His Presidency

• The Presidency of Benigno AquinoIII, also known as Benigno Aquino IIIAdministration, began at noon onJune 30, 2010, when he becamethe fifteenth President of thePhilippines, succeeding GloriaMacapagal-Arroyo.

Aquino’s Program

1. Domestic policies

A. No ‘wang-wang’ policy

• During the inaugural address Aquino created the no ‘wang-wang’ policy, strengthening the implementation of PresidentialDecree No. 96. After the inaugural address, the MetropolitanManila Development Authority began to enforce Aquino'sno ‘wang-wang’ policy, confiscating ‘wang-wang’ from publicofficials and private motorists who illegally used them.

B. Executive Orders

• On November 15, 2010, Aquino signed Executive Order No. 13,abolishing the Presidential Anti-Graft Commission (PAGC) andtransferring its investigative, adjudicatory and recommendatoryfunctions to the Office of the Deputy Executive Secretary for LegalAffairs and the Office of the President

• On February 1, 2011, Aquino signed Executive Order No. 23,declaring a moratorium on the cutting and harvesting of timber in thenatural and residual forests and creating the Anti-Illegal Logging TaskForce

• On February 24, 2011, Aquino signed Executive Order No. 26,declaring the implementation of a National Greening Program (NGP).The NGP will plant some 1.5 billion trees covering about 1.5 millionhectares for a period of six years, from 2011 to 2016.

C. Education reform

• During Aquino's first State of the Nation Address (SONA), Aquinoannounced his intention to reform the education system in thePhilippines by shifting to K–12 education, a 12-year basic education cycle

D. Reproductive health

On September 30, 2010, Bishop Nereo Odchimar of Tandag, head ofthe Catholic Bishops' Conference of the Philippines (CBCP), said that Aquinomight face excommunication from the Catholic Church for supportingthe Reproductive Health Bill, the plan to distribute and give Filipino couplesthe choice to use contraceptives for artificial birth control. However, despitethe possibility of excommunication, Aquino said that he is not changing hisposition on contraceptive use. In January 2013, Aquino signed legislationwhich funds contraceptives for poor individuals; the law has beenchallenged in the Philippine Supreme Court

2. Foreign policies

A. Meeting with Obama

• During the meeting, Aquino recognized the United States’commitment to reinvigorating its relationship with the region and itsindividual nations at a time of ever-increasing complexity in globalaffairs. Obama expressed his determination to elevate RP-USrelations to a higher level, and welcomed the Aquino administration’santi-corruption efforts. Aquino and Obama also discussed militarymatters, about the possible removal of thousands of tons of warmaterials that Allied forces had left behind on CorregidorIsland during World War II.

Aquino’s Battle Against Corruption

• The infamous “Tuwid na Daan” (Straight Path) Believed to have wonin part because of the alleged corruption of the previous Arroyoadministration, he pursued a number of reform initiatives.

• Yet despite the laws and reform initiatives, the Philippines is stillperceived as one of the most corrupt nations in the Asia Pacificregion.

• The president acknowledged that the work to uplift the lives of hispoor countrymen was “far from over,” he said the fight againstcorruption has so far yielded positive results in economy, in turningbenefiting not only the rich but the majority of the people

“Partnering Against Corruption Initiative” – a multi-sectoral grouplinked to World Economic Forum held in Davos, Switzerland. PNoyspoke in this closed door session about the fight against corruptionwith the chief of state of Mongolia, the Prime Minister of Peru and amember of the Indian Parliament.

Aquino on Corruption Issues

• He set up a scheme for the systemic plunder of public funds throughdiscretionary and lump up allocations in the form of PDAF and DAP tofavor admin allies. Denouncing “daang Matuwid” as a sham thatworsened corruption in the government

• Budget secretary Butch Abad who is said to be the mastermind of thepork barrel scam.
