INTRODUCTION
Asenergycostscontinuetorise,trafficcongestionincreasinglycausesbottlenecksandpollutionfromautomobilescontinuestogrowasamajorenvironmentalconcern,thefutureforbicyclingasanalternatemeansoftransportationcontinuestolookmorepromising.
However,fortheprofileofbicyclingtogrowamongthegeneralpopulation,twomajorchangesmustoccur:educationaboutthebenefitsofbicyclingmustbecomemorewidespreadandbicyclinginfrastructuremustbesignificantlyimprovedtoaccommodatethesafeandpractical
travelofbicyclesonroadways,manyofwhichweredesignedwithlittleornoregardforcyclists.
InthecaseoftheCityofGreaterSudbury,bothofthesefactorswillplayamajorroleinincreasingthesafetyandpracticabilityofbicyclingasameansoftransportation,howeverinfrastructureremainsthebiggestlimitingfactortoanincreasinginbicyclingtraffic.
ThisdocumentbrieflyoverviewstherecommendationsoftheCityofGreaterSudburyBicycleAdvisoryPanelforinfrastructureimprovementsnecessaryforcyclingtobeasafe,
practicablealternativemeansoftransportationintheCity.TheserecommendationsarebaseduponsuccessfulbicyclingblueprintsfromotherNorthAmericanjurisdictions,whichshouldproveusefulinachievingsimilarlysuccessfulresultsintheCityofGreaterSudbury.
BENEFITSOFCYCLING
Abicycleisavehicleunlikeanyother.Itisbothaformoftransportationandrecreation.Itis
aquickandefficientwayofnavigatinganurbanarea.Bicyclesareameanstoacleanerenvironmentsincetheydonotemitairpollutionandhavenegligiblegreenhousegasemissions.h.Moreover,bicyclesareeasilyaccessibleandverycost-effective.

TOBICYCLING
TheCityofGreaterSudburyisaverygeographicallydisperseorsprawledconurbation.Accordingtothe2006CanadianCensus,theaveragecommuteforaSudburianliesbetween5to7km.Thisdistancecanbebicycledin20to30minutes,onaverage.Therefore,distanceisnotabarriertomanySudburianstobicyclingtoworkorschool.However,duetothelackofagridnetworkofroadways,seldomalternativesexisttobicyclingalongarterialroadwaysformanySudburyresidents.Forthisreason,adequatebicycleinfrastructurealongidentifiedcorridorsmustbeatopprioritytoincreasethesafetyandpracticalityofbicyclingintheCityofGreaterSudbury.
The2010SustainableMobilityPlanfortheCityofGreaterSudburyratesbicyclistsafety,weather,lackofsecurebicycleparkingandlackofaccesstoabicycleasthetopbarrierstobicyclingbysurveyrespondents.
Thus,theBicycleAdvisoryPanelrecommendsthatthesebarriersbeaddressedby:buildingasafeandpracticalbicyclenetworkonkeyroadways;encouragingsecurebicycleparking;workingwithcommunityorganizationstoloanbicyclestolow-incomeindividuals;and,educatingmotoristsandbicyclistsonhowtosharetheroadandoperatebothvehiclessafely.
BICYCLENETWORK
Itrequiresplanning,hardworkanddedicationtotransformaformermoonscapeintoadiversegreenscape.However,theeffortsofmunicipalemployees,corporationsandcitizenshasaccomplishedexactlythat.However,nowthattheSudburylandscapehasbeenregreened,itistimeforanothergoal:greeningtheSudburytransportationnetwork.
Albeitaloftygoal,theGreaterSudburycommunityhasdemonstratedthatsuchgoalsarerealizable.ThisBicycleMasterPlanisablueprintforthegoalofacycle-friendlycommunityintendedtosupersedethe

atanegligiblechanceofbeinghitbyamotorvehicle1.Moreover,thesignificanthealthbenefitsofbicyclingmustbetakenintoaccountwhenconsideringtheoverallriskofbicycling.
Safetywhilebicyclingcanbeimprovedbysmartbicycleinfrastructurechoices.Acyclistneedstorideatleast1metrefromthecurbtoavoidhazards,suchasstormsewergrates,potholes,sandandotherdebris.Moreover,motoristsmustgiveatleast1metrewhenpassingacyclist.Thus,adequatelywidebicyclelanesareanimportantconsideration.Otherimportantconsiderationsforsafeandpracticalbicyclingareensuringthatbicycleinfrastructurehasasmoothasphaltsurface,tominimizecollisionsorfallscausedbyunexpectedchangesintheroadsurface.Unevensurfaces,suchasthoseencounteredonboulevards,theasphaltstripbetweenthecurbandthesidewalk,are
veryhazardoustocyclingduetotheirhighlyunevensurface.
Whendesigningbicyclinginfrastructure,itisalsoimportanttoconsiderthedirectnessandconvenienceofbicycleroutes:bicyclistsarelesslikelytorideonroutesthattakethemfaroutoftheirway,orthatrequirethemtomakeanunreasonableamountofturnsorstopstocontinueonabicycleroute.
Agoodbicyclingnetworkshouldbedesignedkeepingthefollowingneedsofcyclistsin
mindatalltimes:
safety:infrastructureshouldbedesignedtostandardssothatbicyclistsandmotoristshaveadequatespace,andthatmotoristsandbicyclistsaredeterredfromtakingrisks;
directness:bicyclistswanttogosomewhere;veryindirectrouteswillbeavoidedbymanycyclists.Unnecessarystoppingwillalsodeterbicyclistsorwillencouragerisk-taking;
comfort:bicycleinfrastructuresurfacesshouldbedesignedtostandard,i.e.,bicyclelanesandmulti-usepathsshouldhaveasmoothandconsistentsurface;
coherence:abicyclenetworkshouldgosomewhere,ifitistobeused.Utilitarianroutescanalsobeusedrecreationally;whereas,theoppositeisnottrue.Thefollowingrecommendationsoutlineacoherent,integratedbicyclenetworkfortheCityofGreaterS db

Alldedicatedbicyclelanesshouldbeproperlymarkedontheroadwayandsigned.StandardsforbicyclelanemarkingsandsignagecanbefoundinTACGuidelinesforDesignand
ApplicationofBikewayPavementMarkings.
PAVEDSHOULDERSWITHRUMBLESTRIPS
TheCityofGreaterSudburypossessesmanyruralroadwaysthatconnectoutlyingcommunitieswiththeCityproper.Suchroadwaystypicallyhavespeedlimitsrangingfrom60km/hto80km/h.Dotothesehighspeeds,abufferbetweenmotorvehicleandbicycletrafficcanbe
employed,suchasrumblestrips.Thenewstandardwhenreconstructingsaidroadwaysistoincludea1.5-to2-metrepaved
shoulderoneachsideoftheroadway,typicallyseparatedfromthetravellanesbytheuseofrumblestrips.Thispracticeiscyclist-friendlyandshouldbeencouragedwheneverpossible.
Therearetwomajordownsideswiththisroadwaytreatment,however.Sometimesrumblestripsarenotendedbeforeintersections,causingpossibleissuesforbicyclistswhomustthereforecrossrumblestrips,whichincreasesthelikelihoodoffalls.Ifrumblestripsareendedroughly15metresbeforeintersections,thisproblemisavoided.
Moreover,shoulderstendtoaccumulatedebrisfromroadways,andarenotsweptoftenoratall,insomecases.TheCityofGreaterSudburyshouldimplementapolicythatallshouldersalongbicycleroutesandbicyclelanesareproperlyswepteachspringandhalf-waythroughthesummer,toremoverocks,sandandotherdebristhatcanharmacyclist.
ExamplesofroadwaysthatarecandidatesforthistreatmentareMR-80LongLakeRoad
fromtheSouthwestBypasstoTiltonLakeRoad;MR-80fromLasalleBoulevardtoMcCraeHeights;MR-35fromEthelbertStreettoNotre-DameStreet(Azilda);FalconbridgeRoadfromMaleyDrivetoFalconbridgealongtherural,uncurbedsections.

presenceofbicyclistsandremindthemtosharetheroad.AtypicalsharrowisillustratedinFigure1.
Forsharedroadwayswithlittleon-roadparking,thecentreofthesharrowmarkingshouldberoughly1metreawayfromthecurboredgeoftheroadway.Whenon-streetparkingispresent,thecentreofthesharrowshouldbe2.5to3metresawayfromthecurboredgeoftheroadway.Alternately,iftheroadwayhaswidelanes,thecentreofthesharrowshouldbeplaced2to2.5metresfromthecentreoftheroadwaysothatbicyclesarevisibletomotorists.
PAVEDMULTI-USEPATHWAYS
Inthecontextofthisdocument,pavedmulti-usepathsshallbedefinedastwo-wayphysicallyseparatedinfrastructureinaruralareaengineeredforusebypedestriansandcyclists.Thisdiffersfromphysicallyseparatedcyclepathsinthatpavedmulti-usepathsshouldonlybeusedalongroadwaysinruralareasoralongadedicatedrightofwayseparatefrommotorvehicleroadways.
Suchinfrastructuremustbeplacedeitheratadistancefarenoughawayfromroadwayssothatright-andleft-turningmotorvehiclesarenotahazardtocyclists,ordesignedsothatthereareaminimumofcrossings,i.e.,potentialconflictzones,betweenthemulti-usepathandintersections.
Multi-usepathsareprimarilyusefulinareaswherenoroadwaycurrentlyexistsandasafer,moreconvenientpathcanbeestablishedforcyclistsalonganewright-of-way.Theyarealsoasafealternativetopavedshouldersonhighwayswithhightrafficvolumesandspeedsof80km/horgreater,aslongasthemulti-usepathhasaminimumofintersections,includingdriveways.
Keyelementsofasuccessfulmulti-usepathare:

Moreover,itshouldbenotedthataphysicallyseparatedcycletrackiscompletelyincompatiblewithboulevards,theasphaltstripbetweenthecurbandthesidewalk.Boulevardsdonotprovideanadequatetravelsurfaceduetotheirbumpednature;theyhavemanyobstaclessuchassignsandlightstandardsandarenotseparatedfrompedestrians.Moreover,boulevardscannothavethesamerightofwayasthemainroad,meaningthatbicyclesmustcrossintersectionsby

COMPARISONOFDEDICATEDBICYCLELANESVERSUSPHYSICALLYSEPARATEDINFRASTRUCTUREONBOULEVARDS
TherehasbeensomediscussionintheCityofGreaterSudburytodesignateboulevardsasbicyclepaths,thepavedstripoflandbetweentheroadwayandsidewalk,reservedforsignage,lightstandardsandsnowstorage.Themajorbenefitsofboulevard-basedpathsaretheperceptionofsafetyandtheabilitytosignsuchboulevardsasbicyclepathswithoutmajorinfrastructurechanges.However,theperceptionofsafetyonboulevardsandsidewalksisaveryfalseperceptionofsafety.Dr.WilliamMoritzfoundinhis1996studyAdultBicyclistsintheUnitedStatesthatsidewalkandboulevard-basedbicyclingis20timesmoredangerousthanon-roadcycling,comparedtobicyclingonanmultilaneroadwaywithaspeedlimitof60km/horlessandnobicycling
infrastructure2.Whenthesemultilaneroadwayshaveon-roadbicyclelanesinstalled,thereisanadditionalreductioninbicycle-relatedaccidentsofupto38%.

municipalbuildingsandparks. TheCityofTorontohasrecentlydraftedabylawrequiringbicycleparking,whichshouldUsefulResourcesonPage62formore

Althoughtheclassofbicycleinfrastructureisanimportantconsideration,therearealsootherimportantconsiderationsapplicabletoalltypesofinfrastructure,namely,trafficcalming,
trafficcontrolsystems,bicycleroutemarkersandinfrastructurecosts.
TRAFFICCALMING
Manyroadwaysfaceanincreasingproblem:speedingandunsafemotorists.ManyGreaterSudburyroadwayshaveissueswithspeedingorotherunsafedrivingpractices.Alongproposedbicycleroutes,itisrecommendedthatthefollowingtrafficcalmingtechniquesbeappliedwhere
applicable. First,itshouldbenotedthattheinstallationofdedicatedbicyclelanestypicallyhasatrafficcalmingeffect,bynarrowingorcreatingtheimpressionofnarrowingthetravellane.Therefore,inanytrafficcalmingproject,bicyclelanesshouldalwaysbeconsideredbeforemorecostlyoptions.
Thegoaloftrafficcalmingshouldbetwofold:itshouldreducethespeedofvehiclestravellingalongaroadwayanditshouldalsoaimtoimprovetheflowoftraffic,albeitatalowerspeed.Anecdotally,frequentstopsignsencourageaggressiveaccelerationamongmotorists,whereasaroadwaywithyieldsigns,roundaboutsandmini-roundaboutsencouragedrivingataconsistentbutslowerspeed.
Newroadconstructionandtrafficcalmingprojectsshouldutilizemodernroundaboutsandmini-roundaboutswhereverpossible,whichactbothasaneffectivetrafficcalmingdeviceandatrafficflowimprovementdevice.Single-laneroundaboutsarealsobetterforcyclists,sincerightofwayismoreeasilyassignedandtheyreducetheneedforfullstops,whicharetiresomeforbicyclists.TheCityofHamiltonhasrecentlyintroducedapolicytouseroundaboutsasatrafficcalmingdevice,toreplaceall-waystopsandinlieuofinstallingtrafficsignals3.
