1. I/we have read and examined the notice inviting tender, schedule, specifications applicable, Drawings & Designs, General Rules and Directions, Conditions of Contract, clauses of contract, special conditions, Schedule of Rates and other documents and Rules referred to in the conditions of contract and all other contents in the tender document for the work.

2. I/We hereby tender for the execution of the work specified for BSNL within the time

specified, schedule of quantities and in accordance in all respects with the specifications, designs, drawings and instructions and other documents and Rules referred to in the conditions of contract and all other contents in the tender document for the work.

3. I/We agree to keep the tender open for ninety (90) days from the due date of submission

thereof and not to make any modifications in its terms and conditions. 4. A sum of Rs. 3,012/- is hereby forwarded in the form of Deposit at Call Receipt /

FDR//Bank guarantee of a Nationalised/Scheduled Bank as earnest money. If I/We, fail to commence the work specified I/We agree that the said BSNL shall without prejudice to any other right or remedy, be at liberty to forfeit the said earnest money absolutely and the same may at the option of the competent authority on behalf of BSNL be recovered without prejudice to any other right or remedy available in law out of the deposit in so far as the same may extend in terms of the said bond and in the event of deficiency out of any other money due to me/us under this contract or otherwise.

5. Should this tender be accepted, I/We agree to execute all the works referred to in the tender documents upon the terms and conditions contained or referred to therein and to carry out such deviations as may be ordered up to maximum of percentage mentioned in clause 12.3 of the tender form and those in excess of that limit at rates to be determined in accordance with provisions contained in clause 12.2.

6. I/we agree to furnish to BSNL Deposit at call receipt/FDR/ Bank guarantee of a

Nationalised/ Scheduled Bank for an amount equal to 5% of the contract value in a standard format within two weeks from the date of issue of award letter. I/We agree to keep the performance bank guarantee valid for one year from the date of actual completion of work.

7. I/We hereby declare that I/We shall treat the tender documents drawings and other

records connected with the work as secret/confidential documents and shall not communicate information/derived there from to any person other than to whom I/We am/are authorised to communicate the same or use the information in any manner prejudicial to the safety or interest of BSNL.

AND The manufacturer/ authorized dealer/ OEM of any of the makes of major equipment included in the NIT. The letter of authorization from manufacturer in original/ photocopy attested by BSNL Executive will be submitted.

OR BSNL enlisted contractor in electrical category of respective class as per their tendering limits.

OR Experience of having successfully completed similar works in BSNL during last 7 years ending last day of month previous to the one in which applications are invited, should be either of the following: Ø Three similar successfully completed works costing not less than the amount equal to 40%

of the estimated cost put to tender. OR

Ø Two similar successfully completed works costing not less than the amount equal to 60% of the estimated cost put to tender.

OR Ø One similar successfully completed work costing not less than the amount equal to 80% of

the estimated cost put to tender. NOTE: - Similar work includes Repairs and Maintenance / SITC of Window/ Split AC Units / Package Plants/Central AC plants.

Procedure for purchase of tender:

The contractor should submit and confirm Chartered Accountant Certificate in respect of turnover and other registration certificate [Sales Tax/VAT, Service Tax, EPF, ESI and Certificate regarding relative not working in BSNL etc] with attested copies (self attested and counter attested by any executive of BSNL/ Gazetted officer of GOI) as applicable along with the application on printed letter head for purchase of tender. The contractor shall submit and confirm his permanent account number (PAN) issued by the Income Tax Department.

Procedure for downloaded tender from website:

The tender documents can also be downloaded from the website http://www.bsnl.co.in The cost of such bid document should be submitted in the form of demand draft payable to A.O. (Cash) % CGM, BSNL NTR New Delhi while submitting the bid.

NOTE:- In case the tenderer is not able to download the tender document from the website (http://www.bsnl.co.in) due to server/technical problem etc., then the tenderer should immediately contact the EE (E), BSNL Electrical Division-I, New Delhi on his Contact no.:- 011 25754296, +919868156223 and send a communication at E-mail bsnled1@gmail.com indicating the problem along with the print of the computer screen indicating the error (error report) and his E-mail ID at least two days before opening of the tender. Then the EE (E) will E-mail the tender document at the E-mail ID of the prospective tenderer after examining the request/complaint. This E-mailed tender can be downloaded by the tenderer and shall now be treated same as internet downloaded tender document. The cost of the tender document shall be deposited in the first cover along with EMD & credential etc., failing which the second cover containing tender document shall not be opened.

Procedure for submission of tender: (A) Purchased from Division:

The tenderer shall submit the tenders in 2 sealed covers marked as 1st & 2nd with name of work. Both should be separate & they should not be enclosed in a common 3rd cover. The 1st cover should contain the earnest money deposited in the shape of Demand Draft / CDR / FD/ BG of a scheduled bank or nationalized bank / State bank guaranteed by Reserve bank of India drawn in favour of A.O. (Cash) % CGM, BSNL NTR New Delhi is acceptable. The 2nd cover should contain the tender documents. If the 1st cover is not annexed or earnest money is not in proper form, the 2nd cover containing tenders will not be opened at all.

(B) Downloaded tender: (i) The tenderer shall submit the downloaded original computer printout of the document from

website. The photocopy shall not be accepted. If during the process of tender finalization, it is detected that the tenderer has submitted tender documents after making any changes / additions / deletions in the tender documents downloaded from the website, the offer shall be summarily rejected and the EMD deposited by tenderer shall be forfeited in addition to any other action as per prevalent rules.

(ii) The bids shall be submitted in two covers. The documents to be enclosed in each cover are detailed below. Both the covers shall be sealed separately by the seal of the bidder.

(iii) The vendor shall submit all the following in sealed envelope ONE. (a) EMD

(b) Cost of tender documents, documentary proof of fulfilling the eligibility criterion as per NIT. The contractor should submit and confirm Chartered Accountant Certificate in respect of turnover and other registration certificate [Sales Tax/VAT, Service Tax, EPF, ESI and Certificate regarding relative not working in BSNL etc] The contractor shall submit and confirm his permanent account number (PAN) issued by the Income Tax Department.

All credentials shall be self attested and certified by any BSNL Executive/ Gazetted officer of GOI. If not certified by BSNL Executive then original documents shall be produced at the time of tender opening.

(c) Certificate regarding relative not working in BSNL unit (Format attached in the bid document).

(d) All pages of such tender document must be signed with stamp by the bidder or authorized signatory before submitting the bid document downloaded from site After verification of the contents of this envelope then second envelope containing the bid document shall be opened.

(iv) The bid of tenderer who do not comply with clause-(iii) above shall not be opened. (v) The tenderer shall submit the following in sealed envelope TWO.

Price bid along with complete set of documents issued by BSNL, the rates and amounts should be filled in the schedule of work attached thereto. Tenders should not contain any condition including conditional rebate. Such bids shall be rejected forthwith. However, tenders with unconditional rebate will be considered.

General Terms & conditions: 1. The firm should have round the clock Local fixed / Mobile Telephone number(s).

2. Condition and tender form can be had from the office of EE(E), BSNL ED-I, New Delhi on

payment of Rs 525/- i/c Sales Tax (non-refundable). 3. Validity of tender shall be for 90 DAYS from the date of opening of the Tender.

4. Validity of EMD shall be for 120 DAYS from the date of opening of the Tender. 5. Performance Guarantee: The contractor is required to furnish Performance Guarantee

for an amount equal to 5% of the contract value in the form of Bank Guarantee / CDR / FDR / DD (of a Nationalized / Scheduled Bank in a standard format) within two weeks from the date of issue of award letter. The validity period of the performance security in the form of Performance Bank Guarantee shall be one year from the date of actual completion of work. Security Deposit: In addition to performance guarantee stated above, a sum @10% of the pass amount of the bill shall be deducted from each running bill of the contractor till the sum along with the sum already deposited as earnest money will amount to security deposit of 5% of the tendered value of the work.

6. The firms are advised to visit the site after release of this web note & before quoting. 7. The contractors are advised to submit their tenders carefully as any tenderer found to be

withdrawing the tender, within validity period, action as per relevant clause of EW-6 of tender will be taken against him and further he will not be allowed to tender in Delhi Electrical Zone for a period of Two years.

8. At any stage if the experience certificate/ Registration certificate of the contractor are found to be

false, his earnest money shall be forfeited and he will be debarred to tender in Delhi Electrical Zone.

9. The tender documents shall not be issued through courier / post. In case Holiday is declared on the opening day the tenders shall be opened on the next working day. Validity of tender shall be for 90 days from the date of opening of tender. NOTICE INVITING TENDER

02. (a) Printed forms of tenders consisting of the detailed plans, complete specifications, the schedule of

quantities of the various classes of works to be done and the set of conditions of contract to be complied with by the persons whose tender may be accepted, can be purchased, at the Divisional / Sub divisional office between the hours of 11:00 hrs and 16:00 hrs. Every day except on Sundays and public Holidays, on payment of Rs. 525/- in cash.

(b) The site for the work is available/ or the site for the works shall be made available in parts. (c) The tender forms can also be downloaded from the website. (d) Before tendering, the contractor shall inspect the site and fully acquaint himself about the

condition with regard to accessibility of site and site nature and the extend of grounds, working condition, including stocking of materials, installation of T&P etc., and conditions affecting accommodation and movement of labour etc., required for the satisfactory execution of the contract. No claim whatsoever on such account shall be entertained by the BSNL in any circumstances.

03. Tenders which should always be placed in sealed covers with the name of the work written on

the envelope will be received by the Executive Engineer (Elect.), BSNL Elect. Division – I, New Delhi Up to 15:00 hours on 01/12/2016 and will be opened by him in his office on the same day at 15:30 hours.

04. The time allowed for carrying out the work will be 1(one) Week [7 Days] after the completion

of work by civil side. 05. Receipt of applications for issue of tender forms will be stopped by 16:00 Hrs on 28/11/2016.

06. a) Earnest Money amounting to Rs.3,012/- in the form of Demand Draft/ FDR/ BG/ CDR of a

nationalized/scheduled bank guaranteed by the Reserve Bank of India, drawn in favour of ‘A.O(Cash) % CGM, BSNL NTR New Delhi” must accompany each tender and each tender should be in two sealed covers, one cover containing the EMD in proper form and other cover containing tender, super scribed as “Dismantling of Existing Supply air duct of Central AC Plant in seminar Hall at 13th Floor at Sanchar Bhawan, New Delhi.” and addressed to Executive Engineer (E), BSNL Electrical Division – I, New Delhi. The validity period of EMD is 120 days, from the date of opening of tender. In case of e- tendering, each tender should be in two sealed covers, first containing credentials for meeting the Eligibility conditions along with the cost of tenders and EMD in proper form, second cover containing tender documents. The credentials shall be self attested and certified by any BSNL Executive. If not certified by BSNL Executive then original documents shall be produced at the time of tender opening. After verification of the contents of this envelope then second envelope containing the bid document shall be opened.

b) The EMD of all the unsuccessful tenderer(s) shall be released on issue of award letter to the

successful tenderer. This shall be done within one week of award letter. c) Exemption from payment of earnest money and security deposit by any other unit/

department shall not hold good for BSNL. 07. a) The contractor should submit and confirm Chartered Accountant Certificate in respect of

turnover and other registration certificate [Sales Tax/VAT, Service Tax, EPF, ESI and Certificate regarding relative not working in BSNL etc] with attested copies (self attested and counter attested by any executive of BSNL/MTNL or Gazetted officer of GOI) as applicable along with the application on printed letter head for purchase of tender.

b) The contractor shall submit and confirm his permanent account number (PAN) issued by the

Income Tax Department. 08. i) Performance Guarantee: The contractor is required to furnish performance guarantee for an

amount equal to 5% of the contract value in the form of Bank Guarantee/ CDR/ FDR/DD (of a nationalized / Scheduled Bank in a standard format) within two weeks from the date of issue of award letter. This period can be further extended by the Engineer-in-charge up to a maximum period of 2 weeks on written request of Contractor. The validity period of the performance security in the form of performance bank guarantee shall be one year from the date of actual completion of work.

ii) Security deposit in addition to performance guarantee stated above, a sum @ 10% of the gross amount of the bill shall be deducted from each running bill of the contractor till the sum be deducted with the sum already deposited as earnest money, will amount to security deposit of 5% of the Tendered value of the work.

09. The acceptance of the tender will rest with the EE (E), BSNL Elect. Div.-I, New Delhi who

does not bind himself to accept the lowest tender or any other tender and reserves to himself the Authority to reject lowest or all the tenders received without assigning any reason. All tenders in whom any of the prescribed conditions are not fulfilled or incomplete in any respect are liable to be rejected. Tenders with any condition including that of conditional rebates shall be rejected forthwith summarily.

B S N L EW-6 10. Canvassing, in connection with tender is strictly prohibited and the tenders submitted by the

contractors who resort to canvassing will be liable for rejection. 11. The BSNL reserves itself the right of accepting the whole or any part of the tender and the

tenderer shall be bound to perform the same at the rates quoted. 12. i) The tenderer should give a certificate that none of his/her relative is employed in BSNL units.

In case of proprietorship firm, certificate will be given by the proprietor and for partnership firm certificate will be given by all the Directors of the company.

ii) Near relatives of all BSNL employees either directly recruited or on deputation are prohibited

from participation in tenders and execution of works in the different units of BSNL. The near relatives for this purpose are defined as: a) Members of a Hindu Undivided family. b) They are husband and wife. c) The one is related to the other in the manner as father, mother, son(s) & son's wife

(daughter-in-law), Daughter(s) & daughter's husband(son-in-law), brother(s) & brother’s wife, sister(s) & sister's husband(brother -in-law).

iii) The company or firm or any other person is not permitted to tender for works in BSNL Unit in

which his near relative(s) is(are) posted. The unit is defined as SSA/Circle/Chief Engineer / Chief Archt. /Corporate office for non executive employees and all SSA in a circle including circle office/Chief Eng./Chief Archt./ Corporate office for executive employees (including those called as Gazetted officers at present). The tenderer should give a certificate that none of his/her such near relative is working in the units as defined above where he is going to apply for tender/work, for proprietorship, partnership firms and limited company certificate shall be given by the authorized signatory of the firm. Any breach of these conditions by the company or firm or any other person, the tender/work will be cancelled and earnest money/performance guarantee will be forfeited at any stage whenever it is so noticed. BSNL will not pay any damages to the company or firm or the concerned person. The company or firm or the person will also be debarred for further participation in the concerned unit. 13. No employee in BSNL/ Govt. of India is allowed to work as a contractor for a period of two

years of his retirement from service without the prior permission. The contract is liable to be cancelled if either the contractor or any of his employees is found at any time to be such a person who had not obtained the permission as aforesaid before submission of tender and engagement in the contractor’s service.

14. The tender for the works shall not be witnessed by the contractor who himself/themselves has/ have tendered or who may and has/have tender for the same work. Failure to observe this

B S N L EW-6 condition would render tenders of the contractors tendering as witnessing the tender is/are liable

for summarily rejection. 15. It will be obligatory on the part of the tenderer to sign each page of the Schedule of work and the

tender documents for all the component parts and after the work is awarded he will have to enter into a separate agreement for each component with the officer concerned.

16. Any tender not submitted in proper manner or if it contains too many corrections, over writings of absurd rates, and absurd amount will be liable to be rejected and the BSNL will be at liberty to take such action as it may deem fit without any reference to the tenderer.

17. The tenders for the work shall remain open for acceptance for a period of 90 days from the date of opening of the tenders. If any tenderer withdraws his tender before the said period or makes any modification in the terms and conditions of the tender which is not acceptable to the BSNL shall, without prejudice to any other right of remedy be at liberty to forfeit 50% (fifty percent only) of the said earnest money absolutely.

18. Extension of validity: In case, where the letter of award of work cannot be placed within the validity period of the tender, the BSNL can request all tenderers to extend the validity of their respective tenders and the Earnest Money deposit by a reasonable period. In such cases, extension of validity of Earnest Money deposit by 30 days beyond the extended validity date of tender should also be asked for. While BSNL can make the request for extension, the tenderer is free to either extend the validity or refuse the request to extend the validity.

19. Unsealed tenders will be summarily rejected. 20. The contractor should read the tender documents carefully before submitting the tender. 21. Agreement shall be drawn with the successful tenderer on prescribed form. Tenderer shall quote

his rates as per various terms and conditions of the said form, which will form part of the agreement

22. The tenderer shall furnish a declaration to this effect (in case downloaded tender) that no

addition/ deletion/ correction have been made in the tender document submitted and is identical to the tender document appearing on website. Every page of downloaded tender shall be signed by the tenderer with stamp (seal) of his firm /organization.

23. This Notice Inviting Tender shall form part of the Contract document. The successful tenderer/

contractor on acceptance of his tender by the Accepting authority, shall, within 15 days from the stipulated date of start of the work, sign the contract consisting of:-

a) The Notice Inviting Tender, all the documents including additional conditions, specifications

and drawings, if any forming the tender as issued at the time of invitation of tender and acceptance thereof together with any correspondence leading thereto.

b) Standard tender form BSNL EW-8 as available on www.bsnl.co.in/tenders.php

24. Termination of Contract on death of contactor:- Without prejudice of any of the rights or remedies under this contract, if the contractor dies, the Engineer- in Charge on behalf of the BSNL shall have the option of terminating the contract without compensation to the contractor. 25. Indulging of contractor in criminal /Antisocial activities and cases under investigation/

charge sheeted by CBI or any other government agencies etc.

If the CBI/Independent External Monitor (IEM)/ Income Tax/ Sales Tax/ Central Excise/ Custom Department recommend such a course, action will be taken as per the directions of CBI or concerned department. 26. EPF Provisions The agency has to comply with the provision of EPF Act-1952 and employee Provident Fund Scheme-1952 as amended up to date in respect of labours/employees engaged by them for this work. Any consequences arising due to non-complying of provisions as specified above shall be the sole responsibility of the firm only. 27. ELIGIBILITY CONDITION :- As per web notification (Page no.1)

to the nature of the surface, strata, soil, sub soil and grounds, the form and nature of the site and local conditions the quantities, nature and magnitude of the work, the availability of the labour and materials necessary for the execution of work, the means of access of site, the supply of power and water thereto and the accommodation he may require and has made local and independent enquiries and obtained complete information as to the matters and things referred to or implied in the tender, documents or having any connection therewith and has considered the nature and extent of all the probable and possible situations, delays, hindrances or interferences to or with the execution and completion of the work to be carried out under the contract, and has examined and considered all other matters, conditions and things and probable and possible contingencies, and generally all matters incidental thereto and ancillary thereof affecting the execution and completion of the work and which might have influenced him in making his tender.

c. The tender documents including the BSNL, press notice Inviting Tender, General conditions of

Contract, special conditions of contract, Schedule of quantities and Rates, General obligations, Specifications, Drawings, Plans, Time schedule for completion of work. Letter of acceptance of tender and any statement of agreed variations with its enclosures copies which are hereto annexed form part of this contract through separately set out herein and are included in the expression contract wherever herein used. GENERAL CONDITIONS 1. The work shall be carried out as per current departmental specifications, Indian Electricity Rules

& CPWD General Specifications for Electrical Work. 2. The firm shall quote the rates inclusive of all taxes, duties such as VAT, service tax, labour

CESS, EPF & ESI and works contract tax etc. as applicable.

3. Nothing extra shall be paid to the contractor on account of cartage or handling charges etc. 4. The tenders with any condition including conditional rebates shall be rejected forthwith.

However, tenders with unconditional rebates will be accepted.

5. The contractors are advised to submit their tenders carefully as any tenderer found to be withdrawing the tender, within validity period, action as per relevant clause of PWD-6 of tender will be taken against him and further he will not be allowed to tender in Delhi Electrical Zone for a period of Two years.

6. At any stage if the experience certificate / Registration certificate of the contractor are found to

be false, his earnest money shall be forfeited and he will be debarred to tender in Delhi Electrical Zone.

7. The tenderer must obtain himself at his own expense all the information necessary for the

purpose of tendering, inspect the site and acquaint himself with all the local conditions, means of access to work and nature of work etc. No claim shall be entertained on this account.

8. Any damage done to the building / equipment / installation(s) during execution of work shall

have to be made good by the firm at its own risk and cost. 9. The contractor shall make his own arrangement for T&P for which nothing extra shall be paid by

the department. 10. The contractor shall not sublet the work or part thereof. However, services of specialized

agencies for specific work can be obtained. 11. Guarantee & Defects Liability Period

The guarantee shall be valid for a period of 12 months after provisional take over. The contractor shall guarantee that all equipments shall be free from any defect due to the defective materials and bad workmanship and that the equipment shall work satisfactorily and that the performance and efficiencies of the equipments shall be not less than the guaranteed values. Any parts found defective during the guarantee period shall be replaced by the contractor without any charge whatsoever. The services of the contractor’s personnel, if requisition during this period for such work, shall be made available free of any cost to the dept. The contractor shall depute his representative to the site within 48 hours of notification of defects by the department.

12. No additional condition what so ever will be accepted for turnover tax / sales tax on work

contract. In case of additional condition for payment of such claims by the contractor the tender may be liable to be summarily rejected by the accepting authority.

13. The department will not issue any forms for Concessional excise, custom duty, octroi, works

contract tax etc.

14. E M D: Firm should specially note that if they do not enclose E.M.D. with their offer as

prescribed, their offer shall not be considered. Firm has option to deposit EMD in form of Bank Guarantee in the attached format (Annexure-I) for Air-conditioning, Diesel Engine Alternator, Lift & Sub-station work’s only, if the amount of EMD is more than Rs. 20,000/-. The amount of earnest money to be deposited with each tender is 2% of the estimated cost put to the tender Subject to a maximum of Rs. 2 Crores.

15. Validity Period of EMD: The validity period of the EMD shall be kept 30 days beyond the tender validity e.g. 90+30=120 days, if the tender validity period is 90 days.

16. Extension of Validity: In case, if the letter of award of work cannot be placed within the validity period of the tender, the BSNL can request all tenderers to extend the validity of their respective tenders and the EMD deposit by a reasonable period. In such cases, extension of validity of EMD by 30 days beyond the extended validity date of tender should also be extended.

17. Performance Guarantee: The contractor is required to furnish performance guarantee for an amount equal to 5% of the contract value in form of CDR / FDR / DD bank guarantee (of a Nationalised / Scheduled Bank in a standard format) within two weeks from the date of issue of award letter. The validity period of the performance security in form of performance guarantee shall be one year from the date of actual completion of work.

18. Security Deposit: In addition to performance guarantee stated above, a sum @ 10% of the gross

amount of the bill shall be deducted from each running bill of the contractor till the sum along with the sum already deposited as earnest money, will amount to security deposit of 5% of the tendered value of the work. Validity period of the security deposit deducted from this bill shall be one year from the date of actual completion of work.

18. Completion of Work: At the time issuing NIT for a particular, the time allowed for completion

of work consistent with magnitude and urgency of work is specified. The time allowed for completion of work consistent with magnitude and urgency of work is specified. The time allowed for carrying out the work as entered in the contract is reckoned from the 10th day after the date on which the orders to commence the work are given to the contractor. To ensure good progress of the work during the execution, the contractor is bound, in all cases, in which the time allowed for any work exceeds one month (except special jobs), to complete 1/8th of the work before 1/8th of the time allowed under the contract has elapsed. However, for special jobs, if a time schedule has been submitted by the contractor and the same has been accepted by the Engineer-in-charge, the contractor shall comply with such time schedule.

19. Compensation For Delay: If the contractor fails to maintain the required progress or complete

the work and clear the site on or before the contract or extended date of completion, he has to pay the compensation for delay which is limited to 0.5% per week of the work order value for the first 10 weeks and 0.7% per week for the next 10 weeks and thereafter subject to a maximum of 12% of the order value for the location where the work is delayed and the firm is found responsible for the same. Flow chart of the procurement process / contract shall be supplied by the contractor and approved by Executive Engineer concerned.

21. Testing At Site: § All Tests shall be performed in presence of the Engineer-in-charge. § All materials and equipment found defective shall be replaced and whole work tested to

meet the requirements of the specifications. § Contractor shall provide all labour, equipment and materials for the performance of the tests

and shall not be paid any extra on that account. §

22. IMPORTANT CONDITION: Near Relatives Of BSNL Employees Not Permitted To Tender

“The company or firm or any other person is not permitted to tender for works in BSNL Unit in which his near relative(s) (is) are posted. The unit is defined as SSA / Circle / Chief Engineer / Chief Arch. / Corporate office for non-executive employees and all SSA in a circle including circle office / Chief Eng. / Chief Arch. / Corporate office for executive employees (including those called as Gazetted officers at present)”Therefore, it has been decided by the competent authority that a clause must be added in the tender and other related documents that the tenderer should give a certificate that none of his / her such near relative is working in the units as defined above where he is going to apply for tender work in case of proprietorship form certificate will be given by the proprietor, for partnership firm certificate will be given by all the partners and in case of limited company by all the Directors of the company. Any breach of these conditions by the company or firm or any other person, the tender / work will be cancelled and earnest money / security deposit will be forfeited at any state whenever it is so noticed. SPECIFICATIONS FOR SHEET METAL DUCTING ETC.

1. Scope This section sets out the general requirements for sheet metal ducting, supply air outlets and return air/fresh air intakes, their materials of construction, methods of installation and finishing requirements. 2. Velocity Standard Air velocity in sheet metal ducts shall be selected from the following ranges. Application Main Supply air ducts Branch Return air passage Technical rooms 350-500 250-300 280-400 Non technical rooms 300-350 200-250 250-300 3.1 All ducts shall be fabricated from class VIII Galvanized steel sheets conforming to

I.S. 277. Flanges, mating duct sections and stiffening angles shall be of rolled steel angles. All nuts, bolts and washers shall be of zinc plated steel and all rivets shall be galvanized iron or made of magnesium aluminum alloy. Self tapping screws shall not be used.

3.2 Duct construction shall generally conform to I.S. 655 “Specifications for Metal air

The thickness of all the four sides shall be determined by the thickness required for the longest side of the duct from the above table. 3.3 The rectangular ducts shall be constructed by breaking the corners and grooving the

longitudinal seams. 3.4 The type of slips and transverse connections for various sizes of rectangular ducts

shall be chosen from the following:- i) S-drive, pocket or bar slips for ducts with maximum side up to 1000mm. II) 40mmx40mm angle connections, or 40mm pocket or 40mm bar slips with

35mmx3mm bar reinforcing for ducts with maximum side from 1001mm to 2250mm with centre to centre distance not exceeding 1000mm for ducts above 1500mm and 2500mm for smaller ducts.

III) 50mmx50mm angle connections, or 40mm pocket or 40mm bar slips with 35mmx3mm bar reinforcing for ducts with maximum side above 2250mm with centre to centre distance not exceeding 1000mm.

3.5 Simple elbows and transformation sections shall be formed with Pittsburgh corner

seams. Complicated fittings such as double compounded elbows shall be constructed with double seam corners.

3.6 End seams may be used in place of S-slips if found essential. Where drive slips are used, the end slips may be applied on the narrow side of the duct and the drive slips on only the maximum side.

3.7 Ducts of size 600mm and above shall be reinforced between the joints but not necessarily at the joints. Where drive slips are used, the angles shall be riveted to the duct about 50mm from the slips.

3.8 The duct shall be stiffened by cross breaking or beading at 300mm centres for duct up to 600mm longest side and at 150mm centres for ducts above 600mm longest side in order to prevent vibration or buckling due to the air flow and accompany vibrations in internal pressure. Insulated ducts need not be cross broken.

3.9 Bracing’s of MS angles at an interval of not exceeding 1200mm for ducts with maximum size up to 1500mm and at a distance not exceeding 600mm for ducts with maximum side above 1500mm shall be used. Angles of 25x25x3mm may be used for ducts of up to maximum side of 1000mm whereas for bigger duct, the angle shall be of 40x40x3mm.

3.10 Racing’s where used shall be fixed to the sides of the duct by riveting. Flanged joint shall be used at intervals not exceeding 2500mm. MS Flanges shall be welded at corners first and then riveted to the duct.

3.11 All flanged joints shall have at least 6mm thick felt lining between the flanges. 3.12 Long radius elbows and gradual changes in shape shall be used so as to maintain

uniform velocities accompanied by decreased turbulence, lower resistance and minimum noise. The ratio of size of duct to the radius of elbow shall be normally not less than 1:15.

3.13 Suitable supply and volume control dampers shall be provided in the branch ducts for balancing the air quantities. Suitable links, levers and quadrants shall be provided for proper operation, control and setting of the dampers. Every damper shall have indicating device clearly showing the damper position at all times.

3.14 For measurement purposes openings in ducts such as branch ducts, grills etc. shall not be deducted, however, no measurements shall be recorded for volume control dampers, guide vanes, louvers etc.

3.15 Fire dampers specified in the tender schedule shall be provided as per the actual requirements. The construction of fire damper shall conform to the relevant codal requirement or local by-laws or fire regulations, if any. In absence of any such laws the fire damper design and material shall conform to the details and material specifications shown in the figures 1 & 2. Fire damper casing shall be with 3.15mm (min) thick M.S. sheet with M.S. Angle iron reinforcements.

3.16 All joints shall be made air tight and all interior surfaces shall be smooth. Bends shall be made with radius not less than one half the width of the duct or with properly designed interior curved vanes.

3.17 An open able panel for access to the heaters shall be provided in the duct. Any holes in the duct for electrical wiring shall be provided with suitable bushes to avoid air leakage.

3.18 All ducts shall be supported on angle iron supports 40mm x 40mm x 6mm in case of ceiling suspended ducts. Distance between supports shall not be more than 2.5 mtrs. In case of straight run, an additional support shall be provided wherever necessary

such as bends etc. Necessary hangers and braces etc. shall be provided by the contractor. Where ducts cannot be suspended from ceiling, wall brackets or other suitable arrangement, approved by Engineer-in-charge shall be adopted. A minimum of 6mm neoprene or other vibration isolation packing shall be provided between the duct and angle iron support at critical points.

3.19 Where metal ducts or sleeves terminate in wood work, brick or masonry openings tight joints shall be made by means of closely fitted heavy flanged collar.

3.20 Duct connections to the package units shall be made by inserting a double canvas sleeve 100mm long. The sleeve shall be securely bonded and bolted to the duct and the unit casing.

3.21 The supply air outlet from the package units shall be controlled through motorized volume control damper. Operation of the motorized damper shall be linked with operation of the blower. Necessary wiring shall be provided. The motorized damper shall be installed after canvas connection.

3.22 Where there is a fire hazard, asbestos cloth connections shall be used on both inlet and outlet to all fans.

3.23 Doors shall be provided in ducts and air plenums for access to dam

1. The work shall be done as per current CPWD Specifications for Electrical works as amended from

time to time and Indian Electrical Rules as amended up to date. 2. The work shall be supervised by qualified Engineers. 3. The layout of the work will be given by the Engineer-in-charge or his duly authorized representative

at site of work. 4. The following wiring shall be done on Separate Circuits;

5. The earthing sets shall be provided in the presence of the Engineer-in-charge or his authorized

representative. 6. The tenderer should submit the sealed samples of materials to be used on work along with the tender. The

samples of the successful tenderer will be retained by the Engineer-in-charge while the sample of materials of others will be returned after the tender is decided. Unapproved materials if used on work shall have to be removed immediately at the cost and risk of contractor.

7. The Contractor will have to submit the completion plan to scale in triplicate in ink before he is

initially paid, failing which 2.5% of the value of work subject to a ceiling of Rs. 2500/- will be recovered from his final bill.

8. The contractor will have to give the following tests at his cost and intimate test results before final

bills are paid. Nothing extra will be paid to him on this account. a) Earth test. b) Polarity test. c) Insulation test. d) Earth continuity test of the recessed conduit pipes.

9. Any damage done to the building by the Contractor during the execution of work shall have to be

made good at his cost and risk. If he does not do it himself within a reasonable time determined by the Executive Engineer (E), then the same will be got done at his cost departmentally after giving notice to him.

10. The control switch shall be placed only in live conductor of the circuit. Load more than 1KW shall

be controlled by an isolator or MCB. 11. No steel conduit less than 20 mm diameter shall be used. There shall be no joint in the through-runs

of cables. 12. The outlet boxes, I.C boxes for switches and end pieces of conducts etc. for different categories of

conduit runs catering for different types of electrical wiring as mentioned in clause above shall be painted inside with different colures, each signifying the different categories mentioned as to avoid mixing of various circuits and their wiring and nothing extra will be paid on this account.

13. At the time of laying conduit pipe in the slab and in recess, the Contractor will keep fish wire of 14

SWG (GI) wire throughout conduit pipe and will have to take special care to ensure that the

conduits do not pass through Air Conditioning ducts, grills, columns, beams etc. If any such necessity is foreseen, special written permission of E.E. (Elect.) will be obtained before such work is carried out. In case of failure, the contractor will not be paid on this account. The successful tenderer should recess the conduit in the walls before they are plastered and in collaboration with building progress of work. Any damages thus done will have to be made good at the cost of the Contractor. The conduit pipes should be mechanically and electrically continuous. 14. The Bakelite covers of the tumbler switches plug sockets etc. shall not be removed or broken

for taking connections which shall be done at their backs be providing suitable rider in the I.C. boxes, where found necessary. All I.C. boxes for switches, plugs and regulator etc. shall be provided with 1/8” thick bakelite sheet covers.

15. The runs of various circuits wiring at various places shall be kept minimum by taking the

runs on walls where crossing columns is not necessary. This has to be decided before the casting of slab so that unnecessary lengths of conduits are not laid therein. All the I.C. distribution boards, sub main boards and their complete fittings shall be sign written clearly indicating the number of distribution board, the type of load it is serving and the number of circuits contained in the distribution box.

16. Underground cables of 1.1 KV grade should subjected to pressure/insulation tests before and

after laying the same in the ducts and in case of unsatisfactory test, the cost of all repairs and replacement and all extra work of removal and relaying will have to be made good by the Contractor at his own cost and risk.

17. The Contractor will have to use metal clad switches / MCBs / Isolators, MCB Distribution

box and metal clad distribution boards as given in the schedule of work. 18. Termination of all connections of Main Boards/Sub main boards, sub distribution boards will

be done by crimping and nothing extra will be payable on this account. 19. Inter connection between bus bar & switches i/c and above 100 Amps., Sub-main boards will

be done with solid copper conductor with PVC sheathing. 20. For the conduit already laid recovery shall be effected on the basis of DSR 1994 rates ±

abatement / enhancement of this tender on linear basis. 21. Size of wire cable used for interconnection should not be less than as follows :

22. The make specified in the product directory only should be supplied. However, if the same make is

not available the other equivalent will be accepted subject to corresponding deduction as per list price. The decision of Engineer -in-charge shall be about the equivalent make as well as

the cost. However, no additional rate shall be paid, if the list price of the equivalent make is more than specified make.

23. DISTRIBUTION PANEL 23.1 M.V. switch board shall be sheet steel cubical, indoor floor/wall mounting totally enclosed

on back and sides, front free standing type, dust tight and vermin proof. The sheet steel to be used shall be 1.60mm thick and gasket of 2mm thick shall be used between all adjacent units, beneath all covers to render the points effectively dust proof. All opening and cut – outs in the doors shall be machine made and shall be free from burrs. All sheet surface shall be free from dents and hammer marks.

23.2 Each module shall be fitted with individual dust proof doors provided with insulated

thumbscrews. The switchboard shall have uniform height and depth throughout its length and shall present a flush appearance.

23.3 The MCB shall be of robust and compact design and shall comply with the requirements

of IS 8828, 1996 as amended up to date, with breaking capacity as specified. 23.4 Cable compartments shall be provided for easy termination of all incoming and outgoing

cables entering either from top or from the bottom as per the approved drawing. Adequate supports shall be provided for the cables wherever necessary. The cable compartment shall have its own-hinged cover, which can be removed/opened for access during cabling.

23.5 The panel board shall be designed to facilitate cable entry from top and/or bottom as the

case may be. Removable sheet steel pates provided with suitable size of cable glands as specified shall be fitted at the top/bottom as required.

23.6 Labels shall be provided on all the incoming and outgoing feeder compartments. The exact

legend to be engraved will be furnished by E-in-Charge or his authorized representative.

1. Compliance of Rule 4A(1) is mandatory for all contractors providing services to

BSNL so that CENVAT Credit against the Service Tax paid to the contractor can be availed by BSNL as per CENVAT Credit Rule-2004, treating the same as input service.

2. The contractor shall issue an invoice, a bill or a challan duly signed along with the bill containing the following information:

a) The name, address and the registration number of such person. b) The name and address of the person receiving taxable service. c) Description & value of taxable service provided or agreed to be provided d) The service tax payable thereon.

3. The work shall be carried out as per current BSNL / CPWD specifications. 4. The work shall be supervised by qualified Supervisor / Engineers. 5. Any damage done to the building during the progress of the work shall made good by

the contractor and nothing extra shall be paid on this account. 6. The dismantled material will not be property of contractor unless specified. 7. If some material is to be issued by the Department shall be issued by central store

Netaji Nagar and contractor have to make their own arrangement to bring material from at site and nothing extra shall be paid on account of cartage.

8. BSNL approved / ISI marked (in case not in approved list) material shall be used and the sample of the material shall got approved from the competent authority before use.

9. Rate quoted by the firm shall inclusive of all taxes and duties. 10. Any accident / mishappening occurred during the execution of the work shall be

responsibility of the contractors. 11. No claim for idle labour shall be entertained. 12. The contractor will be fully responsible for watch and ward of the material at site till

the same is handed over to appropriate authority. 13. Any damage done to the building / premises or equipment execution of the work

shall be made good by the firm and nothing extra shall be paid. 14. No cartage CST, UPST will be paid extra to the contractor by the department

therefore the rtes quoted should be inclusive of all taxes, duties etc. 15. No form 31 / 32 or form D will be issued to the contractors by the Department. 16. The contractor will give necessary test of installation / equipment at their own cost

and nothing extra will be paid regarding tools / equipment and specialized person etc. 17. BSNL Reserve the right to divert the Part or complete work to any other site within

ED-1 and Delhi City area. 18. In case of urgency the Agency has to deployed additional man and work for extra
