Best Practices for Parking Planning and Design:

in the US and beyond

Promoting Sustainable, Walkable Communities

Over the course of the last century, development patterns throughout the world have become increasingly inefficient and unsustainable, driven by both economic and population growth. Development worldwide has evolved into a cycle of sprawl – both vertical/urban and suburban – reinforced in many countries by increasing highway and road capacity to support the pattern.

A lack of comprehensive strategic planning has resulted in unsustainable development, severe traffic congestion, air pollution, and negative social impacts.

These trends have created cities, towns and neighborhoods that are unable to sustain themselves without a significant dependence on automobiles, highways, and fossil fuels – in other words, “brown growth”.

How can we shift our patterns, and change this dynamic? Planners, designers, governments, and development agencies must work together to develop and integrate practical planning strategies and policies. The implementation of these strategies can help to guide policy and development decisions to promote more efficient, attractive, and self-sustaining communities.

The question of attaining sustainability is massive – how can we alter our patterns of development, land use, and transportation to create a more livable future (not just in the US, but in every city and country)? How can we

significantly change the way people think and live and react to the built environment?

Sustainability is, by its nature, interdisciplinary – and our response as parking professionals has to be the same. Planners, engineers, architects, private owners, and governments are inevitably more effective in creating and implementing sustainable solutions when acting in a coherent manner with the same end in mind.

One of the driving philosophies is to attain a zero impact to the planet. If the end goal is a net-zero energy building, the owners, planners, architects, engineers, and occupants must work together to get to zero. If the end goal is a walkable city that relies primarily on transit, the government, planners, architects, engineers, citizens (and parking professionals) must work together to get there. As parking professionals, we may not be able to alter the grand scheme, but there is much we can do to change expectations, behaviors, and operations with regard to parking and transportation.

We can contribute to the shift away from the current paradigm, fundamentally changing the way we work, live, play (and drive). We must coordinate and cooperate with other professionals to create an “alternate reality.” We need all professionals, in all disciplines, to carry out strategies and technology for a more sustainable future.

From this collaborative viewpoint, we can see how the infrastructure we build (including parking) impacts not only our way of life, but the physical environment, environmental degradation or renewal, as well as economic development for a healthy financial future.

The Context for Sustainability (and Parking Planning & Design)

Reducing pollution, congestion, and carbon emissions

Concern over climate issues has become a world-wide issue. Much of the debate centers on private automobile use. Parking often consumes land that could be put to a higher and better use. Cars play a critical role in the economy of nations and cities, and will continue to do so. Our challenge is to plan and create cities that are responsive to the current environmental situation, and influence positive change.

Walkability is critical to reducing traffic congestion. The presence and quality of footpaths, sidewalks or pedestrian right-of-ways, roadway conditions and traffic, land use, and building accessibility each have an impact. As car traffic decreases (due to the accessibility of transit), walkability increases. Pedestrian activity can be a generator for “people places” and economic activity.

At first glance, structured parking may not be directly related to walkability. However, if residents have convenient, safe, and attractive parking, supported by street level retail and other amenities, all within a five minute walk of their home, they have a valuable opportunity to change their parking patterns, as well as their lifestyle.

A Framework for Sustainable Growth and Development

Planners, designers, and governments can utilize policy development and master planning to promote long-term objectives for urban development. TimHaahs focuses on a two-pronged master planning effort which includes large scale development based on mass transit, and neighborhood-scale development with structured parking, commercial, and retail elements to create “town centers.”

Transit-Oriented Development

One of the most significant factors in the growth and success of communities today is the availability of transit. Many people see the availability of transit as a significant factor driving their likelihood to live or work in an area.

The role of transit and alternative transportation choices is critical to achieving the vision of a walkable, dense urban environment. Creating destinations – or “people places” – near mass transit will encourage both transit use and pedestrian activity. Street level retail “shortens” walking distances and increases the willingness of people to walk in the development. Elements such as office, restaurant, hotel, and cultural amenities complement surrounding uses and neighborhoods. Parking must be incorporated to provide adequate options for residents and commuters, and reduce the need to drive long distances.

Neighborhood-Scale Development

Neighborhood-scale master planning plays a vital role in changing the landscape of cities. It features structured parking, and commercial and retail elements to create urban, mixed-use “town centers.” These smaller, more replicable developments can utilize existing housing, office, and highway infrastructure to create smaller development nodes that offer a mix of uses and promote economic and social benefits.

Using shared-use structured parking, these centers maximize parking space utilization and reduce the parking required to serve multiple uses. This effect, created by both large scale and smaller scale plans, reduces the need

to use a car to travel to work, entertainment, and other places, reducing the need to construct as many spaces as individual uses require.

Critical Role of Parking and Mixed-Use

Mixed-use development with structured parking requires careful planning and a balanced mix of uses. Parking provides essential infrastructure to support residential, office, retail, restaurants, and open spaces. People will be able to walk to shop, eat, and work, all without getting into a vehicle. This can reduce traffic congestion, searching for parking, and the need to construct additional parking.

The concept of promoting self-sustaining communities can transform urban and suburban development, and have positive impacts today and into the future for our town and cities.

Mixed-use development with structured parking requires careful planning and a balanced mix of uses. Parking provides essential infrastructure to support residential, office, retail, restaurants, and open spaces.

A station site in Gangdong-gu in Korea represents a typical mid-scale TOD that provides the vibrancy of a large-scale master planned development. By utilizing existing site facilities such as a subway station, pocket parks, and open space, this site features gathering places attracting residents, commuters, and office users.

Miami Marlins Unveils New Ballpark and Parking Facilities In April, the Miami Marlins introduced their new baseball stadium in Little Havana. Constructed on approximately 17 acres of the historic Orange Bowl site, the ballpark features a retractable roof, a natural grass playing field, and 37,000 seats.

TimHaahs worked with architect Leo A. Daly to design the four mixed-use parking facilities surrounding the park. The garages include nearly 60,000 square feet of commercial and retail space, which will serve as a destination to ballpark visitors and the community during baseball season, as well as the off-season.

The garages also include sustainable design features, including provisions for the future addition of solar panels. Combined, the garages and nearby parking lots include approximately 6,000 parking spaces for stadium functions, future residential units, and other activities.

TimHaahs Projects Featured in National PublicationsRecently, the Wall Street Journal and Vanity Fair published articles on the new high profile 1111 Lincoln Road parking garage in Miami Beach, FL. The articles focus on the impressive architectural elements incorporated into the design of the facility.

The Lincoln Road project is radically different from typical parking garage design, and has become a destination in Miami Beach. TimHaahs performed parking consulting services for the project.

한센병 환자촌(村)에서 어린 시절을 보낸 목회자의 아들이 미국 파킹(주차 복합빌딩) 디자인의 혁명가로우뚝 섰다.

미국 파킹 개발₩컨설팅업체인 팀하스(티머시 하스&어소시에츠)의 창업자 하형록(54₩미국명 티머시 하스)대표. 펜실베이니아주 블루벨에 있는팀 하스 본사 1층 복도에는 상들로가득했다. ‘국제 파킹 최우수상’‘부동산₩건설 분야 언스트&영 기업가상’‘전국 구조 엔지니어링 분야에서가장 일하고 싶은 직장 6위’‘건축₩엔지니어링₩설계₩환경 컨설팅 분야에서 가장 빠르게 성장하는 200대 기업’. 미국 언론은 그를‘파킹에 스타일을 부여한 사람’‘파킹 설계의 혁명가’로 부른다.

대표작은 펜실베이니아대 앞의 해밀턴 스퀘어. 필라델피아 도심의 우범지대로 살인사건이 일어나던 곳이다. 대학은 이곳 개발을 동문인 하 대표에게 맡겼다. 그는 식료품점, 시네마 콤플렉스, 술집과 리테일 스토어를 배치한 뒤 800대 규모의 주차장을지붕 위에 올렸다. 2000년 완성된 해밀턴 스퀘어는 이 우범지역을 24시간학생들이 붐비는 안전 지역으로 바꿨다. 주차장은 하 대표의 손을 거치면

서 소비 활동이 시작되는 출발지로개조됐다. 하 대표는 지금까지 1000여 건이 넘는 종합개발 프로젝트를진행했다. 이 중 메릴랜드주 애나폴리스타운센터, 뉴저지주 뉴브룬스윅플럼스트리트 파킹 등 12개 프로젝트가 국제파킹기구 등이 수여하는 디자인상을 수상했다.

하 대표는 부산 용두동 한센병촌에서 목회활동을 하던 하병국 목사의 3남1녀 중 차남으로 태어났다. 1969년미국 유학길에 오른 부친을 따라 미

국으로 왔다. 한국에서 초등학교 시절, 그는 학교로 통하던 길목에서

“문둥이 대장”이라고 놀리는 아이들의 돌멩이에 맞아 머리가 깨지곤 했다. 그는 그곳이 싫었지만 한센병 환자들과 악수를 나누던 아버지에게 큰영향을 받았다.

미국 굴지의 파킹 설계회사의 지분율 8위 파트너로 승승장구하던 그는1992년 초 뉴저지에서 차를 몰다가갑자기 심장에 통증을 느끼며 의식을잃었다. 6개월 뒤 그는 심장을 이식받았다. 그때 그는 이런 생각을 했다

고 한다. “내가 살기 위해 다른 한 사람이 죽었구나.”

하 대표는 직장으로 되돌아가지 않고 자신의 회사‘팀 하스’를 설립했다. “자신의 회사를 통해‘곤궁에 처한 사람을 돕기 위해 존재한다’는 사명을 실천하기 위해서였다”고 말했다. 1994년 3명이 집 주차장 설계에서 시작한 회사는 1997년 필라델피아에서 가장 빨리 성장한 100대 기업중 7위를 차지했다. 직원은 50명으로불었고 마이애미₩애틀랜타₩뉴브룬스

윅으로 사무실을 확대하면서 900만달러의 매출을 올리는 회사로 성장했다.

미국 비즈니스 매거진인‘비즈니스 저널’은 이 회사의 성공 요인으로직원들에게 심어져 있는‘하면 된다’는 태도를 꼽는다. 이 회사 직원들에게 물으면 누구나“파킹은 첫 인상이자 마지막 인상”이라고 말한다. 파킹이 인간 중심으로 돌아갈 수 있도록끊임없는 혁신과 발상의 전환을 서로에게 요구하며, 고객들이‘인간적인차원의 서비스’를 느낄 수 있도록 몸

과 머리를 움직인다.‘팀 하스’가 미국에서 가장 일하고

싶은 직장 가운데 하나로 꼽히는 데는이유가 있다. 에이드리언 페슬러 커뮤니케이션 코디네이터는“금요일 점심때는 직원 가족들이 모두 회사 앞 잔디밭에서 바비큐 파티를 하고, 크리스마스 때는 가까운 고객들과 가족들을불러 결혼식에 버금가는 성대한 파티를 한다”고 자랑했다. 직원들은 일단입사하면 좀처럼 떠나지 않는다. 50명의 직원 가운데 그동안 2명만 자발적으로 회사를 떠났고, 그 가운데 한 명은 다시 돌아왔다. 2007년 경제위기로매출이 감소하는 상황에서 하 대표를포함한 3명의 파트너는 이익금을 한푼도 가져가지 않고 고용을 유지하는데 썼다. 회사는 연간 예산의 5%를 직원 훈련 및 개발비용으로 쓰며, 코칭과 멘터링을 제공한다.

하 대표는 지역 발전을 위한 기업공헌활동도 활발하게 펼치고 있다. 회사 바로 옆에‘캘버리 비전 커뮤니티센터’를 세워 지역민과 비영리단체들이 각종 모임₩교육훈련 등을 하는 데쓰도록 하고 있으며, 미국 심장병 예방행사인‘하트 볼(Heart Ball)’을 후원하는 등 다양한 봉사활동을 하고 있다. 하 대표는 이렇게 말했다. “꿈이나성공을 먼 데서 찾지 말아요. 가까운사람에게 최선의 것을 주세요.”

국민권익위원회(이하 권익위)가친구나 선후배 등 가까운 사람들로부터 청탁을 받았을 때 거절하는 요령을 담은 책자를 별도로 만들어 모든 정부 부처에 배포할 예정이다. 권익위 관계자는 13일“공무원이라도친구나 지인으로부터 청탁을 받으면거절하기 어려운 게 사실”이라며“청탁자의 기분을 크게 상하게 하지 않으면서 청탁을 거절하는 효과적인 요령을 취합한‘청탁 거절 매뉴얼’을만들고 있다”고 했다.

김영란 위원장도 최근 내부 회의에서“우리 사회는 아직 청탁이 일상화돼 있다”며“공무원이 청탁을 받았을때 어떻게 거절해야 하는지에 대한 매뉴얼을 만들어보라”는 지시를 내린 것으로 전해졌다. 매뉴얼에는‘청탁 전화 거절법’에서부터‘친척₩친구의

Structural Engineer Magazine Ranks TimHaahs as Top Structural Engineering FirmStructural Engineer recently recognized TimHaahs as one of the most successful firms in the industry. The magazine’s “Top Structural Engineering Firms” list includes 20 of the most successful firms in the industry, based on their annual revenues.

Firms on this list derive at least 50 percent of their revenue from structural engineering and have their headquarters in the United States. Given the continued slow economic recovery, particularly in the engineering industry, this recognition is a notable achievement. TimHaahs is providing full design services for a 683 space parking facility to serve the Philadelphia Zoo. The garage will be a part of the Centennial District Intermodal Transportation Center Project and will fulfill two primary goals: increasing parking infrastructure and enhancing the area with lighting, landscaping, and traffic improvements. These improvements serve as a cornerstone of a rebranding of the zoo itself, to create a higher level customer experience and a gateway destination to the city. The facility integrates numerous sustainable design elements, including energy efficient lighting and electric vehicle charging stations. An economic driver in the region, the zoo serves the tri-state area, attracting over 1.2 million visitors each year.

Miami Office Moves into TimHaahs Designed Courthouse Center

TimHaahs Designs Intermodal Facility to Serve the Zoo

TimHaahs’ Atlanta area office has recently experienced a number of exciting changes and milestones. First, the office now has a new home in Alpharetta, GA.

The Atlanta office also received the exciting opportunity to work for the U.S. Department of Veteran’s Affairs Medical Center in Atlanta. The 500-space garage will primarily serve visitors and patients, helping provide much needed parking for this extremely active medical center.

TimHaahs’ New Brunswick office is seeing significant growth as it seeks to increase TimHaahs’ role in the New Jersey, New York and New England regions. In 2011, the Township of Milburn, NJ selected TimHaahs to provide prime design services for a new 360-space downtown parking facility to serve transit commuters and residents.

TimHaahs is also working with the Village of Hempstead, NY to provide parking master planning services in the Village’s new business district. TimHaahs’ participation in the initial stages of the development will help to ensure the most effective integration of parking, seeking to create an attractive and walkable community for residents, employees and visitors in the Village.
