1. After filling the ballot, the voter shall fold it
in the same manner as he received it.
2. Voter shall affix his thumb mark in the space
in the ballot and return the ballot to the
Chairman.3. Chairman, without unfolding the ballot or
seeing its contents, verify its serial number
against the number previously entered in the
EDCVL.
If the serial number does not tally, the
ballot shall be considered SPOILED and
indicated in Part C of the Minutes.

4. If the serial number is the same, voter shall

of the right forefinger. If voter refuses, his

Chairman shall marked the ballot as spoiled,
sign and place it in the compartment for
spoiled ballots. Such fact must be recordedin Part C of the Minutes.
6. Chairman shall sign in the proper space in
the EDCVL.

be spoiled.
8. Voter shall then depart.
