Under consideration are a drainage solution at Plaza Bella entry, spring mulching, rock/gravel landscaping, landscape lighting for the pool/parking area, painting in the pool area, install play-scape cover and replace damaged rubber edging, and a pavilion at the park. We discussed a sport court and other play area ideas for teens but were unable to come up with workable options. Xeriscaping – e Board received a proposed Xeriscaping policy from the attorneys and is in process of personalizing it for Bella Vista with redlining changes. A final policy is expected in the May-June timeframe. Fence Repair – With springtime weather getting us out more, there’s no excuse for those with fences needing maintenance, so warning letters will start going out in April. that, “The damage from the current drought has not been reversed with the couple of inches of rain we’ve received since last summer. The dead foliage is still present, just patiently waiting for a nice hot day, low humidity and some sort of ignition source! We all must remain vigilant in our attempts to not only prevent fires from starting, but also protecting our homes from area wildfires. The best way to do this is follow the Firewise suggestions, beginning with the first 19 (no cost, little time).”

Beyond just complying with Texas laws that place strict limits on outdoor burning, and knowing that getting proper approvals to do so in Bella Vista is all but impossible, we are sharing this list of other ways to protect your home and that of your neighbors. It’s derived from a State of Minnesota article, “50 Ways to be Fire Wise.”

Because of the building materials, furnishings, and open designs of modern homes, a fire can consume your home in as little as five minutes, so any response time delay could allow a fire to spread to neighboring homes, threatening more lives and property. Will your home survive a fire that originates next door or in the forested canyon? Here are 50 things you can do to protect it.

NO COST, JUST A LITTLE TIME

1. Perform a fire safety assessment of your home.2. Check your fire extinguishers. Are they still charged? Are

they easy to get to in an emergency? Does everyone in the family know where they are and how to use them?

3. Put a hose (at least 100' long) on a rack and attach it to an outside faucet.

4. Never cook outside if the smoke and flames are blowing toward your home (or your neighbor's home).

5. If you have a burn barrel that you use for burning trash, STOP! It’s against the law.

6. Compost leaves; don't burn them.7. Clean your roof and gutters of leaves and pine needles.8. Trim all tree branches that overhang your house.9. Trim all tree branches from within 20' of all chimneys.10. Clear the view of your house number so it can be easily

seen from the street.11. Prune branches hanging low over the driveway for overhead

clearance.12. Maintain a green lawn for 30' around your home.13. Move your firewood pile out of your home's defensible

space.14. Clear deadwood and dense flammable vegetation from your

home's defensible space.15. Remove evergreen shrubs from your home's defensible

space, especially if your home is in a high-risk area such as backing up to the canyon.

16. Talk to your children about not starting fires or playing with matches.

17. Plan and discuss an escape plan with your family. Have a practice drill. Include your pets.

18. Review your homeowner's insurance policy for adequate coverage. Consult your insurance agent about costs of rebuilding and repairs in your area.

19. Be a Firewise advocate, and support our next annexation drive this summer.

MINIMAL COST ACTIONS ($10-$25 and a little time)20. Have highly visible house numbers (at least 4" tall) painted

on your curb where cars don’t park, such as right next to the driveway.

21. Install a fire extinguisher in the kitchen AND the garage.22. Purchase and use a NOAA weather alert radio. Many types

of emergencies are announced through this service.23. Replace evergreen shrubs with low-flammable plants in your

home's defensible space. You can find a list of Texas Firewise Plants at http://txmg.wpengine.netdna-cdn.com/ellis/files/2012/03/Texas-Plant-Flammability-List.pdf.

24. Thin and prune any pine trees for 30' to 100' around your home.

25. Install metal screens on all attic, foundation, and other openings on your home to prevent accumulation of leaves.

26. Install a spark arrestor or heavy wire screen with opening less than 1/2" on wood burning fireplaces and chimneys.

MODERATE COST ACTIONS ($50 - $250 and a little more work)

27. Relocate propane tanks inside the defensible space but at least 10' from the house. Have nonflammable ground cover such as gravel around them for 10'.

28. Enclose decks to prevent accumulation of leaves and debris underneath. Include a metal screen with a 1/8" mesh opening to prevent sparks from getting under the deck.

29. Treat flammable materials like, decks, and siding with fire-retardant chemicals.

30. When replacing a roof, use fire-resistant materials such as Class A shingles

TRASH RECYCLINGAs a reminder, we now have recycling service at no charge. Trash pickup is

every Tuesday, and recycling pickup is every other Tuesday. Al Clawson provides recycling for the items identified below.

• Paper Products: newspaper, magazines, office paper, brown paper bags, junk mail, phone books, cardboard, paperboard.

• Plastics: plastic #1 to #7• Metals: aluminum cans, aluminum

foil (no food contamination, tin and steel cans)

• Glass: clear, brown, and green glassThey will pick up only the provided

rollaway carts and three (3) bags per home per week. The lid on the cart must be closed.

Four times a year – on the pickup day immediately following New Year’s Day, Fourth of July, Thanksgiving Day, and Christmas Day – Clawson will pick up

two (2) additional bags per household. For additional service, bag tags are available from Clawson at $2.50 each for additional bags and bulky items. The letter you received has details, but examples of bulky items include a queen size box springs & mattress (11 tags = $27.50) and a refrigerator or freezer (20 tags = $50).

The HOA also intends to rent a large commercial collection bin for community use twice a year for the weekend of our annual garage sale, to be place in the pool parking lot for items that are not sold or donated. Details of that will come later.

ACC UPDATEWith the last freeze date behind us, we’re excited to see people

outside doing yard work and will soon restart our Yard-of-the-Month program. This is also the time for home improvements, but do it right by following the Deed Restrictions and getting written approval up front from the Architectural Control Committee (ACC). Not to worry, it’s a fairly easy process. You can get the request form on the Bella Vista community website and take it with your plans to RealManage or send it to [email protected].

In 2013 the ACC got 42 requests and approved 37 of them with an average turnaround of just 4 days, even though the request form says to allow for two weeks for an initial response. The Committee really is interested in helping you get your project started and finished in a way that improves your home value and the character of the community while complying with deed restrictions. John Shumaker chairs the Bella Vista Architectural Control Committee.
