On behalf of the Board of Bicycle Indiana and the Executive Committee, I am excited to release another edition of the Bicycle Indiana Resource Guide. This year’s Resource Guide was finalized a bit later than we prefer – for that we apologize. We hope you discover it to be a useful resource for finding all the information you need; whether for recreational rides, mountain biking events or the bicycle retailers in the State. We encourage you to support your local rides, especially the funding rides. These funding rides support Bicycle Indiana and allow us to continue to produce this Resource Guide. We also want to take the opportunity to thank all of ride organizers and advertisers. We appreciate your continued support, we look forward to working with you in the future and we hope that all of your events are successful this year. It is never too early to start planning for the 2018 Resource Guide, the earlier we can compile all the information on rides, resources, and advertisement, the earlier we can release the Resource Guide.

Advocacy continues to be a primary focus for Bicycle Indiana. 2016 saw an increase in the number of bicycle fatalities reported on our roadways. Bicycle Indiana worked with legislators again this session in support of a 3-foot passing law, but a last minute amendment removed the language from the bill and pushed for studying bicycle safety on roadways in more detail. While we are already aware of the value of these laws through the impact they have had in our neighboring states and across the country, we will continue to work with our legislators on this valuable bicycle legislation. In the meantime, as both bicyclists and drivers, stay alert and follow the rules of the road.

Lastly, remember that Bicycle Indiana is a membership organization. We want to hear from our members. We want to hear about the issues that are important to you and we want our members to help shape the direction of Bicycle Indiana. We do know there is strength in numbers and that collaboration among all of the bicycle organizations, clubs and retailers and partnering with the other organizations, clubs and groups involved in active transportation and walking is the key to our joint success. We will continue to work with our state legislators on state laws for bicycle protection. We encourage you to reach out to your local legislators to discuss this issue with them and tell them how important it is to you; invite them on a local ride to show them that we all have a roll in sharing our roadways.

Cyclists will be supported by two “SAG” vans that will be available to provide first aid, assistance with flat tires, refreshments, etc. Each week-long cyclist is required to pay a registration fee, as well as raise at least $350 of support. Each rider will then designate the money they raise to a Habitat affiliate of their choice. Those who can’t ride for a week are welcome for a day or however long they would like to ride. Why is that bike painted white?Pause and remember. Jessica Hall, Communications Director, Bicycle Indiana

You see them occasionally, throughout Indiana, across the U.S., and around the world - white-painted bikes - propped up road- or trail-side, often adorned with flowers, photos and signs. These are ghost bikes, placed in memory of loved one who were killed while riding a bike.

Indiana lost 14 cyclists in 2017. 14 too many. As we continue to fight for improved legislation and infrastructure to protect people who ride bikes, we also honor and remember those we’ve lost.

Bicycle Indiana has started a new initiative to prepare and place (or assist with) ghost bikes in our state, when appropri-ate. With this small and somber act, our community creates a visual tribute to, and reminder of, one of our own.

The next time you see a ghost bike, take a moment to pause and remember the person it honors. Share the meaning of the bike with your friends and family members. Pause and reflect on life and all of its facets. And look out for each other.

-- Bicycle Indiana exists because we believe everyone has the right to arrive at her or his destination safely - no matter the mode of transportation. Our work will not end until this goal is met.

9-21-11-10 BrakesSec. 10 A bicycle must be equipped with a brake that will enable the person who operates the bicycle to make the braked wheels skid on dry, level, clean pavement.

9-21-11-11 Traffic regulationand requirementsSec. 11 A person who operates a bicycle upon a highway shall observe the regulations and requirements of this article.

9-21-11-14 ViolationsSec. 14 A person who violates this chapter commits a Class C infraction.

IC 9-21-1-3 Powers of local authorities; effective date of ordinancesSec. 3 (a) A local authority, with respect to private roads and highways under the authority’s jurisdiction, in accordance with section 2 of this chapter, and within the reasonable exercise of the police power, may do the following:(9) Regulate the operation of bicycles and require the registration and licensing of bicycles, including the requirement of a registration fee.(b) An ordinance or regulation adopted under subsection (a)(4), (a)(5), (a)(6), (a)(7), (a)(8), (a)(10), (a)(11), (a)(12), (a)(13), or (a)(14) is effective when signs giving notice of the local traffic regulations are posted upon or at the entrances to the highway or part of the highway that is affected.

IC 9-21-3-7 Traffic Control SignalsSec. 3 (d)If the operator of a motorcycle, motorized bicycle, motor scooter, or bicycle approaches an intersection that is controlled by a traffic control signal, the operator may proceed through the intersection on a steady red signal only if the operator:(i) comes to a complete stop at the intersection for at least one hundred twenty (120) seconds;and(ii) exercises due caution as provided by law, otherwise treats the traffic control signal as a stop sign, and determines that it is safe to proceed.

IC 9-21-8-37 Pedestrians andchildren; due care; cautionSec. 37. Notwithstanding other provisions of this article or local ordinance, a person who drives a vehicle shall do the following:(1) Exercise due care to avoid colliding with a pedestrian or a person propelling a human powered vehicle, giving an audible signal when necessary(2) Exercise proper caution upon observing a child or an obviously confused, incapacitated, or intoxi-cated person.

9-21-11-6 Riding two abreastSec. 6 A person riding a bicycle upon a roadway may not ride more than two (2) abreast except on paths or parts ofroadways set aside for the exclusive use of bicycles.

9-21-11-7 Carrying articlesSec. 7 A person who rides a bicycle may not carry a package, a bundle or an article that prevents the person from keeping both hands upon the handlebars.

Roy offered to prepare this article, and we appreciate his insight. As a cyclist, how would you rate your knowledge of Indiana’s cycling laws? Do you know the answers to the below questions? More importantly- are your answers correct?

Where can I ride my bike?• Indiana Code 9-21-11-1 states as a cyclist, you are granted “all rights and duties” that motorists have on

the road. With the exception of Interstates, cyclists have the right to be on any public road, as long as they obey the same traffic laws as motor vehicles. It should also be noted that cyclists may not ride more than two abreast.

If there’s no bicycle lane marked on the road, where should I ride?• Unfortunately this question isn’t as clear cut. If a lawyer had a bicycle injury case, it would be argued that

cyclists have “all the rights” of motorists (as stated by Indiana code above). However, Indiana Code 9-21-8-2 also indicates that cyclists should ride as close to the curb as practical. Riding too close to curbs poses a risk to cyclists. Motorists may not take proper precautions to allow enough space, or you potentially could be struck by a vehicle door opening.

What is the ‘dead red’ law?• If a red light has been stale for longer than 2 minutes, as a cyclist, you can run that red light as some

stoplights may only be triggered to change by the weight of a vehicle. While you’re entitled to do this by law, be advised to proceed with extreme precaution while crossing.

What is considered an illegal maneuver by a cyclist?• Rolling through a stop sign, even if there is no cross traffic.• Riding in the opposite direction of traffic, even if you stick close to the curb.• However, legally you can maneuver your bike to the middle or left side of the lane when you’re approaching

an intersection. This may help prevent an accident with a right-turning car.

I feel more comfortable riding on sidewalks than on the street—Is that legal?• In some Indiana cities, it is legal, as long as you follow precautions to keep pedestrians safe while sharing

a sidewalk including: yielding the right of way to pedestrians, giving an audible signal before passing, and operating at a safe speed. However some cities may have ordinances that limit or prohibit operating a bicycle on a sidewalk.

• If you plan to take a road trip and bring your bike along, make sure to check the local cycling laws as some states have laws explicitly prohibiting bikes on sidewalks.

Is there a defined amount of space a motorist must keep between their motor vehicle and your bicycle while passing?• There is no state law mandating a distance, however cities may impose their own regulations. The cities of

Indianapolis, Carmel, and other cities require a 3-foot distance, as suggested by safety advocates.

Several other laws mandate:• There must be a visible (from 500 feet) lamp on the front and rear of your bike when cycling before sunrise or

after sunset. • A bicycle may not carry more persons than intended. • A bicyclist may not attach themselves to another vehicle.

In Indiana there were 14 bicyclist fatalities in 2016 -- 14 too many. Across the country, almost 50,000 of cyclists sustain serious injuries in vehicle related traffic accidents on average each year as well. Familiarize yourself to bicycling laws in Indiana. All of the trails shown are open for off-road biking, however many are also multi-usetrails that may allow for hikers, equestrians, orother users. Many of the trails shown are traditional singletrack trails designed specifically for mountainbikes, but not all are. An off-road cycling permit may be required on some Department of Natural Resources and Hoosier National Forest trails.
