pened to be conveniently nearby. “OK, fellas, let’s set this one up,”

LaFlonza said. “Someone may haveheard the shots. Jeeves, give the guysa hand with Ball’s body.”

I shot Jeeves a look, and hesmiled. “Well,” he shrugged, “shepays top dollar.”

This wasn’t looking good. I wasrunning out of options, and I didn’thear any cavalry coming over the hill.No one had called the police. Jeevesand another of the mobsters movedBall’s body so it looked as if he wasshooting at something. Then theyshoved me over in front of the body.Jeeves took Ball’s gun and pointed itat my chest. No, this wasn’t lookinggood at all.

At that moment, a thick Irishbrogue cut through the tension.“Hold it right there, boyo, and dropthat gun.”

My buddy Jim Walsh from the BelAir Patrol walked into the room.“Thought you could use a little helpabout now, Paul.”

I started breathing again andsmiled.

Seems Jim had asked one of hisPatrol buddies to take Shirley homeand then followed me over to Ball’shouse. He got there just in time to seeLaFlonza arrive, and had been stand-ing behind the door with his gundrawn during the entire affair.

I picked up the phone and calledSgt. Bill Vose at the LAPD. He said hewould dispatch a prowl car and thenbe right over. When he arrived, Billflashed his badge for all to see, andthen I told the story. Vose arrestedLaFlonza and her bunch on the spot.

“You’re wasting your time, offi-cer,” she said. “My lawyers will haveus out of jail before lunch.”

“Perhaps,” Vose said. “But withthe testimony of Manning and Walsh, plus the fact that this knife here inyour purse is a perfect match with theone we found in Quintana, my guessis that the jury won’t have much trou-ble coming to a decision. Take heraway.”

“I think this round is mine,” Isaid as LaFlonza walked out in hand-cuffs, “and the match, too.”

The next day, Shirley and I met

with DC McGuire, our parking expert;my client, Betty Beeson; and Betty’slandlady, Marlene Crowley, for lunchat the 19th hole at Rancho Park GolfCourse.

“What I don’t understand,” saidCrowley, “is why the Mob cared aboutthe notebook that had the money-laundering information. They nearlykilled Betty and ripped her roomapart looking for it.”

“They didn’t,” I said. “That wasone of Ball’s guys. Ball would havebeen in big trouble with the feds ifBetty had figured out what was goingon and turned him in. Ball was justfortunate that she was from Iowa andnot Manhattan. She didn’t knowwhat she had in the notebook. TheMob cared about Ball’s other activi-ties. The money laundering was justan ‘extra’ for them.”

“So, Betty, what’s up for you?“ I asked. “Your former boss is push-ing up daisies.”

“Betty and I have decided toenter into a partnership,” DC said. “Iwill front for her, and she can run theoperations. Parking operations, thatis. Our first location will be theArgyle, arranged through the good

offices of Shirley here.”It all seemed to have worked out.

The murderer was in jail, Betty andDC were in business, and then Ilooked at Shirley.

“I think it’s time you made achoice, Paul Manning,” she said. “Meor that endless line of nurses andwaitresses and beautiful clients.”

Shirley gave me a look that toldme I had little choice. I began to won-der if I would have been better offback with that she-wolf with thevoice like moonlight on the SpanishSteps.

At that moment, the bartendercalled my name and said I had aphone call. It was my answering serv-ice. Seems a new client had called, and it was an emergency. I askedwhether the client was male orfemale.

Oh boy, I was in trouble again.

“The key to any solution on a campus is a quality mas-ter plan with buy-in and understanding from most if notall constituencies. Once everyone is on board, communica-tion between contractors, department heads and the park-ing department is critical. Also, the parking departmentneeds to be proactive in communicating policies (in a posi-tive tone), new programs and new operations to the parkers.”

-- Ed Bebyn, Manager/Parking and Transit, Yale University.

“Space and Permits.”

-- Ronald StyronUniversity of Southern Mississippi

“We have recently replaced a number of large garbagedumpsters located throughout the campus on streets or inparking lots. By doing this and getting our own garbagetrucks, the university will save $6,000 and add 90 parkingspaces.”

-- Harry Hueston, Texas A&M

Parking in Higher Education – The Pros Speak Outfrom Page 14

“Space and the challenge of revenues meeting expenses.”

-- Al Hall, St Joseph University

“Drawing from my experiences at three major universi-ties over 25 years, the greatest issues are:

“Being left out of the planning process for campus landuse, growth and development. Too often, parking, trans-portation and ADA access decisions are determined by sen-ior university administrators based on advice from outsidearchitects and engineers and without much input fromthose who deal directly with these issues.

“There is a disconnect between the requirement forparking to be self-supporting based on the real cost of park-ing facilities and the rate structures that the administrationwill accept (as well as funding things outside the domain ofparking).

“Knee-jerk reactions to individual issues sometimesoverpower well-planned and established policies and pro-cedures, leading to inconsistencies and loopholes in theparking system.

“The solution is for the senior parking administrator todevelop competencies in these areas and have the assertive-ness and credibility to be involved in the planning process,as well as being responsible for implementation of plansagreed to by the university president or chancellor.”
