October is here and it is officially fall in the Northwest! What would be better for a fall rendezvous than having a Soup Pot Get Together in Port Orchard? It’s on the calendar for 6, 7, and 8 October. (Yes, that’s two days after the October dinner meeting.) So, get the crock pot out, make your favorite homemade soup, bring your muffin tins, and come ready to sample everyone’s soup. You can sign up on the website and there is a more complete flyer included here in the Bellviews. I’m looking forward to seeing everyone there along with our friends from the Bremerton Squadron.

We were completing the USPS Safety video project for the Digital Media Library right about the time the Sep-tember newsletter was going to press. We got the photos in, but did not have a chance to report that the filming was a lot of fun, and everyone who participated really enjoyed their "acting role" in the project! A special thank you to Bellevue West Marine, Seattle Boat Company, Meydenbauer Bay Yacht Club, Luther Burbank Park, King County Sherriff ’s Office – Marine Rescue Dive Unit , and the Mercer Island Fire department Aid Unit for vol-unteering their locations or services for our use during the production. Please be sure to convey your thanks to these organizations – their help was invaluable!

Our September meeting was incredibly timely with the Salvation Army sharing the many programs they offer in our area. As you may remember, we had a kettle by the reception desk for donations for the victims of the recent hurricanes. I want to share that we had over $700 contributed to the Salvation Army that evening. Thank you to everyone for your generosity.

And a very special thank you to our members, led by Willa Conrad, P, who helped provide backpacks with school supplies to be distributed through the Salvation Army through their after school programs. It’s so nice when we can give back to our community.

This month we are also hosting the USPS District 16 Fall Conference the last weekend, 27 -29 October. If you have not been to a District Conference – this is your chance. It’s a great way to learn what is happening at Na-tional along with what other squadrons are doing and to share what we are doing well. There is no cost to attend the conference itself, but reservation forms for meals are included in the Bellviews.

Other activities coming up include the Crab Feed on Saturday, 11 November at Meydenbauer Bay Yacht Club. Please be thinking of any raffle prizes you might have to contribute. We’re going to limit them to about 10 this year… but we need your help in obtaining the items. The raffle is critical in helping the event end in the black. If raffle items are not used that night, will be saved and used at another event during the year.

The forest fire clouds rained ash on our boats!

What a sight. Literally dozens of what were gleaming white cruisers looking like they had each been run through a car wash in reverse. Big, little, new and old boats, all looking like 10 miles of dirt road. After a full soapy wash poor Holo Holo still looked like an off-white carpet. What to do?

My dock has a large contingent of veteran boat owners, each with an opinion on dealing with the ash. I asked around and received much advice on removing the ash. The approaches ranged from “I’m waiting for the October monsoons - that should wash it off…”, to using XXX, a fairly strong hull cleaning product I have used to clean my salt-water fishing boat (ouch!). So, after much consideration, I along with Lester, my Boating Guru dock mate, launched a test of the several referenced products.

First, let me say that neither Lester nor I qualify as experts of deck cleaning, although Lester did put in four years at West Marine in his post-retirement. Also, I wanted to start with ‘mild’ products, since I know what hull cleaners can do to fiberglass. With that in mind, I then picked an inconspicuous spot on the deck, the bowsprint that already needed some touch-up. I washed the surface with basic boat soap, then quartered the surface to apply four products per the directions on the bottles. After all four were applied, we scientifically stepped back, looked at the results, and chose a winner.

Product Number One, as suggested by our local boat detailer was Soft Scrub, the kitchen sink and fiberglass tub cleaner. Amy pointed out that she had not tried it, but some of her customers had with acceptable results. Quadrant #1 was treated per spec.

Number Two, West Brand Deck Cleaner, (which came right out of Lester’s dock box- age unknown), was applied to Quadrant # 2. Product #3, Meguiars boat soap was used on Q3. Last but not least, Product 4, FSR Fiberglass Stain Remover was applied to Q4, with the caveat that the FSR was applied in a highly diluted application.

Once the products were applied, we washed down and dried the area. Then from a distance of about 3 feet we reviewed the results, voted, and compared notes. We agreed that Quadrant 4, the FSR section was clean and white, whereas the other sample quadrants still showed some residual of ash.

This was a fun exercise, as a precursor to again cleaning the entire deck of Holo Holo to remove the ash. The results look great, and the rest of my dock mates appreciate that I used my boat as the ‘guinea pig’ for the cleanup

project. Let’s hope that this is the last time any of us need to clean up after a forest fire disaster.

FALL CLASSESWe had scheduled a slate of courses for the Fall. Of these we only have sufficient students to conduct the Piloting class (glad to see a few of my former Seamanship students register for this). The Electronic Navigation class is being delayed to see if we can find interested students from outside the squadron (thanks Kevin Kean for assist-ing with this). We will be offering a full slate of seminars so hopefully we will be more successful on signups for Weather, Jr Navigation, Skipper Saver, Marine Radar, Anchoring, and VHF Marine Radio. We also have two one day ABC3 classes scheduled. Most of these classes and seminars have been updated since 2008, so even if you’ve taken it in the past, it would be well worth it to attend again to refresh your knowledge.

2017 PROJECTSSome of the things I hope the education department will be working on this year include:

1) Setting up a web based class either using “goto meeting” or one of the no cost alternatives. People today have busy work schedules that sometimes take them far from the Seattle area. If we wish to appeal to a broader base of prospective students we will have to start using technology to allow for a more flexible schedule. We will also be able to save a bit on classroom rentals.

2) In the past we’ve allowed members to “challenge” a course. By that I mean they can self study and take the exam for credit. As a collorary to item 2, I would like to develop a more formal self study program. We would have two on site classes to answer questions etc. but the students would do the greater part of the studing on their own. My belief is that most of the value of the classes we teach is from the instructor to student and the student to student interchange. Obviously this is missing in the “challenge” process. The new program will attempt to mitigate this loss while still allowing students a great deal of flexibility over their reading/learning pace.

3) Expand and revamp our seminars to beyond just the ones we’ve taught for the past decade and present these at venues besides the Bellevue West Marine. I would like to offer Saturday seminars at local mari-nas and yacht clubs. Of course this means that we will need more volunteers to teach these seminars so please contact me if you have the ability and availability to help.

I certainly hope everyone had a great cruising summer season and look forward to a wonderful year for the education department. "COLLISION!”

In the early morning of 17 June 2017, the USS Fitzgerald (DDG- 62) and the Philippines registered merchant ves-sel ACX Crystal collided in the waters off the Izu Peninsula Japan, south of the entrance to Tokyo Bay. Tragically, seven U S Navy sailors lost their lives in the Fitzgerald which also suffered significant structural damage. The ACX Crystal sustained somewhat less damage but no loss of life. The investigation teams of the many maritime agen-cies and organizations with jurisdictions and/or interests in what happened will determine causes and eventually present their findings. Admiralty courts will adjudicate responsibilities. The careers of several Navy officers and merchant mariners will be significantly affected.

From the limited information now available, what can other mariners, particularly recreational boaters learn from this unfortunate accident. Both vessels apparently, did not have adequate situational awareness. Neither, acted as if they were aware of the presence of the other vessel and the developing “extremis” related to likely collision. Neither vessel seemed to act to avoid a collision as required by the International ColRegs. Both vessels were not only required to maintain proper lookouts but also to employ all means available, (i.e. electronic data and com-munications media) to detect and act to avoid a collision when in proximity of other vessels. There is no mention of communications between the two vessels by radio, sound signals or other means prior to the collision. Visibility was clear but certainly affected by darkness on the clear night.

As operators of recreational vessels, frequently operating in the vicinity of other vessels both large and small, we must always be aware of other vessels around us, their characteristics and capabilities and what they are doing or are likely to do. What do we know about the maneuvering capability of the other vessels, what is their current course and speed and their observed track with respect to our vessel? What should we expect the other vessel to do? What does another vessel expect us to do? While the ColRegs spell out what we and they should do in vari-ous situations where vessels are near one another, would it make sense to hail the other vessel and ask about their intentions, particularly if the situation is developing quickly and intentions/actions could be misunderstood. Are sound (whistle) signals to declare our intentions or actions or our concern for impending danger required? In any situation, the prudent mariner should have a plan of action in mind to avoid a problem and act boldly, responsibly and timely to avoid embarrassing the other vessel, or worse, becoming involved in a collision.

Remember this phrase from the original USPS Membership Pledge; “….To operate my boat legally and in a manner that will not cause damage or discomfort to others”. Also, re-member your PFD, “Wear it!” Your lifejacket can save your life and that of your friends and loved ones when, on or near the water and the unexpected occurs.

We were delighted to meet Steve Higgs and Alice Reed at the September dinner, and welcome them into Bellevue Sail & Power Squadron! They have a 44’ sailboat named Moondance, and Steve has 15 years of sailing experience. He also has an OUPV Captain’s License. Alice is the best First Mate anyone could have Steve said!

Their boat is in the BVI in a charter program, and sadly it was badly damaged in Hurricane Irma. They are awaiting more information on the extent of damage.

They have been thinking of changing to a power boat and cruise the beautiful waters of the Northwest.

Therefore, they plan to take classes and have On-the-Water training with their power boat. Steve took Engine Maintenance, and was impressed with the class. They live in Kirkland.

Did you hear? The United States Power Squadrons is changing its name! Well, no, not exactly. However, we ARE changing the way we promote our organization to the boating public, including a more dynamic image, more relevant words to describe ourselves, and modernized graphics. And for the first time in memory, we will be advertising at the national level. This is big stuff.

We are not officially changing our name; nothing changes for contracts, tax returns, and other official uses as well as for internal use. We are still the United States Power Squadrons. However, we will promote ourselves using America’s Boating Club® as a marketing moniker and descriptor. We will start out with dual branding, emphasizing United States Power Squadrons, We Are America’s Boating Club. We will also start using the new logo, along with the traditional ship’s wheel logo. Over time, we will de-emphasize the traditional logo and concentrate on the more dynamic imagery.

Of course, all this is to attract today’s boaters. In addition to the all-important educational aspect, we need to project ourselves as a dynamic, relevant boating organization. Today’s boaters are interested in fun, activity, and a sense of belonging in addition to education. Our traditional market, and composition of current membership, is still a viable group, although it is declining in size. Our growth target market includes both empty nesters and families with teens at home, and there are 15 million of them. They often have smaller boats and participate in water sports on rivers and lakes, as well as some that boat on navigable waters. And we have not ignored younger boaters, but are calling this group our “stretch” market that we want to make aware of our opportunities.

Some of the ways we can describe ourselves (a la the ethereal “elevator speech”) are:

1. We are a nation-wide boating organization. We learn together, boat together, and help each other and the boating community.

2. Our members learn boating skills, engage with boating friends, and connect with the boating commu-nity.

So, our logo, and our public image, should project that we are a vibrant, accessible, and welcoming organiza-tion dedicated to a happy, fun, exiting, competent, and safe boating experience. It’s who we always were; we just need to promote ourselves as this full-range, multi-dimensional boating organization. We want to welcome more boaters to membership beyond boating.
