FO for NYS, in your bid specs 4.4 content, you state to submit ONE copy on a CD or Flash Drive. On attachment 6: Bidder submittal Checklist, Question 15, it states to submit TWO copies via CD or Flash Drive. Please clarify how many copies are to be submitted.

One copy of the CD/flash drive is acceptable.

2 IFB Main Document

6.3 Price Per Section 6.3 "Prices quoted shall be billed net gallons". The current fuel oil contract states billing is in gross gallons, please confirm this change?

OGS Procurement Services confirms that the pricing offered by vendors in response to IFB 23091 shall be billed net gallons, F.O.B. agency storage tanks.

3 IFB Main Document

5.1 Method of Award

Based on the description of pricing in section 5.1, vendors can bid single locations, correct?

Vendors are not required to bid on all Items within a county and may bid on on any single Item within a county, but all locations associated with that Item must be serviced.



4 Delivery Schedules

Upon reviewing the delivery schedules on the site, I’m having trouble identifying the estimated quantities per product. Would you be able to provide that information, please?

All estimated quantities for each Item (product) being requested is found at the end of each county on the delivery schedules and can be located within Attachment 1 - Price Pages in cloumn H.

5 Delivery Schedules

What are 2-MT and 2-TW fuel types? Definitions for #2 Fuel, MT, and TW can be found within section 1.10 Definitions.
