E  Using highly trained subject matter experts and in‐house programmers, CLEMIS creates, deploys, constantly monitors and maintains quality applications which are responsive to member agency requests. 

 

 

F  Upon police department application and acceptance, CLEMIS absorbs most implementation costs of conversion from existing systems to CLEMIS, including:  training, software deployment, acquisition of centralized equipment (if necessary), data conversion from existing systems, and interfaces to other applications (such as computer‐aided dispatch). 

 

 

G  CLEMIS is operated on a 24/7 basis providing for support for all critical technology issues.

EFFECTIVE CRIME‐FIGHTING TOOLS January 2014 

 

 

CLEMIS applications are written and maintained in‐house to allow customization and revisions where necessary.  Applications are designed to work seamlessly. They are fully integrated such that redundant data entry is avoided – thus, saving labor and improving accuracy of the final record in the CLEMIS database.  Applications are constantly being enhanced with assistance from police officers and agency leadership. Updates, enhancements, and bug fixes are not dependent on third party resources and agencies are not charged for upgrades or enhancements to the systems. 

 Principal applications offered to CLEMIS members include: 

 1)   Common records management system (RMS) – the RMS was completely rewritten in‐ 

house in 2011. It has almost 36 million various identifiers – alias information; SSN; vehicle identification number, license plates, address, and all manner of person‐related records. The RMS is used by approximately 90 law enforcement agencies in southeastern Michigan for their police reporting needs. 

 Functions within the RMS include but are not limited to:  citations (vehicle moving violations), crash reporting, auto impounding, evidence and property inventory management, pawn module, firearms, permits, MICR certified compliance, and other normal records data for incidents.  The search functions and related reporting is designed to provide standardized reports and is customizable for local needs as well. 

 CLEMIS provides automated MICR submissions to the State on behalf of the Agency and ensures accuracy of the data submitted. Staff assists with any issues that may arise. 

 2)   Computer‐aided dispatch (CAD) – a GIS‐based dispatch system tied to the common records 

management system and other applications that benefit nearly 200 public safety agencies (police / sheriff, fire, EMS, hospital, prosecutors and other agencies) on a 24 x7 basis.  The GIS‐based system permits in‐field tracking of vehicles (e.g. automated vehicle location) for expedited dispatch and allocation of scarce resources. 

 3)   Mobile data computers and software (MDC) – fully‐functional mobile data computers in 

1,600 vehicles across the CLEMIS footprint having complete access to the common records management system data within the CLEMIS membership.  The software for the MDCs and desktops used in the agency are uniform (meaning an officer would not have to be trained on two systems – MDC and agency system).  The MDC and desktop software is fully MICR compliant.  CLEMIS MDC participation includes all necessary software and wireless data costs for CLEMIS mobile applications. 

The MDCs are equipped with the following principal applications: 

 a) Citation ‐ issuance of moving violations and traffic violations with more than two 

million issued to date.  Citation can be linked to district court receivable records avoiding manually keying documents – and avoiding the inevitable errors arising from handwritten tickets. 

b) Crash ‐ more than 350,000 crash reports, diagramming of crash sites and digital completion of required State form (UD‐10).  Crash reports are purchased by insurance companies and others for a fee.  A portion of the fees generated are remitted to member agencies. 

c)   Fully functional search tools – permits full searches of the common records management database.  All data is accessible in the police vehicle. Once the data has been input by a member of CLEMIS, it can be searched real time. 

d)   Access to State and federal databases such as Michigan State Police LEIN, FBI, and NCIC. e)   In‐vehicle printing for Citations, Impound info, etc. f)  Two‐fingerprint mobile identification device.  A device is available that scans two‐ 

fingerprints, queries the CLEMIS  and State fingerprint data base and returns information in vehicles within minutes minimizing the time to identify an individual. 

g)   Auto impound – forms and reports for the impounding of vehicles is included in the MDC software. 

 4)  Mugshot – law enforcement agencies benefit from a common electronic mugshot system 

that contains 7.2 million mugshots state‐wide; 3.9 million of which are from CLEMIS agencies integrated with the records management system. 

 5)   Fingerprint – law enforcement agencies have a fully functional fingerprint capture system 

(including palm prints) that can search 2.5 million distinct records from an Automated Fingerprint Identification System (a sophisticated search tool).  In addition to fingerprints, CLEMIS has been capturing palm prints; roughly 30% of all identification arises solely from palm prints at crime scenes. 

 6)  OakVideo – OakVideo is a unique video conferencing system developed by CLEMIS that has 

102 end points (district and circuit courts, police holding cells, jails, prosecutors and others). The system is a multi‐point conferencing system unique in the State as it ties the common records management system and video conferencing together.  A ‘multi‐point’ conferencing system permits calls to be connected to multiple locations on the system; whereas, a more common ‘point‐to‐point’ system would only allow two points to be connected. 

 OakVideo avoids pick‐up and transport of offenders for arraignment. Most warrants secured from the prosecutor within Oakland County’s borders are obtained through OakVideo rather than face to face meetings by detectives and prosecutors – meaning, the detectives remain productive locally until such time as the video conference can be held. Writs and other court transport functions from the state prison system have been mitigated with video conferences being held live from prisons to the courtroom.  In addition, 

OakVideo is being used for jail visitation avoiding the passing of contraband in personal meetings. 

 Michigan has a high‐speed connectivity project underway.  Adequacy of bandwidth was a barrier for distributing this application outside the Oakland County border.  This project may now permit the OakVideo application to be used by non‐Oakland County CLEMIS members. CLEMIS can now consider (along with the anticipated upgrade as discussed in Exhibit E) the deployment of this application to police departments, prosecutors, courts and other users of criminal data on a real‐time basis outside of Oakland County. 

 7)   OAKNet – OAKNet is a 480‐mile fiber optic network that connects all city, village and 

township operations in Oakland County (including police, fire and court operations) to the County’s Information Technology network.  The single largest user in this network is CLEMIS for data, voice and video functions.  The cost of this network was roughly $8 million and an estimated annual cost of $2.0 million both of which were funded the County’s General Fund.  All non‐County CLEMIS member agencies connect to OAKNet through a separate fiber optic network or stand‐alone T‐1 circuits. 

 8)   Disaster Recovery – in addition to disaster recovery sites for the IT Department, CLEMIS has 

a redundant site for its most important applications.  In addition, there is a ‘hot’ site within Oakland County for all other functions as well. 

 9)   Customer Support – crime takes no holiday nor does the computer system that supports 

those who fight crime.  The County’s IT Department has a 24 x 7 support service that includes CLEMIS.  Critical functions are supported on a 24 x7 basis in the field. 

 10) Fire Records Management System (FRMS) – the FRMS is used by 33 fire departments in the 

region for maintaining equipment, reports, medical record run information, and many other functions. The FRMS functions within CLEMIS but has a separate operating structure, governance, and funding.  If interested, more details of this system, its operations and funding requirements can be provided. 

   

CLEMIS provides constant on‐going training for all applications to agencies at no charge. 

 In addition, the inclusion of additional agencies on a CLEMIS common records management system, along with access to other applications as noted above, enhance the search functions of the southeastern Michigan Fusion Center.  Current CLEMIS member agencies account for roughly one‐half of all arrests in Michigan which contained in the CLEMIS shared, regional database.  The advantages to law enforcement cannot be over‐emphasized.

 CLEMIS support operations are located in the Oakland County government complex.  All accounting records are applied to the CLEMIS Operating Fund. 

 The CLEMIS Advisory Board is comprised of the following voting members from throughout the region: 

 

 

• Ten local law enforcement agency heads selected from the police chiefs/directors in the region 

• One Oakland County Fire Department representative 

• One Oakland County Executive representative 

• One Oakland County Sheriff 

• One Oakland County Prosecutor 

• One Sixth Circuit Court Administrator 

• One Oakland County District Court Administrator 

•  One Livonia PD representative 

• One representative each from the following counties – Genesee, Macomb, Washtenaw, and Wayne County 

 The CLEMIS Advisory Board would address the need for additional agency representation as a voting member on the Board. 

 CLEMIS has enjoyed the benefit of a consortium agency in securing grants and lobbying for changes in legislation.  Adding new agencies can only make the combined effort much stronger. 

 While governmental agencies are used to working with vendors in supplying services such as technology, CLEMIS is not a vendor.  CLEMIS is a cooperative partnership of law enforcement agencies.

COST‐EFFECTIVE SOLUTION PROVIDNG SUBSTANTIAL LABOR EFFICIENCIES 

January 2014    

Some of the recent applications were acquired, in part, through a $17.1 million federal grant. Oakland County’s General Fund provided a $7.5 million local match on behalf of the region. Initially, the federal grant was only expected to address Oakland County law enforcement needs involving 2,400 law enforcement officers.  Federal grant provisions required that with the implementation of the planned technology, 685 FTE’s (full‐time equivalents) would have to be able to be redeployed into community‐oriented policing and other related functions – essentially demonstrating an effective increase of about 28% in operating efficiencies.  The federal government’s standards were met by CLEMIS. 

 Upon the receipt of the award in the late 1990s,  numerous non‐Oakland County law enforcement agencies requested to join CLEMIS to take advantage of the enhanced CLEMIS services and shared regional database funded by the federal government.  CLEMIS did not market an expansion beyond its borders; non‐County agencies realized the benefits and came to CLEMIS to join.  At the conclusion of the grant award period, CLEMIS membership grew to roughly 6,000 law enforcement officers relying on CLEMIS today (just under a third of all officers in Michigan). 

 In 2010, the grant‐required compliance study was performed using the increased number of law enforcement officers.  The study was submitted to the U.S. Department of Justice and demonstrated that 2,400 FTE’s out of 6,000 were effectively redeployed for an improved efficiency of about 40%.  Frankly, given the property tax implosion, reduced State support, and the condition of the economy, the effect of recent reductions in law enforcement personnel in southeastern Michigan would have been much worse had it not been for the technology improvements in CLEMIS funded through this federal grant program. 

 CLEMIS does not make a profit and the financial operations are contained in a fund separate from all other County operations. CLEMIS charges fees for certain functions as a means of covering some of its operating costs. The fees are charged to the law enforcement users (including the Oakland County’s Sheriff’s Office). The fees, however, do not cover the full amount of direct and indirect support for the CLEMIS services.  There is no other provider of law enforcement IT services that is more cost effective than CLEMIS. 

 The Oakland County General Fund provided an additional $3.7 million in operating subsidies to CLEMIS on behalf of the region in FY‐2010 over the fees charged to all CLEMIS members. No other county in southeastern Michigan provides operating subsidies at this level. 

 

 

 Agencies requesting membership are expected to pay fees similar to every other CLEMIS member as cited below.  Rates have been approved by the CLEMIS Advisory Board through FY‐ 2015 (fiscal years July 1 through June 30). 

 The below fees are “gross.” Many of the functions may already be incorporated in the Police and / or Information Technology Departments and thus would not be an incremental cost to the Agency’s General Fund given that they are already in the operating budget. For example, the MDC fee is largely comprised of the cost of wireless communications with the carrier (AT&T).  If an agency has MDCs today, then they are already paying a fee for the current MDCs such cost would be included in the operating budgets.  Even as fees would be paid to CLEMIS, the Agency would be able to avoid paying its current fees directly. 

 A summary of fees follow (all of which would be based on the 2013 fiscal year)  – 

 

 

• Membership Fees – the membership fees cover on‐going training, technical support, access to all CLEMIS records, software, centralized hardware (agency‐owned hardware such as MDCs, desktops and printers would be the Agency’s responsibility), and the maintenance of the system itself.  As of July 1, 2013, the annual membership fee for an agency located outside of Oakland County is $221 per sworn officer. 

 CLEMIS Membership Fees are consistent and predictable. Changes in membership fees CLEMIS wide are voted in by participating CLEMIS agencies. There are no unexpected charges for upgrades, program changes or market changes that are normally required by “for‐profit” private companies. 

 

 

• MDC Fees – annual MDC costs (largely wireless communications) are $1,109 per unit.  

 

• Mugshot Fees – mugshot equipment maintenance costs are $4,000 per year per mugshot capture station.  For agencies that do not have a capture station, Investigative software may be used via the Internet. Annual maintenance for the software is $2,000 per year per agency regardless of how many devices access the system. 

 

 

• Fingerprint Fees – the fingerprint fees represent the annual equipment maintenance costs for one fingerprint unit with one printer. The high‐end annual maintenance fee is $3,523 per year for one device. 

 

 

• “Gross” Estimated Annual Fees ‐ As noted previously, the “gross” amount does not represent the incremental cost as some of the fees may already be incorporated within the Agency’s operating budget. 

 The above “Gross” costs do not include connectivity charges funded by all non‐Oakland County CLEMIS members.  The connectivity charges to CLEMIS from the Agency’s computer network would require detailed technical research concerning the connectivity points, method (fiber versus T‐1s), size of the ‘pipe’, and many other matters during implementation to ensure that 

 

 

the ‘speed’ of the computers is adequate for public safety use.  The costs for connectivity are borne by the local law enforcement agencies (see Exhibit F).  CLEMIS would provide the necessary engineering of the needs (in cooperation with the Agency’s Information Technology Department) at no cost to the Agency. 

 CLEMIS has invested over $40 million in equipment, software and other technology (including approximately $22 million in federal capital grants) over the past decade.  There is no requirement by CLEMIS for agencies to provide any funding towards the capital investments. Agencies joining would benefit from the existing equipment, software, organizational and technical support all other agencies in CLEMIS currently receive – on day one!  There is no entry fee or huge up‐front costs required. 

 Finally, CLEMIS is managed through a fund separate from the IT Operating Fund.  The CLEMIS Operating Fund financial statements are located on the County’s website.  At June 30, 2013, the CLEMIS Operating Fund had unrestricted equity (which approximated the cash balance) of $9.4 million.

CLEMIS IS A FORCE MULTIPLIER January 2014 

   

The strength of CLEMIS is the cooperation of its membership of law enforcement agencies, police chiefs and the networking of command officers using a common computer system for fighting crime.  Clearly, crime has no borders.  Suburban criminals commit crimes in large cities; large city criminals commit crimes in the suburbs.  A significant barrier to a coordinated approach to law enforcement is disparate criminal information or no information at all. 

 Yet, with non‐CLEMIS agencies just yards away from many of the CLEMIS members, the ability to coordinate law enforcement services is significantly hampered by a lack of data between CLEMIS members and those agencies.  Use of the CLEMIS system would eliminate that data divide.  Suburban and larger city police officers working in a coordinated manner through a common records management system would be more effective together than apart.  CLEMIS is a force multiplier and for agencies suffering losses in law enforcement personnel, this is critical for the region. 

 CLEMIS offers significant search tools to mine the data contained in the common records management system.  All manner of reports, both standardized and those tailored specifically for an agency’s purposes, can be prepared on an ‘as needed’ basis or through routine reports available daily, weekly or monthly. Because the CLEMIS members report into the system daily, the underlying data is near real‐time. With accurate, timely data, investigators researching similar crimes can do so against a regional and in some instances state / federal database, not simply one created by and limited to a particular agency. Using a shared, regional database with substantial search tools helps to ensure a more efficient and effective result in combating crime.  It is a force multiplier for the sworn officers at the agency.

CLEMIS APPLICATIONS ARE CONSTANTLY EVOLVING TO MEET MEMBER NEEDS January 2014 

   

CLEMIS is constantly evolving to meet the needs of its member law enforcement agencies. There has been no time in the nearly past two decades where CLEMIS has stopped improving its services.  Vendors would normally charge users for major version upgrades or special programming.  Unlike a vendor, minor and major CLEMIS software improvements are funded by CLEMIS and / or the Oakland County General Fund with no additional charges to the members for these services. 

 The applications are or will be fully integrated and supported by CLEMIS.  The CLEMIS administration understands the cost of integrating separate systems can be substantial not only in its first connection, but keeping two separate systems in sync over the lifetime of the applications.  Keeping disparate systems in sync is a hefty technology cost avoided with the use of CLEMIS’ integrated package of applications.  The responsibility for the integration and version upgrades rest with CLEMIS management. 

 From time to time, CLEMIS will either replace or perform significant technology upgrades to software programs in use.  During the application development stages of a major software upgrade, CLEMIS typically requests assistance from local law enforcement agencies largely to help ensure that the final product meets member needs. There is no requirement for member agencies to provide assistance.  Rather, this is a quality assurance technique to help the CLEMIS programmers understand the use of the technology in daily operations by CLEMIS members and an opportunity to the volunteering agencies to ensure that the final product provides the very best in technology to benefit officers on the street. 

 The following applications have recently been deployed or are being initiated; such programs have been funded through the Oakland County General Fund on behalf of regional law enforcement: 

 

 

• Common Records Management System (CLEAR) – CLEMIS completed a re‐ write of the Records Management System in 2012 and deployed it to 86 law enforcement agencies.  It is a fully‐integrated system with other CLEMIS applications with no responsibilities of the local law enforcement agency in programming.  The cost of this program was approximately $3.0 million which was largely grant funded. Enhancements continue even as the program is in use by member agencies.  Costs are covered by CLEMIS membership fees. 

 

 

• Computer‐aided Dispatch (CAD) – CLEMIS is developing a new CAD system and is utilizing input from member agencies.  Programming is expected to take between 12 to 18 months before the new application is ready to pilot.  The cost of the CAD re‐write of an estimated $3.5 million is being borne by the County’s Radio Communication Fund. 

 

• OakVideo – CLEMIS has a unique video arraignment/conferencing system that can 

link the video system to any IP based system throughout the world.  In addition, it 

includes a document management system that passes documents between Police, 

Prosecutor and Court. No other system in the State offers anywhere near this 

solution in functionality. OakVideo has been fully functional since 2004, and is 

currently being upgraded to include the newest and greatest hardware 

available.  As a final phase, CLEMIS is making plans for a new OakVideo document 

management system to improve integration with the Records Management System.

IMPLEMENTATION COSTS UPON JOINING CLEMIS January 2014 

   

The implementation efforts and costs of an agency joining CLEMIS vary.  Since the mid‐1990s, the CLEMIS team has successfully converted no less than 40 other law enforcement agencies from their independent systems to using CLEMIS. The timing of this matter is highly dependent upon the cooperation of the new agency, size of the agency, and issues yet to be determined. 

 CLEMIS will absorb the following costs – 

 

 

• Training –Training officers in the use of CLEMIS tools can either be at one of CLEMIS’s training locations or on‐site depending on the size of the Agency.  Train the trainers (which has the effect of creating ‘power users’) would also be explored.  CLEMIS will absorb the training costs. The officer time in class and travel costs will be borne by the Agency. 

 

 

• Centralized Equipment – additional storage space (equipment and software) may be required.  CLEMIS will absorb this cost. 

 

 

• Conversion of Existing Data – the conversion of existing Agency data will be a cooperative effort between CLEMIS and the Agency as understanding the nuances of any computer conversion is difficult. CLEMIS will not charge the Agency for its efforts in this process, however; the Agency may incur costs from their current vendor. 

 

 

• Software – additional software licenses may be required.  The cost of these license fees and related costs will be borne by CLEMIS.  

• CAD to RMS Connection – if an agency would like to retain its operational CAD system, a connection between this independent system and CLEMIS RMS will be required.  The interface of this separate system will be accomplished through cooperation between the Agency and CLEMIS personnel. 

   

   

 

 

A new Agency will absorb the following costs:  

 

• Agency Equipment – mobile data computers, printers, desktops, laptops, mugshot units, fingerprint units, and similar equipment for specific use by the agency will be paid for by the Agency.    

• Connectivity – depending on what CLEMIS services are used, the Agency may be required to fund and connect to the County’s OAKNet either through fiber‐optic or T‐1 network connectivity.  The type of connection, locations, and many other aspects of this high‐technical endeavor would require additional research. Information Technology personnel costs, when required, are absorbed by CLEMIS.

SUPPORT OPERATIONS January 2014 

   

Technology support comes in several levels – the on‐site support of the Agency’s technology and / or law enforcement operation (e.g. ‘power’ users), through Oakland County’s 24 x 7 operations of its Information Technology Department and / or CLEMIS personnel.  Power users can resolve many functions within a new Agency (or Information Technology).  However, the IT operations support a call‐in center for triaging customer issues from lost passwords to system outages. Most call‐in issues can be resolved over the telephone if not through the power users or within a short period thereafter.  Critical issues require in‐field support. 

 The most critical equipment involved in immediate on‐site support is the CAD; such in‐field support is promised in 4 hours if necessary. 

 Support costs are generally included in the CLEMIS fees. Abuse of CLEMIS equipment, however, would be a local cost to repair or replace it.
